General Studies: Paper 1 Mock Test No.1 Date: 16/12/2012

Directions for the following ten items:

Read the following two passages and answer the

items that follow based on the passage only.

Passage INASA plans to crash a pair of small robotic

science probes into the moon next week as part

of a yearlong mission to learn what lies beneath

the lunar surface, officials said on Thursday.

The twin Gravity Recovery and Interior Laboratory

(GRaIL) spacecraft will make suicidal plunges on

Monday into a mountain near the moon's North

Pole, a site selected to avoid the chance of hitting

any of the Apollo or other lunar relics. The

impacts, which are not expected to be visiblefrom Earth, will take place about 20 seconds apart

at 5.28pm EST (10.28pm GMT) on Monday.

"They're going to be completely blown apart,"

Grail project manager David Lehman, from NASA's

jet propulsion laboratory in Pasadena, California,

told reporters on a conference call. The two

probes, each about the size of a small washing

machine, have been flying in close formation

around the moon for nearly a year to map the

lunar gravity.Scientists precisely measure the distance

between the two, a figure that slightly changes as

they fly over denser regions of the moon. The

gravitational pull of the additional mass causes

first the leading probe and then the following one

to speed up, altering the gap between them.

Gravity maps from the first part of the mission,

collected between March and May 2012, when

the spacecrafts were about 34 miles (55 km)

above the lunar surface, revealed that the moonhas a shallower and much more fractured crust

than expected the result of asteroid and comet

impacts billions of years ago. Similar

bombardments happened on all the solid bodies

of the inner solar system, though the evidence on

Earth has been erased by erosion, plate tectonics

and other phenomena. "With Mars, there's a

question about where the water that we think

was on the surface went," said lead scientist

Maria Zuber at the Massachusetts Institute of

Technology. "These fractures provide a pathway

deep inside the planet and it's very easy to

envision now how a possible ocean on the surfacecould have found its way deep into the crust."

    Scientists also discovered lava-filled subterranean

cracks inside the moon, evidence that the body

expanded early in its history. In addition to

planetary science, the gravity maps, along with

detailed images, should help engineers pick

landing sites for future robotic and human

expeditions to the moon, Zuber said.

The spacecraft will hit the surface at about

3,760mph (6,120kph). No pictures are expectedbecause the region will be dark at the time of

impact, but a sister spacecraft circling the moon,

    NASA's Lunar Reconnaissance Orbiter, will

attempt to survey the crash site.

    (1) The following is/are correct according to the

    passage:

    1. The two probes that have been flying around

the moon for over a year will make plunges near

the moons North Pole2. Gravity maps revealed that the moon has a

shallower and much more fractured crust than

    expected

    3. NASAs Lunar Reconnaissance Orbiter is

circling the moon and will attempt to survey the

    crash site of GRaIL

    (a) 1 and 2

    (b) 2 and 3

    (c) 1 and 3

    (d) All of the above

    (2) "They're going to be completely blown apart,"

is from the first paragraph of the passage. These

    words imply:

    1. that the myths around what lies under lunar

    surface will go away

    2. that the mountains near the moon's north pole

    will be blown apart

    Passage II

We need professionalism and accountability in

sports administration. The crisis in Indian sports

has come to a head with the International

Olympic Committee (IOC) suspending the Indian

Olympic Association (IOA), the body that governs

Olympic sport in India. Things might not have

come to this, if the members of the IOA had been

more invested in the development of sports and

athletes in the country. The lack ofprofessionalism is not just a problem for the IOA.

The Indian Amateur Boxing Federation has been

    suspended by the International Boxing

Association, and the Archery Association of India

(AAI) has been derecognized by the Indian

government. The sports ministry also issued a

notice to the Athletics Federation of India,

questioning its election procedures. In all

likelihood, other associations will face similar

bans. Every sports association in India must usethis as a chance for introspection. Indian athletes

have made significant gains in the past few years

and we cannot squander these gains because of

    administrative issues. The recent suspensions

have fore grounded the lack of accountability and

transparency in the governance of sports

federations. We cannot make cosmetic changes in

the way these organizations are managed, only to

face a similar situation a few years down the line.

