BACKGROUND: At the July 30th, 2020 City Council meeting, Mayor Cardona raised a question regarding parking on Lone Oak, the Villas and other areas throughout the City as a result of a parking issue on 37 Lone Oak.

In an attempt to develop a comprehensive response to street safety concerns throughout the City, staff developed a Street Survey that addressed speed bumps, stop signs, no parking, and any other concerns residents felt compelled to address. I have highlighted many of the top issues below. A comprehensive list and full survey report were provided to the Council and are again attached here.

On the same evening, Council directed staff to create a survey tool exclusively for Lone Oak residents in regards to a No Parking area adjacent to City owned property for public safety access in the event of an emergency. The response to the survey was an overwhelming “no” to parking restrictions. More information is summarized below:

The top six (6) issues in the original comprehensive street survey that concluded 8.13.2020 included:

• Maintenance/Street Repair• Concern among the residents that we continue an aggressive repair and

maintenance program for our streets; education to the public onmaintenance programs details.

• Speeding/Speed Bumps • Speeding was a topic of concern to every street; however, speedbumps are

a rather significant street improvement and must be considered at the time of repair/replacement. It is important that the survey step of speedbumps be added to each street project before commencement of the project.

• Staff Recommendation: Develop a checklist of “to-do” items when planning street projects, specifically including a survey of the residents to address any concerns regarding speed and speedbumps.

• Lighting/No Lighting • Lighting was also a recurrent theme, but from the prospective of safety and

the need to keep residential areas well lit, especially for pedestrians in the narrow residential streets. While dark sky was important, many respondents placed safety as the top priority.

• Staff Recommendation: Tackle this item on its own with a comprehensive discussion/survey at the resident level. Also engage the Public Works Committee and the Council in said discussions. See note below.

• Safety • Police presence (theft) and traffic were raised as safety concerns. A

Neighborhood Watch program is being developed by PD to address the theft issue.

• Staff Recommendation: Already underway- increase neighborhood patrols; complete execution and implementation of the Neighborhood Watch program.

• Stop Signs/Crosswalk • Several residents raised the issue regarding speed and the safety of

pedestrians due to several factors including speed and lack of crosswalks or other traffic calming devices. This issue may resolve with two solutions, 1) Reduce the speed in residential areas; and 2) Increase signage. Currently, the Villas streets will be repainted as part of a planned maintenance project to clearly delineate one-way traffic.

• Staff Recommendation: Repaint the Villas street marking signs. Also, tackle this issue on its own as it may get complicated. The owners have an expectation that was granted by the PUD documents.

• Parking Restrictions

• This was an issue for Lone Oak as well as the Villas. These are two unique streets with their own sets of challenges.

• The Villas is a Planned Unit Development (PUD) with specific design criteria calling for narrow streets as a method of traffic calming, and

parking on one side of the street only. The PUD documents is essentially an agreement between the developer and the City. This is a legal document which must be amended as such. • Lone Oak residents raised concern with parking and access to thetrail at Lone Oak. A survey was sent out to the residents of Lone Oak andoverwhelmingly, the response was that they DID NOT want a No Parkingarea on their street for emergency access.• Staff Recommendation: Do not proceed with parking restrictions onany streets at this time.

ADDITIONAL STAFF COMMENTS/RECCOMENDATION(S):

1. Trailhead/Greenspace IssuesThe requested move of the “doggy waste” station further into the trail at Lone Oak has been completed.

2. Crime: Car Burglaries, Mail Box Burglaries, TrespassingSVPD has increased patrols of the residential areas.

3. City Maintenance of Trees in ROWStaff began tree trimming in September.

4. Parking RestrictionsStaff will recommend no additional parking restrictions on any streets at this time.

5. Traffic Signals or SignageStaff will immediately address the faded One-Way street painting in the Villas. This was a planned maintenance item in the Public Works plan for FY 19-20.

1. Additional Street Lighting

Many residents raised the issue of improved street lighting. We must review thisrequest and also review lighting that is appropriate for neighborhood areaswithout creating light pollution. There will be a cost associated with this request.

