I would like to give a big thank you to everyone who has contributed to my Mayoral Charity, TinyLife, to date. TinyLife is dedicated to the support of premature babies and their families across Northern Ireland. My Mayoral Charity offers a variety of helpful and practical expertise, advice and support to families who are plunged into the circumstances that follow when a baby is born too early. I have first-hand experience in this area with my own grandson and I know how helpful it is to have experts on hand who can work with families through such difficult times.

I launched the Mayor’s Community Awards for 2017 a few weeks ago. The awards will recognise community endeavours, hard work and good causes across voluntary and

Finally, as we look forward to the arrival of Christmas please remember those who are in less fortunate situations than ourselves and people who are coping with difficulties, great or small. It is so important for us all to remember our good fortune in life and to count our blessings. Remember those who may need a helping hand and if it’s possible to help let’s do so.

The Council recently held a workshop looking at how the Council can grow and prosper over the next 20 years, through the creation of an ambitious and visionary Local Development Plan. Keynote speaker was Mr Waheed Nazir, Strategic Director of Planning and Regeneration Infrastructure at Birmingham City Council. Birmingham has transformed and regenerated its landscape over the past twenty years, resulting in hundreds of millions of pounds in investment and thousands of new jobs created and affordable homes built. The Council’s Development Plan 2030 will act as a planning blueprint for the next 15 years. It will consider critical elements including social, environmental and economic factors including regeneration, increased manufacturing and retail tourism, job creation and leisure and community in the coming years. Topics explored included maximising the economic potential of the City, doing things differently, the West Lisburn Development

Plan and the vital importance of transport connectivity throughout the City.

Central to all these discussions was the notion that the new planning powers and community planning responsibilities gave the Council a unique opportunity to develop an ambitious and exciting Local Development Plan that has a real potential to transform Lisburn and Castlereagh for the next generation. Summing up the event, Chairman of the Council’s Planning Committee, Councillor Alexander Redpath said: “Our discussions have injected a massive dose of ambition and excitement into what could be achieved here in the City if we are bold and visionary in our thinking. “How the City will look in 2030 will be down to our Local Development Plan. Planning is not just about policy. It is about looking at the bigger picture and we will use it as a key economic and regeneration driver for the City in the years to come,” said Councillor Redpath.

Local Stakeholdersand Council Discuss City Centre DevelopmentLisburn City Centre stakeholders and Elected Members came together under an “Our City Our Future” banner to discuss the economic performance of Lisburn City Centre, events, initiatives and future plans.

The Council is holding regular quarterly meetings with these stakeholders to hear first-hand about city centre growth and development, growing local business and developing tourism and retail provision.

The Chairman Councillor Uel Mackin said: “Listening to the views of our retail and business community is important for ongoing dialogue and for supporting retailers. Areas like shopping patterns, spend and growth and the provision of events in the new public realm space are all under discussion. Where the Council can we will assist with growth opportunities. We had a very good turnout and plenty of feedback.”

As part of the Council’s remit under community planning and potential planning opportunities and development, retail and business is key for future strategic planning and infrastructure.

To recognise the centenary the Council has donated 10 defibrillators within the local area and was delighted to welcome special guest Communities Minister Paul Givan MLA who handed out the first awards for the Defibrillators for Sport initiative to five local sporting clubs in the Lisburn area.

The occasion marked the start of the roll-out of 380 Automated External Defibrillators being awarded to sports clubs and organisations across Northern Ireland.

Cllr Margaret Tolerton, said: “The Professor has left a lasting legacy with the invention of the mobile defibrillator and we celebrate a hero, whose mobile defibrillator has saved countless lives.

“We are delighted that survivors joined with us to celebrate this most special centenary and I would also like to thank those guests who attended who knew the Professor, both within and outside the operating theatres.

“I would like to pay tribute to the Heart City Working Group members who assisted with the event’s arrangements,” she concluded.

The City’s annual Christmas Lights Switch-On and Festive Parade will begin at 6.30pm in Market Square. Carol singing on stage will be performed by pupils from Harmony Hill Primary School with the switching on of the Christmas Tree Lights at 7.00pm.

This will be followed by a Christmas Parade

which will make its way from Smithfield Square up through Bow Street around the Irish Linen Centre and Market Square.

Roller skating elves and fairies, dancing snowmen, ice queens, princesses, toy soldiers, carnival performers and large scale puppetry will be joined by schoolchildren from Tonagh, Ballymacash,

St Aloysius, Largymore, Carr and Brownlee Primary Schools as the fairy-lit Parade makes its way through the City Centre. Pre-parade entertainment will be provided by students from the South Eastern Regional College. The finale of the Parade will be a visit from none other than Santa Claus himself with his elves.

