KEY ISSUE(S)/CONCEPT(S): On April 13, 2016, the Developer sent a formal response to the CAO (Attachment A). This response includes a summary of the work completed to date and provides an action plan and timeline for any outstanding items. Staff forwarded the Developer’s correspondence to Dillon for a third party professional review of the suggested mitigation actions. On April 14, 2016, Dillon issued a memo in response to the Developer’s correspondence. (Attachment B) Additionally, Dillon’s memo provides information on a groundwater quality investigation for Council’s review. While Dillon agrees that all immediate erosion and settlement control concerns have been addressed reasonably in the Developer’s correspondence, it is Dillon’s opinion that in order to fully understand if the fill has introduced any groundwatercontaminants to the region, a quantitative testing program would be required. Given the number of source fill sites for 19265 Airport Way is in excess of 300 sites, Staff agrees with Dillon’s recommendation. RECOMMENDATION: THAT Council:

A. Receive the report dated April 13, 2016 from the Director of Engineering and Operations

respecting an update on the implementation of the environmental consultant recommendations

for 19265 Airport Way and 19451 Sutton Avenue for information; AND

B. Authorize the hiring of an environmental consultant to perform a groundwater qualityinvestigation at 19265 Airport Way to be paid for by the developer; OR

KEY ISSUE(S)/CONCEPT(S):

On April 13, 2016, the Developer sent a formal response to the CAO (Attachment A). This responseincludes a summary of the work completed to date and provides an action plan and timeline for anyoutstanding items.

Staff forwarded the Developer’s correspondence to Dillon for a third party professional review of thesuggested mitigation actions. On April 14, 2016, Dillon issued a memo in response to the Developer’scorrespondence. (Attachment B)

Additionally, Dillon’s memo provides information on a groundwater quality investigation for Council’sreview. While Dillon agrees that all immediate erosion and settlement control concerns have beenaddressed reasonably in the Developer’s correspondence, it is Dillon’s opinion that in order to fullyunderstand if the fill has introduced any groundwatercontaminants to the region, a quantitative testingprogram would be required. Given the number of source fill sites for 19265 Airport Way is in excess of300 sites, Staff agrees with Dillon’s recommendation. This quantitative data collection and analysis willsupplement the qualitative analysis which was previously performed under Dillon’s contract.

In Staffs discussions with Dillon, it was suggested that an initial groundwater quality investigation wouldrequire approximately:

• 1 week to obtain pricing and award a contract• 1 week to mobilize drilling equipment• 1 week to conduct sampling & and obtain the results• 2 weeks to create a draft report

Accordingly, given the extended timeframe required for an initial groundwater investigation, Staffsuggests that the current temporary suspension on the Developer’s Soil Removal and Fill Deposit Permitbe correlated with the implementation of the erosion and settlement control recommendations and notthe groundwater quality investigation.

In addition, at the April 12, 2016 Special Meeting of the City Council Staff were directed to:

• Investigate prohibiting asphalt for fill material, investigate the use of asphalt for temporaryroad base and report back to Council with further information.

Staff Comment: Staff proposes a temporary ban on the use of recycled asphalt as both a fillmaterial and road construction material untilfurther research has been completed andconsultation with the Ministry of Environment has occurred. Staff will bring forward thefinding for Council’s consideration at a future date.

Note: The Developer, has also proposed a recycled asphalt ban at both 19265 Airport Wayand 19451 Sutton Ave in their letter to the CAO.

• Establish a procedure for staff to liaise with the Ministry of Environment and developers as

it relates to the City’s policy regarding fill and report back to Council; AND

Staff Comment: Staff to bring back an administrative policyfor council consideration whichwill establish guidelines for contact with governmental agencies. In anticipation of Council’sreview and comments of the administrative policy, Staff will request to be included in allcommunications with external governmental agencies.

• Review the language in the City’s Soil Removal and Fill Deposit Regulation Bylaw No. 2593

with respect to classifying the type of material, fill site load inspection criteria, identification

of contaminants or invasive species, qualitative testing requirements, and other related

matters as identified, and report back to Council; AND

Staff Comment: Staff to review the City’s Soil Removal and Fill Deposit Regulation Bylaw No.2593 and bring forward the proposed changes for Council’s consideration.

IMPLICATIONS OF RECOMMENDATION: Given that a water quality baseline was not established at thefill site commencement date, if contaminants are present in the samples, it may prove challenging toisolate a contamination source to 19265 Airport Way and determine when the contamination began

Our comments to Dillon’s recommendations below in Italics.

Dillon Consulting Recommendations 19265 Airport Way

1. Increase the frequency of water quality monitoring at the culvert near the southeast

corner of 19265 Airport Way. A suggested frequency is once per week and immediately

after any storm event exceeding 25mm in a 24-hour period.

Onni have arranged for weekly water sampling to lake place as part 0/our weeldv

Erosion and Sediment (Z’ontrol plan monitoring. GeopacifIc Consultants, our ESC

supervisors, will carry out this monitoring. Results will made available to city ofPitt

i’vleadows Upon their request. Onni/Geopacific will monitor I!SC a/icr heavy rail?fOJls and

winds.

