  • OUR PUBLIC SECTOR ENGAGEMENTS Chazey Partners has collaborated with numerous Public Sector organizations to bring about greater efficiency and support the delivery of better service with less investment. The type of involvement has varied greatly in scope but has generally covered everything from “as is” assessments, to developing and presenting business plans, to change management and communication strategies, to implementations, to enhancing operational effectiveness.

    The following provides an overview of our Public Sector engagements to date:

    • Value-add: Strategic Advisory, Business Case, and Implementation Plan for Health Services (Canada) Chazey Partners was engaged by Interior Health and Northern Health to develop a business case on

    combining their separate back office functions for payroll and HR services into a single, integrated operation. The recommendations compared current operations to a single- or dual-site alternative. The proposed future-state SSC was based on leading practices, optimised processes and standardization.

    • Value-Add: Decision Support and Implementation for Budget Consolidation and Redesign for Health Services (Canada)

    Chazey Partners was engaged by Interior Health to support the creation of a single budget system. Interior Health was created from 18 predecessor health authorities as part of a BC-wide consolidation of health authorities from 52 to 6. Chazey Partners was tasked with the creation of a single, budget system, leading a team that was responsible for importing historical records (many of which were incomplete or non-existent), creating budget policies, and developing operational and staffing databases to track budget changes.

    • Value-add: Strategic Advisory and Implementation of Performance Measurement Framework for Government (Canada)

    Chazey Partners was engaged by the Department of Fisheries and Oceans Canada to develop and support the implementation of a leading practices Performance Measurement Framework for Accounting Shared Services, to improve compliance with central agency financial and contracting policies and regulations, addressing capacity gaps, and reducing costs. The Accounting Shared Services had been in operation for a year and had worked through a significant transition period. This full Performance Measurement Framework was a key-enabling tool to build on the work-to-date and improve performance.

    • Value-add: Strategic Advisory and Business Case for Health Services (Canada) Chazey Partners was engaged by British Columbia’s six health authorities and Providence Health Care

    under the governance of BC Health Organization Support Services redesign to leverage the lessons and experience gained from consolidating the back office and clinical support functions of the four Greater Vancouver health care organizations. The scope of the review was to add Interior Health, Northern Health, and Vancouver Island Health to the initiative, with a focus on language interpretation services, laundry, biomedical engineering, and health emergency management.

  • • Value-add: Decision Support and Project Management for Health Services Technology Project (Canada) Chazey Partners was engaged by Interior Health to provide project management support, decision support, and workshop facilitation for the collaboration to onboard Northern Health to the Interior Health ERP for back office system application services, including accounts payable, accounts receivable, general ledger, procurement, payroll, and human resources.

    • Value-add: Strategic Advisory, Business Case and Implementation for Patient Transport Backsourcing (Canada)

    Chazey Partners was engaged by Interior Health to support the initiative for the health authority to accept responsibility and budgets for ground patient transport in the Interior region that was being transferred from the BC Ambulance Service. Chazey Partners developed the business case, negotiated with a new third party transport provider, and provided project management and decision support. The projection was for a $2m operating deficit, but through the project Interior Health saved $1m (14%) investing $500k into infrastructure to improve the management and quality of patient transport with the remaining $500k surplus being allocated to the global budget.

    • Value-add: Implementation of a Client Interaction Framework for a US Federal Government Shared Services Provider (USA)

    Chazey Partners was engaged by the Department of Health and Human Services in Washington DC to perform a comprehensive review of its Program Support Center’s (PSC) Client Interaction Framework. As part of this project, Chazey Partners ran a number of workshops and education sessions, and made recommendations regarding the PSC’s Key Performance Indicators, Measures, and Metrics. We also provided advisory support to PSC leaders, and spoke at strategic review sessions for PSC’s senior management team.

    • Value-add: Post-Implementation Review for Public University (USA) Chazey Partners was commissioned to review the performance of the Multifunctional Shared Services Center at University of

    California, Davis, including the deployment phase. As part of the review, the original business case was assessed against the first 18 months of operation, and the scope was evaluated. Chazey Partners also undertook a review of existing financial models and the Shared Services’ Client Interaction Framework.

