OCCUPATIONAL TAX CERTIFICATES

(FORMERLY CALLED A BUSINESS LICENSE)

Contractor: Any person who agrees to furnish materials or do a piece of work

for a certain price; by the job or by the hour.

Sub-Contractor: Any person who contracts for carrying out a previous contract or a

part thereof for a certain price by the job or by the hour.

All occupational tax fees are due and payable by January 31st of every year. The fees are

pro-rated after July 1st of every year. There is a $25.00 non-refundable application fee

charged on all new business.

ZONING INFORMATION FOR NEW OR PROPOSED DEVELOPMENTS

Before any construction can begin on any property or before the “use” of a

building can be changed, the contractor/developer must first determine that the property

is properly zoned for the proposed development. The City has zoning districts which

allow for different types of construction/development. If the property is zoned in such a

way that a particular type development is prohibited then the property owner and /or

developer either must: look for another suitable parcel of land that is properly zoned for

the type development proposed or seek assistance from the Statesboro Community

Development Department to determine what type of zoning action may be necessary to

accommodate the development proposal. The Community Development Department will

advise the potential applicant of the types of zoning actions which may be accommodate

their needs including: zoning map amendments, special exceptions, variances, conditional

use, etc.

Should the developer request that the property be rezoned or the request must be

initiated in the Statesboro Community Development Department, by submitting a

complete application package to the Community Development Department. Community

Development staff can provide full details of the application package and submittal

requirements which may apply to your potential zoning action. Consultations with the

Community Development staff on a specific development proposal are strongly

encouraged prior to the preparation of detailed building or site plans in order to avoid

unseen delays in your development proposal. Please visit the office of the Community

Development Department for a Pre-Consultation or Right Start Brochure. The request

should include: a written letter to this office with the exact nature of the request; a plat of

the property; and a nonbonding sketch to show the exact nature of the rezoning/variance

request (height, rear yard, side yard, or front yard variance).

Once this process has been initiated, the Community Development Department

will write a staff report, advertise the zoning action request, post a sign on the property,

submit a time-frame of the process to the developer, and forward all available

information concerning the request to the Planning Commission, who will review it first,

and then to Mayor and City Council, who will review it first, and then to Mayor and City

Council, who will make the final decision on the request.

ENGINEERING DEPARTMENT

The Engineering Department is responsible for ensuring that all construction

projects comply with all applicable codes, laws and ordinances which govern

construction.

1. Construction codes as adopted in the City’s Code of Ordinances section 14-1.

(See Page 12 of this packet)

2. Georgia Erosion and sediment Control Act.

3. Statesboro Flood Plain Management, Drainage and Sedimentation Control

Ordinances.

4. Statesboro Land Clearing and Tree Protection Ordinance.

5. Manufactured Home Ordinance

The department provides a one stop location for the review of construction plans and

specifications. Three sets of plans and specifications shall be submitted for each building

permit application. The City has delegated authority to approve most water and sewer

system designs. State law and the Standard Building Code require the use of Registered

Design Professionals for the design of certain construction projects.

Right Start and Development Plan Review Committee meetings are designed to help

applicants get a head start on the development process. Right Start meetings can be

scheduled through the Community Development Department.

All building permits are issued through the Engineering Department. All trade permits,

such as plumbing, electrical and HVAC are also issued through the Engineering Department.

Inspection of all construction work is done by the City Building Inspector. Inspection of all

work is required and a Certificate of Occupancy will be issued when all work has been

satisfactorily completed.

All Construction Permit fees, Aid to Construction fees and all Tap fees MUST be paid

before ANY construction begins and before a building permit will be issued.

RESIDENTIAL DEVELOPMENT SUBMITTAL REQUIREMENTS

(One and Two Family Dwellings Only)

All of the following applicable information shall be provided to the City of

Statesboro Engineering Department for their review prior to obtaining a building permit.

Any zoning questions shall be referred to the Community Development Department,

(912) 764-0630.

