With the county’s economic condition stagnating, Hendry Coun-ty commissioners continue to look for future bright spots. The bright-est spot on the horizon remains Air-glades Airport and the prospect of an anchor company coming in as an anchor for what they hope will become a regional economic hub.

The commissioners called an emergency meeting for June 19 that County Attorney Mark Lapp explained as necessary for the submission of an application for a grant to upgrade Airglades’ runway. Economic Development Council Executive Director Gregg Gillman told the commissioners that the

grant, infrastructure funding from state transportation funds, should be done “as soon as possible.”

This portion of state funding requires a separate application in order to qualify for approval, he said. He was enthusiastic about the county’s chances to get the grant because the state approached Hen-dry County requesting the applica-tion be made.

For its part, the county wants to take advantage of the state’s mo-mentum in encouraging this project that promises so much for Hendry County.

Commissioner Al Perry asked the value of the grant, but Mr. Gill-man said he didn’t have a number

In ongoing budget concerns, Finance Director Ron Zimmerly explained that the board might want to consider setting ad valor-em rates to the roll back rate for 2013; that is, the rate necessary to bring in the same amount of rev-enue as the previous year.

For years the city has man-aged to keep its rate at 3 mills. The board sees that it may have to increase that slightly for next year’s budget. The rollback rate is expected to be 3.1387, according to Mr. Zimmerly.

The city’s ad valorem taxes have steadily decreased for the past four years, he said.

Also, the board will consider asking the sheriff to reduce the city’s $255,000 contribution to his budget, which they said includes an error from the previous sher-iff ’s budget that could save the city some $40,000.

In other business:- The process of milling and re-

surfacing Bridge Street has begun, forcing one-way traffi c across the bridge. Unfortunately, unforeseen repairs are also being done on Fort Denaud Bridge at this same time. Fort Denaud Bridge will be closed for an unspecifi ed length of time.

- Commissioner Hilda Zimmer-ly again relayed complaints about

loud music from the LaBelle Civic Center, specifi cally the base. The mayor suggested that it may not be the fault of the renters, but of the band and that hitting the bands with a fi ne may be the answer to the problem.

City Attorney Jimmy Luckey suggested installing a base box in the civic center, a device that helps negate excessive base noise.

Resident Hugo Vargas suggest-ed that the source of the loud mu-sic may not be the civic center but loud boom boxes from vehicles on Martin Luther King Blvd. He said he lives in the area and can clearly identify the direction it is coming from.

The mayor explained that the city has asked the sheriff ’s offi ce

to enforce the city noise ordinanceand even purchased a soundmonitoring system to do so.

- Commissioner Zimmerly alsosuggested that emergency person-nel need help in fi nding specifi caddresses. Part of the problemmay be a lack of address num-bers on properties throughout thecity. Mr. Zimmerly noted that thecounty set standards for addressposting several years ago, but ap-parently they have not been en-forced.

- Next month, the board willconsider extending the city’s con-tract with lobbyists Spratt and As-sociates to a three-year term. Theplan is to have Joe Spratt attend

yet. He explained that this is just one piece of a larger package for Airglades. The num-ber will be known when the entire package takes shape.

A motion by Commissioner Janet Taylor, seconded by Commissioner Darrell Harris. passed 3-1 with Chairman Tris Chapman abstaining due to his employment and con-nection with USSC. Commissioner Karson Turner was not present for the vote.

In response to Chairman Chapman’s question about how the Airglades project fulfi lls Governor Scott’s 5-1 payback require-ment, Mr. Gillman said the payback is not re-quired for the Transportation Fund, which is where this funding would come from.

Other portions of the project will require the county to demonstrate the “payback” for the state in terms of jobs and taxes to the state.

Commission Chairman Chapman com-plimented Mr. Gillman, saying he appreci-ates his “aggressive approach” to economic development.

If approved by the state, the grant will provide funding for a runway coating to strengthen the surface for use by jet aircraft.

The county foresees a benefi t with an ad-ditional 200 jobs and profi ts from selling jet fuel to the company.

- City Planner Shellie Johnson explained that the city needs to have a tree ceremony of some sort this year to fulfi ll its require-ments to become part of the Tree City USA program. A tree is to be planted in Barron Park at 9 a.m. Tuesday, July 3.

- City employees will have to deal with a less comprehensive health coverage pro-gram. The board noted that the city absorbed losses in the plan over the last couple years but budget constraints cannot allow that to happen any more. However, employees will have the option to pick up the same cover-age as they’ve had previously at their own expense.

