The day is arriving for the move of City offices from the City Hall to leased office space at the building
owned by Pressure Safe LLC at 23335 NE Halsey. This is the location that MERIX used for offices in the
late 90’s and early 2000s.
City personnel will be moving all our office furnishing and records from May 8 to May 10th, with the City
closed for business starting May 8th and re-opening as soon as possible. We will have significant difficulties
accommodating requests on all three of the move days, so if you anticipate needing to get a permit, pay a
bill, or see a City employee, please try to arrange to get that accomplished before or after the move dates.
The City Hall at the intersection of Halsey and 238th will remain the location for public meetings through the
end of May. All office operations will move to the leased space, but the public meeting area of the City
Council chambers will remain in use.
The sale of the property the City owns at the intersection of 238th and Halsey will close near the end of June.
At that time, the new purchasers of the land, Williams/Dame and Associates, will take possession of all the
property, including
the City Hall
building. The
timing and method
for how the
building will be
demolished or
removed is not
known at this time.
Starting the 13th of
May, we will be in
the new location.

My name is Kesha Villaca and I am the newest member of the Public Works
Utility crew. At 24 years old, I am in a period of time where I have many
opportunities available to me. What I want most is a stable career, where I can
learn, grow, experience many things, and most importantly, empower and
encourage more people like me to pursue their passions. The reason I chose
to work for the City of Wood Village as a Utility Worker, is because Utility
Workers have many different hats that they need to wear in order to
complete the job. For me to succeed and be happy in my career path, I
want to be able to do many tasks and gain new knowledge along the way.
I do not like to limit myself, and I want to experience many different
opportunities in one career.

It’s that time of the year again. As required by the State Law, the City of Wood Village prepares an annual
budget which serves as a primary policy document for prioritizing and planning the city’s service levels and
addressing capital needs. The proposed 2019-20 budget has been reviewed and approved by the Budget
Committee on April 18, 2019 and is now ready for adoption. The Budget Hearing of 2019-20 Budget will
take place at City Hall at 2055 NE 238th Dr. on May 28, 2019.
The total budget has increased from $12.8 million to $15.8 million, due to the creation of the system
development charge fund and transfers to and from this fund. The graphs below illustrate major functions
and types of expenses estimated in the upcoming year. The appropriations graph indicates that our largest
expenditure is Public Safety which consists of Police, Fire and Emergency Communication Services. The
total cost of these contracts is equal to $1,018,809, but the property tax revenue estimate is only at $921,291
which means that funds to cover Public Safety will have to come from other sources.
The City takes a conservative approach in our budget process to make sure the City has enough reserves and
is able to cover the cost of its operations while providing residents with high quality service. We have an
exciting year ahead of us and we are looking forward to it!

The City’s 31st annual Easter Egg Hunt was a huge success.
We had 31,000 candy filled eggs for all the children to
find and gather. We held the hunt for children that
needed special accommodations at 8:30am this year,
which really helped those with sensory needs. More
families started to show up around 9am when the
Easter Bunny arrived. Even though the next set of hunts
were not until 10am, Emilio Inc. kept the kids busy with
free face painting and love rocks. PlayEast Recreation was
also on hand with free crafts for the kids. The hunt area for ages
3-4, 5-6, and 7-9 all
went off without a
hitch. Even if kids missed a hunt,
or did not get a lot of eggs, we had volunteers ready
with extra eggs to make sure that all kids went
home with a full basket.
This event was made possible because of the
support and generosity of over 40 volunteers, and the
businesses which donated money and supplies. We
would like to thank the following businesses and
organizations for
their support: Wood
Village Walmart (Platinum
Community Partner), Advanced Metal and Wire (2-year
Platinum Community Partner), the Confederated
Tribes of the Grand Ronde (Bronze Community
Partner), Wood Village 76 Gas Station, US World
Class Taekwondo, PlayEast Recreation, Oregon Trail
Academy, and the Multnomah County Sheriff’s Office.
We also want to give a very special thanks to Emilio Inc.
who not only provided the free face painting and crafts, but
also provided many volunteers to help with the event. This very
special group named after Emilio Hoffman conducts service projects and

Ready, Set, Sell! The 4th annual Wood Village Community Garage sale is back!
The event will take place June 14-16th this year.
• How it Works: The City will advertise with several large signs, in the
newspaper, and online about our one-square mile of sales. All you need to
do is have stuff to sell at your home or business. You can have a sale for
one day, two days, all three days, or none of the days – your choice. We do
the advertising for June 14-16th.
• Who Can Participate: Anyone and Everyone! This includes homes,
businesses, condos, apartments, and manufactured home parks. If you live
or have a business in Wood Village, you can be part of this great new event.
Feel free to invite friends and family to sell items at your sale too.
• How to Sign Up: You do not have to sign up to be part of this event, but if
you do your location will be highlighted on a “Sale Location” map on the
event’s webpage. As an added bonus, the first 50 people to sign up will get
an official Wood Village Community Garage Sale sign to place in their yard
(limit one per household). You can sign up on through the City’s webpage,
stop by City Hall, or call Greg Dirks at 503-489-6854.
• Next Steps: Sign up for the event, gather up your unwanted items, and have
your sale. Don’t want to have a sale but have unwanted items? You can
donate them to a non-profit reuse center. Your leftover sale items can also
be dropped off at the City’s Cleanup Day event on June 22nd (see separate
flyer for those details).

