We have two items on the agenda, a Site Plan Amendment and Sign Ordinance Kick Off.

Furgeson Plumbing at 4688 E Pickard Rd is adding storage space for products they sell. MP Fire has reviewed the plan, with an additional fire Hydrant required, and notation that a turnaround for fire trucks needs to be maintained in the back asphalt area. They have submitted a Storm Plan, and I do not have the approval letter at this time. I recommend approval pending Strom Plan letter and following the MPFD requirements.

There is not a lot to prepare for our kick off meeting. I have included a cut from ROWEs proposal that indicates the goals for this meeting. Bring your opinions and thinking caps for this.

NEW BUSINESS

1.) REZ 1730: Public Hearing; Rezoning of Property at 1525 Airway Drive from

L1 (Light Industrial) to AG (Agriculture) Requested by Maranatha Baptist

Church on Behalf of the Harlan Hall Family Revocable Trust.

Mr. Jerry Sill, Maranatha Baptist board member explained the proposed use for the above

mentioned property as part of their youth center.

Woody Woodruff stated that they would not be entitled to relief from any noise, smell

nuisance in the future.

The commission discussed the public notice given for the meeting, stated that sufficient notice was given for the change in meeting location to Jamison Hall.

Consultant.

Woody Woodruff explained that all four bids were included in the commissioners’ packets for

review/discussion, and final recommendation to the Board of Trustees.

Discussion was held on bidders’ price, qualifications.

Fuller moved and Mielke supported the selection of Rowe Professional Services

Company of Mount Pleasant as the sign ordinance consultant, to include performing the

sign inventory. Ayes: All. Motion carried.

Shingles moved and Primeau supported removing REZ 1730 from the table for further

discussion. Ayes: All. Motion carried.

Mr. Fuller asked for clarification on Public/Institutional use, and the need for a Special

Use Permit.

Fuller moved and Shingles supported to recommend approval of REZ 1730 as presented

to the Board of Trustees. Ayes: All. Motion carried.

Woody Woodruff announced the Joint Meeting scheduled for October 30, 2013 is

atROWEROWE’s proposed project approach assumes thatwhile the primary concern of the township is withregulation of Electronic Message Center signs, thatthe project is also intended to address any otheridentifiable issues with the current ordinance,particularly with regards to administration andenforcement. Through its decision to have theselected consultant work with a subcommittee thatwill include citizens as well as staff, planningcommission members, and township boardmembers, the township has demonstrated acommitment to open up the planning process whichwill help ensure the resulting regulations take intoaccount the concerns of a range of stakeholders inthe community.

Sign InventoryROWE proposes to conduct a sign inventory todetermine the current type, size (approximate), andlocation of signs in the township’s commercial areas.The inventory would be conducted using staff fromROWE’s Mt Pleasant office. The data would berecorded into a report classifying existing signsbased on zoning, use, and street type.

Technical AnalysisROWE staff will prepare a technical analysis ofpotential issues based on:• The data from the sign inventory• A review of the current sign regulations

• A review of surrounding jurisdiction signregulations

• A review of master plan recommendationsregarding signage

Project Approach• Preliminary comments regarding current signage

regulations from city staff and the subcommittee

ROWE will review the technical analysis with thesign subcommittee to identi& key issues that need tobe addressed and will provide a recommendation onformat. The issue of whether the sign regulationsshould remain in the zoning ordinance or be adoptedas a separate police powers ordinance will also bereviewed. ROWE will present the recommendationsof the sign subcommittee to the planningcommission for a determination of the issues to beaddressed in the update.

Draft Ordinance LanguageROWE will draft ordinance language based on thedirection provided by the planning commission andpresent it to the sign subcommittee for comments.The drafting process will concentrate on keepingregulations as clear and simple as possible with theuse of tables and illustrations wherever appropriate.Draft language will be presented to the planningcommission along with the advisory committeecomments and will be revised based on planningcommission suggestions.

Public Review ProcessIf the revised sign provisions are intended to remainpart of the zoning ordinance, the planningcommission will be responsible for conducting thepublic hearing on the proposed regulations. If thedecision is made to adopt the sign regulations as astand-alone ordinance, the township board shouldhold a public hearing on the ordinance beforeadoption. In either case, ROWE will attend the

Schedule for CompletionROWE anticipates the project will take eight months and include three meetings with the sign subcommittee, fourmeetings with the planning commission, and one public hearing.
