Request Summary: The Genoa Police Department along with the City uses the company AIS International for their email services. Microsoft Office raised their fees this year which resulted in a slightly higher rate then

normal.

The Genoa Police Department uses Office 365 Plan El for the part-time and auxiliary officers. The plan allows for email access. The cost went from $72 a year to $94 a year per user.

The Genoa Police Department uses Office 365 Plan E3 for the full-time officers. The plan allows for email access and page sharing capabilities. The cost went from $198 a year to $235 a year per user.

Request Summary: The Lanier Copy Machine at City Hall is now 10 years old and has made about 740,000 copies. The copier breaks down on a regular basis and replacement parts are no longer available. It is now time to replace this copier and $6,000 was budgeted for Copier replacements in the FY20 Budget.

The HP Inkjet printer is also requiring multiple repair calls due to the monthly

water bill cardstock printing. Printing on cardstock is extremely hard on the _ printers and copiers and we print about 500 two sided sheets per month. -

--·~ The current HP printer has made over 250,000 copies and has been a great - -printer over the years so we will be replacing it with a new HP model that supports printing on cardstock.

We received two quotes for a new copy machine and printer:

• Marco Technologies LLC: Sharp MX-2651 $4,195 and HP Laser Jet $695 I $4,890.00* • RK Dixon: Xerox C7025T2 $4,318 and a refurbished HP Laser Jet $435 I $4,753.00

Note: In this case we are choosing the more expensive quote with Marco Technologies. We have been with RK Dixon for over 15 years and are not always happy with their service and the Xerox copiers. We are looking to try a new brand of copier and vendor to compare service and quality. We still have a service contract with RK Dixon for a Samsung (PD) and two Xerox {CH & PW) machines.

BE IT ORDAINED by the Mayor and City Council of the CITY OF GENOA, DeKalb County, Illinois, as follows:

WHEREAS, there needs to be a reference to section 1-4-1, General Penalty, for a violation of the City's outdoor burning ordinance;

NOW THEREFORE, the Municipal Code of the City of Genoa be amended as follows:

SECTION 1: That Title 4, Chapter 4, Outdoor Burning, Section 8, Penalty, be created and read as follows:

4-4-8: PENAL TY:

Any person who violates this chapter and has been issued a citation signed by a City Law Enforcement

Officer of this section shall be fined in accordance with Section 1-4-1.

SECTION 3: This ordinance shall be in full force and effect from and following its passage and approval.

July 30, 2019

Subject: Revisions to the "Canoe Launch and Trail Improvements" grant project.

I am seeking a motion by the Mayor I City Council, authorizing the Director of Public Works to make the necessary changes to the "Canoe launch and Trail Improvements" grant project to better serve the Community during events held in Citizens Park, as described in this memo.

The subject revisions do not change the scope of the project as it relates to the "ComEd Openlands Grant." The City budgeted $26,000 for the project, and would meet the City's matching share cost of $10,000 that is required by the grant. Total funding for the project is $36,000.

I am recommending that item 2 be revised and the addition of 3 & 4, (as shown on the enclosed exhibit.) The gravel work for the trail is estimated to be less than $5,000.

2.) Move the paved trail slightly to the east allowing the paved trail to be used as a driveway for vehicles to park on either side. This will minimize rutting to the area if the ground is wet, and would help define parking. The paved trail would be constructed to handle the weight of vehicles.

3.) Install a gravel driveway to allow vehicles to exit the parking area onto Madison Street. The driveway would keep traffic moving in one direction to avoid issues with the vehicles that are leaving parking area, with regards to the main parking lot. (The driveway will remain gravel and will not be paved.) The gravel driveway would only be used during events and eventually turn into turf.

4.) The curb-cut is necessary to complete the driveway, so vehicles do not bottom-out and cause damage to the under carriage of the vehicle. Also, the curb-cut is directly across from the access road to the City's water works facility, where additional parking would be allowed.

The cost for the additional work would be minimal to the total cost of the project. I will not know the actual cost for the asphalt pavement work until the gravel work is done and I get new quotes from the paving contractors.

The goal is to get the curb-cut and the gravel work done before the next event, which I believe is the "Volksfest" on September 6, 7 and 8. Having the gravel work done will help determine if any adjustments to the trails need to be made before the asphalt pavement is Installed.

The enclosed exhibit has a picture showing the parking area that was used during this year's "Canoe the Kish" event, which illustrates the need for additional off-street parking, as these events grow in numbers.

Parking along the trail would only be allowed during events that were approved by the City Council. We want to avoid people parking along the trail for convenience that my create problems with pedestrian use.

Some permanent signage will be posted to alert people of the trail use, along with temporary signage or barricades during events.

Request Summary:

The Dickey-John salt spreader controllers that we currently use are obsolete and are no longer serviceable. Public Works has been replacing the old Dickey-John controllers with Force America type controllers, which is shown in the picture. This type of controller is easy to calibrate, and works well with the salt spreaders we use on the City's snow plow trucks. Dear Mayor and City Council:

The low bidder for the North Elevated Water Storage Tank Repainting and Improvements project is no longer available to complete the project by the end of the year. A delay in receipt of the IEPA loan is the primary cause of the schedule delay. According to the original project schedule, the work was to be performed between April 15, 2019 and June 28, 2019. Unfortunately, IEPA did not execute the loan until June 11, 2019. Tecorp agreed to a bid time extension on May 14, 2019; however. there were additional delays in removing the antennas.

Tecorp is willing to honor its original bid price of $353,353 to perform the project in the spring of 2020. They are also willing to withdraw their bid without penalty and with the return of their bid

bond.

If the City would like to have the tank painted this year, the second-lowest bidder, L.C. United Painting, is available and can complete the project for $354,000 by October 28, 2019.

