EXECUTIVE SUMMARY

State Industries Promotion Corporation of Tamilnadu (SIPCOT) is the nodal agency of

Government of Tamilnadu (GoTN) to promote sustainable development of industries in

Tamilnadu, proposes to develop an Industrial Park (IP) will be in Cheyyar Taluk,

Thiruvannamalai District. The proposed IP is styled and named as CHEYYAR SIPCOT

INDUSTRIAL PARK.

The proposed Cheyyar SIPCOT Industrial Park, as per the Guidance Document of MoEF, can be

classified as Rural, Dispersal and Governmental. It is proposed as “Industrial area”, as a

classified parcel of improved land, developed and subdivided into plots for the

accommodation of industrial establishments and will be offered for long time lease (99 years)

to the selective Industrial proponents. The proposed Industrial Park will have unified and

continuous management of land and utilities like roads, water supply, drainage, electricity,

green belt, rain water harvesting structures, etc.,

The proposed Industrial Park is envisaged for housing the following category Industries that

require Environmental Clearance viz., Metallurgical Industries -3(a), Synthetic Organic

Chemicals -5(f), Induction/Arc Furnaces/Cupola Furnaces 5TPH or more- 5(k) and Isolated

Storage & Handling of Hazardous Chemicals-6(b).

Also, the proposed IP will also house those industries which do not require Environmental

Clearance as per the EIA Notification 2006 and subsequent amendments. It will house all other

industries which are classified by Tamilnadu Pollution Control Board (TNPCB) viz. red, ultra red,

orange or green.

SIPCOT is committed for the sustainable development of the Cheyyar SIPCOT Industrial Park

with well drawn plans for Infrastructure development and Environmental Management.

1. PROJECT LOCATION

The project location is in the revenue limits of Mangal, Kunnavakkam, Mathur , karanai,

Chellaperumbulimedu ,Perumbulimedu,Ukkamperrumbakkam, Shozhavaram, ,Alinjalpattu

and Mahajanambakkam in Cheyyar Taluk, Thiruvannamalai District, Tamilnadu.

The total land area of the Industrial Park would be 931.015 Hectares of lands falling in the

revenue villages of Mangal, Kunnavakkam, Mathur ,karanai, Chellaperumbulimedu

,Perumbulimedu,Ukkamperrumbakkam, Shozhavaram, ,Alinjalpattu and Mahajanambakkam in

Cheyyar Taluk, Thiruvannamalai District.

Government of Tamilnadu accorded Administrative approval for the setting up of Industrial

Park involving an area of 931.015 Ha vide GO.Ms.No.281 dated 05.12.2007. Significantly, the

entire stretch of land has no human settlements or agricultural fields and hence, there is no

requirement for any Resettlement and Rehabilitation plans.

The key plan showing the identified candidate site is presented in Fig.1.

The Project Impact Map, showing the site and its environment of 10 Km radius for its physical

features is presented in Fig.2.

The satellite imagery of project location is presented in Fig.3.

There is no reserved or any notified forests in the Impact Area of 10 Km radius from the

project location.

The location of the proposed Industrial Park is about 100Km from Chennai Airport and 105 Km

from Chennai port, is having all credentials of “Chennai Advantage” and will help to regulate

the industrial growth of Chennai.

2. LOCATION ADVANTAGES

No specific biological diversity like National parks, wild life sanctuaries, Tiger reserve,

Habituate for migratory birds, Mangrove, Wet lands and Botanical/ Zoological gardens as

Protected area under the Wild life (Protection) Act, 1972, etc., are found in the Project Impact

area, i.e 10 Km radius of project area.

The forest cover is meager 1% in the Impact area.

No Sensitive religious place, monuments, Heritage sites etc., is in the project impact area.

There are two rivers viz., Palar and its main tributary Cheyyar. Despite they are seasonal, by

character, they found dry during the study period. Also, it is learnt that they flood only during

heavy rain monsoon times.

There are several ground water sources such as lakes and ponds .However, they will not be

involved, either for water drawl or wastewater disposal.

SIPCOT is proposed to draw water from the existing Infiltration Gallery/Well points, operated

by TWAD Board Government of Tamilnadu to meet its requirement of 1 MGD. The proposed

member industries will not have any discharge to dispose.

The procedures adopted for the location of the park at Cheyyar are:

� Availability of lands which are mostly wet but not under cultivation or

unutilized

� Proximity to Chennai

� Does not involve displacement of habitations

� Presence of two developed industrial estates in the adjoin area.

� Connectivity to Port/Harbor, Airport, Railway line, Major Highways, etc.,

The site matrix of the site suitability of the proposed IP is presented in Table 1.

