Introduction An essential functions job analysis (EFJA) describes the classification/position and not the work of an individual person. It is a critical tool to use when determining if or how a candidate’s or employee’s work restrictions may impact the traditional physical/mental/emotional demands of the position. The EFJA assists the parties to determine where discussions relating to reasonable accommodation need to begin. It is intended to be a straightforward document providing the reader with the following: 1) core purpose for the position, 2) essential functions which are critical or fundamental to the successful performance of the position, 3) work environment and conditions where the essential functions are performed, 4) listing of skills and abilities that an individual must possess to perform the essential functions, and 5) the mental and emotional demands required to successfully perform the essential functions. II. Essential Functions of Classification/Positions: Essential functions are the basic job duties that an employee must be able to perform, with or without reasonable accommodation. The following functions have been determined to be essential only after carefully evaluating them and determining: the function is the primary reason for which the position was established; removing the function would fundamentally change the position, or eliminate the need for the position; there is a lack of qualified employees available to perform such a function; and for some functions, there are severe consequences if the position is not required to perform the function and the function requires specialized expertise. Essential Functions will be reviewed for each incumbent and the above criteria will be evaluated to ensure that a particular function remains essential for a particular candidate or employee in need of accommodation.

WATER SYSTEM COMPONENT INSTALLATION: Installs and repairs a variety of water mains, valves, fire hydrants, valves, pipes, fittings and related water distribution system components using hand, electrical, mechanical and pneumatic tools and equipment; measures, lays out and wraps pipes and fittings; measures out and manually or mechanically taps lines or water main(s) for the installation or repair of water service using a tapping gun or machine; cut and solders copper fittings; flushes and chlorinates new water mains and may take water samples for bacteriological tests; locates and marks service locations; assists in determining the proper sizing and location of new water mains and services; installs new services and ties over service from old water main to new water main; investigates and repairs water main and fire hydrant failures and service leaks; flushes and takes samples at dead-end mains to ensure the safety of the water supply; performs other related duties, as assigned. It was clarified in interviews that incumbent installs and repairs water distribution system pipes and components; receives all tasks via work orders from Crew Leader or Supervisor; prioritizes works orders based on safety issues and develops daily plan for maintenance work requests; may serve as first point of contact and communicates directly with site customers needing new service or repairs; negotiates area to perform new installation; repairs water main breaks; builds shoring for deep trenches; performs tapping of main water line to install lateral access; lubricates PVC pipes with primer glue and bio-degradable grease; precisely pushes large pipes together with backhoe; installs clamps, tapping tees and accessory ring flanges; repairs, rebuilds and installs valves and fire hydrants; torches bolts to remove older valves and components; shovels dirt and debris in work area; builds kickers to secure pipe joints; collects tools, materials and cleans work site when finished. It was further clarified that incumbent performs bacteria testing of water main breaks and dead-end mains to ensure water quality is up to City standards; flushes system by utilizing fire hydrant to move stagnant water; delivers water samples to laboratory for testing.

HEAVY EQUIPMENT OPERATION / DRIVING: Participates in breaking pavement, excavating, and backfilling trenches; assists in ensuring proper compaction and compliance with City codes; works in trenches and guides equipment operators in grading and in preventing damage to underground utility lines; performs other related duties, as assigned. It was clarified in interviews that incumbent utilizes heavy equipment to perform installation, repair, excavation and backfill of water distribution systems including but not limited to dump trucks, backhoe, front loader, excavator, crane truck, skip loader, water jetter, etc.; drives heavy equipment to work site or tows on trailer; determines necessary equipment needed for work orders; breaks apart concrete and asphalt; digs trenches and holes; loads and unloads large pipe and materials from trucks to installation area; loads excavated debris into dump trucks; delivers debris to City yard or transfer station; may deliver sand, temporary asphalt and other materials to work site; responsible to perform job duties while observing safe work methods and safety practices related to the use of equipment. It was further clarified in interviews that incumbent drives City truck to assigned sites to perform markings for dig alert, meet with residents, etc.; drives to meetings and trainings; may procure supplies from nearby vendor. Clarification was provided that incumbent must exhibit solid judgment, regularly and reliably follow all traffic and safety rules, remain nimble and prepared, exhibit good reaction skills and be able to safely and professionally maneuver vehicles within a busy County environment filled with pedestrians, skateboarders, bicyclists, etc.