As part of the celebrations, the facility hosted a magical superhero and princess ice skating session featuring the mighty Captain America, Ironman and Frozen’s Elsa and Anna. Little superheroes and princesses also arrived in fancy dress and enjoyed face painting, singing and prizes galore for an unforgettable birthday celebration.

The Chairman of the Council’s Leisure & Community Development Committee, Councillor Tim Morrow said: “I am personally delighted to mark the 30th anniversary of Dundonald International Ice Bowl as my father was an Elected Member on the Council when the facility first opened back in September 1986. At that time, it was the first facility of its kind in Northern Ireland housing the only Olympic sized ice rink on the island of

Dundonald International Ice Bowl recently celebrated its big‘30’ in the company of Princesses and Superheroes. Thousands of people flocked to celebrate the facility’s 30th birthday, in what lived up to be a spectacular party on the ice.

Ireland. The following year, the facility then opened the tenpin bowling centre which later expanded in 2004 to introduce revolutionary glow-in-the-dark Xtreme Bowling sessions straight from the USA. Over the years, the facility has added Indiana Land play world to create a premier entertainment complex, which has attracted visitors of all ages from across Northern Ireland and beyond.

“The facility remains a popular choice today, attracting approximately 500,000 visitors per year, making it one of the region’s leading and most established tourist attractions. This year now marks the 30th anniversary for the facility, and with proposed refurbishment plans currently being considered for the site, it is hoped the venue will remain a firm favourite for generations to come.”

In August the Strategic Community Planning Partnership was formalised and the Agreement for the Council was officially launched. This sets out how the process will be delivered and includes feedback, insights and research to date. The Partnership will consider areas like the economy, the environment, quality of life, community safety, society, infrastructure and local services. The Partnership will now need to look to the next steps as a collective group.

Five Villages Identified for Renewal Projects

Councillor Uel Mackin, Chairman of the Development Committee is joined by Alex Swan, Drumbo Community Association and Councillor Margaret Tolerton, Chairman of Lagan Rural Partnership Local Action Group to view the draft plan for Drumbo Village.

Lisburn & Castlereagh City Council carried out a comprehensive scoping exercise in November 2015 which saw the following five villages identified for investment under the Northern Ireland Rural Development Programme - Aghalee, Drumbo, Dromara, Glenavy and Stoneyford. These villages have since received support to develop village renewal plans, which will identify key projects, building on the existing fabric of the villages and

enhancing the area through a number of identified projects.

Councillor Uel Mackin, Chairman of the Development Committee speaking about the upcoming village renewal schemes said: “I was very pleased with the contributions from the five local communities at the community consultation events and was delighted to see such a good turnout from the Public to view the plans for each village, which

include the themes of physical, social and economic development.

“The public consultation period has now drawn to a close and work on finalising the village plans in accordance with the feedback from the returned questionnaires is in progress,” concluded Councillor Mackin.

Once the Action Plans are finalised initiatives will be brought forward through

A number of policies are in place to make bin collections as easy as possible and a bulky collection service is provided for ratepayers who need to dispose of unwanted larger household items like furniture. An assisted lift service for householders who are physically unable to present their bin at kerbside for collection is available.

Additional disposal of waste will be provided to households with 6 or more permanent residents or for those with a medical condition that causes additional volumes of waste to be generated. The waste education team will also visit community groups or organisations, including older people’s groups, to talk about waste and recycling. There are many opportunities for older people to get involved in a leisure activity and there are an abundance of classes or projects available. There is a 50+ Activity Morning held every Wednesday at the Lagan Valley LeisurePlex from 9.30am - 12.15pm.

Dundonald International Ice Bowl offers a discounted rate of £2 to those over 60 for a game of tenpin bowling Monday - Friday 10.00am-1.00pm. Golf Coaching Programmes for those aged 50+ are also on offer by contacting Castlereagh Hills Golf Course on 028 9044 8477.

Lough Moss Leisure Centre has a number of classes available including Aerobics on Tuesdays from 10.30am - 11.30am; Zumba Gold on Wednesdays from 10.30am - 11.30am and Yoga for 60+ on Thursdays from 12noon - 1.00pm.

Glenmore Activity Centre offers classes such as the 50+ circuits class every Tuesday at 11.00am and 50+ Pilates every Friday at 11.00am for just £2. You can even get a cup of tea or coffee as a small reward after the hard work.

