1.0 Introduction This quarterly cleanup status report (CSR) summarizes operation and maintenance (O&M) activities

and monitoring data for the pump and treat (P&T) system operated as part of the selected remedy for

the Fruit Avenue Plume (FAP) Superfund Site (CERCLIS No. NMD986668911) located in

Albuquerque, New Mexico. This report describes O&M activities performed on the system from

September 28, 2007 through December 29, 2007.

The FAP Superfund Site (Site) is identified on the National Priorities List (NPL) as a chlorinated

solvent ground water plume located in the downtown area of Albuquerque, New Mexico. The

primary contaminant of concern (COC) in the ground water at the Site is trichloroethene (TCE) with

lesser amounts of tetrachloroethene (PCE), cis-1,2-dichloroethene (DCE), and trans-1,2-DCE. A

treatment system was constructed between August 2004 and September 2005. Routine operations of

the system started on November 18, 2005. A summary of startup operations may be found in Cleanup

Status Report No. 1 (CH2M HILL, 2006). The system consists of one ground water extraction well

(D2E-P1), two injection wells that contain a total of three screened intervals for re-injection of treated

water into the aquifer (single injection well (D2E-I3) and the dual injection well (I2/D1E-I1)), and an

air stripper treatment system. The treatment system location is shown in Figure 1; the layout of the

system is provided in Figure 2.

The FAP Superfund Site Record of Decision (EPA, 2001) established a remediation action objective

(RAO) for operation of the treatment system that prevents human ingestion of, inhalation of, or

dermal contact with ground water that contains concentrations of PCE above 5 micrograms per liter

(µg/L), TCE above 5 µg/L, DCE above 70 µg/L, and trans-1,2-DCE above 100 µg/L (these are the

Maximum Contaminant Level Goals [MCLGs] set by the Clean Water Act (or are MCLs where

MCLGs are set at zero)).

To meet this RAO and Applicable or Relevant and Appropriate Requirements (ARARs), the

treatment system has the following operational goals:

• COCs at concentrations less than MCLs at the ASTP effluent,

• Air emissions below state and federal threshold levels, and

• Maintain >80% run time.

2.0 Operations Summary This section summarizes the field activities and presents the operational data that were collected from

the treatment system during the reporting period. Operational highlights for this reporting period are

presented in Table 1 and a summary of O&M activities is presented in Table 2. The performance of

the treatment system was monitored by onsite staff, and by remote monitoring of the SCADA system.

A list of ASTP operational parameters monitored is included in Table 3. Onsite observations of non-

SCADA operational parameters were recorded on inspection data log forms. Data from the

inspection data log forms for system monitoring and operational activities through this reporting

period are reported in Table 4.

Routine O&M activities included bag filter changes, acid pump adjustments, injection well

disinfection and back flushing, and performance sampling. The ASTP has been running almost

continuously since it was started on February 19, 2007.

2.1 System Downtime The treatment plant was operational 2121 hours of a possible 2211 hours, or 96% of the reporting

period. The ASTP runtime calculation and history are presented in Table 5.

The goal of exceeding 80% run time was achieved

during this reporting period.

Downtime during this reporting period occurred primarily during unintentional shutdowns due to the

reinjection pump tripping its main circuit breaker. Discussions of ASTP shut down events are

included below in Section 2.3 and Section 2.4.1. A small amount of the downtime (less than five

hours) during this reporting period was related to normal operations and maintenance such as

injection well disinfection, back flushing, and changing the bag filters.

2.2 Operational Data and Process Monitoring Data The ASTP SCADA system continuously monitors several operational and process monitoring

parameters. Non-SCADA parameters are monitored by the operator. A list of quantitative

operational and process monitoring data is available in Table 3. Figure 2 illustrates the locations of

the water and exhaust sampling ports, SCADA monitoring instruments, and the location on non-

SCADA instruments. The data recorded by the SCADA system is saved on a hard drive associated

with the computer system. The hard drive is backed up each weekday. The non-SCADA data

recorded by the operator on the inspection data log forms are included in Attachment A. Field notes

are included in Attachment B.

2.2.1 Plant Influent and Effluent, and Efficiency of Aboveground Treatment Components The ASTP has been running almost continuously since it was started on February 19, 2007. During

this reporting period, none of the treated groundwater was discharged to the sanitary sewer. The

ASTP has been operating at an injection rate from 75 gpm to 89 gpm with an average of 84 gpm. The

total injection rate is currently approximately 86 gpm. This injection rate is within the range of flow

rates that the treatment system was expected to operate (80 gpm to 100 gpm).