3. ENVIRONMENTAL BASELINE MONITORING (EBM)

A well devised detailed Environmental Survey was conducted in the project environ of 10 Km

radius around the project area of the IP, during February- March-April, 2015.

The quality, characteristics and vulnerability of all environmental attributes viz.,

micrometeorology, air, water, soil, noise, biological and human were observed, evaluated and

interpreted. The existing status of the Value Environmental Components (VECs) of the project

site is tabulated in Table 2.

4. MEMBER INDUSTRIES

SIPCOT intended to establish the proposed Industrial Park (IP) for 931.015 Hectares of land

near Cheyyar, with common infrastructures such as electricity, roads, water supply, storm

water drainage, green belt and rain water harvesting structures. The proposed IP will

essentially house four numbers of classified industrial sectors by EIA Notification 2006. Also,

the proposed IP will house those industries which do not require Environmental Clearance as

per the EIA Notification 2006 and subsequent amendments. It will also house all industries as

classified by Tamilnadu Pollution Control Board (TNPCB) viz. red, ultra red, orange or green.

The Industrial Park envisaged for housing the following category Industries that require

Environmental Clearance viz., Metallurgical Industries -3(a), Synthetic Organic Chemicals -5(f),

Induction/Arc Furnaces/Cupola Furnaces 5TPH or more- 5(k) and Isolated Storage & Handling

of Hazardous Chemicals-6(b).

The IP is proposed essentially to compliment the growth of an existing Industrial Estate and a

SEZ in environmentally sustainable way and to optimally make use of the resources like land,

water, power, etc., which have been already acquired by SIPCOT.

The extent of 2008 acres has been conceptually demarcated as four zones to accommodate

the proposed four categories of industries. The conceptual project layout of IP is presented in

Fig.4.

The industries have been asked to submit their complete profile of production, resources,

energy and manpower. These industries are expected to incorporate the latest technologies

of cleaner production that conserves resources optimally, ensures quality products and

environment friendly.

All applicant industries would be required to incorporate state-of-the-art plant and

machineries for environment friendly production.

The industries will also be mandated to attach priority in availing the local resources, materials

and men, for their activities and should support the programs of SIPCOT for sustainable

development of IP, and the IP location as whole.

5. ENVIRONMENTAL IMPACT ASSESSMENT, PREVENTION AND CONTROL

The choice of the industries is made on the basis of possible environmental impacts due to

discharges or discards or emissions.

Synthetic Organic Chemicals -5(f): These classified industries are relatively water intensive.

The requirement of water will be met with adjoining river source through Government

supplies which are in existence. The effluent is envisaged for treatment in Zero Discharge

plants with recycling of treated effluent for lean requirements like washing, cleaning, flushing

and more for green belt development of IP.

Metallurgical Industries -3(a) : The proposed industries are largely dry process and otherwise,

would require very less water. The discharge is less and such discharges will be dealt in Zero-

Disposal based Effluent Treatment Plants. The solid discards are reusable or recyclable, as they

are largely metals and recoverable chemicals. The emissions from such activities are less and

are envisaged for air cleaning equipments to have cleaned emission in their stacks.

Induction/Arc Furnaces/Cupola Furnaces 5TPH or more- 5(k): These industries are emission

prone activities. SIPCOT will mandate that these industries to have emission cleaning

systems and stack of height sufficiently to meet the guidance document of MoEF & CC.

Isolated Storage & Handling of Hazardous Chemicals-6(b): With the requirements for fuels

and process chemicals for the new units and as well for the existing operations in the Park and

SEZ, this sector is proposed to complement the overall growth.

General Engineering including Mechanical fabrication, manufacturing, Secondary Metallurgical

& Allied Industries, packaging, food processing, pharmaceutical formulation and such other

industries, as exclusive type of industries proposed for Cheyyar SIPCOT Industrial Park, have

been chosen based on the demand potential and site conditions.

The proposed types of Industries are non water intensive and none of these industries will

have any major process stack. The emissions from the stacks are limited and to carry

pollutants viz., SPM, SO2, NOx, etc., only within the permissible limits, with APC measures

installed in each stack.

The effluent stream will be treated in state of the art Zero Liquid Discharge based Effluent

Treatment Plants and treated effluent will be reclaimed as water for reuse/recycling.

Hence, there will be no disposal of treated or untreated waste streams. SIPCOT will issue

allotment of lands for industrial promotion only on the condition that the units should install

ZLD systems and should not let out any waste water.

The process solid waste and ETP sludge will be collected, stored temporally and disposed in

off-site management facility and hence there will not be any impact due to solid waste.