As you know, Tecorp, Inc. ("Tecorp") was awarded the above referenced project on July 3, 2019. When Tecorp submitted its bid, the agreed upon schedule was the project would be performed between April 15, 2019 and June 28, 2019, as evidenced in addendum number 1 to the contract. On May 14, 2019, Tecorp signed an agreed upon bid extension letter prepared by Baxter & Woodman which extended Tecorp's bid price until July S, 2019. This extension was based upon the fact that there are Antennas on the tower that were to be removed prior to Tecorp beginning work. With this bid extension, Tecorp extended its bid price, but was not given an alternate schedule, nor was it given a tentative schedule as to when the antennas would be removed from the tower. On July 19, 2019, and unexecuted agreement was sent to Tecorp with a substantial completion date of August 1, 2019.

Due to the substantial changes in contract times, including weather conditions in the fall and the lack of notification to Tecorp of a tentative start date, Tecorp is willing to honor its original bid price to perform the project in the spring of2020, with a completion date of June 28, 2020. If the City would like to choose an alternate approach, Tecorp is willing to withdraw its bid, without penalty and with the return of its bid bond. We analyzed the bids that were received on March 22, 2019 for the North Elevated Water Storage Tank Repainting and recommended award of the Contract to Tecorp, Inc. in the amount of $353,353 contingent upon the City's receipt of their loan from the Illinois Environmental Protection Agency.

However, Tecorp is unable to do the work this year. Therefore, we requested that they withdraw their bid.

We analyzed the bid from the second-lowest bidder, L.C. United Painting Co., Inc. Their bid amount is $354,000, which is $647 higher than the lowest bidder. Based upon our familiarity and past working relationship with this Bidder, we believe that L.C. United Painting Co, Inc. is qualified to complete the Project

access this land and have the fence removed at any time if needed. This agreement also benefits the

City in that the property owner could extend their fence and block the driveway access but has chosen

not to if they can construct their fence along the edge of the driveway. The Public Works Director has no

On July 17, 2019, I received a resignation letter from Police and Fire Commission member Ron Slavenas. Ron was recently re-appointed to the board on 4/30/19. Ron agreed at that time to stay on to help with the current police recruitment process. The recruitment process is now completed and Ron resigned from his position.

The board now has an immediate opening to complete Ron's term which will expire April 30, 2022. The commission members are appointed by the Mayor and with the advice and consent of the City Council. The City is seeking suggestions on filling this volunteer position. Any suggestions for a replacement will be forwarded to the Mayor for his approval. I also ask that you pass along the following information for anyone who may be interested:

Requirements to be a Police and Fire Board Member:

Police Pension Cost Increase

The Genoa Police Department was required to and entered an Article 3 Down-State Police Pension plan upon the City reaching a population of 5,000. The officers' pension plan prior to this was the Article 7 Illinois Municipal Retirement Fund (IMRF). The remainder of the City's full-time staff remain in the IMRF pension system.

Since the Genoa Police Pension is newly created and funded, the liability remains high, even with the officers' IMRF contributions being transferred to it. Note that the City's contributions to the officers' IMRF pensions stayed in the City's IMRF pensions and reduced its liability for the other City employees. However, this is not a wash, due to the greater benefits provided by police pensions.

The pension plan is divided between both a Tier-1 and Tier-2 plan. Officers hired into the pension plan prior to January 1, 2011 would be in Tier-1 and officers hired after would be in Tier-2. A Tier-1 employee can retire after 20 years of service or after the attaining the age of 50 years old. An employee is vested after 8 years of service and any pension received prior to 20 years of service but after attaining the age of 50 years would be reduced. A Tier-2 employee is eligible for retirement at the age of 55 years and 10 years of service. The employee can retire at 50 years of age, but the pension would be reduced .

The City receives an annual Actuarial report which is used to calculate the minimum employer contributions to the Police Pension Fund. The legislature has set a deadline of 2040 for pension plans to be 90% funded. The City, being a non-home rule community, is limited in their tax cap and so can't simply raise property taxes to cover this added expense. Legislators are continuing to examine ways to help municipalities work with their pension liabilities.

Earlier this year the Police Department re-hired Tim Hoffstead to replace an officer that left. Officer Hoffstead was employed with the Police Department for 10 years prior to leaving for a different employer. He was a Tier· 1 employee prior to his departure. Upon his return to employment with the City of Genoa he again became a Tier-1 employee. Officer Hoffstead was working with the Department as a part-time officer prior to his

appointment. He required no additional training and because of his familiarity with the community, was able to fill the schedule void immediately. This was a significant benefit to the Department.

However, preliminary information generated by the preparation for the FY18/19 Actuarial report predicts that an unexpected increase in police pension funding will be required in the current year's estimated FY19/20 Budget amount due to the addition of Officer Hoffstead. This is because he is a Tier-1 employee and is closer to retirement age. The new Tier-1 hire was the cause of about $48,000 of the $76,463 increase for FY19/20 City Pension Contribution obligation. The remainder of the anticipated increase is due to a variety of causes including lower than actuarial assumed earnings.

At the time of his employment we were unaware that a lateral hire or his employment would cause a substantial increase to the required employer Police Pension Fund contribution. In the future Lauterbach & Amen will be consulted about potential additional liability prior to any new officer being hired. Throughout the year we will be looking for areas to generate budget cost savings and new revenues to try to offset this extra cost to avoid tapping reserves. We will update you regarding this during our monthly budget reports.

We will discuss this in more detail as part of the presentation of the completed Audit Report in September or October but wanted to provide you this information as soon as we became aware of it. If you have any questions regarding this matter beforehand, please contact us. Thank You.
