Passage INASA plans to crash a pair of small robotic
science probes into the moon next week as part
of a yearlong mission to learn what lies beneath

The twin Gravity Recovery and Interior Laboratory
(GRaIL) spacecraft will make suicidal plunges on
Monday into a mountain near the moon's North
Pole, a site selected to avoid the chance of hitting
any of the Apollo or other lunar relics. The
impacts, which are not expected to be visiblefrom Earth, will take place about 20 seconds apart
at 5.28pm EST (10.28pm GMT) on Monday.
"They're going to be completely blown apart,"
Grail project manager David Lehman, from NASA's
jet propulsion laboratory in Pasadena, California,
told reporters on a conference call. The two
probes, each about the size of a small washing
machine, have been flying in close formation
around the moon for nearly a year to map the
lunar gravity.Scientists precisely measure the distance
between the two, a figure that slightly changes as
they fly over denser regions of the moon. The
gravitational pull of the additional mass causes
first the leading probe and then the following one
to speed up, altering the gap between them.
Gravity maps from the first part of the mission,
collected between March and May 2012, when
the spacecrafts were about 34 miles (55 km)
above the lunar surface, revealed that the moonhas a shallower and much more fractured crust
than expected the result of asteroid and comet
impacts billions of years ago. Similar
bombardments happened on all the solid bodies
of the inner solar system, though the evidence on
Earth has been erased by erosion, plate tectonics
and other phenomena. "With Mars, there's a
question about where the water that we think
was on the surface went," said lead scientist
Maria Zuber at the Massachusetts Institute of
Technology. "These fractures provide a pathway
deep inside the planet and it's very easy to
envision now how a possible ocean on the surfacecould have found its way deep into the crust."
Scientists also discovered lava-filled subterranean
cracks inside the moon, evidence that the body
expanded early in its history. In addition to
planetary science, the gravity maps, along with
detailed images, should help engineers pick
landing sites for future robotic and human
expeditions to the moon, Zuber said.
The spacecraft will hit the surface at about
3,760mph (6,120kph). No pictures are expectedbecause the region will be dark at the time of
impact, but a sister spacecraft circling the moon,
NASA's Lunar Reconnaissance Orbiter, will
attempt to survey the crash site.

Passage II
We need professionalism and accountability in
sports administration. The crisis in Indian sports
has come to a head with the International
Olympic Committee (IOC) suspending the Indian
Olympic Association (IOA), the body that governs
Olympic sport in India. Things might not have
come to this, if the members of the IOA had been
more invested in the development of sports and
athletes in the country. The lack ofprofessionalism is not just a problem for the IOA.
The Indian Amateur Boxing Federation has been
suspended by the International Boxing
Association, and the Archery Association of India
(AAI) has been derecognized by the Indian
government. The sports ministry also issued a
notice to the Athletics Federation of India,
questioning its election procedures. In all
likelihood, other associations will face similar
bans. Every sports association in India must usethis as a chance for introspection. Indian athletes
have made significant gains in the past few years
and we cannot squander these gains because of
administrative issues. The recent suspensions
have fore grounded the lack of accountability and
transparency in the governance of sports
federations. We cannot make cosmetic changes in
the way these organizations are managed, only to
face a similar situation a few years down the line.

Parliament must pass a bill that covers all Olympic
and international sports. It should ensure that the
IOA and other federations adopt higher standards
of governance. More athletes must participate insports administration. There must be age and

organization, and Indian archery, to stagnate. The

There are several aspects of sports governance
that need urgent reform. One, more former
athletes and experts must actively participate in
governance. Champions must be built. Talent
must be found, skills sandpapered, techniques
tuned and minds strengthened. This requires a
relentless pursuit of greatness. Sports must be
taken to the grassroots, and young people must
be given opportunities to develop their talent.We must make a clear distinction between
administrators and experts, for sport has a
managerial aspect and a training aspect. Former
athletes dont always understand organization,
while administrators cant fathom the intricacies
of the sport. Each must know his or her place. For
far too long, Indian sports administrators have
held on to their positions to serve vested
interests; the athlete has been the last priority on
their agenda. The time has come for a differenttype of sports administrator to enter the arena:
one who has integrity, passion for the
development of Indian sports and the athletes
interest foremost in his mind.