2. 4-way Stop at Entrance to the Villas

A pedestrian safety and traffic speed issue was raised for this area. The concern requires further review including a recommendation to reduce the speed limit on ERW to make the stop sign a more feasible solution.

Each street in Sunset Valley presents its own uniqueness and set of challenges. While a holistic approach to determining the overall set of issues has been informative, each street must be addressed on its own merit.

The poor planning of past City Councils allowed the Villas to have a very narrow street; parking on one-side that isn't even applicable to the entire loop; and a community mailbox that invites momentary parking on the wrong-side of the road (should have a valet pull-in). As I am typing this, I am watching Art and Sandy Williams back up down the street the wrong way because they cannot pass through due to cars being on both sides of the street near the mailboxes. There are not enough street parking spaces to even allow for one space per household. So when you have some houses utilizing 1-3 parking spaces, 24/7...it becomes congested and hard for visitors and service providers to find temporary parking. It is getting more congested and with increased work-from home, delivery services and now trail users--there are more parked cars than ever before.

Too narrow. Not enough prioritization to emergency access and safety. People (often delivery people) driving the wrong way while looking at a phone completely unaware that they are driving the wrong way. One way notices and signs need to be refreshed, including paint on surface of streets.

1) Parking restriction in the Villas that still allows residents to utilize street parking as needed. Assigned permits (2-3?) per household similar to Reese/Pillow. 2) Alternatively, clearly prohibit trail-parking. Similar to issues on Loan Oak and other areas where residential streets provide access to trail areas. If we do it there, do it on every residential street that has this issue. 3) Revise signage for "neighborhood watch" and "one-way" to be fresh and readable, including where "one-way" used to be painted on the street. It is very scary to see delivery drivers zooming down alley and main street the wrong-way. 4) Add 4-way stop to entry of neighborhood. May require reducing speed on ERW to 25...if so, do both.

1) Please consider cost and prioritization for these small requests from all residents and not one area over another. 2) Thank you for considering all residents in transparent tool. 3) If it is cost prohibitive, give residents a pay-in option. I would pay to put signage in the city right of way in front of my home to limit parking and/or eliminate use by trail users. I now see it daily--trail users park in front of my home and walk or bike into the trail system behind the community mailboxes.

684485 StearnsSunset Valley does absolutely nothing for us streetwise except to mow the Stears Lane easement regularly.

Greatest concerns for the streets appear to be traffic and parking.

Balance city services in regard to streets by creating a granite trail on the easement adjacent to Stearn's Lane that connects with Hwy 290 West existing granite gravel sidewalk (Obama Trail). We have much foot traffic in the joint Sunset Valley/Bartonview Neighborhood on Stearn's Lane. This will improve safety and encourage using trails and sidewalks to shop, eat, and drink outside of the neighborhood.

Keep the sky’s dark. Dark sky's are one of the benefits that sustain a natural environment. The protected natural environment characterizes Sunset Valley as unique, surrounded by urban Austin, and is our "brand". Don’t add more street light pollution because of the fears of a few residents. Dark sky is one of the things that make us special. People afraid of the dark can buy a flashlight.

My biggest concern is crossing across Ernest Robles where it intersects with Sunflower. Many people speed down Ernest Robles and also many drivers stop at the intersection for no reason. I would love a 4-way stop sign (since a large % of cars automatically stop there even now) or a more visible pedestrian crossing beacon. For Sunflower, the only concern is sometimes cars go around the neighborhood the wrong way - I think it's time to refresh the street paint to alert people to the 1 way.

I live on Sunflower Trail and there is only parking on my side of the street. Since I am the first house after turning onto Sunflower everyone parks in front of my house (I know my neighbors have similar problems.) Most of the people who use this space are there for several days/and sometimes weeks. I have talked Rudi and also mentioned it to one of the officers and they agreed that there should probably be a "no long term parking" sign there. Since the people on my street have garages off the alley it is difficult for us to have visitors/contractors, etc park at our houses. Everyone on this street has four parking spots available. Two in their garage and two in the driveway but apparently it's easier for them just to park (every day in some cases) in front of my house. There is one car in front of my house that has been there for several days. This person leaves the car there often for long stretches of time. Another one of my neighbors parks in front of my house every day for several hours and sometimes for several days. I would appreciate any attention given to this problem.