General Studies: Paper 1 Mock Test No.1 Date: 16/12/2012

Parliament must pass a bill that covers all Olympic

and international sports. It should ensure that the

IOA and other federations adopt higher standards

of governance. More athletes must participate insports administration. There must be age and

tenure restrictions on office bearers. For example,

the AAI has been administered by the same

president for over 40 years. This has allowed the

organization, and Indian archery, to stagnate. The

Indian sports code, which sets the age limit for

the heads of sports associations at 70 and

restricts their tenure to 12 years, should be

upheld. Passing a sports bill would be doing a

great service to the aspirations of future Indianathletes.

There are several aspects of sports governance

that need urgent reform. One, more former

athletes and experts must actively participate in

governance. Champions must be built. Talent

must be found, skills sandpapered, techniques

tuned and minds strengthened. This requires a

relentless pursuit of greatness. Sports must be

taken to the grassroots, and young people must

be given opportunities to develop their talent. We must make a clear distinction between

administrators and experts, for sport has a

managerial aspect and a training aspect. Former

    athletes dont always understand organization,

while administrators cant fathom the intricacies

of the sport. Each must know his or her place. For

far too long, Indian sports administrators have

held on to their positions to serve vested

interests; the athlete has been the last priority on

their agenda. The time has come for a differenttype of sports administrator to enter the arena:

one who has integrity, passion for the

development of Indian sports and the athletes

    interest foremost in his mind.

    (6) With reference to the passage, which of the

    following are correct implications?

    1. Some Indian sports associations are on the

    verge of facing bans

    2. Parliament must pass a bill that covers all

Olympic and international sports which ensure

    higher standards of governance

    3. The Indian Sports Code should be implemented(a) 1 and 2

    (b) 2 and 3

    (c) 1 and 3

    (d) All of the above

    (7) The author believes that

    1. the IOA would not have been suspended if the

    members had invested more

    2. the Indian athletes have made insignificant

gains in the past few years3. the recent suspensions have brought out the

lack of accountability and transparency in the

    governance of sports federations

    4. the cosmetic changes will not lead to an

improved situation a few years down the line

    (a) 1 and 2

    (b) 2 and 3

    (c) 3 and 4

    (d) All of the above

    (8) The following points are implied by the

    passage except:

    1. the several aspects of sports governance need

    urgent reform

    2. more number of former athletes and experts

    must actively participate in training

    3. lack of professionalism is just for IOA

    (a) 1 and 2

    (b) 2 and 3

    (c) 1 and 3(d) None of the above

    (9) What are the several aspects that need urgent

    reform?

    (a) clear distinction between administrators and

    experts

    (b) talent must be found, skills sandpapered,

Read the following passage and answer the

questions(22-25) that follow based on thepassage only.

    Passage I

The Indian monsoon is likely to fail more often in

the next 200 years threatening food supplies,

unless governments agree how to limit climate

change, a study showed. The monsoon rains

could collapse about every fifth year between

2150 and 2200 with continued global warming,

blamed mainly on human burning of fossil fuels,

and related shifts in tropical air flows, it said.

Monsoon failure becomes much more frequent as

temperatures rise, Anders Levermann, a professor

of dynamics of the climate system and one of theauthors at the Potsdam Institute for Climate

Impact Research, told Reuters. India's monsoon,

which lasts from June to September, is vital for

India's 1.2 billion people to grow crops such as

rice, wheat and corn. India last faced a severe

widespread drought in 2009 and had to import

sugar, pushing global prices to 30-year highs. The

researchers defined monsoon failure as a fall in

rainfall of between 40 and 70 percent below

normal levels. Such a drastic decline has nothappened any year in records dating back to 1870

by the India Meteorological Department, they

said. In the past century the Indian monsoon has

been very stable. Assuming a 4.6 degree C rise by

2200, about 10 monsoons would fail in the 50

years to 2200 with daily rainfall of only about 3

mm (0.11 inch), about half of the normal 6 to 7

mm. (0.24 to 0.28 inch), the study indicated.

