The qualified voters of the Commonwealthwho may oe absent from the counties orcorpora-tion* of tbalrresidence on the day of election, inthe military serviceof the State, may vote for tberatification or rejection of the said Ordinance ateach place or places within their encampment,oras the commander at such encampment shall de-eigoate, whether the said encampment shall bewithin the limit* of this .late or not.
