6. The Headrow/Dortmund Square
This part of The Headrow is an important bus corridor, being a key route for buses that link East Leeds and West Leeds, as well as towns and cities further afield in West Yorkshire. It is also used by services connecting parts of North and North West Leeds, as well as North Yorkshire, to the city centre. As a result, bus stops on The Headrow are well-used.
However, it is also an important pedestrian thoroughfare. Large numbers of people cross The Headrow every day, whether that is to get to the shops, restaurants and bars in the core of the city centre, or to go to and from work.
Dortmund Square – with its landmark statue – is located in the middle of The Headrow. It is a valuable public space, allowing people to meet and relax in what is a busy part of the city centre.
We have identified a number of problems for bus users and pedestrians.
Buses experience delays at key junctions and the road’s layout means buses cannot pass other buses waiting at stops.
Narrow footways can lead to overcrowding at bus stops, and some of the pedestrian crossings are not in the best locations.
The outdated landscaping and greenery could also be improved.
We are looking to make a range of improvements on The Headrow around Dortmund Square that will tackle those problems.
— A better road design will give buses space to pass one another at key points, reducing the frustrations passengers experience when bus services are delayed. — Strengthening the enforcement of the existing general traffic restrictions will also reduce congestion and delays – and make journeys easier and safer for cycle users.
— We will make it a more attractive area for everyone, with more greenery, better landscaping features and more bike stands.
— For pedestrians there will be improved crossing facilities, including a diagonal crossing at the Albion Street junction and a new wide crossing in front of The Core. We will also widen certain footways to make those areas much less crowded for pedestrians and bus users.
— We will ensure shops and other businesses can still receive deliveries, but our changes will mean some of the taxi stand provision and loading bays will need to be relocated. Taxi stands will be consolidated in strategic locations around the city centre. — Our changes will support the general renewal of Dortmund Square, enhancing its role as an important and vibrant civic space in Leeds city centre.

The central section of The Headrow is an important focus for leisure and business in the city centre. It provides access to three key shopping and leisure centres – The Core, The Light and the St John’s Centre – and a number of major retailers. It’s also home to several large office and apartment buildings. The area showcases a range of architectural styles, but it is distinguished by the large neo-classical buildings on its north side, dating from the 1920s and 1930s.