World emissions are rising and the 2 degree

ceiling is getting harder to achieve. But, the studysaid that the shifts would disrupt air flows known

as the Pacific Walker circulation, which usually

helps to drive the Indian monsoon by bringing

high pressure to the western Indian Ocean, the

    study said.

In years with an El Nino weather phenomenon,

which warms waters in the eastern Pacific, the

Walker pattern gets shifted eastwards, bringing

high pressure over India. That pattern suppresses

the monsoon. As temperatures increase in thefuture, the Walker circulation, on average, brings

more high pressure over India, even though the

occurrence of El Nino doesn't increase, a

statement about the findings said. The study

contrasts with a 2007 report in which the U.N.

panel of climate scientists said that most models

predicted more variability in the amounts of

rainfall in the Asian monsoon this century, along

with a trend towards more rain on average.

    a) 1:2 b) 1:3 c) 3:1 d) 2:1Read the following two passages and answer the

questions that follow based on the passage only.

    Passage I

Through the centuries, scientists have found

innovative ways to harness the power of the sun

from magnifying glasses to steam engines.

Converting more solar power into electricity is

high on the political agenda in many countries,

amid the push to find domestic energy sources

that are less polluting than fossil fuels. Assisted

by technological innovation and years of

government subsidies, the cost of solar power

and wind power has fallen sharply, so much so

that the two industries say that they can

sometimes deliver cleaner electricity at prices

competitive with power made from fossil fuels.

China in recent years established global

dominance in renewable energy, its solar panel

and wind turbine factories forcing many foreign

rivals out of business and its policy makers hailed

by environmentalists around the world as

visionaries. But, now Chinas strategy is in

disarray. Though worldwide demand for solarpanels and wind turbines has grown rapidly over

the last five years, Chinas manufacturing capacity

has soared even faster, creating enormous

oversupply and a ferocious price war. The result

is a looming financial disaster, not only for

manufacturers but for state-owned banks that

financed factories with approximately $18 billion

in low-rate loans and for municipal and provincial

governments that provided loan guarantees and

sold manufacturers valuable land at deeply

discounted prices. Even though the cost of solar

power has fallen, it still remains triple the price of

coal-generated power in China, requiringsubstantial subsidies through a tax imposed on

industrial users of electricity to cover the higher

    cost of renewable energy.

How Solar Power Works: There are several ways

to use the suns power to generate electricity.

One of the most promising is called concentrating

solar power. This involves using mirrors to reflect

and focus the suns rays, providing heat, which in

turn helps power a generator. Another is

photovoltaic panels, such as the displays on therooftops of homes and office buildings (some of

these displays, especially in California, have

experienced problems with theft). Solar energy is

also used to heat water and pools and of

course a properly designed house will optimize

the light and heat qualities of as it floods through

the windows. Making a solar panel, also known

as a solar module, requires four main steps. The

first is to use molten polysilicon to grow crystals

or cast blocks of polycrystalline silicon. Thesecond step is cutting and polishing the material

into thin, smooth wafers. The next step involves

chemically treating the wafer and adding

last step involves connecting 60 or 72 solar cells

together, covering them with glass, enclosing

them in an aluminum frame and adding an

    electrical junction box.

    (34) Why is Chinas solar strategy is in disarray?1. Chinas manufacturing capacity created

enormous oversupply and a ferocious price war

    2. Even though the cost of solar power has fallen,

it still remains triple the price of coal-generated

    power

    3. It requires substantial subsidies through a tax

imposed on industrial users of electricity to cover

the higher cost of renewable energy

    Passage II

Concussions are brain injuries that occur when a

person receives a blow to the head, face, or

neck. Although most people who suffer a

concussion experience initial bouts of dizziness,

nausea, and drowsiness, these symptoms often

disappear after a few days. The long-term effects

of concussions, however, are less understood andfar more severe. Recent studies suggest that

people who suffer multiple concussions are at

significant risk for developing chronic traumatic

    encephalopathy (CTE), a degenerative brain

disorder that causes a variety of dangerous

mental and emotional problems to arise

weeks, months, or even years after the initial

injury. The psychological problems with this can

    include depression, anxiety, memory loss,

inability to concentrate, and aggression. Inextreme cases, people suffering from CTE have

even committed suicide or homicide. The majority

of people who develop these issues are athletes

who participate in popular high-impact sports.

