GENERAL INFORMATION – City of Homer

Government

The City of Homer was established as a first class municipality in March 31, 1964 with a city manager/city council form of government. Elected officials consist of six City Council members and the mayor. Homer is part of the Kenai Peninsula Borough. City-wide Powers and Duties:

population and the physical constraints serve to limit the number provided by many cities. A First Class City:

1) Must have a minimum population of 400 in order to incorporate as a First Class City. 2) The voters elect the Mayor and the Mayor is not a member of Council. 3) The Mayor may vote only to break a tie or to veto action of Council. 4) May levy a property tax of not more than 30 mills, except to pay off bonds.

2010 population and assorted demographic info

The 2010 U.S. Census pegged Homer's population at 5,003, a 27% increase over the 2000 Census count. Part of the increase is due to the fact that Homer annexed 4.6 square miles of land in 2002.

Land area

Including Uplands and Tidelands, the incorporated city limits contains 15 square miles of land and 10.5 square miles of water.

Location

Homer is located in south-central Alaska, 227 road miles from Anchorage (Alaska’s largest city), near the southern tip of the Kenai Peninsula, 59°38'35" North Latitude, 151°31'33" West Longitude.

Borough

The Kenai Peninsula Borough is a Second Class Borough. The governing structure consists of a Borough Assembly (the legislative body), a Borough School Board (operates the school system), a Borough Planning Commission, and a Borough Mayor. GENERAL INFORMATION – State of Alaska

Government Alaskans elect a governor and a lieutenant governor to four-year terms. The governor, who appoints the heads of all 14 state departments and many other officials, is considered one of the most powerful governors in the U.S. The Alaska State Legislature includes a Senate and House of Representatives. Forty representatives are elected to two-year terms; twenty senators serve four-year terms. Two basic forms of local government exist in Alaska: the city and the borough. The borough is similar to the county in many other states. Alaska is unique because most of it has not been organized into political units. Currently, thirteen organized boroughs cover about one-third of the state. Alaska’s two U.S. senators serve six year terms of office; the one U.S. Representative serves a two-year term. • Volcanoes: There are more than 70 potentially active volcanoes in Alaska.

• Earthquakes: On March 27, 1964, North America’s strongest recorded earthquake, with a moment magnitude of 9.2, rocked central Alaska. Each year Alaska has approximately 5,000 earthquakes, including 1,000 that measure above 3.5 on the Richter scale.