1. Submit Site Plan

Site plan shall include plat of property drawn to scale which shows the

following:

a) The latest official plat of the property lines with bearing and

distances, any recorded drainage or utility easements and

floodplain status (if applicable)

Note: All structures which are allowed to be located within the

flood plain will require an “Elevation Certification”

b) Identify proper zoning district of property

c) Location of property by identifying adjacent streets or adjoining

property, etc.

d) Location and size of principal, residential structure on the property

and the exact size and location of any accessory structures

e) Setbacks of all structures

f) Location of water, sewer and gas service lines (if applicable)

g) Location of septic tank system (if applicable)

2. Submit Plan or Drawing showing the following:

a) Floor Plan

a) Construction specifications

b) Smoke detector locations

c) Size of electrical panel

d) Number of circuits

e) Size of HVAC unit

f) Number of plumbing fixture that would require traps

g) Value of TOTAL CONSTRUCTION

3. A Building Permit is issued after acceptance of:

a) Building permit application (plans & specifications)

b) All permit fees paid (see Engineering Dept. for fee schedule)

4. Once a building permit has been issued, standard inspections are performed as

detailed on the building permit card.

5. Upon satisfactory completion of all inspections, a Certificate of Occupancy

(CO) is issued for each dwelling. No occupancy of any dwelling shall take

place prior to issuance of the CO.

COMMERCIAL DEVELOPMENT SUBMITTAL REQUIREMENTS

The following outline shall provide those interested in commercial development

with the procedural chronology necessary to complete such development. At any

time, one may contact the Engineering Department with questions or for

clarification at (912) 764-0655

1. Contact Community Development Department to determine if zoning is suitable

proposed development (912) 764-0630. Otherwise, rezoning or variance

application may need to be applied for prior to submitting plans for proposed

development.

2. Submit development plans to the Engineering Department for review.

A. Submit three (3) sets of site plans to the Engineering Department. Site plans

must be stamped by a Georgia registered professional engineer. Engineering Department

will oversee staff review of site plans and provide comments or approval within two

weeks. Site plans must identify compliance with the following ordinances,

specifications, and regulations*:

a) Zoning Ordinance*

1) Show zoning district for project’s property and all adjacent

properties

2) Parking ordinance compliance (incl. handicapped accessibility)

3) Proper type of lot covering material required

4) Show setbacks of all buildings

5) Show building coverage

6) Indicate building height(s)

7) Provide buffer(s) where required

b) Sign Ordinance*, if applicable

c) Tree Ordinance

d) Drainage Ordinance*

e) Erosion, Sedimentation and Pollution Control Ordinance*

f) Flood Damage Prevent Ordinance*

g) Wetlands disturbance requirements, if applicable – contact US Army

Corps of Engineers for more information. Separate permit required prior

to approving any wetlands disturbance.

B. Submit three (3) sets of building plans to the Engineering Dept. All building plans

must identify compliance with the following codes and requirements:

a) Plans for structures as per O.C.G.A § 43-4-14 must be stamped by a GA

licensed architect

b) State Fire Marshal Requirements, if applicable. Provide copy of State Fire

Marshal’s Office stamped plans, permit and comments – contact GA State

Fire Marshal’s Office for more information

c) 2006 International Building Code

d) 2006 International Fire Code

e) 2000 edition of NFPA 101 Life Safety Code

f) 2002 edition of NFPA 13

g) 2006 International Plumbing Code

h) 2006 International Mechanical Code

i) 2008 International Electrical Code

j) 2006 International Gas Code

k) 2009 International Energy Conservation Code

4. A Building Permit is issued following:

a) Approval of site and building plans

b) Execution of all related agreements/documents

c) Payment of all fees – contact Engineering Dept. for fee schedule

d) Copy of contractor’s license and all related subcontractor’s licenses

e) Issuance of a “grading” permit and subsequent inspection/approval of

erosion control measures (when applicable)

f) Following the issuance of the building permit standard inspections are

performed as detailed on the building permit card. Upon satisfactory

completion of all inspections a CO is issued for each building. No

occupancy of any building shall take place prior to issuance of the CO.

SUBMITTAL REQUIREMENTS FOR REGISTERED ARCHITECT

CODE SECTION

43-4-14.

In order to safeguard health, safety, and welfare, no person shall be allowed to practice

architecture unless he or she has the qualifications and competency required by this

article.