    Although new sports regulations and

improvements in helmet technology can help

protect players, amateur leagues, the sports

media, and fans all bear some of the

responsibility for reducing the incidence of these

devastating injuries. Improvements in diagnostictechnology have provided substantial evidence to

    link severeand often fatalpsychological

disorders to the head injuries that players receive

while on the field. Recent autopsies performed on

the brains of rugby players who have committed

suicide have shown advanced cases of CTE in

every single victim. In rugby, as of 2010, if a

players helmet is accidentally wrenched from his

head during play, the ball is immediately whistled

dead. It is hoped that these new regulations,

coupled with advances in helmet design, will

reduce the number of concussions, and thus curb

further cases of CTE. We should commend everyattempt to protect the mental and physical health

questions that follow based on the passage only.

    Passage

A shameful blot on our criminal justice system is

the phenomenon of under trials rotting in jails for

periods longer than the maximum punishment

imposable upon conviction. One of the reasons is

the inordinate delays in the trial inter alia because

of lack of adequate trained Public Prosecutors

(PPs). In this context, the anguished observations

of a Bench of the Delhi High Court, comprising

Chief Justice Dipak Misra and Justice Manmohan,

were most timely. The Court suggested that in

every magistrates court there should be one PP.

It wondered how one prosecutor could handle

more than three courts and satisfactorily manage

cases. The Bench noted that lack of adequate

number of trained PPs is a main contributoryfactor for the problem of under trials. The judges

rightly observed that a country governed by the

rule of law cannot tolerate the pathetic situation

about lack of PPs in courts. The Bench asked the

principal secretary (home) and the law secretary

of Delhi government to visit and inspect the

working conditions of PPs in various courts of the

city. If this be judicial activism, it is most welcome

because it enforces the right of under-trials to a

speedy trial guaranteed by Article 21 of theConstitution.

Look at the UK Supreme Court which is now

the highest court of appeal in the United

Kingdom. The Court is housed in a building

opposite the Big Ben. The atmosphere in Court is

genial, not forbidding. The court rooms are

spacious and brightly lit. There is pin drop silence

in the Court. Counsel respectfully answers

occasional polite queries from the Bench without

loud interruptions from counsel on the other side.A noteworthy feature is that a concise press

summary outlining the facts of the case, the legal

issues involved and the reasons for the judgment

is issued at the same time by the registry with the

approval of the Court to assist in understanding

the Courts decision. Judgments are available on

the same day. Adoption of this practice in our

    Supreme Court is worth consideration.

Lets look at the obsession with the attire.

Irans Ministry of Culture and Islamic guidance hasprescribed certain hairstyles for men as

permissible models to promote Islamic culture

and to confront Western cultural invasion. The

French Parliament has banned the wearing of full

length burqa in public to preserve French

republican values and secularism. Our Union

Tourism Minister Kumari Selja wants to prescribe

a code inter alia to tell foreign tourists what to

wear and how to wear and not to indulge in any

Read the following passage and answer thequestions that follow based on the passage only.

The main problem with trying to explain the fiscal

cliff, as I see it, is that people get far too caught

up in the details tax deductions, tax hikes,

spending cuts, debt ceilings, and the like. Which

are all important, but theyre not fundamentally

what the austerity bomb is about. Rather, the

reason that everybodys worried about the effects

of the fiscal cliff is simple Keynesian mathematics:

if we cut spending and raise taxes, that means

less economic activity and a nasty recession,

just when we can least afford it.To get back to what really matters, try to

    underscore something quite interesting, which

has been lost in the politics, which is that in terms

of the deficit, both Obama and Boehner want

something very similar. The deficit is big now

about $1.1 trillion and they both want it to

come down by roughly $200 billion, which is

much less than what will happen automatically if

they do nothing. In that case, the deficit would

plunge by a disastrous $500 billion or so.Deficits are a good thing, in terms of economic

stimulus, and taking away a large deficit too

quickly is a great way of causing a recession. I do

understand that at some point, deficits become a

bad thing, especially if the bond markets decide

that theres a real question mark over whether all

that borrowing can ever be repaid. But were not

at that point yet. So it falls to Barack Obama and

John Boehner to come together to prevent an

entirely avoidable recession. They can do it, andthey will do it. But well have to suffer a lot of

    agony before we get there.