6. ENVIRONMENTAL MANAGEMENT PLAN

SIPCOT envisages its own Environmental Management Plan and mandate the member

industries to adhere the Environmental laws and guidelines of State PCB and CPCB.

EMP has been devised for three different phases of IP implementation Viz., Planning &

Designing Phase, Construction Phase and Operation& Maintenance phase.

SIPCOT will have dedicated officers for implementing the EMP, onsite and off-site from their

corporate office.

EMP for SIPCOT is largely to facilitate the member industries to implement their own EMP, as

per the guidelines of state PCB and CPCB.

However, SIPCOT will assume the responsibility of common aspects of EMP viz.,

7. SOCIAL IMPACT ASSESSMENT

The proposed acquisition of 2008 acres does not involve any displacement of human

settlement. The entire land is unoccupied and without human settlements. Hence, there is no

requirement for Resettlement and Rehabilitation (R&R) plans.

The member industries will be mandated to use the local resources in their activities. This

shall be continuously be carried out by the industries in concurrence with SIPCOT.

The health of the people will be continuously monitored by, exclusive Health Surveillance Plan

(HSP), implemented by SIPCOT with coordination from member industries.

The cultural and religious activities of the people around the project site will never be

intervened by any of the industrial enterprises; rather they will get supported by the member

industries through sponsorship, donations, etc.

8. RISK AND DISASTER MANAGEMENT PLAN

Chemical and its quantity specific studies on Risk assessment and management Plan will be

exclusively made in place as the proposed IP will have storage facilities for Hazardous

chemicals.

The risk within the industrial purview and industrial campus, it could be rated as accidents

which may cause physical impairment or any occupational health Hazard.

Requisite account of Emerging Management Plans, on-site and as well for off site, will be

prepared and kept under surveillance by industries and as well by SIPCOT administration, to

meet any situations of emergency due to fire or any accident.

The IP location has been surveyed for no natural calamity. Storm of any devastating nature

have never been recorded in this location. Flood and other related issues have not been

reported, although there are two rivers in the impact area.

To manage any likely accident or fire, SIPCOT will maintain an exclusive wing of fire brigades

from Tamilnadu Fire Service Department and required physical systems like equipment,

chemicals, transportation etc.

9. INTERNAL ROADS AND TRAFFIC

The internal roads within the IP will be laid as follows:

Main Roads: 30 m width along with 3m green belt on both sides

Cross Roads: 18 m width along with 3m green belt on both sides

The junctions of roads will have 40m width.

The individual industries will be mandated to have their own service roads, along the main

roads, to have their vehicles parked temporarily.

10. RAIN WATER HARVESTING STRUCTURES

All member industries will be mandated to put up Rain water Harvesting structures (RWHS)

within their boundary limits.

The RWHS be established as per the standard practices as percolation pits, as per the

guidelines of Tamilnadu Water Supply and Drainage Board (TWAD).

SIPCOT will monitor such RWHS for preventing any contamination due to possible mix up of

industrial effluent or solid waste.

11. STORM WATER DRAINAGE

SIPCOT has already carried out the contour survey for the entire project area.

Engineered structures viz., closed conduits for collection and transportation of storm water

will be facilitated to drain away the storm water.

SIPCOT attaches the utmost importance for storm water, without any pollution so that it can

be used for irrigation and green belt development.

12. GREEN BELT DEVELOPMENT

SIPCOT is committed to create and maintain a “green corridor” all around the boundary, with

compatible species of trees and shrubs.

SIPCOT is also committed to develop green belt with a suitable species of trees, plants and

shrubs, all along their inner roads, road junctions and open spaces.

The entire member Industries will be mandated to develop green belt within their premises as

per the directions or consent conditions of TNPCB.

13. ENVIRONMENTAL CELL

An exclusive team of managers with required number of skilled and trained man power will be

formed to implement and monitor the Environmental Management Plan.

The Cell shall have financial allocation from the regular annual budget of the IP administration.

Executives from member industries will be accommodated in the Consultative Committee of

the Cell. At least, one Manager level person from each enterprise will be enlisted as member

of the committee that coordinates the activities of the Environmental Cell.

The Cell can also be extended, if need be with laboratory and library facilities, to enable the

industries for better environmental management.

The protocol of the Environmental Cell is presented in Fig.5.

14. CONCLUSION

The proposed site is rated environmentally compatible for the promotion of industrial park.

SIPCOT is committed with well devised plans and programs supported by required budgetary

allocation, to promote, develop and maintain the said IP to have sustainable development of

the project location.
