My Mayoral Charity, the Mary Peters Trust, has worked alongside me, and, through donations received, we hope to see aspiring athletes from all walks of life achieve their ambitions, whilst of course encouraging the essential enjoyment and love of sport. I cannot think of a more suitable mentor and inspiration than Dame Mary Peters CH DBE to this regard and I wish to put on record my thanks to the Mary Peter’s Trust and to everyone who has contributed to my Charity.

The first year of the Council has brought plenty of personal highlights. I have been to all parts of the expanded Council area and met so many people. Of course some visits stay in your mind, and one is the visit I made to the Ulster Hospital last Christmas; where it was an honour and privilege to meet families, with their children, and the dedicated nursing staff. I have met so many memorable people, including three ladies who marked their 100th birthdays and one lady who marked her 103rd.

My Mayor’s Awards, which were held earlier this year, serve to acknowledge the kindness and dedication of the many volunteers in the area; and I cannot commend this work highly enough. In partnership with Coca-Cola HBC, I was proud to present bursary awards to six young people from the area to aid with charity work, music and community endeavours.

As we move into the events season, I look forward to the Half Marathon on the 15th

The Council has now been in operation for just over a year and I am delighted to represent it as Mayor. My engagements come thick and fast and I have fantastic support from fellow Elected Members of Council and our Officers. I would like to thank my wife Linda, Mayoress, and my children, Amy, Joel and Robbie for all the support they have provided during this extremely busy year. I am often absent from home in the evenings because of the many engagements I attend and I have had plenty of understanding, not to mention latitude so I want to acknowledge that.

June, Park Life during the summer months and the Ulster Grand Prix, not to mention the numerous family-focused City Centre events and activities within our parks.

I was very pleased to see the Circuit of Ireland start held here in Lisburn and very much enjoyed the Mayor’s Parade.

Community Celebration Grants for our local groups were made available and applications are now being processed as one of our initiatives for the Queen’s 90th Birthday. I am looking forward to a special Tea Party for senior citizens also celebrating their 90th birthday, which will be held in the Island Hall on the 6th of June; and to the 21-Gun Royal Salute to take place in Hillsborough Fort on 11th June.

I extend my thanks to everyone who has supported me and I acknowledge the privilege of holding the position of Mayor.

QUEENS BIRTHDAY CELEBRATIONSBANNER AND BEACON

LISBURN & CASTLEREAGH CELEBRATES

THE QUEEN’S 90TH BIRTHDAY

To mark Queen Elizabeth II’s 90th birthday, Communities across Lisburn and Castlereagh will be celebrating this historic occasion, funded by grants made available by the Council.

A Beacon Lighting was held in Castle Gardens on the 21st April in line with UK-wide Beacon Lightings to celebrate the Queen’s 90th Birthday. The Mayor also launched details of an Afternoon Tea Party which will take place on Monday 6th June for residents who are celebrating their 90th Birthday in 2016. Residents interested in attending should contact the Mayor’s Office on T: 028 9250 9331.

The Council launched its Queen’s Birthday Celebration Grants in March.

The exhibition entitled ‘The Queen’s 90th Birthday’ will feature the Queen’s remarkable life, from 1926 to 2016, first as a royal princess and then since 1952 as the longest serving monarch in history. There are displays of royal memorabilia, photographs and literature relating to royal visits to Lisburn and Hillsborough, as well as footage of the captivating film, ‘A

Royal Occasion’, showing Lisburn at the time of the Coronation. The second exhibition marks the Centenary of 1916, the pivotal year of World War One. The exhibition features new displays narrating the events of that year, from local reaction of the Easter Rebellion in Dublin, to the Ulster Division’s attack at the river Somme, on the 1st July.

The Irish Linen Centre and Lisburn Museum is currently hosting two fascinating exhibitions in the run up to Queen Elizabeth II’s 90th birthday.

On the Queen’s 90th Birthday a Banner was unveiled at Lagan Valley Island.

The Mayor is hosting an Afternoon Tea Party to be held on Monday 6th June in Lagan Valley Island for those people celebrating a 90th Birthday in 2016. Pictured are Peggy Flynn and Elizabeth Hanna who joined Cllr Beckett for Afternoon Tea to launch the event.

The Council will host a 21-Gun Royal Salute on Saturday 11th June. This will take place at Hillsborough Fort and a limited number of free-of-charge tickets have been made available. There is also an Exhibition at the Irish Linen Centre which includes royal memorabilia, photographs and footage of the Queen’s visits to Lisburn.