Kilmakee Activity Centre offers a great variety of classes for older people during the week and at weekends. This includes Fitness Suite Sessions which run from 9.00am - 10.30pm Monday to Friday and from 9.00am - 4.30pm on Saturdays.

The Council runs a Senior Gym Project whereby three months free gym membership in any leisure facility is available and a qualified fitness instructor will tailor a fitness programme for those who wish to sign up for the Senior Gym Project. Through the C-Saw Initiative, Home Safety Programmes will be organised throughout the year to advise senior citizens about risks within the home including safety and personal well-being.

In order to ensure that all residents have the opportunity to get involved with various services provided by the Council, this issue of CityWide looks at services provided to assist senior members in the community.

Jean was suffering from a serious illness some 15 years ago and had to attend hospital for treatment for several months. At that time Jean was offered a volunteer driver and as Jean explains ‘the volunteer came and collected me at my house, took me to hospital, waited on me and drove me back home, this took such a weight of my shoulders and I decided that if the opportunity ever arose that I would do the same for someone else.’

On Jean’s retirement some years later she was reading through the local newspaper and saw an advertisement for volunteers with the Safe & Well Project. Jean subsequently applied to become a Volunteer Befriender.

The initiative is designed to promote the removal of all prescription medication, illegal drugs and new psychoactive substances (Legal Highs) from the community. The PCSP has previously installed drugs disposal bins at Laganview Enterprise Centre, Lisburn and the Spar Shop, Ballybeen, Dundonald. Ninety per cent of the drugs handed in via these bins are prescription or over the counter medicines but illegal drugs and legal highs have also been deposited.

Located outside the shops at Rowan Drive, Seymour Hill, the RAPID (Remove All Prescription and Illegal Drugs) drug disposal safe is a community safety initiative between the PCSP, PSNI, Seymour Hill and Conway Community Association, the Dales Community Association and ASCERT.

speaking about the initiative said: “We are all aware of the dangers of illegal drugs and the effects that these have in communities but prescribed drugs can equally be as dangerous in the wrong hands or if taken with other substances. I would urge the community to make use of this new service in Seymour Hill which is completely anonymous.”

All individuals depositing drugs in the disposal safe are legally protected from further investigation or prosecution.

Lisburn & Castlereagh Policing and Community Safety Partnership (PCSP) has begun installing ‘True Call’ devices into the homes of elderly and vulnerable persons across the district who have been in receipt of nuisance telephone calls.

This initiative has resulted from collaborative work involving the Department of Justice (DOJ), PSNI, the Northern Ireland Policing Board, Trading Standards, the Health and Social Care (HSC) Board and Age Sector Platform.

The true call device is a pre-programmed call blocking device that is continually updated with known scam caller telephone numbers and is an effective means of blocking calls that exploit older and vulnerable individuals. Trusted telephone numbers of family and friends are pre-programmed into the device to ensure that there is no disruption to the life of the recipients.

Jean had also been prompted to apply to become a befriender as she had been talking to her neighbour who said she was very lonely having been in hospital for several months and recently discharged. Jean said she would see what she could do to help. Having completed the Volunteer training and induction, Jean did as she had promised and referred her neighbour to Safe & Well and following a visit from the Coordinator Jean was matched with her neighbour as her Volunteer Befriender. That was six years ago.

The Caring Communities Safe & Well Coordinator, Sandra Glover, who has

known Jean since she first volunteered said: "Jean is an exceptional lady, very caring and considerate with a 'can do' attitude, who not only volunteers with Bryson Charitable Group but also gives of her time to volunteer with other organisations. She is an inspiration for anyone about to retire and thinking about what’s next?"

Jean would urge people to think about who your neighbours are, are they lonely, could you support them in some small way. If so, don’t stand back and think about becoming a Volunteer Befriender. Jean said: "I can thoroughly recommend it."

This Scheme helps residents start to save and collect stamps on a saving scheme card to help with the purchase of oil fills during the winter heating period.

The Oil Stamps will be on sale at participating outlets across the Council area at a cost of £5.00. Stamps can be purchased, collected and stored on a Council Scheme Card, which can be used for payment or part payment for a fill of domestic home heating oil.

The Scheme will supplement the current Affordable Warmth project which the Council manages in partnership with the Department for Communities and NIHE, to improve the thermal efficiencies of the houses across the Council area.

To determine your eligibility for the Affordable Warmth Scheme an officer will assess the property and identify measures to improve the energy efficiency of the building.