Due to the narrowness of my street and just for general appearances it would be nice if people didn't leave their trash cans at the street all the time. At least put them up near the garage door.

Deal somehow with the problems that have been going on for a long time. I doubt that I am the only person having a problem.

I think the street is pretty great. I love that its not a through street. I've heard a neighbor has complained that people are driving excessively fast, but I haven't noticed it (probably because I'm near the end and the cars are probably not up to top speed yet). My only minor "complaint" is regarding the electrical poles. I sure wish the lines were buried. I hear that someday Google Fiber will be available and I'm wondering if and when that happens, can the city partner with Google to bury the electrical lines when they put in the fiber?

There's a lot of traffic during school pickup and drop off hours. I don't mind waiting a bit longer to get on or off of Reese, but I do think there's a safety issue with so many children and cars on the street at the same time. I wish the barricade at the end of North Pillow/ MSG Bob Horrigan Tr. was taken out, so that cars could leave (not enter) through that exit.

Regarding safety on our streets, offering a security camera rebate for street pointing cameras seems like a good idea.

Regarding the aesthetics of the street, having Public works being available to chip brush sure would be lovely. But I understand our budget is limited.

My greatest concern for my street is simply community attitude, as in a rotten apple spoils the barrel. For example, using street parking out of necessity instead of convenience, especially with respect to the use of parking permits in no parking zone. Also, to actively discourage street parking, avoid placing kiosks on property which naturally promote street parking.

I think the intersection of ERW and Sunflower needs improvement as a pedestrian crossing, but an overall increase in crime in the neighborhoods is my greatest concern. We need to come together as a community to discourage crime in the hood as best we can through an active neighborhood watch program, etc. It’s an opportunity for establishing a closer relationship between the townsfolk and the police. Whadayathink?

When the God-given rights of an individual are infringed upon, the numbers for and against an issue are of no consequence. The City Council needs to respond strongly in defense of the minority in these circumstances resisting the temptation of mob rule.

I am a supporter of the Dark Sky initiative loving bright chemtrail free skies by day and navigating by the light of the moon at night. No streetlights please, in keeping with our struggle to distinguish our City from Austin and establishing our brand.

People going the wrong way on our one-way street. People who cut through the alleyways. People who speed down the long, backstretch where we desperately need speed bumps (not humps which do nothing to slow drivers). People who park on the wrong side of the street causing congestion. That is especially concerning if we should ever have emergency vehicles try to drive through with cars parked on both sides of the street. Maintenance cost

Install speed bumps on the long stretch (Sunflower Trail) where, for whatever reason, people seem to be in a rush to get out. Whether it's visitors, residents or delivery vehicles, they far exceed the speed limit. Keeping up with crack seal and resurfacing as needed. There has been some sinking of the areas around the manholes. The ribbon curb will need to be patched along with the bridge at some point.

With many of our streets being narrow we need to limit parking on the streets. On Pillow one side of the street at the end has retainer walls and if cars are parked on both sides of the street it is difficult to get through for a normal size car. It creates a challenge for trucks and would be a major problem for emergency vehicles. Keep the street in good repair.

Deer make travel unsafe, especially during the rutting season. They are a traffic hazard and do not add to the community. There are 13 deer in the empty lot next door. Please donate to the Food Bank or relocate. It’s an unhealthy situation.

Promise to never install street lights or alter its dead-end status. Put No parking signage by trailhead Directing to Burger Center parking.

It’s no longer safe to make a left turn from Lone Oak. The new parking allows 3 vehicles to block my driver’s view. Unless you’re in an SUV, you cannot see past the vehicles. Please remove those spaces. I’m also concerned that not everyone is able to access this survey—if you’re not on email or have visual issues, your opinion is not being considered. I know at least one senior citizen on this street. Please reach out by telephone to those affected.

Speed bumps or some other calming device. Possibly just at the end of the street. I have had 5 or 6 cars over the years slide onto our drive from braking because they do not know it dead ends or they are running away from police. No street lights, please Bury utilities on streets that were built for it years ago.

