The regular meeting of the Mounds View Village Council was called to ) order by Mayor Hodges at 8:10 P.M., March 23; 1964 at 2401 Highway #10.

Motion by LaVaque to approve the minutes ~f March 9, 1964 as present­ed. Seconded by Sullivan. 5 Ayes. Moti~n carried.

Clerk Blanchard rep~rted that the N.S.S.S.D. let bids for additional construction.

~, Gene Skiba announced that he was willing to give the Village a thirty ) foot easement on his property. This proposed road easement would be for 660 ft. Motion by Sullivan to direct the Attorney to prepare an Ease­ment fr~m Mr. Skiba. This is to be an extension of Quincy from Oakland Ave. tn Highway #8. Seconded hy LaVaque. 5 yes. Motion carried. ·

Mr. Werner, resident from Sherwo~d Road, asked about the progress ~f the extension of Silver Lake Road. The Attorney replied that a letter was sent to the County Engineer to deSignate Red Oak Drive North ~f Highway #10 as the extension route.

Mr. James Schlichtmann reported that the Mounds View Businessmen's Associati.n 18 planning to co-sponsor an Easter Egg Hunt for Pre-School and School children thru the 5th grade. Motion by Hodges to authorize the use of the Village Hall and grounds for Saturday, March 28, between 2:00 and 4:00 P.M. to be used for the First Annual Easter Egg Hunt and author­ize the Recreation Committee to spend up to twenty dollars for this event. Seconded by Rustad. 5 Ayes. Motion carried.

The minutes of the Planning Commission meeting held March 17, 1964 were read by LaVaque. Motion by Blanchard t~ concur with the Planning Commission's recommendation to approve the preliminary plot by Gulf Oil

~ Company f-r constructi~n of a service station in the South corner of 11.6 ( lacres(a p~rti~n of the S.E.t of the S.E.t of Secti~n 8, Township 30,

Range 23) on which Gulf Oil Company has an option, subject to further evaluation of access onto Highway Avenue and subject to giving the Village a minimum 60 foot easement of the Easterly and South-easterly line of

Motion by Sullivan to instruct the Clerk1s Office to send a letter to Mr. T.O. Flowers informing him that the Village Council would be favorably inclined to issuing a permit for a motel and restaurant in the forementioned area subject to approval of the proper application and building permit. Seconded by Hodges. 5 Ayes. Motion carried.

Motion by Blanchard to adopt Resolution #15r~ certifying a list of nine assessments of 1962-2 has been paid. Seconded by Rustad. 5 Ayes. Motion carried.

i'iayor Hodges reported that the Recreation Committee is considering tnstalling a girls' soft ball diamond North of the Village Hall. The committee is studying the possibility of installing permanent foundations under the loJarming Houses.

Notion by Hodges to set the 1963-1(Mueller Addition) P.ssessment Hearing for April 27, 1964 at 9:00 P.I,,! . Seconded by LaVaque. 5 Ayes. I':lot ion carried.

Hayor Hodges reviel'1ed the progress on the planning of Sanitary SevIer; its costs, and some of the alternates.

Motion by Blanchard to order the Sanitary Setlfer Interceptor r~ains and drainage for those areas marked on the interceptor map as A-I, 1\. -2, B-1, B-2, B-3, C-2, D-l, D-2 and direct the Village Engineer to prepare final plans and specifications and advertise for bids for this se~er project. Seconded by Hodges. 5 Ayes. notion carried.

Clerk Blanchard explained that the C-l and C-3 areas '-Jere not in­cluded because of the indicated opposition to sanitary sewer. Motion by Blanchard to hold an informal informational meeting for the residents in the C-l, C-3 and E areas. This meeting to be held on riJonday, April 20 , 1964 at 8:00 P.N. - - the purpose to explain the costs of sanitary S9\'Jer for this area. Seconded by LaVaque. 5 Ayes. Notion carried.

The Clerk's Office i s to send post cards to residents within these areas.

Mayor Hodges read thank you notes from the Minnesota Heart Assoc., and the Lake Region Hockey Assoc. He referred a notice of the 4th Annual Planning Conference to Trustee LaVaque.

Trustee LaVaaue reported that the unsanitary house brought to his a ttention is being cleaned.

