BEREAVEMENT POLICY
upon notification, the City Administrator shall notify the TreeCommission to plant a memorial tree upon death of:
Current Mayor, City Council, and Employees;Former Mayor and City Council;Retired empicyees.
The City Administration shall send cards and one of the followingupon the death of the spouse, parents, or children of the above
named:
1. Flowers;2. Donation to their charity of choice; or3. Donation to Grosse Pointe Woods Community Enhancement
Fund.
A Committee comprised of a Councilmembor, member of the TreeCommission, and the City Administrator, or any of their appointedrepresentatives, may consider planting a memorial tree upon thedeath of any resident and/or relative of the above. The CityAdministrator's office will be responsible for obtaining theconcurrence of the other Committee members.
The Tree Commission shall order and have planted any trees. Theyshall also be responsible for the Memorial Tree Ceremony.

Hearing no objection, the Mayor authorized that a CLARIFICATION bemade to the City Council minutes dated February 28, 1994, statingverbatim the reasons Councilman Fahrner voted not to approve theOrdinance to Amend Title V, Chapter 8, Section 5-8-2 (ZoningOrdinance) of the City Code of the City of Grosse Pointe Woods of1975 by Adding Thereto a Paragraph "O" Entitled "Uses Permitted":
I object to it because of two reasons. One because it wasoutside, the noise factor that is going to be around there.The lack of parking, we are going to create a larger parkingproblem. And now it is going to open the doors f or otherestablishments of the same nature if they don't have the roomout in front of their business they are going to be buildingpatios on top of the roof like many of the well knownestablishments around town are doing. Someone said that isn'tgoing to happen in our city, I said you just gave them thegreen light to do that. They'll move over the air conditionerand put party time upstairs. The noise factor, you (Mayor)had asked Mr. Catlin to insert in there with reference tocontrol the noise factor. That sentence in there isn't strongenough that it's going to stop them from making noise on thatroof up until 2:00 a.m. because the bars are open until 2:00a.m. I really wanted that put into the minutes. Thank youMr. Mayor.
Hearing no objection, the Mayor directed that City Attorney CatlinPREPARE a Resolution stating the cost responsibility for emergencyresponse, and to return such Resolution to the March 21 Councilagenda.
Motion by Gilezan, supported by Steiner, that the City CouncilADJOURN into CLOSED EXECUTIVE SESSION at 8:25 p.m. to discussPurchase of Real Estate.

THE CITY OF GROSSE POINTE WOODS ORDAINS:
Section 1: That Title VIII, Chapter 3, Section 8-3-9 of theCity Code of the City of Grosse Pointe Woods of 1975 be amended toread as follows:
8-3-9 BARBED WIRE AND ELECTRIC FENCES: It shall be unlawful forany person to erect or maintain any electric fence or any
fence constructed in whole or in part of barbed wire, razor wire orconcertina wire or to use such wires as a guard to any parking lot,stairway, entrance to a building or parcel of land, except asauthorized in writing by the Director of Public Safety as beingessential for the protection and safety of persons or property.

AN ORDINANCE TO AMEND TITLE VI, CHAPTER 11, SECTION6-11-1(B) OF THE CITY CODE OF THE CITY OF GROSSEPOINTE WOODS OF 1975 ENTITLED "INOPERABLE AUTOMOBILE,PANEL TRUCK OR PICK-UP TRUCK."
THE CITY OF GROSSE POINTE WOODS ORDAINS:
Section 1 . That Title VI, Chapter 11, Section 6-11-1(B)of the City Code of the City of Grosse Pointe Woods of 1975 shall beamended to read as follows:
6-11-1(B) The term "Inoperable Automobile, Panel Truck or Pick-Up Truck` ` shall mean any motor vehicle which is
temporarily or permanently incapable of being moved under its ownpower and has not been moved for a period of fourteen (14) con-secutive days, excepting those vehicles parked at the City carpound. Upon written application to the Director of Public Safetyor his designated representative by the owner of the inoperablevehicle or by the owner of the property where such vehicle is parked,the Director of Public Safety or his designated representative maygrant up to an additional thirty (30) days parking time for suchvehicle upon a showing of necessity by such owner.
Section 2 . EFFECTIVE DATE: This ordinance shall becomeeffective twenty (20) days after the date of its enactment.