    (55) Consider the following:

    1. Fiscal cliff is simple Keynesian mathematics: if

we cut spending and raise taxes, that means less

    Passage I

The growth of gross domestic product in everysub-sector of the Indian economy accelerated

during the second half of the 2000s, compared to

the first half of the decade. However, employment

growth in most sectors except construction

decelerated. This jobless growth was partly the

result of positive changes such as the reduction of

    "distress employment" in agriculture, created

during the previous half-decade, and an expansion

in the population of students. Rural wages rose

and average educational levels of the workforce

improved. Government interventions in rural Indiasince the mid-2000s, particularly the Mahatma

    Gandhi National Rural Employment Guarantee

Act, seemed to have aided these positive

    transformations. However, manufacturing

employment in the country fell and employment

growth slowed down in most constituents of the

services sector. The new jobs generated were

predominantly in rural construction. The slow

progress in the diversification of India's

employment structure has led to large-scale

withdrawal of women from the labour force, with

the number of women thus "missing" being as

large as the population of Brazil.

    (64) During the second half of the 2000s:

    (a) except in construction, employment growth

    decelerated in other sectors

    (b) employment growth in every sub-sector of the

    Indian economy accelerated

    (c) manufacturing employment fell andemployment growth in all service sectors fell

    (d) Rural wages rose and average educational

    following statements:

    1. "distress employment" in agriculture went down

in first half of the decade

    2. The new jobs generated were in rural

    construction

Which of the statements given above is/arecorrect?

    (d) number of women driven out of the labour

    Passage II

Pyongyangs rocket launch might merely mean

mischief, but it cannot be ignored. Desperate to

redeem itself after the humiliation of a failed

rocket launch in April, North Korea successfully

sent a satellite into orbit. Although Pyongyang

insists that its Unha-3 rocket carried a weather

observation satellite for peaceful purposes, the US

and its allies view this as a disguised test of its

ballistic missile technology. The UN strongly

condemned this violation of Security Council

    resolutions banning North Koreas missile

programme, and even Chinaits only ally

    expressed deep concern. Rhetorical antagonism

and periodically pushing its nuclear agenda have

been the isolated states tactics to gain

international attentionwhether in an indirectdemand for talks or an attempt to mask internal

power shifts, as in the shelling of Yeonpyeong

island near the disputed maritime border with

South Korea in 2010 as cover for the succession

saga in the worlds only hereditary communist

    regime.

    (67) Why did Pyongyang sent a satellite into

    orbit?

    (a) it was desperate to redeem itself

    (b) in order to gain international attention

The process of drilling down and creating tiny

explosions to shatter and crack hard shale rocks to

release the gas inside. Water, sand and chemicals

are injected into the rock at high pressure which

allows the gas to flow out to the head of the well.

The process is carried out vertically or, more

commonly, by drilling horizontally to the rocklayer. The process can create new pathways to

release gas or can be used to extend existing

channels. It is shorthand for hydraulic fracturing

and refers to how the rock is fractured apart by the

high pressure mixture. Experts also refer to a "frac

    job" and a "frac unit".

Much of the water used in fracking is collected

from the well and processed, but there are

    concerns that potentially carcinogenic chemicals

can sometimes escape and find their way into

drinking water sources. There is also claim that

shale gas leaking into their drinking supply causes

tap water to ignite. There are also worries that the

fracking process can cause small earth tremors.

    (b) the fracking can cause earth tumors

    (c) the shale gas leaking can ignite the taps

    (d) all of the above

Given below are eight items. Each item describes