This is a Free event, but a donation of two cans of food
for our Snowcap Food drive is suggested.
Proof of Wood Village residency will be required. Proof can be
in the form of a State issued ID card, or Wood Village
Utility Bill that is in your name.
Reusable Item Area: All reusable items that are dropped off will
be available to take for free. All remaining reusable furniture
will be donated at the end of the event.
Load limit of 1 pickup truck, or 8 foot trailer per trip.

Elderly assistance is available to those who qualify. Please call City
Hall or view our webpage for more information. Assistance
applications must be turned in by 4:00pm on Wednesday, June 19th
Individually billed Waste Management customers can set out up
to five (5) extra bags of garbage on Wednesday, June 19th at no charge.

As mandated by the federal government, the City of Wood Village is
required to produce an Annual Water Quality Report. This report
summarizes the water quality results and educates our customers about
their drinking water. The 2018 Consumer Confidence Report will be
available online at: www.WoodVillageOR.gov by July 1st, 2019.
Consumer Confidence Reports for the previous two years are also available
on the City’s website at www.woodvillageor.gov/departments/public-
works/water-system. A paper copy can be requested by calling 503-667-
6211 or stopping by City Hall.
CEDAR LANE
PROJECT UPDATE
Catworks Construction continues construction for the Cedar Lane
Utility Improvement Project. The completion date has been extended
to May 21 due to weather related issues (lots of rain) and unforeseen
utility challenges. The new water line has been placed into service.
During this process, residents did experience minor service
interruptions. Thank you to all the residents in the area for your
patience during the transition from the old service to new service. The
new 36” storm line is
scheduled for
completion mid-May
and will follow with new asphalt
throughout the project area to complete the project.
ARATA ROAD
PROJECT UPDATE
The final phase of the NE Arata Road Construction Project
began in early April. Wildish Standard Paving resumed work to complete the project. Access will be
maintained for residents, businesses, and emergency vehicles. The temporary traffic pattern will remain in-
place until the completion of the project late Summer 2019. The project will also include some drainage
construction work on NE Halsey Street west of NE 238th. For more information visit www.multco.us/arata.

We are delighted to say that we are open for
registration for our spring and summer classes,
activities and camps. With another successful term
during the winter, we were able to serve 260
participants in a variety of recreational classes and
activities. Classes ranging from piano, exploring art, soccer, hip-hop
dance, drop-in soccer, and futsal tournaments.
We were able to start a free art workshop with Free Arts NW
for children and youth in our very own Wood Village Green
Mobile Home Park. PlayEast is also excited to announce it very
first 5K Fun Run/Walk Fundraiser. All proceeds go to grow the
program, giving PlayEast the ability to provide more
recreational and enrichment classes and activities along with

THE GRAFFITI FREE ZONE
We have been making great progress on preventing
and removing graffiti from around the community.
From City crew members promptly removing
graffiti in the right of way, to residents and
businesses cleaning up graffiti on their property,
Wood Village is sending a powerful signal that
graffiti is not welcome here. We have our graffiti
hotline signs around the City, as well as our online
reporting tool to help make sure that we remove
graffiti as soon as it appears. If you are a victim of
graffiti vandalism, the City can
help. We have free kits that you
can borrow to remove graffiti from
your property. You can learn more
about these kits on our website or
stop by City Hall. Together, we
can be a graffiti free City.

ASSISTANCE PROGRAM (SCAP)
Gresham, Troutdale, Wood Village and Fairview
partner annually to offer private storm drain
cleaning to businesses at a reduced cost. Take
advantage of the money-saving program, sign-up by

• A storm drain is the metal grate, also called
a catch basin, that you have probably seen in
your business's parking lot.

• As the property owner, you are responsible
for cleaning your privately-owned storm
drains from top to bottom to keep the dirt
and debris that carries pollution from
entering the public stormwater system.
• By keeping your business drains clean, you
are preventing flooding, a nuisance to your
customers and a driving hazard to nearby
streets, and you are helping to protect our
streams.
• The cities of Gresham, Troutdale, Fairview
and Wood Village only clean and maintain
storm drains within the public right of way.
Efforts to increase recreational opportunities at
Donald L. Robertson Park continue. The City has
completed the Request for Proposal (RFP) process
for the design of the Hawthorne Trailhead &
Natural Playground area. The area identified has
over three underdeveloped acres at the end of
Hawthorne Ave. that was identified as a prime
location to enhance park access during the 2015
community engagement meeting for the Parks
Master Plan. The City was awarded a grant for the
project from the Land and Water Conservation
Fund through the Oregon Parks and Recreation
Department. During the design process, the City
will be conducting a community meeting to present the conceptual plan to residents and hear their comments.
