Coloring stations, vendors with games, tables of snacks, a popcorn machine and other tasty treats kept the kids entertained while they watched The Polar Express movie. The evening was topped off with a snowball fight using light, fluffy glow-in-the-dark snowballs!

Crystal Falls HOA OnsiteOffice Celebrates 4 Years

The Crystal Falls HOA onsite office was opened in January 2015 to create a more convenient location for members, who previously had to travel into Austin for all services. It is an independent office comprised of two HOA staff members reporting directly to the CFHOA Board of Directors.

In addition to the items listed to the right, the Director communicates with the Board and Voting Representatives frequently on items such as the annual budget, board meetings, community meetings, hearings, and other items requiring Voting Rep input and Board vote, and works with the HOA attorney to coordinate on Crystal Falls legal matters.

With over 3,000 homes in the 10 communities within Crystal Falls, the HOA office stays very busy. When they aren’t assisting a resident at the desk or on the phone, they are answering the 100+ emails received daily, communicating with vendors to resolve resident complaints, meeting with residents at their property, and going into the community to follow up on inquiries and complaints.

Day-to-Day Onsite Management for the HOA

The staff at the HOA office handle day-to-day operations for the Crystal Falls community, including:

• Hire, schedule and supervise all vendors, including landscapers, pool monitors, lifeguards, pool cleaning companies, gate maintenance/security compa- nies and plumbing/electrical services

• Supervise Goodwin Manage- ment’s performance of the accounting and deed restriction enforcement duties

• Receive and assist member inquires in person, via phone and email

• Program information for all vehicle and amenity gates

• Distribute bar codes, remotes, and pool keys

• Manage upload of architectural submissions and revisions for ACC review

• Prepare initial draft of the annual budget for the upcoming year for Voting Rep review

• Work with the gate committee to ensure proper gate manage- ment

• Coordinate with various HOA committees

• Manage reservations of the pools and 19th Hole Pavilion

• Manage, maintain and publish HOA communications, including the community website and HOA Facebook page, the HOA newsletter and landscape guide

• Send welcome letters, courtesy balance past due notices, and community mailouts for elections and gate information

• Conduct monthly orientations to improve understanding of the community

As a vendor of the Crystal Falls HOA, Goodwin Management is hired to perform accounting and deed restriction violation enforcement. Residents should contact Goodwin directly with questions regarding their account, and to report any violations to the driver so that letters can be sent reminding the owner of the restrictions. The ACC Corner

ACC Process: Go to www.CrystalFallsHOA.com and click on the blue ribbon in the top right corner to access the Improvement Request Form, or drop by the HOA office to pick up a form. Please include all information listed on the form to avoid delays in the approval process. Upon submission, the ACC has 30 days to review, and you will get a response via email.

Effective Jan. 1, 2019, the Architectural Control Committee (ACC) transitioned to the HOA Voting Representatives. In preparation for this change, three Voting Reps have been trained and co-reviewing submissions since September, capitalizing on the exist-ing years of tribal knowledge and experience. Voting rep and ACC member David Baker stated “We have been working with the Declarant and learning a lot about the governing documents for the community. The goal is to protect and enhance property values for our members.”

Members can download the Improvement Request Form from the HOA website and submit it directly to the HOA office, and email questions, comments or con-cerns to the ACC at [email protected].

The weather turned out to be beautiful for the 6th Annual Crystal Falls HOA Fishing Derby, which was held on Saturday, Nov. 3. The skies were clear, the temperature was brisk, and the fish were biting as the event began with the 6-9 year-old category at 8:30 am. The 9 anglers in this category caught a total of 6 fish, with an 18-inch, 2lb 6oz catfish caught by Tristin Bierwirth (right), winning the prize for heaviest fish. The other winners in this category were Ayla Schlueter (top, 3rd) with the shortest fish, Connor Clanton (top right) with the longest fish, and Isla Schlueter with the most fish.

At 9:30 am, the 10-13 year-olds cast their lines, with Jaxon Leiva (top left) catching the only fish of the hour and winning the prize for most fish. The 14-18 year-olds began fishing at 10:30 am, and Kennedy Diamond (top 2nd) - a repeat contestant from previous years - won the prize for most fish with 3 caught during the hour.

Special thanks to Dick’s Sporting Goods for their support of the event! Don’t forget residents and accompanied guests are welcome to use the fishing lake year-round during the day.

mobile Storage Units, Trailers, RVs

The HOA office receives calls from members with varying points of view on many things, including mobile storage units (PODS), trailers and RVs. While our deed restrictions are clear on prohibiting these items, the Board has made an effort to be reasonable in allowing their temporary pres-ence for a short time to facilitate loading and unloading as long as it is not abused.