The Council’s Community Plan will identify what we need to do to improve the lives of our citizens. Issues can include social, economic or environmental well-being; access to services, community safety, domestic abuse, drugs and alcohol; education and training, health, housing, jobs, justice, the local economy, natural environment, planning, recreation, sports facilities, transport and waste and recycling.

Community Planning is agreeing on shared goals to improve all aspects of life in our area through partnership working including public sector agencies, business, voluntary and community organisations and to work with local people.

Many of you have engaged in information gathering initiatives, either through our Community Conversations, meetings, by email or telephone calls.

Here is what you told us you like and dislike about the area:

Likes

Excellent schools and colleges in the area.

Great community facilities which host a variety of

activities and events.

Wide variety of local businesses and tourism and

leisure attractions, particularly Lagan Valley

LeisurePlex and Dundonald International Ice Bowl.

Good connectivity to hospitals, airports and other

services.

Quality of the surrounding countryside, parks and

open spaces, especially Moira Demesne,

Hillsborough, Castle Gardens, Moat Park and

Wallace Park.

Dislikes

The perceived anti-social behaviour especially along

the River Lagan.

Restricted opening hours of community facilities

and parks.

The lack of digital infrastructure.

The prevalence of derelict and vacant buildings in

Dundonald, Glenavy and Hillsborough.

Speeding traffic and congestion.

The lack of integrated transport.

The lack of partnership working.

Following suggestions on what to prioritise, we are currently matching information with our statutory partners. Suggestions are:

• Invest in our children and young people to make sure their future is more secure. • Identify new ways to deal with anti-social behaviour and increase emphasis on early crime interventions. • Improve services for our older people to tackle isolation and to have a healthier old age. • Grow existing businesses to create job opportunities. • Improve the tourism offer to encourage investment and grow visitor numbers.• Improve connectivity by developing an integrated transport plan and improving digital infrastructure. • Tap in to the potential of the natural and historic

Citizenship in Northern Ireland will be conferred by one of the Queen’s Lord Lieutenants. This will include the administering of a citizenship oath or a pledge.

The decision to grant British Citizenship is determined by UK Visas and Immigration, which is part of the Home Office and information on the application process is contained on its website www.gov.uk

Ceremonies will be held within three months of an application being approved.

Since it assumed responsibility for the administration of Citizenship Ceremonies in Northern Ireland, a number of ceremonies have taken place at Hillsborough Castle. Persons who have applied for British Citizenship and who have been approved to receive it will be invited by the Council to attend a Citizenship Ceremony.

COUNCIL MANAGING CITIZENSHIP CEREMONIES FOR NORTHERN IRELAND

Heritage and conservation charity Historic Royal Palaces assumed responsibility for Hillsborough Castle in 2014 and is undertaking a major transformation of the site. The £16m project will improve the interiors and gardens, introduce new visitor facilities including a dedicated Learning Centre, and open up areas of the castle which have previously been closed to the public.

Enabling works are already underway and the project is scheduled to be completed in 2019.

The Council’s Statement of Community Involvement

The Council is keen to actively engage the Community in delivering its planning function. The Statement of Community Involvement (SCI) sets out who, how and when the community will be invited to participate in the different stages of both Local Development Plan formulation and the determination of planning applications. A copy of the SCI can be viewed on the Council’s website.

Preparatory position papers which outline the key topic areas for consideration in the Plan, have been presented to members which formed the basis of initial Workshops, where issues could be further discussed and explored. Following publication of the Plan

Timetable (which will set out key milestones and dates) work will commence on the Preferred Options Paper. This will form the first stage of public consultation on the Local Development Plan and set out a series of options for dealing with key strategic issues in the plan area. It will include the Council’s preferred option based on evidence and evaluation.

The Council’s New Local Development Plan UpdateInitial Plan preparation is well underway with the Council’s new Local Development Plan which will eventually replace the existing DOE Plan (the Belfast Metropolitan Area Plan) for the area.

Is Community Planning different from Community Development or Spatial Planning

Community Development supports local community groups, builds their capacity and encourages input into the Community Planning process.

The Local Development Plan will outline how land should be developed or protected in the future. This will be the spatial representation of the shared goals identified in the Community Plan.

All aspects interlink and affect our Community Plan for people and Strategic Plans should identify common goals, create efficiencies and work in a focused manner.

Award SuccessLagan Valley LeisurePlex has recently picked up two prestigious UK Pool & Spa Awards after winning the accolade of Best Commercial Refurbishment Project of the Year and Water Leisure Venue of the Year.