2. Address deficiencies such as collapsed silt fences, undercutting, etc. to prevent further

offsite migration of imported fill. Increase monitoring frequency of silt fences and ESC

measures along the perimeter of the site. Weekly monitoring and inspection of ESC

measures is among the control criteria listed on Permit Application Drawing G-SP4.

Deficiencies should be fixed immediately once identified.

This will he reviewed weekly as part ofGeopacific ‘s E.S’C monitoring work, They will

report any deficiencies in their memo, which is forwarded to hugh hiannigan,

3. Repair perimeter silt fencing at multiple locations at 19265 Airport Way. Toe in silt fence

to a depth of 300mm with the toe oriented upsiope.

This is the typical dc’taii for installing siltfrnce, Geopacfic s ESC monitor will inspect

the silt fencing weekly and we will take photos ofany /iu’ther siltfence that is to he

installed. Silt fence maintenance is an item of emphasis with dedicated on-site Onni

employees.

4. Complete the perimeter silt fencing around the north side of 19265 Airport Way as

detailed in the Permit Application Drawing G-SP 1.

Silt Fence to be installed April 20. Installation should take approximately 2 days.

5. Maintain silt fence as required including removal of accumulated sediment against

upsiope side when accumulation reaches 50% of the height of fence.

This’ will he monitored daily by Onni staffon-site and rectified immediately i/’necessaly

6. Address surface water issue at the south end of 19265 Airport Way so that sediment

laden water is not discharged offsite. The need for a sediment pond described in Soil

Removal and Fill Deposit Permit Application 2014-RP086 should be revisited.

The enriy bridge and asphali area between the hriage and the wheel wash has dei’eloped

a negative grade due to weight ofincoming and outgoing trucks over a number ofyears.

The bridge is being li/led on Friday April 8th and we are re-paving the area between the

bridge and wheel wash on Monday April jjih This work will ensure we have a slope back

towards the site which will prevent water from leaving site. We have also ad(fed2-3 fool

berins on the south side ofthe site beside the entrance to help prevent walerfrom leaving

the site. ESC pond i4’iil be added to ESC design and installed end of.’lpril. Geopacific to

ensure pond is adequately sized to handle capacity.

7. Gravel Check dams within drainage pathways and channels may begin to ameliorate the

situation in places. Check dams should be maintained as stated in Permit Application

Drawing G-SP4.

We hare installed numerous gravel check dams, hay bales and sift frncing in all drainage

pathways. This will he reviewed weekly as part of the ESC monitoring inspection.

8. Water accumulating in the makeshift pond near the south end of the site should not be

pumped to grassy area beside the entrance at 19265 Airport Way.

This was a new employee that was unsure ofthe site procedures. All employees haie

since been instructed that no wct!er is to be pumped offsite; We have dedicatedponds

within the middle ofthe site that contain all site water and act as sediment ponds in an

attempt to control sedimeni-laden water. These ponds were created on the

recommendation of Geopaci/ic in lieu qfa designed sediment pond.

9. ESC criteria presented in Permit Application Drawing G-SP4 should be adhered to,

All ESC criteria will be inspected weekly by EVC monitor from GeopacifIc,

Onni have arranged regular site visits with Forrest Smithfrom the City ofPitt Meadows.These visits include inspections of the ESC measures at 19265 Airport Way.Onni receive weeki reports from a dedicated lSC monitor. These reports are made

available to the city at their request.Onni receive monthly reports from our Geotechnical consultant to comment on the JIll

material we accept and how it is dealt i’ith on site. These are made available to the city

2. The use of uncured cement near the top of the bank of Katzie Slough is a high riskpractice that could be deleterious to the adjacent watercourse. Concrete, cement, mortars,grouts and other Portland cement or lime containing construction materials are alkalinematerials. They are highly toxic to fish and must only be used near water with extremecare. (BC MoE, 2004). Adherence to Standards and Best Practices for Instream Worksshould be adhered to if uncured concrete is to be used near a watercourse.

All work was carried out under the superl’isiOn ofcascade Environmental. All Standardsaul Best Practicesfor Insirearn Works were adhered to. There will he no more ue of

The following cost estimate for groundwater quality investigation is provided for planning purposes if theCity decides to implement a groundwater quality monitoring program at these sites as discussed duringthe Council Meeting on April 12, 2016.

Work Scope for Groundwater Monitoring Well Installation and reporting:• Install four groundwater monitoring wells at each site (one upgradient, one on site and two down-

gradient) to evaluate the groundwater quality.• Collect soil samples (2 from each well) from the borehole installed onsite (One borehole per site)• Collect groundwater samples from each monitoring well• Analyze soil and groundwater samples for benzene, toluene, ethylbenzene, and xylene (BTEX),

metals and polycyclic aromatic hydrocarbons• Provide a report with details of the field program and findings of the sampling program

We estimate a cost of $35,000 for the work program provided above.

Constraints and notes:• The above estimate is for mobilization of an augur drill rig for a day to install eight monitoring

wells.• We assumed groundwater depth of 6 to 8 feet at the site• We understand that concrete rubble was brought onsite as fill material. Therefore, onsite drilling

may be difficult with an augur rig. In such situations Dillon recommends skipping the onsite wellinstallation and conduct groundwater quality investigation based on the background anddowngradient wells.