The Indian monsoon is likely to fail more often in
the next 200 years threatening food supplies,
unless governments agree how to limit climate
change, a study showed. The monsoon rains
could collapse about every fifth year between
2150 and 2200 with continued global warming,
blamed mainly on human burning of fossil fuels,
and related shifts in tropical air flows, it said.
Monsoon failure becomes much more frequent as
temperatures rise, Anders Levermann, a professor

which lasts from June to September, is vital for

rainfall of between 40 and 70 percent below
normal levels. Such a drastic decline has nothappened any year in records dating back to 1870
by the India Meteorological Department, they
said. In the past century the Indian monsoon has
been very stable. Assuming a 4.6 degree C rise by
2200, about 10 monsoons would fail in the 50
years to 2200 with daily rainfall of only about 3
mm (0.11 inch), about half of the normal 6 to 7
mm. (0.24 to 0.28 inch), the study indicated.
World emissions are rising and the 2 degree
ceiling is getting harder to achieve. But, the studysaid that the shifts would disrupt air flows known
as the Pacific Walker circulation, which usually
helps to drive the Indian monsoon by bringing
high pressure to the western Indian Ocean, the
study said.
In years with an El Nino weather phenomenon,
which warms waters in the eastern Pacific, the
Walker pattern gets shifted eastwards, bringing
high pressure over India. That pattern suppresses
the monsoon. As temperatures increase in thefuture, the Walker circulation, on average, brings
more high pressure over India, even though the
occurrence of El Nino doesn't increase, a
statement about the findings said. The study
contrasts with a 2007 report in which the U.N.
panel of climate scientists said that most models
predicted more variability in the amounts of
rainfall in the Asian monsoon this century, along

Converting more solar power into electricity is

the last five years, Chinas manufacturing capacity

oversupply and a ferocious price war. The result
is a looming financial disaster, not only for
manufacturers but for state-owned banks that
financed factories with approximately $18 billion
in low-rate loans and for municipal and provincial
governments that provided loan guarantees and
sold manufacturers valuable land at deeply
discounted prices. Even though the cost of solar
power has fallen, it still remains triple the price of
coal-generated power in China, requiringsubstantial subsidies through a tax imposed on
industrial users of electricity to cover the higher
cost of renewable energy.
How Solar Power Works: There are several ways
to use the suns power to generate electricity.
One of the most promising is called concentrating
solar power. This involves using mirrors to reflect
and focus the suns rays, providing heat, which in
turn helps power a generator. Another is
photovoltaic panels, such as the displays on therooftops of homes and office buildings (some of
these displays, especially in California, have
experienced problems with theft). Solar energy is
also used to heat water and pools and of
course a properly designed house will optimize
the light and heat qualities of as it floods through
the windows. Making a solar panel, also known
as a solar module, requires four main steps. The
first is to use molten polysilicon to grow crystals
or cast blocks of polycrystalline silicon. Thesecond step is cutting and polishing the material
into thin, smooth wafers. The next step involves
chemically treating the wafer and adding
electrical contacts to turn it into a solar cell. The
last step involves connecting 60 or 72 solar cells
together, covering them with glass, enclosing
them in an aluminum frame and adding an
electrical junction box.

Concussions are brain injuries that occur when a
person receives a blow to the head, face, or
neck. Although most people who suffer a
concussion experience initial bouts of dizziness,
nausea, and drowsiness, these symptoms often
disappear after a few days. The long-term effects
of concussions, however, are less understood andfar more severe. Recent studies suggest that
people who suffer multiple concussions are at
significant risk for developing chronic traumatic
encephalopathy (CTE), a degenerative brain
disorder that causes a variety of dangerous
mental and emotional problems to arise
weeks, months, or even years after the initial
injury. The psychological problems with this can
include depression, anxiety, memory loss,
inability to concentrate, and aggression. Inextreme cases, people suffering from CTE have
even committed suicide or homicide. The majority
of people who develop these issues are athletes
who participate in popular high-impact sports.
Although new sports regulations and
improvements in helmet technology can help
protect players, amateur leagues, the sports
media, and fans all bear some of the
responsibility for reducing the incidence of these
devastating injuries. Improvements in diagnostictechnology have provided substantial evidence to
link severeand often fatalpsychological
disorders to the head injuries that players receive
while on the field. Recent autopsies performed on
the brains of rugby players who have committed
suicide have shown advanced cases of CTE in

A shameful blot on our criminal justice system is
the phenomenon of under trials rotting in jails for
periods longer than the maximum punishment
imposable upon conviction. One of the reasons is
the inordinate delays in the trial inter alia because

of a Bench of the Delhi High Court, comprising

every magistrates court there should be one PP.
It wondered how one prosecutor could handle
more than three courts and satisfactorily manage
cases. The Bench noted that lack of adequate

rule of law cannot tolerate the pathetic situation
about lack of PPs in courts. The Bench asked the
principal secretary (home) and the law secretary
of Delhi government to visit and inspect the
working conditions of PPs in various courts of the
city. If this be judicial activism, it is most welcome
because it enforces the right of under-trials to a
speedy trial guaranteed by Article 21 of theConstitution.