Occasionally, members need to utilize a POD when moving in/out or for a remodel project. Similarly, some of our residents own a recreational vehicle and want to bring it to their home to load/unload it for a weekend trip. Or maybe a contractor needs to leave a trailer to load scrap project materials for hauling away the following day.

Some residents are frustrated because they purchased within a deed restricted community specifically because they wanted the rules strictly enforced. They feel it is inconsiderate of neighbors to leave RVs, trailers and PODS in view because they see it as detracting from the aesthet-ics of the community.

In order to accommodate residents preparing their RV for a trip, the Board has allowed homeowners to park an RV at their home for 3-4 hours for loading/unloading purposes only.

PODS may remain at a home for a maximum of three days for loading/unloading.

Each member has access to the Covenants, Conditions and Restrictions (CCRs) prior to closing (also available on our community website at www.crystalfallshoa.com/documents/governing-docs/), is given a copy by the title company at or before closing, and is responsible for read-ing and complying with the deed restrictions.

Q. I would like to see more amenities for residents, how can I accomplish this?

A. To date, the developer has paid for all amenities and deeded them to the HOA. Moving forward, assessment funds will be used for new ameni-ties so voting reps should be contacted with suggestions for improvements as well as plans for funding them. They will discuss budgeting, as well as possible locations (considering land available in non-gated areas).

Crystal Falls HOA Past and FutureAs is typical of new communities, the Crystal Falls HOA has been under the direction of the developer of Crystal Falls since the inception of the com-munity 18 years ago. Millions of dollars are at stake in the development of a new community, and it is under-standable that the developer would want to make sure it is a success.

The original five members of the CFHOA Board of Directors included the developer and his appointees. In preparation for turnover of the com-munity to the residents, he has in the last few years replaced two of the positions with resident voting repre-sentatives. To provide input from all communities, voting representatives from each section of the community are elected for staggered three year terms to represent the members of their section. Since 2016, these voting representatives have been very active in major decisions for the community. In addition to being involved in all major decisions for the community, they determine the final budget for the following year and it is approved by the Board at the annual meeting held in November. Recommendations from the members are solicited at the semiannual community meetings with the voting reps, where residents from throughout Crystal Falls can discuss their concerns and suggestions with all the voting representatives and resident members of the Board. It is anticipated that the Board will be under resident control effective Jan. 1, 2020. The Architectural Committee has already transitioned from a 3-person developer controlled committee to being comprised of resident voting representatives only, putting the residents in control of their own architectural approvals.

During the development stage, the developer paid the full cost of installing all amenities and then deeded them over to the HOA for maintenance. Now that most of the lots are sold and the transition is in process, installation of any future amenities will be paid for by the residents.

As part of the transition, the voting representatives are reviewing the deed restrictions for each section and have been given the rare opportunity by the developer to make suggestions for any changes they deem necessary to create a cohesive set of governing documents. After spending many hours in review, they are compiling a list of proposed changes to be evaluated by both the Board and the HOA attorney. If approved, these changes will be incorporated as the turnover takes place and make the documents for individual sections more cohesive.

This will be an exciting year, as we experience this transition and prepare for resident control of the community. Your voting representatives have played an integral role in the process, having spent a great deal of time in efforts to ensure that the transition is a smooth one. Please extend your gratitude to them for their hard work. We know there is still a lot of work to be done, but look forward to this unique time in our history with enthusiasm and optimism for the future of our community.

Materials Dumped on Streets Become Hazardous and Costly

Recently, some incidents have occurred in which home-owners who were completing projects at their homes had materials delivered in the street in front of their house. Not only is this a safety hazard with traffic as some vehicles attempt to navigate the one-lane area and others may not see the material until it is too late, but damage is also done to the road when machinery is used to remove the material from the road. All residents end up paying for the damage when road funds are used for the repairs.

Residents who are implementing a project at their home are responsible for staging the materials off the street on their own property, and will be charged for any damage to the roadway or other lots.

The 2018 Christmas Golf Cart Parade had 23 carts and 58 participants. This is a bit larger than 2017 according to organizer Jim Hefty, in spite of the parade temperature of 44 degrees. The parade raised $1,641 supporting numerous do-nations to many local charities, including Texas Humane Heroes, American Cancer Society, American Liver Foundation, Hill Country Christ-mas Bureau and Church of the Resurrection.

Every year two awards are given for the “Best Decorated Carts.” In 2018, 1st Place went to Rich and Jennifer Lozier (even if their cart did not finish...), and 2nd place winners were Paul and Sherrie Campbell (and Josie).

Congratulations to all, and join us in thanking Jim Hefty and his support team for organizing this Crystal Falls tradition!

Thank you... to our many neighbors for their help and support, including:

• Bill and Cathie Ward for assisting with Santa and Mrs. Claus, cookies, and photo setup at the 19th Hole Pavilion.