Under the Fouling of Land by Dogs (Lisburn & Castlereagh) Order 2016 it is an offence to fail to clean up after a dog that defecates in parks and open spaces that are open to the public.

The Order will not apply to a person who: (i) is registered as blind in Northern Ireland in a register maintained by or on behalf of a health and social services trust;(ii) is registered as a blind person in a register compiled under Section 29 of the NationalAssistance Act 1948; or(iii) has a disability which affects his mobility, manual dexterity, physical coordination or ability to lift, carry or otherwise move everyday objects, in respect of a dog trained by Dogs for the Disabled, Support Dogs or Canine Partner for Independence and upon which he relies for assistance.

Anyone issued with a fixed penalty fine and fails to pay it will be taken to court and this can result in costs up to £1,000.

Laurelhill area throughout September to tackle dog fouling in partnership with Dogs Trust. Councillor James Baird, Chairman of the Council’s Environmental Services Committee, speaking about this campaign, said: “The Council is delighted to have the opportunity to work alongside Dogs Trust to raise awareness of the importance of dog walkers and dog owners cleaning up after their dogs. As the campaign states ‘any bin will do’ and the Council will ensure all its street bins in the area are clearly marked to promote this fact and for the use by dog walkers.

“Throughout the year, the Council carries out routine patrols and undertakes spot checks in urban and rural areas across the City to ensure that people are being responsible and ‘scooping the poop’. Anyone failing to clean up after their dog will be fined if observed by a Council Dog Warden or a member of the public who can then report the offence to the Council,” concluded Councillor Baird.

Lisburn & Castlereagh City Council would urge residents to please report dog fouling issues and help the Council cut this problem down by calling 028 9049 4500 to help the Council keep local communities clean.

Dog owners who allow their dogs to foul in the streets without adequately picking it up will now face an £80 fine under the new Council’s legislative powers. This is an increase of £30 and it is hoped this increased fine will be a sufficient deterrent for those small number of dog owners and walkers who fail to scoop the poop when walking their dog.

Lisburn & Castlereagh City Council has successfully rehomed 95 dogs either directly from its Dog Pound or via local

animal sanctuaries since April 2016.

There has been a very positive response from residents wishing to give these loving animals a second chance in a loving home. The Council promotes all dogs that arrive in its care on its Facebook page to secure a new home for them and many of those who rehomed dogs have shared pictures with the Council of the dogs in their new homes.

In September the Council’s Dog Wardens rescued a female dog and her five pups that had been abandoned at a busy roadside in Lisburn. Regrettably due to injuries one pup had to be euthanized but the remaining four pups and their mother were given to Almost Home Animal Rescue to care for. When the pups (named Fernando, Mia, Trouper and Benny) were ready to be rehomed the Council called in to see them and their mum, Honey.

While dogs are staying in the CouncilDog Pound the staff endeavour to ensurethey have access to clean soft blankets. As you can imagine a number can be needed in thecourse of a day due to accidents etc. If you have any spare blankets, duvets, towels or duvet covers please drop them into the Council Dog Pound between 12.30pm and 2.30pm Monday to Friday.

The Council is committed to ensuring that its residents can recycle more than ever through their bin and box collections.

In September ‘The Unusual Suspects’ campaign was launched and the purpose was to promote the increased number of items from around the home that can be recycled. Many people regularly recycle items from the kitchen such as cereal boxes and juice cartons but what about from the bathroom and bedroom?

Householders can now recycle all ‘The Unusual Suspects’ such as:• Shampoo and conditioner bottles• Cleaning products with the trigger spray top attached• Hand Soap dispensers• Hairspray and deodorant cans• Cardboard toilet rolls, toothpaste boxes and tissue boxes• Wax coated cartons• All plastic yoghurt tubs, butter tubs, clean meat and fruit tubs along with your egg boxes.

It is very important that you recycle as much of your food waste as possible to do your bit for the environment. The recycled food materials are converted into compost, which is a good source of nutrients for plants and flowers.

Did you know that in your brown bin alongside your teabags, egg shells and vegetable peels you can recycle:

• Takeaway pizza boxes• Wet or dirty paper and card• Cold ashes• Shredded paper• Garden waste

The Council provides each household with a free kitchen starter kit (kitchen caddy, liners and red tag). If you do not have one then please collect one from:

CHRISTMAS HOLIDAY REFUSE COLLECTION ARRANGEMENTS

The following arrangements have been made for kerbside collections of recyclables and landfill waste over the holiday period:

Bins only will be collected. Kerbie box collection unaffected.

Please ensure you leave your bins and boxes out for 7.00am.