LaVaque stated that he is investigating prices of steel buildings,

Trustee Rustad reported that the B. & E. Patrol is following the correct procedure in removing dead animals. Rustad stated that the building inspector is loolcing at structures to house the Civil Defense

Sullivan stated that se,ctions of the roads t10uld be patched. He re. ported the Lakeside Park Coinmission approved ::the SHimming Program. It \fIould start on June 15, 1964. The s\o'dmming program to cost i;i2.00per person or $5.00 [.>er family. Sullivan said he plans to meet t:Jith repre­sentatives of Ramsey County to get an e8tlmate on the cost of 'installing a bituminous parking lot; and meet· with representatives of N.S.P.,to determine the cost and type of lighting for Lakeside Park.

Motion by Blanchard to refer the League of Municipalities liability insurance survey to the Village Insurance agents to fill out the in­formational sheets. Seconded by Su1livan. 5 Ayes. fJlotion carried.

Motion by Sullivan to revise the health and accident insurance by increasing cost of premium and by deleting Jo Ann Nonson from the plan. Nrs. Nonson is to receive an increase of ~lao.oo per month in her salary to compensate for this deletion. Seconded by Rustad. 5 Ayes. f1lotion oarried.

The Attorney was ifttructed to prepare a resolution designating Pleasant View Drive as a County Road and to extend the road to Nortb Corporate limits. This came as a joint request from Fridley, Mounds View, and Spring Lake Park councils.

Motion by Rustad to delete the C-l and C-3 areas from the Sanitary Sewer project. Seconded by Hodges. 5 Ayes.

Motion by Blanchard to order the Sanitary Sewer project for the area of the Village deSignated as "E". Seconded by LaVaque. 5 Ayes.

The Attorney advised the Council that the laterals on the Sanitary Sewer must be ordered In May to meet the 6 month period after hearings were held.

The Clerk's office was directed to request the County Engineer to continue furnishing legal descriptions of Village property when re­quested Since the Village does not have the facilities to do so.

Mayor Hodges reported that the Little League program for this year has 750 boys enrolled, with 206 of these from Mounds View. The Board of

\ Directors reported that it needed $1.90 per boy to carry out their ) program for th1s year and to erase last year's def1c1t .

Mr. Sullivan reported 6n the Lakeside Park program, and stated that Mr. James Johnson has not attended any meetings since his apPointment. After some discussion, motion was made by Sullivan to remove Mr. Johnson from his position on the Lakeside Park Commission and to appoint Mrs . . Florence Peterson, 2277 Knoll Drive, to fill Mr. Johnson's un~xpirp ;' term. Seconded by LaVaque. 5 Ayes.

The Clerk's office is to notify Mr. Johnson of the Councii action.

Mr. Sullivan reported that if legally possible, the Spring Lake Park Jaycees would operate a soft drink and popcorn concession stand at Lakeside this summer.

Motion by Rustad to have the Civil Defense conduct an Auto Sar-:-' ·'· Check program, with the Village to pay expenses incurred from the Gen-eral Fund. Seconded by Blanchard. 5 Ayes.

The problem of issuing burning permits was referred to the Police Commission to contact the Spring Lake Park Fire Department and come up

Mr. Skiba requested Council opinion on a shallow well for gardening and lawn care.

The Council stated that they fel t a permit was not re-quired as long as the water was not for human consumption.

The Police Department reported that Mr. Moinicken had complied with Council directive in removing junk vehicles on his p'roperty.

) Mr. Knutson, Village Engineer,presented plans for the revised surface water drainage program and explained the changes.

Mr. Dale Scott - 7969 Sunnyside - will pick up a copy to present to the citizens who were at the previous council meeting. Said map and any statements regarding same will be returned to Village at the meeting on Monday - May 18, 1964.

A request for subdivision of property was received from Mrs. Ethel Lewis.

Motion by Blanchard to approve subdivision and grant front footage variance allowing three lots one 74 feet, one 75feet and one 85 feet at the South 85 feet of the North 205 feet of Lot 23, Auditors Subdivison Number 89, Ramsey County, Minnesota

The matter of a regulatory ordinance for motor boating on Spring Lake was referred back to the Attorney after he furnished the Council with copies of the Fridley Ordinance e

Mr. Sullivan reported that the Spring Lake Park Jaycees were going to work with the Lakeside Park Commission for park improvement, and requested the Attorney to prepare an agreement between the two organization.

The Engineer was instructed to re-present the preliminary plan for the drainage in the Pinewood Terrace Area.

Mr. Beach from the Department of Agriculture, Division of Plant Industry, State of Minnesota, presented a brief talk on canker worms and told of the methods of prevention and elimination of them. Motion by Rustad to hire Minnesota Helicopter to spray the Village for Canker Worms on or near the 14th of May at a total cost of $550.00. Adm. Clerk to notify company. Seconded by Sullivan. 5 Ayes.
