• For three consecutive years 2008, 2009 and 2010, the central city of Da Nang became the champion in terms of Provincial Competitiveness Index. The position reflects the city’s strong efforts to translate its potentials and advantages into an increasingly competitive business climate.

• Da Nang has a strategic position in terms of economics and national defense. It is one of Việt Nam’s key transport hubs; the easternmost end of the East-West Economic Corridor; and the gateway to the sea for Laos, Cambodia, Thailand and Myanmar.

• Da Nang is one of Vietnam’s three post and telecommunication centers where the international marine cable line SE-ME-WE 3 goes ashore.

• Its quality of ICT infrastructure is moving asymptotically to the developed world.

• At the Danang level, in Danang Socio-EconomicDevelopment Plan for 2010, there are some of the focused sectors such as banking, financial and telecommunications services that are inherently information and knowledge-intensive:

“To build Danang city to be a large national and central region cultural and economic centre with the basic functions of an industrial, trading, tourism and service centre. The port city will be an important sea, air, rail and road hub and a national and international entrepot with banking, financial and post and telecommunications services. It will be one of the major sports -culture, education - training and technology - science centers for the central region. Danang city is a locale that has an important strategic position in the defense and security of the Southern Central Region, the Highlands and nationally.”

• Citizens enjoy better quality of life through ICT-empowered everyday living – conveniences, time saving, cost saving, new possibilities – and knowledge-driven lifelong learning

• Businesses enjoy increased prosperity and growth through ICT-enhanced productivity, efficiency, connectivity with customers and suppliers, and knowledge-intensive innovations in new products, services and processes

• Government is more effective and empowered in achieving socio-economic goals and delivering quality services to citizens and businesses through ICT-transformed processes and e-services and knowledge-enhanced policies and programs

• Danang becomes premier international hubs for manufacturing, trade, tourism, transport, telecommunications, marine economy and financial services through ICT-generated knowledge-intensive activities, production and services, and extensive ICT connectivity to global centers

• The ICT industry becomes a key engine of economic growth, contributing to a significant share of Danang’s GDP growth and exports through knowledge-innovated ICT products and services.

has become a common development globally.• To date, there have been about 6,400 localities in 120 countries

building up their Agenda 21• In Vietnam, a sustainable development orientation (Vietnam

Agenda 21) was promulgated by the Government in 2004 and is deployed through the 5 years socio-economic development plan (2005 – 2010) of the State as well as 5 years development plans of sectors and localities:

1. Da Nang is making every effort to become an environment friendly city, meeting all of requirements on quality of land environment, quality of water environment and quality of air environment; ensuring health an environment safety for citizens, investors, local and international tourists to Da Nang;

2. Prevention of pollution and environment degradation; having sufficient capabilities for fixing all of environmental issues;

3. All of the city citizens, local and international individuals and organizations working or living in the city are highly aware of environment protection, towards making Da Nang to become a city of environment.

At the same time, Da Nang is also approaching the development of a Smart City with a number of initial initiatives:

• A smart traffic command system• A system for waste water pollution control• A system for food safety and sanitary control• A system for natural disaster alert (tsunami, storms, floods, landslides,

running high of sea water, etc.)

in history, more than half of the world’s population live in urban areas. Large cities in emerging countries are not only replicating many features of those in advanced countries but, as they become global, they have as much in common with advanced-country cities as they do with the rest of their own countries.

• As cities increasingly play in a global arena, they are being driven to develop sustainable competitiveness strategies and—with knowledge and productivity as key factors of 21st-century competitiveness—high-speed networks and the technologies that revolve around them have become crucial for attracting and retaining citizens and businesses. This supra-national role of cities in the context of globalization, however, does not mean that their focus is primarily external. Cities also play a critical role as national hubs for all kinds of economic and cultural activity.

• The spread of information and communication technologies (ICT) has made this role even more powerful as cities—much more quickly than towns or rural areas—reach the critical mass required to achieve the network effects that underpin technology adoption. Cities can therefore not only become more competitive through the advanced use of ICT, but they also serve as anchors for national competitiveness strategies that incorporate the power of broadband networks.

• April 2010 –Cisco and the People’s Committee of Da Nang (PCDN) today announced the next stage in their collaboration to explore how Cisco technologies can transform Da Nang City into an economically viable community over a networked environment.

• The Amendment to the MoU will explore collaborations using innovative solutions that use the network to connect, engage, and empower people while accelerating economic growth and strengthening social well-being.

• Cisco's intent is to share expertise on building Vietnam's e-government strategy and using the network to increase energy efficiency, create new tools for 'energy-aware' city management, and enable economic opportunity and quality of life with the People's Committee of Da Nang, as they work towards their goal of becoming an Eco2City as defined by the World Bank.