The cumulative and monthly volumes of ground water treated and reinjected by the ASTP are

presented in Table 6 and Figure 3. Through the end of this reporting period, a cumulative total of

approximately 76,400,000 gallons of water have been pumped from the extraction well and treated by

the air stripper; approximately 74,200,000 gallons of treated water have been re-injected via the

injection well system, and approximately 1,900,000 gallons of treated water have been discharged to

the sanitary sewer. During this reporting period, approximately 11,000,000 gallons of water have

been pumped from the extraction well and treated by the air striper. All of the treated water was

returned to the aquifer, and none was discharged to the sanitary sewer.

November 2007, the most since the start of ASTP

operations.

Recently measured COC concentrations in the ASTP influent (sample port SP-1) and effluent (sample

port SP-5) are summarized in Table 7. Analytical laboratory reports are included in Attachment C.

The sample results indicate that COC’s are not

detectable in the ASTP effluent.

The mass removal of COCs by the treatment system during this reporting period was estimated based

on the total volume of ground water pumped from the extraction well during the reporting period and

the difference between the influent and treated (effluent) water concentrations as measured during the

October 28, 2007 sampling event. A concentration of one-half the detection limit (0.25 μg/L during

this reporting period) was used if a particular COC was not detected in the treated water sample.

Calculations of the contaminant mass removed by the system are illustrated in Attachment D. The

cumulative and monthly mass of COCs removed from ground water since the treatment system

commenced operations are presented in Table 8 and illustrated in Figure 4. Approximately 4.9

kilograms (kg) of VOCs (consisting of TCE, cis-1,2-DCE, and trans-1,2-DCE) are estimated to have

been removed from the ground water aquifer since the treatment system began operation. PCE has

not been detected in the influent water samples.

All previously collected air emissions samples have shown that concentrations and emissions were

below applicable regulatory standards. Since the influent concentrations of VOCs in ground water

have not varied appreciably since startup, the concentrations observed in the air emissions were not

expected to have appreciably changed. Therefore, an air emissions sample was not collected during

this reporting period.

Air emissions have been and are expected to remain below

state and federal threshold levels

2.2.2 Extraction Well Data Throughout the reporting period, the pumping rate for the extraction well (D2E-P1) ranged from

77 to 91 gpm. The pumping rate is modulated by the SCADA system to maintain a flow balance with

the re-injection system. The extraction well pump runs continuously except during system

shutdowns.

It is expected that the conclusions of the 2006 capture zone evaluation (CH2M HILL, 2006b) are

applicable because the ASTP has resumed operation at approximately the same flow rate as was

included in the capture zone evaluation reported in the March 2006 CSR.

• Little or no capture is occurring in the I2 zone. The extraction well is screened across the D2

zone only and does not appear to be affecting the I2 zone.

• In the D1 zone, capture of contaminants identified by the monitor well SFMW-22 appears

successful. Contaminants downstream and south of the pumping well are not being captured.

• In the D2 zone, capture of contaminants identified by the monitor well SFMW-23 appears

successful. Contaminants downstream and south of the pumping well are not being captured.

Contaminants upstream of the pumping well will likely not be captured as they would tend to

move around the injection boundary.

In summary, the vertical and horizontal extent of the capture zone is as was expected when the

location of the extraction well was selected (CH2M HILL, 2004).

2.2.3 Injection Well Data The flow of treated water to the injection wells is manually controlled through the SCADA system to

maintain a fixed flow rate at each injection well. The FCVs are programmed to stop injection when

the water in the well reaches a predetermined level. The injection FCVs are currently programmed to

maintain water levels below 20 feet below ground surface and achieve the following approximate

flows:

• 48 gpm to the single injection well (D2E-I3).

• 35 gpm to the dual injection well (I2/D1E-I1).

The specific capacity of the injection wells was evaluated from data collected twice during the

reporting period (Figure 5 and Figure 6). The specific capacity of the injection wells appears to be

decreasing (draw up is increasing at fixed flow). There are several possible causes this which will be

evaluated and discussed in the next CSR. At this time, the injection wells still maintain their capacity

long enough to allow back flushing to be conducted approximately every eight weeks.