    • Value-add: Comprehensive Assessement of Public University’s HR Shared Services (USA) Chazey Partners was engaged to assess the current state of University of California, San Francisco’s HR Shared

    Services against best practices and to provide assistance with HRSS’ strategic direction. The goal of the assessment was to provide the supporting information required to achieve buy-in and sign-off from university leaders. The project also created an essential control mechanism for UCSF’s go-forward strategy

    • Value-add: Delivered a Business Continuity Plan for University of California (USA) Chazey Partners worked with the UCPath Center to deliver a business continuity plan over three phases of work: development,

    approval and implementation (testing/training/rollout). The foundation of this work was the business impact analysis (assessing the sensitivity of the business at the sub-process level to a disruption) and the risk analysis (identifying, prioritizing and mitigating risks for the UCPath Center).

    • Value-add: Enabled the Public University System in Iowa to Implement Shared Services (USA) A business case assessment was carried out by the Regent System, its universities (University of Iowa, Iowa State

    University and University of Northern Iowa), and the Board Office to determine alignment on the overall educational mission and provide an alternative organizational structure. Chazey Partners was engaged to work with the universities to validate the individual universities’ board-approved plans for the transformation of the Finance, HR and IT functions as well as help drive the first steps of implementation: the detailed Design phase.

  • A CASE STUDY IN GOVERNMENT

    Overview

    New Brunswick is one of Canada’s three Maritime Provinces with a population of 750,000, supported by a provincial government annual budget of CAD $8 billion.

    Business Situation

    GNB mandated the creation of a Shared Services delivery model, which would allow the provincial government to respond to increasing demographic challenges, improve the management of internal resources, streamline processes and procedures, and realize savings from resulting efficiencies. A small group of GNB employees were hired to form the nucleus of the Internal Services Alignment team (ISA), and was tasked with designing and developing a Shared Services delivery organization.

    Multifuncational Shared Services for the Government of New Brunswick

  • Business OutcomeChazey Partners was contracted, and provided the Internal Services Alignment team with three specific deliverables:

    • Mid-term assessment of ISA progress and approach;• Development of preliminary business cases for Procure-to-Pay, Hire-to-Retire, and IT Services Desk; and• Development of a robust, aggressive and achievable project plan, to include design, build and deployment

    phases

    Following the successful outcome and achievement of all deliverables, Chazey Partners was hired for a second, longer term contract with ISA to assess “as is” processes in over 25 departments and central agencies; to develop “to be” processes for the newly formed New Brunswick Internal Services Agency (NBISA); to design associated

    training materials; and to develop an organizational structure for service delivery.

    Realizing the Vision through Shared ServicesChazey Partners was contracted, and provided the Internal Services Alignment team with three specific deliverables:

    This approach led to the introduction of the first Shared Services for Accounts Payable, leveraging the existing Oracle ERP platform, IT Service Desk, Computing Facilities and Payroll & Benefits services for 10,500 employees across 25 GNB Departments.

    The following challenges were successfully overcome by the project team:

    (a) Level of senior management support; (b) Prioritization of key requirements; (c) Rapid and consistent deployment of services in order to establish the initial operating capability.

    Phil Searle is the Founder and CEO of Chazey Partners. Phil founded Chazey Partners in 2006 and has more than 25 years of experience in Finance, Shared Services, Technology and Outsourcing.

    Phil is a globally recognized expert in business transformation, shared services, offshoring, and outsourcing, covering both the private and public sectors. He is a regular speaker, judge and chairperson at numerous events around the globe and has written many articles on these subjects.

    Prior to founding Chazey Partners, he was Group Vice President and CFO of Cendant TDS International, responsible for all aspects of Finance across four continents, including Decision Support, Financial Planning & Analysis, and Controllership and Financial, as well as certain HR Shared Services. Prior to Cendant, Phil was VP Finance and Corporate Controller at 3Com Corporation. Here he headed the Corporate Controller Function and the Worldwide Shared Finance Services team. His responsibilities included far reaching organizational, technology, service delivery and business process improvement initiatives resulting in the global roll-out of ERP solutions and Shared Services for Finance, HR, Supply Chain, Logistics and Customer Support.

    He trained and qualified as a Chartered Accountant (ICAEW) in the UK with KPMG. He has a BA Honours Degree in Economics from the University of Exeter and is also a member of Financial Executives International (FEI).

Before Pinkerton, Robert was the Vice President of Global Operations Finance for Travelport Limited, with responsibility for managing the company’s Indian Shared Services Centre, global corporate travel, and North American payroll operations.