The awards were achieved following a £3.4 million refurbishment project of the centre in 2015 which saw an extensive upgrade of the leisure pool, including the introduction of Aqualand, an exciting new interactive aquatic play area for children aged 3 – 9 years. The refurbishment also created a Vitality Gym & Spa as well as a fresh look reception, pool changing rooms and franchised restaurant.

Alderman Paul Porter, Chairman of the Leisure & Community Development Committee said, “I am delighted that the LeisurePlex has won these awards as they highlight the Council’s commitment to the citizens of Lisburn & Castlereagh to provide the best possible leisure facilities, which will encourage greater participation in sport and physical activity.

“The LeisurePlex attracts over one million visitors per year from across Northern Ireland, which offers a tremendous boost to the local economy.

“I hope the achievement of these awards will encourage others who have yet to explore the facility to make a visit this summer.”

Speaking about the development, Chairman of the Planning Committee, Alderman Michael Henderson MBE, said: “In terms of providing a holistic approach to Planning, this will be a significant development since the Council assumed responsibility for the delivery of the majority of planning functions in April 2015. “This improvement will provide residents with direct access to up-to-date planning information, including, Schedule

of Applications, Applications Received and Decided, Applications on Scheme of Delegation and Applications Advertised. “We anticipate that the direct access will offer a more efficient and user friendly experience, with up-to-date information at a click of a button!” We hope to launch this exciting development early June. Updates will be posted on Facebook and Twitter.

Funded by the BIG Lottery, the project aims to target those who are socially isolated in the community and specifically caters for Older People, People with Disabilities, young people aged 15-18 years and new parents.

Participants can enjoy varied programmes and take part in activities such as Dance, Kurling, Aerobics, Boccia, Free Gym Membership and Swimming, Bike Rides, Zumba Gold, Pilates, Baby Massage and Buggy Blitz Classes among many others. The project also aims to provide

The Council will be hosting a public screening of the forthcoming Northern Ireland v Germany football match on Tuesday 21st June in Market Square, Lisburn.

Alderman Porter said: “We are delighted to have the opportunity to screen the Northern Ireland v Germany football match in the City Centre, with some pre-match family entertainment by the Cool FM Roadshow from 3.00pm and kick-off at 5.00pm.” The event is aimed at families and the Cool FM Roadshow will also entertain the public during half time. Alderman Allan Ewart said: “The new public realm space is considered a great location for an open-air event. I hope local residents will plan to attend this event as there is fantastic support for Northern Ireland in the forthcoming UEFA competition.” Crowd control measures will be put in place and no alcohol is permitted for the public screening event. Over 100 leading business representatives from the Lisburn & Castlereagh City Council area, along with key business contacts from across the UK, investment representatives and senior politicians descended on Westminster in March to champion the Council area as one of Northern Ireland’s premier investment locations.

COUNCIL COMMITTED TO GROWING THE LOCAL ECONOMY

The Council is now responsible locally for the Regional Start Initiative, the national business start-up programme for Northern Ireland and is calling on all would be entrepreneurs to take advantage of this free business advice.

LISBURN AND CASTLEREAGH POLICING AND COMMUNITY SAFETY PARTNERSHIP (PCSP) AGREES ITS STRATEGIC PRIORITIES

The priorities were developed following an extensive consultation process which included focus groups, one to one sessions with key statutory and voluntary agencies, public meetings engaging two hundred people and complemented by an online survey completed by over three hundred respondents. They are also supported by local policing statistics with

an increase in the last financial year in anti-social behaviour related incidents, burglary, violent crime and the number of people seriously injured in road collisions.

Over the next two months, the PCSP will be finalising the Action Plan and be in a position to announce how the funding it receives from the Department of Justice and the Northern Ireland Policing Board will be allocated.

Speaking about the priorities identified, the Chairman of the PCSP, Cllr Scott Carson said; “The consultation process undertaken over the last number of months has been a very important exercise to ensure that the work of the PCSP reflects the priorities of the local community. We are extremely grateful to all those people who took the time to come to our meetings and completed the online survey. That includes all the groups we work with on a regular basis like the CPLCs and Neighbourhood Watch Co-ordinators. Your views are important to us and our commitment to making Lisburn and Castlereagh safer will be realised with your continued support and the implementation of specific measures to address the wide range of issues identified.”