- The next regular city commission meet-ing will be at 7 p.m. Thursday, July 12.

This offi ce has received numerous re-quests from residents since 2006 for an explanation of why the mailing address changed from LaBelle to Fort Denaud. So far this has not been a 9-1-1 issue due to the ad-dress system implemented for routing Pub-lic Safety.

Fort Denaud is not an incorporated area but has been recognized as an historical area. In 2006 a group of residents petitioned to have a Zip Code assigned to the historical area of Fort Denaud.

The only purpose of a Zip Code system is to facilitate the effi cient and orderly delivery of the mail. However the Zip Code is also used by non-delivery entities as a geograph-ic locator that are unrelated to the delivery of mail.

Zip Codes are not based on political juris-diction boundaries, but on on the location of the delivery post offi ce. Therefore, Fort De-naud could not be assigned a new Zip Code because it was not fi scally responsible to build another Post Offi ce. USPS has sought to reduce rather than enlarge the number of post offi ces.

However, a compromise solution was sought. USPS did allow the alternate city name of Fort Denaud to be used in the last line of the address while not changing the Zip Code. USPS sorting only pays attention to the last two lines of an address; Full street address, City, State and Zip.

Either way, USPS will deliver to the street address regardless if Fort Denaud or LaBelle is used in the city name. Please contact Robin at 863-674-5406 if you feel an address needs to be added.

The 5th Annual Fallen Heroes Benefi t will be held on July 21, in LaBelle.

Each year this benefi t has been a joint community project co-sponsored by the members of the American Legion Post 130, Veterans of Foreign Wars Post 10100, Dis-abled American Veterans Chapter 144 and the Fraternal Order of the Moose Lodge 2398.

The event will start with a remembrance ceremony at 9:30 a.m. at the LaBelle Veter-an’s Memorial Park, located at the intersec-tion of Hwy. 80 and SR 29 in the heart of La-Belle and continue at the American Legion Post 130, Hwy 80, across from the Shell gas station.

One of the focal points will be honoring and remembering Marine Staff Sgt. Christo-pher D. Strickland and Chief Warrant Offi cer Robert Hammett Jr., two local men killed in action 2008, for whom this benefi t was started. There will also be a brick laying cer-emony with the help of local Boy Scouts and local veterans.

Again this year, the benefi t will feature a great smoked pork steak dinner accompa-nied by potato salad, coleslaw, baked beans and a brownie, all for only a $7 donation. Some of the other activities will include a 50/50, with donated prizes drawn through-out the day. A dessert raffl e and great enter-

tainment starting around noon will round off the day. The pork steak dinner will start im-mediately following the ceremonies at the American Legion Post 130, LaBelle.

Future improvements to the park include a commemorative plaque that explains how the park was started and how the benefi t brought a community together in one of its saddest moments. The LaBelle Veterans Park Committee would like to thank the many people that have helped build this special place, a place to remember and honor those who have sacrifi ced so much, and contin-ued to do so for our freedom.

It is hoped this can continue to be a com-munity project that will carry on through the years. Anyone needing information on the benefi t should call 863-675-8300. Tickets are available in advance at the American Le-gion 130, VFW 10100 and the Moose Lodge 2398.

Veterans Retrainingby Matt Kindermann

Last year when the President signed the VOW to Hire Hero’s Act of 2011, it in-cluded the Veterans Retraining Assistance Program, or VRAP. VRAP is a program offered in collaboration between the Department of Labor and the Department of Veterans Affairs to give up to 12 months of training assistance to currently un-employed Veterans who are between the ages of 35 and 60. VRAP begins on July 1, 2012, and ap-plications can be submitted now at www.benefi ts.va.gov/VOW.

The veteran has to have served at least one day on active duty and received a DD214 with an other than Dishonorable discharge.

The veteran needs to be unemployed at the time the application is made, cannot be receiving VA compensation for disability or any other employability factors that would otherwise qualify the Veteran for vocation-al rehabilitation.

Also, the veteran cannot be currently el-igible or using any other federal or state job training programs, or other VA education benefi ts such as the GI Bill. However, the

veteran can qualify for VRAP if they have exhausted their GI Bill and are not eligible for, or currently using any of the other VA benefi ts.

VRAP will offer 12 months of full-time fi nancial assistance at the current GI Bill rate, which is $1,473 per month, for com-munity college programs leading to an as-sociate’s degree or a non-degree certifi cate needed for a nationally in-demand occupa-tion such as teachers, nurses, engineers, therapist assistants and more.