The following structures do not require the seal of a registered architect:

One and two-family residences and domestic outbuildings regardless of cost;

Any building classified as an agricultural occupancy upon any farm for the use of

any farmer; any state owned farmer’s market;

Any building which is a single story building, not exceeding more than 5,000

square feet in area, except new or existing assembly occupancies, educational

occupancies, health care occupancies, correctional or detention facilities, hotels,

dormitories or lodging facilities, multifamily housing or apartment complexes,

and care facilities;

Pre-engineered buildings that are one story in height, except new or existing

assembly occupancies, educational occupancies, health care occupancies,

correctional or detention facilities, hotels, dormitories or lodging facilities,

multifamily housing or apartment complexes, care facilities, and facilities

classified as high hazard; provided, however, that the services of a duly registered

architect shall be required for the design of any business or mercantile

occupancies that exceed 5,000 square feet in area that are incidental to the

operation in such building; and

Nonload-bearing interior construction in existing or planned office structures

which were designed by a registered architect, where drawings and specifications

are prepared by a Georgia registered interior designer who also submits to the

responsible building official a notarized and signed statement on letterhead from a

person in a position of authority within the interior design firm certifying that the

plans and specifications as submitted are in full compliance with the current

building codes and regulations in effect.

The following persons are exempt from registration as an architect in this state:

a) A nonresident who holds a license to practice architecture in the state or

country in which he or she resides and holds an NCARB certificate, but

who is not registered in this state, may offer architectural services in a

response to a request for qualifications, an interview, or a design

competition only. Any registration as an architect in Georgia;

b) An employee of a registered architect or firm under subsection (b) of Code

Section 43-4-10 who is not in charge of design or supervision and who

works under the supervision of a registered architect;

c) An employee of the United States government while working in the scope

of his or her employment for the United States government; and

d) A registered professional engineer or his or her employee or subordinate

under his or her responsible supervising control may perform architectural

services which are incidental to such engineering practice; provided,

however, that no professional engineer shall practice architecture or use

the designation “architect” or any term derived there-from unless

registered under this article.

Nothing in this article shall be construed to prohibit interior designers from

performing services.

Nothing in this article shall be construed to prohibit a general contractor for

construction from offering to perform a design-build contract; provided, however,

that such offer shall clearly indicate at the time of such offer that all design

services shall be performed by a duly licensed and registered architect or engineer

in compliance with all other provisions.

Nothing in this article shall be construed to mean that pre-design services, as

defined in Code section 50-22-7, are required to be performed exclusively by

architects.

Nothing in this article shall be construed to mean that construction contract

administration services are required to be performed exclusively by architects.

Generally, architects shall be used for the design of building projects and engineers shall

be used for other projects such as the design of utilities, civil engineer designs, sewage

treatment plants, storage tanks, etc.

LAND CLEARING AND TREE PROTECTION ORDINANCE

A copy of the Tree Ordinance is available online at www.statesboroga.gov or at

the Engineering Department in City Hall.

BASIC REQUIREMENTS

Each new development shall provide a Greenspace Plan. Such plan shall include

a Tree Protection Plan and a Tree Establishment Plan. Such plans shall conform to the

standards and requirements of said ordinance. A permit is required before any clearing or

grading is performed.

BASIC REQUIREMENTS

To provide documentation, unless otherwise exempted, which demonstrates that a

proposed development will not endanger the public health, safety or welfare of the

citizens of Statesboro with regards to storm water drainage, flood plain encroachment or

soil erosion. Plans shall conform to the standards and requirements of said ordinances.

Note: Where applicable, a building permit will not be issued until a land

disturbing activity permit has been issued and all

erosion/sedimentation control measures have been inspected and

approved by an authorized representative of the City Engineering

Department.

THE STATESBORO-BULLOCH COUNTY TRANSFER STATION

May 15, 2000

The City of Statesboro operates the Transfer Station located on Lakeview Road. All

material brought to the transfer station including household garbage, wood, dirt, metals

and concrete must be separated to be dumped in the designated areas. Vehicles carrying

mixed loads will be turned away.

Effective Monday, September 17, 1990, all vehicles transporting trash, garbage, refuse or

other debris to the landfill through the City of Statesboro will be required to comply with

the following ordinance.

Sec. 66-12. Transportation of trash, garbage, refuse.

(a) All persons hauling or transporting trash, garbage, refuse or other debris to

the City landfill shall transport same in such a way as to prevent trash,

leaves, limbs, paper, garbage, refuse or other debris from falling from a

vehicle transporting the same or from blowing off of the vehicles so as to

fall in the public streets of the City or in the ditches or yards adjacent to

such streets.

(b) Such material being transported to the transfer station shall be packed in

the vehicle transporting it so that it will not fall off or blow out and, if

necessary, it shall be covered so as to prevent littering of the street and

yards of the City.

Sec. 66-29. Construction Sites and Demolition Sites.

All construction and demolition contractors shall provide on-site refuse

receptacles.

