The countries in the Asia-Pacific region pursued a series of rural development programmes with emphasis on inter-sectoral linkages and coordination, to make optimal use of scarce resources and to maximize the impact of development to bring about a qualitative change in the lives of the rural poor.

During the mid-seventies’ the countries of this region felt that the promotion and success of integrated rural development programmes can be greatly facilitated through regional cooperation.

In response to this urgent need, in July 1979 the Centre on Integrated Rural Development for Asia and the Pacific(CIRDAP) was established.

Bangladesh is the host country of CIRDAP. Initially, there was only six members. Secretariat is situated in Chameli house, a historical places, in Dhaka, Bangladesh.

Function of CIRDAPThe CIRDAP agreement states that to achieve the objectives,

the center shall: Conduct and through the national IRD centers, promote research

on various aspects of IRD in the region, with emphasis on alternative approach leading to move effective field action programmes.

Hold consultative conferences or other meeting enabling national decision makers, research, workers, planners and executives to exchange ideas and experiences on IRD and to identify areas in which collaborative effects should be promoted for the mutual benefit of member states.

Organize training course on planning implementation and evaluation of programmes for IRD centers in implementation their respective training programmes.

Provide technical support to national IRD centers and maintain liaison with such centers and with national, regional or international organizations and agencies concerned with IRD.

Serve as a clearing house data bank for information on IRD in the region and promote the dissemination of information through publications and the preparation of documentation, including the translation of significant publication on IRD

Perform such other function as may be recommend or useful for the attainment of its objectives.

ResearchThe major aims of the research programmes are to identify and analyse the causal factors affecting the rural disadvantaged groups; provide guidelines to policy makers; formulate follow-up activities leading to further research, action research/pilot projects and training.

Selection of Research Topics:The topics of research studies and other activities are selected in the following ways: The CMCs suggest the topics either directly to CIRDAP or through submission

to CIRDAP Technical Committee (TC)

Once the topics of studies are selected, the Research Division prepares project digests and submits them to the Technical Committee (TC) for preliminary scrutiny. Subject to Executive Committee’s (EC) recommendation, the project list is submitted to the Governing Council (GC). After GC’s approval the projects are included in the CIRDAP Programme of Work and Budget (PWB). Funds are mobilised for those approved projects and they are taken up in consultation with concerned donors

Action ResearchAction Research aims to identity appropriate institutions, methodology and technologies to enhance skills and build capacities of human resource development of villagers income generation and for other productive as well as social welfare/development activities.

Action Research emphasises on people’s participation in development programmes. Some noteworthy projects;

TrainingCIRDAP series the countries in designing,

coordinating and managing their training requirements and programmes.

CIRDAP, with support from its partner organizations, conducts training activities at regional, sub-regional and in country levels.

These training programmes include short-term courses of 10-12 days and workshops and seminars of 3-5 days.

MissionCIRDAP is an Intergovernmental organisation mandated to facilitate the provision of services that will influence policy formulation and programme action towards rural development and poverty alleviation through a network of CIRDAP contact ministries and link institutions