There are fully 211 approved occupa-tions for this program. There have been some news reports that Florida’s commu-nity colleges are ineligible for VRAP, but that discrepancy has been eliminated and all 28 of Florida’s community colleges are now fully eligible to accept VRAP for the covered programs.

Veterans representatives can be con-tacted for further assistance at local work-force offi ces in Ft Myers, Naples and Port Charlotte. Southwest Florida Works is the regional state workforce board for Hendry, Glades, Charlotte, Lee and Collier counties. I love Christmas and all the festivities like Cantatas and even ‘ol Jolly “Ho-Ho-Ho” himself. Thanksgiving is great, too, as fami-lies watch the Macy’s parade, gather at the table and tune in the games. Easter people around the world celebrate the resurrection of the Lord Jesus and His hope.

But I also love July 4th cel-ebrations with its barbecues, fi reworks and parades! I am proud to be an American. That loyalty is “part-and-parcel” for all the Morgan kids. Our dad was a Marine in WW II and our mom re-mains a patriot who loves “Uncle Sam.“

Amazingly, some in our country speak despairingly of America. Granted, we do not live in a perfect land. However, no country is without short-comings. Yet, a cursory re-view of people who wish to live in any other country other than theirs, America comes up on top every single time. Ask those who are willing to paddle 90 miles from Cuba to Key West risking death for one objective – get to America. Call your next case!

Remember the guy with a bomb built into his shoe and tried to light it on a plane? Did you know his trial is over and he was sentenced? Did you see or hear any of the judge’s comments? What the judge said at the end of that hearing to that terrorist ought to be put on a DVD in multiple languages and sent to every citizen of our nation.

Prior to sentencing, Judge William Young asked the defendant for any personal re-marks. Richard Reid, admitting his guilt, also admitted his allegiance to Osama bin Laden, to Islam, and to the religion of Allah. Defi -antly Reid said, “I will not apologize for my actions. I am at war with your country.”

Judge Young then pronounced sentence, placing Reid in prison for multiple life sen-tences, and a fi ne of $250,000, along with other fi nancial penalties, that will never be paid.

Then the judge said, “This is the sentence that is provided for by our statutes. It is a fair and just sentence. It is a righteous sentence.

“Now, let me explain this to you. We are not afraid of you or any of your terrorist co-conspirators, Mr. Reid. We are Americans. We have been through the fi re before. There is too much war talk here and I say that to ev-eryone with the utmost respect. Here in this court, we deal with individuals as individu-als and care for individuals as individuals. As human beings, we reach out for justice.

“You are not an enemy combatant. You are a terrorist. You are not a soldier in any war. You are a terrorist. To give you that ref-erence, to call you a soldier, gives you far too much stature. Whether the offi cers of gov-ernment do it or your attorney does it, or if you think you are a soldier, you are not-----, you are a terrorist. And we do not negotiate with terrorists. We do not meet with terror-ists. We do not sign documents with terror-ists. We hunt them down one by one and bring them to justice.

“So war talk is way out of line in this court. You are a big fellow. But you are not that big. You’re no warrior. I’ve known war-

riors. You are a terrorist. A species of criminal that is guilty of multiple attempted murders. In a very real sense, State Trooper Santiago had it right when you fi rst were taken off that plane and into custody and you wondered where the press and the TV crews were, and he said: ‘You’re no big deal.’

“You are no big deal.“What your able counsel and what the

equally able United States attorneys have grappled with and what I have, as honestly as I know how, tried to grapple with, is why you did something so horrifi c. What was it that led you here to this courtroom today?

“I have listened respectfully to what you have to say. And I ask you to search your heart and ask yourself what sort of unfathomable hate led you to do what you are guilty of and admit you are guilty of doing? And, I have an answer for you. It may not satisfy you, but as I search this entire record, it comes as close to understanding as I know.

“It seems to me you hate the one thing that to us is most precious. You hate our free-dom. Our individual freedom. Our individual freedom to live as we choose, to come and go as we choose, to believe or not believe as we individually choose. Here, in this so-ciety, the very wind carries freedom. It car-ries it everywhere from sea to shining sea. It is because we prize individual freedom so much that you are here in this beautiful courtroom, so that everyone can see, truly see, that justice is administered fairly, indi-vidually, and discretely. It is for freedom’s sake that your lawyers are striving so vigor-ously on your behalf, have fi led appeals, will go on in their representation of you before other judges.