This Ordinance shall be applicable at any place in the limits of the City of Statesboro and

shall apply to vehicles from out of the limits of the City transporting material through the

City of Statesboro to the City landfill area.

SOLID WASTE TRANSFER FACILITY

WASTE SEPARATION REGULATIONS

Effective October 1, 1997, all customers and haulers bringing waste into the City of

Statesboro/Bulloch County Solid Waste Transfer Facility are hereby advised of the

following rules:

1. Tires shall be separated from other waste and placed in the tire disposal area by the

customer/hauler or the load will be considered a special waste and charged a special

handling fee of $50.00 per ton for the entire load or returned to customer.

2. Metal and white goods must be separated from all other refuse and recycled. All

metal shall be unloaded in the designated area by the hauler/customer.

3. All metals from construction and or demolition shall be separated from all other waste

for recycling. Any construction and or demolition waste received that contains metal

that is not separated, shall be charged a special handling fee of $50.00 per ton for the

entire load or returned to customer. This is not a option for the customer to not

separate.

4. Concrete from construction or demolition should be separated from the other waste

debris for disposal in the inert landfill.

5. State Law requires that all yard waste be separated from all other waste. The City of

Statesboro/Bulloch County recycle this waste. Therefore, all yardwaste shall be free

of any other material other natural vegetation growth. The hauler/customer is required

to unload this waste in the designated area of the Solid Waste Facility. Free mulch is

available to the Public at no charge. Any unseparated waste loads will be charged a

special load charge of $50.00 per ton instead of $13.65 or returned to customer.

6. Special wastes such as sludges, medical waste (over 100 lbs./month), bio medical

waste, industrial waste, regulated institutional waste (Nursing Homes, Hospitals, etc.),

residue from incineration, food processing waste, dredging materials or any discarded

waste other than those typically found in household commercial, or municipal refuse

shall not be accepted for disposal at all.

7. Bulk animal manure maybe accepted at the Facility Operator’s discretion.

8. Non-friable asbestos generated from a residence, maybe accepted in bulk or double

bag form, in accordance with all State and Federal Regulations.

Friable-asbestos cannot be processed through this facility.

9. No hazardous waste will be accepted.

Georgia’s NEW Call-Before-You Dig Law went into effect April 4, 1990. Any

contractors who violate it cannot only be fined, they could be charged for any damage

they do.

THE NEW LAW INCLUDES THESE IMPORTANT POINTS:

You must call during UPC business days Monday thru Friday (excluding

holidays) during business hours, 7 a.m. to 4:30 p.m.

You must call 48 hours before you excavate and tell us where the excavation will

take place; the name, address and phone number of the company or person

excavating, the type of excavation and the date you will start.

If the excavation is not finished within 21 days, a restake notice must be given no

later than 14 days from the day you first notified us.

If you find you must blast after notice is given, you must call back to update your

location request or ‘ticket’.

This applies to all mechanized equipment, from drag line to pile drivers.

All gas, telephone, cable TV utility services in the state are considered

owner/operator and are required to be a UPC member.

Violators can be fined up to $10,000 per violation, plus the cost of replacing or

repairing damaged facilities and any injury to persons or property.

Tap Fees

1. Residential and Small Commercial:

Tap fees are $150.00 and can be reduced based upon appliance usage. (See

attached tap application form). Tap fees include 100 feet of service line and

standard meter set.

Tap fees are based pm a 3-year payback method (see example below)

Gas Charges

All gas rates: Residential, Commercial, Commercial HLF and Interruptible are based

on formulas developed by the Municipal Gas Authority. They account for Variable

Costs, which is the cost of gas; Fixed Costs, which is transportation, demand, and fuel

charges from the pipeline company; and City Distribution Costs. These three

components when added together give the total cost for gas to each customer class.

(See examples of each rate attached.)

Large Commercial and Industrial Rebate Program

These rebates will be determined by the City Manager and Natural Gas Director

on an as needed basis by evaluating gas consumption and alternate fuel

competition.

Developer’s Rebate Program

Any developer that constructs a new subdivision that is served by Statesboro

Natural Gas, can elect to receive any rebates paid out for houses in that

subdivision. In return, he must agree in writing to require that all new homes

constructed have at lease one major gas appliance (i.e. gas heat or water heater).

These rebates will be determined by the City Manager and Natural Gas Director.

The homeowner will receive no rebates if the City has signed an agreement with

the developer.