2.3 Problems Encountered With P&T Component Operation The ASTP has been running relatively problem free. During this reporting period the effects of the

plant upgrades and modifications completed over the past few months have paid off with nearly

continuous operation of the ASTP. One problem remains:

A recurring problem has been that the reinjection pump frequently trips its circuit breaker. During

this reporting period the reinjection pump motor bearings were replaced, and this seems to have

greatly reduced the frequency of shut downs. After the bearing replacement the ASTP ran for

approximately five weeks without an unintentional shut down. The circuit breaker has tripped several

times on two different days since the bearings were replaced, suggesting that there may be a

secondary cause of the shutdowns. At this time, we are uncertain of the exact cause of the pump

shutdown and are working to correct it.

2.4 System Modifications, Maintenance, and Testing The purpose of this section is to summarize routine and non-routine maintenance and system

modifications performed during this reporting period and to identify maintenance activities scheduled

for the next reporting period.

2.4.1 Routine Maintenance As part of the routine maintenance procedures for the treatment system, each injection well is back

flushed. A detailed description of back flushing operations is included in the March 2006 CSR#5.

During this reporting period, the injection wells were back flushed on October 19, 2007 and

December 20, 2007. Additional back flushing is scheduled for the next reporting period.

The injection wells were disinfected approximately weekly through the reporting period using a

sodium hypochlorite solution. The effectiveness of routine disinfection, back flushing, and

redevelopment procedures are evident from the sustained reinjection well flow rates and relatively

steady water levels.

Additional routine maintenance performed during this reporting period included changing the bag

filters. Changing the bag filters requires that the ASTP be shut down long enough to drain the filter

canisters. Both the influent (BF#1) and effluent filter bags (BF#2) were changed during the reporting

period (Table 2).

The air stripper view windows have remained generally clear and pressure in the air stripper has

remained within acceptable limits, so cleaning of the air stripper trays was not required during this

reporting period.

The acid pump stroke length was adjusted several times during the reporting period. The stroke

length needs to be adjusted in response to seasonal air temperature changes while the SCADA system

can adjust the acid pump pulse rate in response to daily air temperature changes. Approximately

24,680 pounds of sulfuric acid (three loads) was delivered during the reporting period.

Routine performance sampling of influent and treated water was conducted on October 29, 2007. The

results of performance sampling are used in this report to evaluate the efficiency of the treatment

system and to estimate the quantity of contaminants removed from the aquifer.

2.4.2 System Modifications and Non-Routine Maintenance One non-routing maintenance activity was conducted during the reporting period.

• The reinjection pump motor bearings were replaced in response to overheating. The overheating

had been causing system shutdowns approximately once per week. This frequency of shut downs

has decreased dramatically since the bearing replacement, but infrequent recurrence suggests that

there is a secondary cause of the shut downs.

3.0 Conclusions The ASTP is running quite well and all three goals of the RAO are being met. Based on the

monitoring and observations made during this reporting period, the following quantitative

conclusions were developed:

• The treatment system was in operation for about 2121 hours (96%) of the reporting period

(September 28, 2007 to December 29, 2007).

• Approximately 11 million gallons of water were pumped from the aquifer and treated.

• An estimated 0.68 kg of total VOCs (consisting of TCE, cis-1,2-DCE, and trans-1,2-DCE) were

removed from the ground water aquifer during this reporting period.

• The ASTP achieved two new records: After replacement of the reinjection pump motor bearings

the plant ran for more than 5 weeks without an unintentional system shutdown, and a record high

of nearly 4.2 million gallons of contaminated water per month was treated and returned to the

aquifer in November 2007.

4.0 Recommendations/Upcoming Activities Normal operations, including influent and effluent water sampling, injection well disinfection and

back flushing, acid deliveries, and system maintenance will continue during the December 2007 to

March 2008 operation period.

We expect the next quarterly reporting period to be complete on March 28, 2007.

This report contains the VOA and Iron data only. The Ammonia, BOD, and Kjeldahl are parameters done by the TCEQ Houston Lab. The TCEQ data will be reported as soon as it is available.

VOA:

Two analytes fail high in the BS. Neither analyte was found in the associated samples.

Acetone is qualified as blank related in samples 0710047-06 and 0710047-07 due to the presence of this analyte in the associated analysis blank.

Reporting limits are adjusted for sample size and matrix interference.

Standard procedures for quality assurance and quality control were followed in the analysis andreporting of the sample results. The results apply only to the samples tested. This final reportshould only be reproduced in full.