Police officers speed down the street and speed up the street with windows up. It would be nice if they would roll down windows and say hello to citizens out for a walk or in their front yards. This builds community.

Power lines should be moved underground into the conduits that the city has already paid for and laid on Pillow. There’s no rational reason to leave these conduits unused with such high risk of electrical fire or total blockage of the street from a downed pole or line.

For the same reason, I am often concerned letting my child bike or walk around the neighborhood alone.

Feuding neighbors. It seems silly, but I will not let children play in my front yard unattended because it is not always safe. When certain neighbors become angry it can be very unsettling.

Flooding and car break ins. We can’t control the weather but I am very surprised by the amount of theft lately.

Remove parking permit requirements. It feels like squeaky wheels are getting attention instead of real problems being solved.

When we first moved in, about 7 years ago, the police would stop by and say hello. Our patrolman was named Josh. It was nice and it felt like they cared about us as individuals. I don’t get the sense they care about the residents anymore. I don’t expect a change, it’s just clear there is different leadership.

Covid19 has brought about a greater number of people walking in our neighborhood from the nearby apartment complexes. Obviously they are welcome to walk on public streets, but it does put a lot of people in the streets (since we don't have sidewalks) instead of walking on the bike/walking paths.

Some residents drive over 25 mph in the neighborhood. I would recommend constant reminders (via email) of the importance of safety. There are numerous small children running and riding bikes all the time in the street.

FIX my drainage problems caused by all the development to the west (as well as drainage problems to the next two houses to my west on Jones Road). Dig out city easement on our south side and put in pipe with holes and connect trench to ditch on Sunset Trail. Not keeping this easement dug out causes the water (which can't run uphill) to flood my porch, laundry area, garage, and annex bedroom, etc.) Put a wide grate across the top of my driveway on Jones as I requested before you installed sidewalks on Jones and increased my driveway slope, causing a lake in my front yard and flooding of my garages after heavy rains. Keep ditch at street dug out and clear of debris!

We badly need a new directory, preferably in print, but at least online, available to residents! We also need added to the newsletter obituaries or at least death notices, and info on new residents!

Overall, I think Sunset Valley is a wonderful place to live. Compared to the neighborhoods near us, we enjoy a nice environment, a comfortable place to live, and relative safety.

Because our streets are so narrow by choice, certain measures need to be put in place, such as no parking opposite someone's driveway. Also, the steep hill on Pillow limits the field of vision of oncoming cars. The hill needs a yellow stripe painted down the center so cars don't drive down the middle and collide with an oncoming car also driving down the middle.

I hope the city doesn't pass ordinances to prevent parking just because a couple of people don't want parking in front of their homes. Hope we don't prevent parking on Lone Oak by the entrance to the conservation land.

1) Encourage residents to replace their light-polluting outdoor lights with dark sky lights. Provide a list of products that meet meet the standards. 2) Resist any efforts to install street lights because more light encourages speeding; scientists know dark skies at night promote health; and, with darker skies, we can see more stars. Our guests say they can see so many more stars in our city than they can in Austin. 3) Dark skies encourage owls who eat skunks (the only birds that do) and bats that eat zillions of insects, including mosquitoes.

Wish our police would slow down when they drive up and down our streets and take just a few minutes to chat with any residents who are out walking. Even brief "hellos" promote a sense of community and trust.

I believe we ought to be concerned with the budget and reducing expenditures to absolute necessities. New streets are not necessary in my opinion. Tarring the breaks in the asphalt to prevent further deterioration is worthwhile.

Lack of education. The flat ribbon curbs are designed to allow cars to pull up on them when doing street parking. Some of the loudest complainers on our street are ones that routinely park way out in the street. Tuck it in folks. We do not need speed bumps or any other over governmental regulation just consistent patrolling... windows down please.. friendly. Friendly reminders. Sunset Valley is designed to NOT be Austin. ... just look at your property tax bill. Just look at a google skyview. Minimal lighting is key to our relationship with the wildlife areas as much as the darksky folks but strategic lighting is not a bad idea and there are alternatives like lighted bollards. No need to take sides and dig in. Flexibility, but with parity... the Sunset Valley way.... or should be.