Note: All persons applying for rebates must do so within thirty-days (30) of appliance

installation. All rebates are subject to available funding and may be changed, reduced or

eliminated at any time by authority of the Mayor and City Council.

WATER & SEWER DEPARTMENT

The City of Statesboro Water System is made up of 5 wells capable of pumping

7.5 million gallons of potable water per day. There are 94+/- miles of 1” through 12”

water lines on the system. The individual customer total is approximately 13,000 +/-.

The City of Statesboro Sewer and Wastewater System is made up of 92 +/- miles

of 8”-32” sewer mains and an existing 10 million gallons per day Wastewater Treatment

Plant. The individual customer total is approximately 13,000 +/-.

All system improvements, which generally consist of at lease 6-inch water main

or 8” sewer mains, are required to enter into an agreement with the City to ensure that the

line or lines are designed and installed correctly. As-built drawings are to be provided to

the City and the Developer pays to have these put on our Master Drawings. A $2,500.00

bond or letter credit is used for this.

Also, development which is to be connected to the sewer system will be required

to pay an Aid-To-Construction fee (ATC). This fee is based on the average wastewater

flow from a particular use of building and will be used to pay some of the construction

cost on the new addition to the City’s Wastewater Treatment Plant. All new buildings or

changes in use which increase the sewage demand are subject to the ATC fee.

Contact the City Engineering Department for a list of average sewage demands

used to calculate the ATC fee or for a copy of the Aid-To-Construction Ordinance.

NOTES:

1. On New Construction requiring extension of the City’s water and sewer mains, the

developer’s underground utility contractor shall make the required water and sewer

service taps and install water meters, meter boxes, backflow preventers, gate valves,

sewer tap saddles and sewer service lines.

2. Within residential subdivisions zoned R-6, R-8, R-10, R-15, R-20, R-30, R-40, or R-3

that require extension of the City’s water or sewer mains, the developer’s underground

utility contractor shall make the required water and sewer service taps and install

water meters, meter boxes, backflow preventers, gate valves, sewer service taps and

sewer service lines. In those residential subdivisions not developed using the City’s

Residential Subdivision Incentive Program, the Sewer Tap Fee shall be $200.00 and

the ¾” Water Tap Fee shall be $952.00 in recognition of the fact that the City’s costs

will have been decreased by the developer’s installation.

3. Tap Fees apply to all taps including those for Fire Sprinkler Systems.

4. The City shall supply Backflow Preventer for Fire Service Taps, to be installed by

Customers contractor and Customer shall be responsible for furnishing/installing

any required vault(s).

5. All water meters will be provided by the City.

6. On ¾” Water Tap the City shall furnish the meter box and backflow preventer as well

as the water meter.

7. In new developments, the developer shall be responsible for furnishing and installing

required backflow preventers, required by-passing piping, meter boxes and/or vaults

on all Water Taps 1” larger.

8. On Water Taps up to 2” in size, where City water mains are in existence, the City

Water Department shall tap the main and install the water meter and meter box. The

City shall furnish and install the backflow preventer on ¾” services only.

9. The Developer shall be responsible for furnishing and installing backflow preventers

and required boxes and/or vaults to accommodate the backflow preventer on taps

larger than ¾”.

10. On Sewer Taps up to 6”, where City sewer mains are in existence, the developer’s

contractor shall excavate the City Sewer main to allow City Water/Sewer personnel

to physically tap the sewer main and install the appropriate sewer tap saddle. The

Contractor shall be responsible for installing the sewer service lateral and all backfill

and street repairs.

CITY OF STATESBORO

SPECIFICATIONS

WATER SPECIFICATIONS:

1. Water mains 4’ and larger shall be C-900 class 150 PVC.

2. Water mains 2” shall be SDR 21 class 200 or PE CTS 200 PSIG tubing

required under pavement.

3. All service tubing shall be PE CTS 200 PSIG or greater (w/plastic inserts).

4. All 4” or larger valves shall be M&H resilient seat, M.J. gate valves or equal

(to be approved by Water, Sewer Department).

5. All 2” valves shall be Stockham (B-103) or Milwaukee (105) gate valve.

6. All valves boxes shall be cast iron screw top.

7. All valve boxes must have concrete pads a minimum of 18”X18”X4” or

precast or concrete ring.

8. In subdivision (residential or commercial) developments, all water services

will be 1” or greater.

