• Security procedures become exceedingly complex and invasive to
passenger privacy
• Security measures/personnel and therefore costs are growing steadily.
• Passenger and cargo traffic are expected to double in the next 15 years.
• The current complex security system cannot be adapted (large costs)
Motivation of COPRA:
resilience instead of more regulations!
New, holistic solutions might lead to a new resilient
(i.e. flexible and robust) performance based aviation security system
COPRA aims to develop a roadmap for
future European R&D in aviation security

WHY?
COPRA Roadmap – Concepts and R&D
WHAT?
HOW?
• Resilience: prepare, prevent, protect, respond, recover
• Comprehensive: encompass all stakeholders, address all (sub-)
purposes, cover entire end-to-end path, coherent and overarching
• Comfortable - quick, not intrusive, user friendly, high service level -
and safe - health, goods, privacy, environment -
• Affordable - costs should be acceptable by market, sustainable
growth) and efficient - use of available resources (cost/benefit),
should be measured -

Resilience
Short term:
• Be resilient against current and emerging threats
• Be measurable in terms of the entire security system performance
Mid term:
• ….
Long term:
• Be resilient to known and unknown threats
• Regulation is based on system performance
COPRA Roadmap – What
Resilience

Security performance assessment methods:
Systematic improvement requires measurement:
tools, processes and joint security metrics
Risk based and random security
process:
Researching risk based approach to
checkpoints, cargo, detection measures
and decision making.
12 Recommendations on future
research and development are included
in the roadmap, some examples are:
Comprehensive
Short term
• E.g. address technical, organisational and human related issues
combined
Mid term
• E.g. include a comprehensive aviation security management system
to be shared by all stakeholders
Long term
• Be based on a harmonized security management process across all
stakeholders

Evaluate different security
paradigms for aviation
• Model of checkpoint
• Analytical, empirical, and simulational
assessment of performance
• Systemic approach