Lisburn & Castlereagh PCSP has agreed its strategic priorities for the next three years. The focus of its work will be on six main issues which are also reflected in the Local Policing Plan:

• Addressing Anti-Social Behaviour• Drug and alcohol and other related crime• Burglary• Road Safety• Domestic and Sexual Violence• Supporting victims and addressing other crimes

Council Sets Lowest Domestic Rate in Northern IrelandLisburn & Castlereagh City Council has struck the lowest domestic (homeowner) rate of any Council in Northern Ireland. It also struck the second lowest non-domestic (business) rate out of the 11 local Councils.Alderman James Tinsley, Chairman of the Council’s Corporate Services Committee, speaking about the new rate, said: “The new district rate has been set to ensure the Council can continue to provide all its services and fulfil the new powers it was awarded under local government reform last April.

“Whilst inflation remained low in the last financial year the Council experienced increased costs due to fulfilling EU landfill diversion targets and increased recycling targets; and also due to the introduction of the National Minimum Hourly Wage, which it implemented for all affected staff and the removal of the Employers National Insurance Rebate of 3.4%.

DOG FOULING

Council Sets Lowest Domestic Rate in Northern IrelandLisburn & Castlereagh City Council has struck the lowest domestic (homeowner) rate of any Council in Northern Ireland. It also struck the second lowest non-domestic (business) rate out of the 11 local Councils.

Chairman of the Council’s Environmental Services Committee, Councillor Brian Hanvey and the Director of Environmental Services, Heather Moore have welcomed the reopening of Carryduff Household Recycling Centre.

The Council would like to remind all dog owners and dog walkers that it is an offence to fail to ‘scoop the poop’.

Lisburn & Castlereagh City Council will take immediate action against those that allow their dogs to foul in parks, on footpaths and in rural areas. Under this zero tolerance approach £50 fixed penalty fines will be issued to those irresponsible dog owners and dog walkers.

Dog mess is both anti-social and a health hazard so the Council wants to work in partnership with residents to help eradicate this type of irresponsible behaviour carried out by a minority of individuals. The Council is relying on members of the public to report irresponsible behaviour by dog owners and dog walkers by calling 028 9250 9394.

When reporting an incident please provide the time and location of the dog fouling, the name and address of the dog owner and your name and address, which will be treated as strictly confidential. Council Dog Wardens will investigate the complaint immediately and if necessary

RESIDENTS AND COMMUNITY GROUPS CALL FOR ‘NO FOULING’

Residents can now recycle more rigid plastic items in their household recycling bins. This expansion to the recycling service will enable residents to recycle plastic trays, pots and tubs in their recycling bins from 1st April 2016.

Councillor Brian Hanvey, Chairman of the Council’s Environmental Services Committee said: “With the Council’s ever growing focus and effort to encourage recycling across the Council area, I am pleased it has expanded the types of rigid plastic material that residents can recycle from home.

“In addition to plastic bottles residents can now recycle common household items such as plastic yogurt pots, plastic fruit containers, plastic ready meal trays,

plastic butter and margarine tubs in their recycling bins. Please ensure that these items are clean and dry before placing in the recycling bin.

“I am extremely mindful of how diligent our residents already are when it comes to recycling and doing their bit for the environment. With this expansion, I believe that by working together, we can make a big impact to recycling levels whilst reducing landfill waste costs and keeping rates low,” concluded Councillor Hanvey.

Within the Lisburn & Castlereagh City Council area there is still a small minority of dog owners and dog walkers who fail to clean up after their dogs and believe it is acceptable to ‘foul’ our streets and community areas.

The Council has updated the bin collection calendars on its website to include the year ahead. To view your appropriate calendar please log on to www.lisburncastlereagh.gov.uk/bincalendars

Bin Collection calendars can be downloaded from the website, are available in hard copy from the Council Headquarters or can be viewed via the BinOvation App.

The Council will now collect three bulky items FREE OF CHARGE from householders across the Lisburn & Castlereagh City Council area. Each householder is entitled to request three free bulky waste collections per year; and additional collections will be chargeable. The Council hopes that residents will be responsible and contact the Council to arrange collection for old items such fridges, mattresses and wardrobes.

The Council would encourage residents to use available ‘reuse’ schemes in the area for old furniture etc. Further details are available on the Council website.

For health and safety reasons the Council is unable to collect items which contain glass however householders can dispose of such items at any of the Council’s three household recycling centres.

HOUSEHOLD RECYCLING CENTRES

There are three recycling centres within the Council area located at:

• The Cutts, Derriaghy, BT17 9HN• Drumlough, Dromara Road, Hillsborough, BT26 6QA• Carryduff, 8 Comber Road, BT8 8AN From 1st April to 30th September the Household Recycling Centres are open Monday – Friday 9.00am – 7.00pm; Saturday 9.00am – 5.00pm Sunday - Closed.

The last entry time is 10 minutes before closing time.