Lack of sufficient space for large trucks to turn around. Even the mail truck barely make the turn. Big delivery trucks can't do it so they are constantly going off the street. Also line of sight getting on Jones Road from Lone Oak has been made more difficult by the city adding parking right next the street. Would like to see a leash law on the streets.

Can be dangerous pulling onto Jones Rd from Lone Oak due to visual obstructions on both sides of the road. The latest being the addition of new parking spaces when the city repaved their lot. Bad idea. Lack of good turnaround area for all the delivery trucks that come down our street every day. The bigger the truck, the bigger the problem.

In areas that have retaining walls on one side of the road (limestone rocks), parking should be allowed on only the opposite side of the road. At times, one has to weave through the cars when they are parked on both sides of the road. Visibility coming up the road at the top of the hill can be an issue at night. Additionally, if limited to one side parking, the opposite side should be cleared so that a car can park far enough off of the road to allow cars/delivery trucks to easily pass the parked cars.

Being able to get in and out in times of an emergency. Discourage the use of the SSV trails (by non-SSV residents) by not allowing parking at the trail heads.

Not in favor of more metal poles with signs placed up and down the street. There are enough of those already! Use some type of universal street marking for "no parking areas". (2) Overhead utilities on our street pose a threat to our citizens. Power poles falling across Pillow Road leave no emergency access or egress. Much like the parking issue, citizens living South of a downed utility pole or electrical line on the pavement have no way to get out or for an ambulance or fire truck to get to their home. Underground Utility Infrastructure was installed from the creek to the South end of Pillow Road during the last street rebuild. No effort was ever taken to finish the project for which we spent thousands of dollars. This may not be the time to move forward with implementation, but this lull in activity due to Covid would be the perfect opportunity to do the PLANNING

My greatest concern would definitely be speeding! I have 3 young kids (ages 5, 4 and 2) and we go for walks and bike rides daily. It's scary and frustrating how many cars speed past us all the time. Oakdale is a dead end street and my family lives at the very end of the road. Surprisingly, we get a lot of traffic on our road and lots of cars doing u-turns in front of our house. I would really like some speed bumps, especially one or two near the end of the road. Hopefully that would not only slow cars down, but also reduce the amount of cars going all the way to the end of the road before doing u-turns. I also think adding another dead-end sign or using a larger sign could be helpful. It almost seems like some cars think Oakdale is a cut-thru street by the way they are driving and come to a sudden stop at the end of the road before u-turning and speeding away. Thankfully we have a fenced yard but it still makes us nervous seeing cars speeding to the end so often.

I'm not sure about other streets in Sunset Valley.

Again, I think speed bumps would be my biggest request. I think a lot of neighbors would like to see them put in. This would not only help keep our kids, neighbors, walkers and bikers safer, but also help keep the wildlife safe as well!

I'd like street lamps to be considered for Oakdale. It gets very dark on our road with the houses so spaced apart and many set far back in their lot. We have so many walkers/hikers/bikers that use our road and we've also seen quite a few homeless people in the woods behind and to the side of our home and using the trails. It would be nice to be able to see more, especially when the time changes and it gets dark so early.

688036 ReeseResidents and non-residents speeding on our street which puts pedestrians and cyclists at risk.

My greatest concerns always lie with safety along Jones Rd. People driving excessively fast, not stopping at stop signs, and distracted drivers in the school zone are my biggest issues.

I want to maintain our city's dark skies initiative and do not feel that there is a need for additional streetlights. Individuals with concerns can light their own properties but I do not want a citywide increase in lighting.

Speeding and parking on sides of street (no problem with parking on Oakdale, just reading others comments). Wider streets do not slow cars down, they speed up. Please do your research.

Add a small parking area for 2 cars at entrance to Manley tract by the little library (could just be posts with chains, apron is there. NO Street lights please. The glow from Austin makes our streets very visible even in the dark. I don't need a flashlight to walk. No side walks. Fill potholes, and other dangerous situations. Don't worry about aesthetics.

