The City of Salida is planning a customized way-finding sign system after inventorying all of the City’s existing signs, including their age, location and condition A comprehensive approach to this project has beenundertaken in order to strengthen the City of Salida’s unique identity as a historic railroad town, outdoor recreation center and arts and culture rich city. Thisapproach coupled with efforts for rebranding the newly Certified Creative District located in the Historic Downtown will phase in new wayfinding signage around the City over the next 3-5 years.

Support and initiative for creating a wayfinding plan was first outlined in the 2000 Salida Comprehensive Plan and has since been listed as a project priority in the 2007 Historic Downtown Improvement and Economic Sustainability Plan, 2013 Salida Comprehensive Plan and 2013 Creative District Strategic Plan.

On January 22nd, 2014 the City released a Request for Proposals for the design and manufacturing of these wayfinding signs. Once the bids have been recieved, the Salida City Council will decide on the award of the bids.

Wayfinding is how people orient themselves and navigate from place to place. The ability for visitors and residents of the City to navigate themselves to the different commercial districts, points of interest, and destinations around the City is important to its economic vitality.

This plan will be utilized to implement the wayfinding signage plan throughout the City over the next 3-5 years. The plan is an evolving document which will continue to be updated throughout the process of creating sign designs and the final budget for City Council consideration.

The Planning Commission will be utilized to create a destinations list and identify important routes visitors and residents use to navigate the City. A signage map and matrix will be prepared to identify locations of the signage around the City.

Since a large portion of the proposed directional signage is located along US Hwy 50 and SH 291, the plan will be coordinated and reviewed by the Colorado Department of Transportation (“CDOT”). All signs located in the CDOT right-of-way will need to meet the rules and regulations as defined under the Federal Highway Beautifica-tion Act (1965, 1971), Colorado State Statues and CDOT’s M&S Standards.

In coordination with rebranding efforts for the City, a logo has been created for qualified sign fabricators to incorporate on the creation of new signs for the City. A request for proposals will be created for the fabrication and installation of the signs around the City. Bids will be solicited in accordance with the City’s purchasing poli-cy. The plan’s budget will be updated once a sign fabricator has been selected and a timeline for the installation of the signs will be created.

Lastly, the plan will include a long term maintenance and budgeting program for repairing or replacing signs over the years once the plan has been implemented.

Currently, there are over 200 existing signs pointing visitors and residents in different directions around the City. Over the past 20 plus years, there has been little attention or maintenance given to these signs. Many major intersections are cluttered with signs competing for attention from passing drivers. The following list recognizes the issues the Planning Commission identified with the current wayfinding signage around the City.

1. There is no coordinated sign design or program2. Many signs are out of date3. Signs are in disrepair or missing at important intersections4. Illegibility of existing signs5. Too many signs create visual clutter and compete for attention at important intersections

This plan is aimed at correcting these issues to create a well-coordinated wayfinding signage plan.

The Community Development Department surveyed all the existing wayfinding signs around the City. The location for every existing wayfinding sign in Salida has been mapped in GIS to allow the City to manage its existing inventory and the current conditions of the signage. As new signage is added, the old signage will be phased out and the inventory of signs in the City will be updated in GIS.

As part of the request for proposals for the City’s Wayfinding signage, the City is soliciting for the design of these signs. Initially the City of Salida is looking for sign designs for primary, secondary, tertiary, and destination wayfinding signs. The design of these signs must be durable, adaptable, reflective and meet the Colorado Department of Transportation (“CDOT”) minimum requirements for signs located along Highway right-of-ways. Bidder must provide a minimum of one sign design for each category of sign as identified in the City of Salida Wayfinding Plan. Gate-way signage is not included in this Request for Proposals. All sign designs must incorporate the City of Salida logo. Maximum sizes for each sign type are identified in the Wayfinding Plan. Sign designs should be adaptable and updateable to account for changing locations of destinations around the City. A separate request for proposals will be issued for gateway signage. Since each of the gateway signs will be located in the CDOT right-of-way special regulations will apply.

Types of Signs

Gateway Signage

There are 3 major points of entry into the City of Salida. Each of these locations is located in the CDOT right-of-way. It is also anticipated these will be the most expensive signs to implement over the coming years. Therefore, a separate request for proposals will be issued for the creation of each of these signs. There will be different specific CDOT requirements for the installation of each of these signs.

Primary Signage

Primary directional signage is to be located on highways and is designed for speeds 35 mph and above. The placement of these signs will require CDOT approval prior to installation because they will be located in their right-of-way. These large signs direct visitors to multiple popular destinations, mak-ing their visibility critical. Therefore, primary signs must begin the sequence of increasingly specific directional information. Per CDOT requirements these signs must have reflective lettering, be a maximum size of 4’x6’, and be installed in concrete.

The primary goal for Salida’s new wayfinding signage is to display directional information clearly while also presenting a consistent and recognizable image for the town. The new signage will create a visual sequence that assures unfamiliar drivers that they are headed in the right direction. Ideally, a cohesive and attractive wayfinding signage will not only direct drivers, but will strengthen the Salida brand creating a sense of place for residents and visitors alike.

Secondary Signage Secondary directional signage is to be smaller versions of the primary directional signage. Dependent on site con-straints such as locations in the historic downtown, these signs will have different sizes and pole location types. These signs are designed for speeds of less than 35 mph. Second-ary signage provides directional information to multiple destinations and provides directions to more specific loca-tions within the different commercial districts and points of interested. Per CDOT requirements these signs must have reflective lettering, be a maximum size of 3’x3’6”, and be installed in concrete.

Tertiary Signage Tertiary directional signage is the smallest version of wayfinding signage. These signs provide directions to specific locations that are off the primary routes of travel. They are intended to for directional information for vehicles, bicyclists, and pedestrians. They can also be utilized on the Salida trail system.

Destination Signage

Destination directional signage indicates your arrival at a location within the City. These signs can also be utilized to post regulatory language for the use of a public destination such as a park. These signs are scaled to be easily identified by vehicle or pedestrians traffic.

Within the City there are 10 primary cluster destination areas. These cluster areas contain many individual destinations or points of interest such as the downtown. For the purposes of the Plan the following cluster destinations that have been identified are as follows: 1. Hwy 50 Commercial District 2. Downtown 3. Alpine Park 4. Centennial Park 5.