9. All meter boxes shall be heavy-duty plastic w/ cast iron lid and w/ cast reader

lid or cast iron yoke box. See attached detail.

10. All pipe fittings shall be compression, threaded or M.J. The City will not

accept any plastic threaded fittings (or glue fittings) of any kind.

11. All service brass shall be Ford, Mueller, McDonald or Hayes.

12. All water meters shall be Sensus Water Meters. All meters will be provided by

the City of Statesboro when tap fees are paid.

13. On 1-1/2” lines and up, contractors must install double check valve assembly,

except where an RPZ is required. (A hand valve is required on customer’s side

of the meter).

14. All water taps to be tapping saddle and corp. stop.

15. All fire hydrants shall be M&H model 129, 3-way, brass seat, 4-1/2” valve

opening minimum, 3-1/2” bury, M.J. foot, two (2) 2-1/2” hose nozzle, one (1)

4-1/2” pumper nozzle.

16. All fire hydrant sets require isolation valves, (M&H or Clow). See attached

detail.

17. All valves and hydrants must be rodded using ¾” threaded rod.

18. All fittings and hydrants must be blocked with a proper thrust block or proper

restraints.

19. Gravel must be placed under and around weep holes of fire hydrant.

20. All materials must be American Water Works Association (AWWA) approved.

21. Water main pipe should be blue in color; force main pipe should be white or

brown in color.

SEWER REQUIREMENTS:

1. All pipe 8” or larger shall be SDR-26 slip joint (gasket) PVC.

2. The City will only maintain 8” sewer lines and larger.

3. All sewer manholes shall be precast concrete w/ boots

(traffic model ring and cover).

4. Sewer lines must be laid by laser.

5. Mandrell to be passed through all sewer lines under supervision of City.

6. Tapping saddles that are PVC will not be accepted, Romac saddle or equal.

7. See attached detail for installation instructions.

SPECIAL INSTRUCTIONS:

Detectable line marking tape shall be used on all lines; water lines shall have tape marked

“Warning Water Line”, sewer lines shall have tape marked “Warning Sewer Line”, all

tape to be placed a minimum of 18” above liens. (Force mains shall have marking tape

placed on pipe and placed a minimum of 18” above pipe.) Number 12 insulated solid

copper wire will be run in ditch with all pressure lines to be extended (solid) out of

ground at each hydrant and at each valve box. (All copper wire connections are to be

made with waterproof splicing kit.) All sewer and water service laterals will have #12

insulated solid copper wire installed with service and stubbed up at end of service on

metal post.

1. Locate all sewer lines in front of buildings where elevations permit.

2. Locate all sewer manholes where they will be accessible with truck mounted

cleaning equipment.

3. No water or sewer mains shall be closer than 15 feet of a building or structure.

4. The above is due to the type of maintenance equipment used by the City of

Statesboro.

5. All materials to be inspected by the City before construction begins.

6. All lines must be inspected by the City before acceptance.

7. Pressure test on water mains are required on all installations (150 PSI for 2hrs)

8. Pressure test on force mains are required on all installations (100 PSI for 2hrs)

9. Hot taps 4” and larger are to be made using stainless steel wrap around saddle,

tested at 150 PSIG for 30 minutes.

10. All water and sewer mains that are to be owned and maintained by the City of

Statesboro shall have 20’ dedicated easement.

11. Sewer and Water main will not be accepted without an approved set of as-built

drawings.

12. Any connection to City water mains for fire sprinkler, irrigation or domestic

use will have a backflow preventer device (must be approved by the Water

Sewer Department).

13. All meters and backflow preventers 3” and above will have a bypass with a

backflow preventer.

14. All 3” and larger meter installations will conform to attached vault detail; this

also includes fire system installations.

15. The City Water Sewer Department has the right to reject any material that is

deemed unacceptable.

16. The City Water Sewer Department requires a videotape of all new sewer main

installations.

17. All water and sewer line installations for the City of Statesboro will be

performed by a Georgia Certified Underground Utility Contractor.

18. See attached detail (on commercial and residential development) for locations

of water and sewer mains, services and fire hydrants on the right-of-way.

Sewer will be on easement adjacent to the right-of-way.

19. Sewer and water services will be no more than 9” from back of curb to allow

for other utility installation.

20. Number 12 insulated solid copper wire on force main should be brought up

every 1,000 feet in CI valve box marked “Sewer” on lid.

21. Water main pipe should be blue in color; force main pipe should be white or

brown in color.