Resolve Lone Oak parking now. Listen to them now. Don't wait until you resolve all streets. An insult to Lone Oak residents. Lone Oak: Suggestion: the same low chain and post fencing for 2-3 cars plus required parking permit (get from city hall on way there). PLEASE DO NOT FENCE WITH CYCLONE OR RANCH TYPE FENCING AS SUGGESTED. THE WORSE FENCING FOR WILDLIFE INJURIES, NEXT WORST IS FENCING WITH SPIKES ON TOP. Villas. Please resolve their parking and ingress/egress issues. Sounds pretty awful. Let the residents come up with a plan. Don't micromanage. Thank you for this opportunity to give input.

Parking is better now that we have permit parking up thru 6 Pillow and 5 Pillow. However, it still happens, and people drive really fast coming down the hill. Not sure if speed bumps are the answer here, but the Speed Limit Cart isn't effective.

On Pillow, Reese, Lone Oak and Sunset Trail, I'd like to see all streets have no parking. Honestly I've lived in and around this area for 30 years, no one ever parked on these streets! You could ride your horses freely, you could ride your bikes, roller blade, etc down our various hilly and fun streets. Now, you can't really do that, most of the streets seem to have a lot more people parking on them. It's funny my 30 year old children keep askin' me: "Since when are people allowed to park in old Sunset Valley?" I said, "well we always could all the years we lived here, but no one ever did." If a neighbor had a need to park on the street for a day or special occasion, they would talk to their neighbors. Now, with the world changing, we needed to change with it and fight for parking permits and No Parking signs. This was to maintain our safety and the quality of life as we've known it for 30+ years.

We are the first driveway on the street and deal with a crazy amount of turnarounds in our driveway. Not sure what kind of solutions there are to that. There’s also a lot of speeding on Reese by neighbors and non-residents.

I know the police have taken a more community policing approach and we don’t want to necessarily become known as a speed trap, but people on Jones, Robles and Brodie drive like maniacs sometimes. Lots of speeding and barely slowing down for stop signs. I am not sure what exactly someone needs to do to get pulled over

I'd also just like a short personal conversations / flyer left at each house about the speed limit and no parking on one side. Perhaps police officers could stop by each home over the next few months to just remind each resident about speed limits. I feel that social pressure is likely more effective than speed bumps, which just make people upset.

Please do not add speed bumps. They are ineffective and hurt vehicles. I'd prefer the bright "slow down children at play" signs at the entrance to the neighborhood and throughout.

A topic that needs revisiting is a light at Lovegrass Lane and Brodie Lane. As Austin grows, the traffic on brodie increases. Most lights, last approximately 2 minutes, however, residents will wait over five minutes to enter and/or exit Lovegrass Lane. It is also unsafe for residents who would like to turn left out of the neighborhood.

Speeding cars, parking on the street to enter the trail, and bicycles entering the trail across our driveway at a high rate of speed.

Parking on city streets to enter the trail. Cars parking on dry grass could start a grass fire and cars parked on both sides of our narrow streets make it difficult for passenger cars to navigate through and perhaps impossible for emergency vehicles.

Install speed bumps and signs prohibiting trail parking. Trail users should park at the city complex or Burger Center. We would like to see something constructed that would force cyclists to slow down or get off their bikes to continue on the trail. There are small children, elderly persons, pets and wildlife that could easily be injured.

The small median located just east of Brodie is a road hazard and should be removed. When someone is walking beside it or when a utility truck is parked near it, we are forced to drive on the wrong side of the road.

To turn left on Jones Road at Reese, you need to pull forward past the stop sign. The wood fence at the corner of Jones and Reese (#1 Reese Dr - Johnson's home) blocks the view of cars approaching east bound from West Gate Blvd. Can the fence be moved back about 1.5 to 2 feet for better view of on-coming traffic?

There is an unusual tenant at the end of the street. He is of concern to me. I avoid him as often as possible. I have also seen homeless within our circle. Not often but enough to keep my eyes out.

Sometimes drivers don't stop or even seem to notice when the flashing lights at ERW and Sunflower Trail are flashing. That is of slight concern to me. I always make certain that ERW is clear prior to pushing the flashing light button and walk very quickly across the street.

I love my street and I am happy with it.
