On December 17, 1969 the Secretary of the Air Forceannounced the termination of Project Blue Book, the Air Forceprogram for the investigation of UFOs.

The decision to discontinue UFO investigations was basedon an evaluation of a report prepared by the University ofColorado entitled, "Scientific Study of Unidentified FlyingObjects;" a review of the University of Colorado&#39;s report bythe National Academy of Sciences; past UFO studies; and AirForce experience investigating UFO reports during the pasttwo-decades. .

As a result of these investigations and studies, andexperience gained from investigating UFO reports since 1948,the conclusions of Project Blue Book are: l! no UFO reported,investigated, and evaluated by the Air Force has ever givenany indication of threat to our national security; �! therehas been no evidence submitted to or discovered by the AirForce that sightings categorized as "unidentified" representtechnological developments or principles beyond the range ofpresent day scientific knowledge; and �! there has been noevidence indicating that sightings categorized as "unidentifiedare extraterrestrial vehicles.

with the termination of Project Blue Book, the Air Forceregulation establishing and controlling the program for invest-igating and analyzing UFOs was rescinded. All documentationregarding the former Blue Book investigation has been per-manently transferred to the Modern Military Branch, NationalArchives and Records Service, 8th and Pennsylvania Avenue,Washington, D.C. 20408, and is available for public reviewand analysis.

Attached for your information is the Project Blue Booksighting summary for the period 1947-1969. Also included isa listing of UFO-related materials currently available.

Since the termination of Project Blue Book, no evidencehas been presented to indicate that further investigation ofUFOs by the Air Force is warranted. In view of the consider-able Air Force commitment of resources in the past, and theextreme pressure on Air Force funds at this time, there isno likelihood of renewed Air Force involvement in this area.

There are a number of universities and professionalscientific organizations such as the American Association forthe Advancement of Science, which have considered UFOphenomena during periodic meetings and seminars. In addition,a list of private organizations interested in aerial phenomenamay be found in Gale&#39;s Encyclopedia of Associations Edition 8,_Vol I, pp. 432-3!. Such timely review of the situation byprivate groups insures that sound evidence will not be over-looked by the scientific community. �

Your letter presented information that I had already mentionedto you, in my letter of July 21.; so this was information I knew.I had given this to you as "advance" information � that you wouldprobably receive from other Government agencies, and departments,and which is the standard release material.

Again, the new Project Blue Book is a civilian continuation of theoriginal Project Blue Book, which did close in 1969. Here, twenty-years later, som e of the same original Blue Book, Pentagon, andother persons are, still, looking for the real answer to the UFOphenomenon. That is the reason, too, I gave you the informationI did - about J. I said��gat I wished to issue a "challenge" to you not that you�do notjc allenges on a daily basis! pertaining to UFO&#39;s. You.stated that you were interested, and to write you - and which Iam now doing. Icnuld write "pages" on the matter, but ratherthan to do so - it will be lengthy enough for me to endeavor togive you information I wish to convey in this letter.

In any event, the U.-S. Government has played important rolesin the evaluation of UFO reported sightings. The new ProjectBlue Book is a "continuation" of the original Project Blue Book,established by the Air Force, and was located at wright-PattersonAir Force Base, Dayton, Ohio. some of the most important sighting"announcements" came from the Air Force, and which were, later,stated to be something not in the original announcements - in acover-up of the initial announcement. This repeatedly happenedmuch to the chagrin of the Air Force. Original members of theProject Blue Book found that many reports never were received bythis group, but went to intelligence-gathering agencies. A l{7L!

Edgar Hoover %Lhose personnelreported some of the sightings themselves and who were, otherwise,brought in to some of the cases! repeatedly asked the Air Forcefor complete information about the UFO&#39;s - to no avail. They theAir Force! would not release certain case reports to Mr. Hoover.Even with the present F.O.I., mostly sanitized version/copies arereceived and with information requested completely blocked-out.

while Chairman of the Senate Committee on Science, Senator BarryGoldwater asked for information and was told that he was not ona "need to know" basis. This request, of Goldwater, had to do withan initial announcement from the Air Force that a "saucer" had crashedand that alien bodies were at thn point in time! located in a hanger,or other building, at Wright-Patterson Air Force Base, at Dayton, Ohio.Senator Goldwater was refused any information in this matter, along witnot being allowed to personally look inside of the alleged building.