“We Americans are all about freedom. Because we all know that the way we treat you, Mr. Reid, is the measure of our own lib-erties. Make no mistake though. It is yet true that we will bear any burden; pay any price, to preserve our freedoms. Look around this courtroom. Mark it well. The world is not go-ing to long remember what you or I say here. The day after tomorrow, it will be forgotten, but this, however, will long endure.

“Here in this courtroom and courtrooms all across America, the American people will gather to see that justice, individual justice, justice, not war, individual justice is in fact being done. The very President of the United States through his offi cers will have to come into courtrooms and lay out evidence on which specifi c matters can be judged and juries of citizens will gather to sit and judge that evidence democratically, to mold and shape and refi ne our sense of justice.

“See that fl ag, Mr. Reid? That’s the fl ag of the United States of America. That fl ag will fl y there long after this is all forgotten. That fl ag stands for freedom. And it always will.

“Mr. Custody Offi cer. Stand him down.”Thank God for Judge Young. He got it

right! May God give us more leaders like him and send the panty-waisted wimps to his courtroom to learn what true Americans stand for and how we think.

Or, here’s another option… let those people start paddling to Havana. “Uncle Fi-del” and his freedom team would be a good role model for them. Happy rowing!

by Pat DobbinsNow that the rains have fi nally arrived,

it’s time to start thinking about mosqui-toes. Mosquitoes can carry West Nile virus infection, St. Louis encephalitis and East-ern Equine Encephalitis. Once a person is infected, they may have mild symptoms which include headache, fever, dizziness and fatigue, but other severe symptoms are also possible. Mosquito-borne diseases can cause serious illnesses and sometimes death in people of any age, but children and those over 50 are at greatest risk for severe reac-tions and disease.

Avoiding mosquito bites is the best way to prevent disease. Remember the 5 D’s

• Dusk and Dawn – Avoid being outdoors when mosquitoes are seeking blood.

• Dress – Wear clothing that covers most of your skin.

• DEET – When the potential exists for exposure to mosquitoes, repellents con-taining up to 30 percent DEET are recom-mended. Oil of lemon eucalyptus can also be effective.

• Drainage – Check around your home to rid the area of standing water, where mos-quitoes lay eggs.

Tips on repellent use • Always read label directions carefully

for the approved usage before applying a repellent.

• In protecting children, read label in-structions to be sure the repellent is ap-propriate. DEET is not recommended on children younger than 2 months old. Oil of lemon eucalyptus should not be used on children less than 3 years old.

• Infants should be kept indoors or mos-quito netting should be used over carriers and strollers when outside.

• Never apply repellents to a child’s hands. Adults should apply repellent fi rst to their own hands and then transfer it to the child’s skin and clothing.

• Apply insect repellent to exposed skin or clothing, but not under clothing; not near eyes, mouth, cuts, wounds or irritated skin.

Tips on eliminating breeding sites

• Clean out eaves, troughs and gutters. • Remove old tires or drill holes in those

used in playgrounds to drain.• Turn over or remove any empty con-

tainers (cups, pots, buckets, etc.). • Check tarps on boats or other equip-

ment that may collect water. • Store boats upside down or with a

cover

• Replace water in birdbaths and pet or other animal feeding dishes at least once a week.

• Change water in plant trays, including hanging plants, at least once a week.

• Remove vegetation or obstructions in drainage ditches that prevent the fl ow of water.

Keep mosquitoes out of your house. Cov-

er doors and windows with screens to keep mosquitoes out.

Repair broken screens on windows, doors, porches, and patios.

Protect yourself from mosquitoes during this rainy season

Spencer Fletcher, a midshipman in the US Merchant Marine Academy at Kings Point, New York, has been ap-pointed to mem-bership on the Honor Board at the academy. The midship-man will be go-ing into his se-nior year at the academy this fall.

After gradu-ating, members are required to serve active duty

for fi ve years or eight years in the reserves on a United States fl ag vessel.

During their academy years, midship-men are required to spend a total of one year at sea on a merchant or Naval ship. The young man said he spent a lot of his time at sea in the Middle East, but also in the Far East, around Honduras and Spain. Although being a “deck cadet” was tough, he said it was intersting.

Young Fletcher’s application to the Mer-chant Marine Academy was sponsored by Congressman Tom Rooney.

The son of Kristina Kulpa and Steve Fletcher, he is majoring in marine trans-portation (navigation) with a minor in business. He graduated from LaBelle High School in 2009.