LEAD DUTIES / INSPECTION: Inspects water main and service installations by City staff and contractors; leads and monitors the work activities of a crew, as assigned; performs other related duties, as assigned. EQUIPMENT OPERATION / MAINTENANCE: Maintains vehicles and equipment; conducts daily pre-safety inspection on assigned vehicle(s) and equipment; cleans vehicle, reports malfunctioning vehicles and equipment, and prepares Vehicle Repair Report Form, as needed; performs other related duties, as assigned. It was clarified in interviews that incumbents will operate, utilize and maintain equipment and tools including, but not limited to, breaking bars, shovels, pick axes, sledgehammer, clay spade, wheelbarrow, 2-way radios/cell phone, water pumps, hand tools (i.e. pliers, wrenches, etc.), pneumatic tools (i.e. wrenches, sawzall, drills, etc.), boring machines, jackhammers, air compressor, generators, hydraulic pumps, oxyacetylene torch; utilizes A-frame and extension ladders, hand trucks, dollies, wheelbarrow and pallet jacks. Incumbent operates City-owned commercial trucks and heavy equipment including dump trucks, backhoe, front loader, excavator, crane truck, skip loader, water jetter, forklifts, etc. Clarification was provided that incumbents assist with maintenance of equipment such as performing daily commercial vehicle pre-trip inspection checklist by checking oil, gas, and water levels, tires, hoses, fire extinguishers, lights, etc.; fills water jetter with water; cleans equipment at the end of the shift; performs minor maintenance and cleaning of all equipment; greases moving parts and adds fluids; sweeps out equipment buckets and dump truck; cleans area where vehicles are parked; notifies Supervisor of any vehicle or equipment malfunctions or replacement needs.

INVENTORY / STORAGE DUTIES: It was clarified in interviews that incumbent is responsible to order supplies and materials necessary for work of multiple crews; orders and maintain inventory levels of water distribution system parts, materials for work, tools, equipment, etc.; obtains approval from Supervisor for order; maintains awareness of budget levels; calls or emails order to vendors; may have delivered or pick-up if needed promptly; communicates with vendors regarding new products, tools and equipment; receives and reconciles ordered supplies and materials; rectifies any mistakes of delivered items; delivers to storage location or assigned site for use.

EMERGENCY RESPONSE: Responds to emergency situations and performs proper repairs to restore water service; performs other related duties, as assigned. It was clarified in interviews that incumbent receives assignments via cell phone communication during assigned and non-assigned on-call weeks. Incumbent is an assigned first responder crew member to all City emergency calls related to water and sewer issues in regards to compliance, catastrophic and safety issues (i.e. clean-up and repair of leaks, floods, backup and overflow of sewers and wet wells, odor complaints, pump station alarms, loose manholes, water main breaks, etc.); may call in for additional help; collaborates and coordinates with other City employees and any emergency crews; assists with diagnosing the issue(s); completes work as needed to eliminate safety issues. It was further clarified in interviews that incumbent will be on-call for seven days in a row on a rotating basis with all other assigned and qualified staff; responds within a specific time frame to all after-hours calls during that time; may interact with the public and / or property owners; assists with securing areas to ensure public safety.

Incumbent participates in a variety of other meetings as required by City through Trukspect on topics such as, but not limited to, traffic control, ladder safety, blood borne pathogens, safe lifting, ergonomics, heat illness, electrical safety, personal protective equipment, disaster response, etc.; attends any OSHA-mandated trainings for position; partakes in confined space training; maintains First Aid and CPR certification; may attend trainings and seminars outside of City limits; maintains Class B license.

Personal Protective Equipment and Safety Training and Devices: It was clarified in interviews that the following safety equipment is provided to incumbent: safety goggles/glasses; hearing protection (buds or muffs by choice of incumbent); leather gloves, latex gloves, rubber or nitrile gloves; steel-toed boots; rain gear; dust/particle masks; respirator; fall arrest equipment; hard hats; knee pads; welders hat; flash jacket and gloves; safety cones, tape and delineators; fluorescent vests; two-way radio. Incumbents have regular access to first aid kits, fire extinguishers as well as eye wash stations, emergency showers at City yard. Incumbent participates in all legally required trainings for position, as well as any elective or City-provided training as assigned by Supervisor.

Education/Training/Experience:

Graduation from high school or the equivalent. Successful completion of 60 semester units or the equivalent of college level or vocational course work in pipefitting or plumbing is desirable; two years of recent, paid work experience performing journey level pipefitting or plumbing work.

Knowledge Of:

Techniques, tools and equipment used in the installation and repair of water distribution systems; pipefitting techniques and materials; plumbing practices and procedures; soldering techniques;

A Class B driver license must be obtained within six months of date of hire; a forklift operator’s certificate must be obtained within six months of date of hire; a Grade D2 Water Distribution Operator Certificate from the California Department of Health Services must be obtained within one year from date of hire. Must maintain a valid Grade D2 Water Distribution Operator Certificate.

Supervision Received:

Works under the general supervision of a Water Supervisor, arranging, planning and performing routine assignments alone. Detailed instructions are regularly provided and work is periodically reviewed.

Supervision Exercised: Coordinates and monitors the work of others, as assigned.

Working Conditions:

Work is generally performed outside in seasonal climate and variable weather conditions. Outdoor work requires exposure to slippery surfaces, cramped positions, moving objects, vibrations, noise, odors, dust, dirt, oils, chemicals and occasional unsanitary conditions. Responding to emergency situations, working irregular hours, and/or serving on standby duty may be required.