Before taking office as President, Jimmy Carter announced to the publicthat, if elected, he would give the American people the Government&#39;sinformation about UFO&#39;s. This did not happen, and Mr. Carter was givena complete run-around � and I could tell you more about this, because Iwas contacted by the Pentagon on the matter.

The new Project Blue Book has 1&8 present, and/or former, Air Force, NCNASA, and intelligence�gathering agency personnel, among others, actingas adviser-consultants to PBB - anonymously. These are persons who, fothe most part, have/had been actively engaged in earlier UFO reports fotheir respective agencies, and who are still muchly interested.

So, with this brief back-ground of information about me and about Goverment participatiaz, the "challenge" I have mentioned � would be to haveyou make inquiries at the highest levels of "officialdom" about what ouGovernment really knows, whether or not there ARE alien bodies locatedANYWHERE, what happened to the crashed "flying saucers", where are thephoto&#39;s taken by Air Force personnel through on�board gun cameras, andsimilar questioning. I am positive you would find that even you wouldbe getting a general run-aroun and could not receive satisfactory answto the above. I think you will/would find that you are not receivingall the information you should be receiving and which should be veryevident to you after making several inquiries. You may tend to drop thmatter, thinking you are receiving answers to your questions, but thiswill not b_e the case, Ia ssure you.

Sessions, I will not take more of your time in this matter, but,if you are interested, I would appreciate your looking into the matter.You may wish to appoint one of our office; personnel to start makinginquiry about UFO &#39;s, in general, and see which Agencies to which� youwould be directed. Keep in mind, however, that some present officepersonnel, in the other agencies, may not know what you would beinquiring about - and will tell you that the Air Force Project BlueBook closed it&#39;s "doors" in 1969, and that the Air Force no longerinvestigqtes UFO Sightini reports - this I already know. The importantkey is to go beyond the ir Force and into the other agencies; such asthe Office of Defense, C.I.A., etc. President Bush, when asked aboutUFO&#39;s, told the gerson askirg "You do not know the half of it". As ymknow, President ush was formerly with the C.I.A@ His comments are ontape, by the way..

Well, I think this should suffice for this time. I appreciate yourpatience in reading this letter, and should you desire any additionalinfonnation, please do not hesitate to let me know. I would like, ver;much, to work through you, and with you, to endeavor to bring the matteof UFO&#39;s to a conclusion - if that conclusion is an honest one.

I have received your July 24th letter in which you askfor my help in securin information relative to investigations ofunidentified flying ob ect UFO! sightings.

I have discussed your request with my colleagues, and Iwould first like to explain that the investigation of UFOs is notnow nor has it ever been the responsibility of the FBI. TheDepartment of the Air Force conducted investigations and studiesof UFO reports from 1947 to 1969. On Deceber 17, 1969, theSecretary of the Air Force announced the termination of "ProjectBlue Book," and the Air Force has furnished all documentsregarding its investigations of UFOs to the Modern MilitaryBranch, National Arch ves and Records Administration, EighehnStreet and Pennsylvania Avenue, N.W., Washington, D.C. 20408. Iunderstand this data is available for public review and analysis.You may wish to make an inquiry of the Modern Military Branch forthe answers to some of your questions.

Also of possible interest, the National Aeronautics andSpace Administration was asked b President Carter to look intothe possibility of resumin UFO investigations in 1977. Afterstudying all the facts available, it decided that nothing wouldbe gained by further investigation, and the Department of the > .Force agreed with that decision.. You may also want to check withthe Nat onal Aeronautics and Space Admin stration in connectionwith your research. ,O 15- Po -121?!
