Dear CERBA Members,
Let me start with the observation that we have seen some
interesting developments lately that could indicate the socie�
tal perception of international trade is beginning to change.
Among many others who have recently addressed the cur�
rent problems of international trade, an important Canadian
newspaper recently published a long article that was meant
as a reminder of the broad consensus among economists
that trade makes nations richer. Drawing mainly on the con�
cepts of specialisation and comparative advantage, the arti�
cle explains the intrinsic benefits of trade. The article could
have been written at CERBA. In a timely manner, it counters
the ill�informed opinion that has been expressed very pub�
licly at the highest level about "unfair" trade, an opinion that
has cost some doubts about the impact and contribution of
trade to global wealth. Although investment is not under
attack, at CERBA we probably would have added a com�
mentary about foreign investment as another key element in
wealth creation as well as a vector for transferring techno�
logy and know�how, thus supporting modernisation in the
countries receiving the investment.
While it is regrettable that there should even be questions
about the intrinsic value of trade, it offers the opportunity to
reaffirm CERBA's raison d'etre as a business organisation.
In the context of the economic relations between Canada
and the countries of Eurasia our efforts to promote trade and
investment and make it even more profitable to all sides
have usefully focused on diversification for trade and on cor�
porate social responsibility for investment.
Trade diversification, or the efforts to move trade flows
beyond the path of least resistance, has been an area where
CERBA and the Government of Canada, united by a com�
mon fundamental objective, have cooperated even more
effectively than before in the past year. The targeted funding
provided by the Government of Canada has been instru�
mental in increasing the reach and impact of many trade
promotion events organised by CERBA. We can only hope
that this targeted funding will become a permanent feature
of the Canadian trade promotion tool kit.
The successful trade mission to Uzbekistan in May 2019
was a prime example of the diversification approach. The
new political and economic circumstances in Uzbekistan
offer a wide range of opportunities for the expansion of bilat�
eral economic relations. The country's greenfield FDI is
surging and with the establishment of a CERBA Chapter in
Tashkent at the time of this mission, we can now expect a
substantial increase of our involvement in Uzbekistan.
Although there is already an important Canadian presence
in Kazakhstan, the May 2019 Trade Mission to the Atyrau
region, the oil and gas capital of Kazakhstan, and annual
Canadian presence at the Kazakhstan International Oil and
Gas Exhibition (KIOGE) in Almaty also fit in the diversification
model: diversification here implying moving beyond the cap�
ital city and involving another level of government both on
the receiving and sending side.
This is the occasion to salute the strong support received
from the Government of Alberta to facilitate the participation

of Alberta companies in both important forums: in Atyrau
and Tashkent at Oil and Gas Uzbekistan Trade Show.
We are now preparing for the next session of the
Kazakhstan�Canada Business Council (KCBC) that will be
held in Nur�Sultan in May 2020 on the eve of the annual
Economic Forum and meeting of the Foreign Investors'
Council. It's expected that a sizable Canadian delegation will
partake in the Working Groups of the Council on mining and
oil&gas, finance, aerospace/transportation and agriculture.
Other activities such as our participation in the annual
Eastern Economic Forum in Vladivostok and our recent
Trade Mission to Mongolia likewise reflect our focus on
diversification. The discussions we had at the April 2019
Conference organised at Carleton University on the theme
of regional initiatives for economic development in the
Greater Eurasian Union also highlighted the fact that the Belt
and Road Initiative (BRI) is clearly seen by the very countries
that are participating in it as an opportunity not as a threat.
Modernising the transport infrastructure in the Greater
Eurasian region may indeed have an impact on global trade
flows, but, by all accounts, will also facilitate diversification.
The Eurasian Economic Union (EAEU) was also a major topic
of discussion at the above�mentioned Carleton University
Conference as it was at the June 2019 St. Petersburg
International Economic Forum (SPIEF). We, at CERBA, have
always seen the EAEU as a vehicle for Canadian exporters
to gain better access to a greater market. We can only be
satisfied that the perception of the EAEU as an economic
integration and modernisation mechanism is becoming
more widespread and more positive, and even more that
Canadian companies are already beginning to take advan�
tage of this new "common market".
On the investment side of the ledger it is worth noting that
the most senior presentation by a Canadian representative
at the June 2019 SPIEF was by Kinross President Paul
Rawlinson on the theme of corporate social responsibility,
Kinross Gold being recognized as one of the pioneers and
best performers in this area. Kinross Gold also provided a
key support for another major June 2019 event, the RCBC
Conference on Corporate Social Responsibility, organized
by our Moscow Chapter jointly with the Russian Union of
Entrepreneurs and Industrialists (RSPP) in the framework of
the Russia Canada Business Council.
As the Canadian co�chair of the RCBC, it is most appropri�
ate for me to acknowledge that we are marking this year the
15th anniversary of the Canada�Russia Business Council, an
institution that has been vital in keeping Canada�Russia
business dialogue alive. Since its inception in 2004 by
CERBA and RSPP, it has had a long history of achieve�
ments. RCBC held its first general meeting in October 2005
in Moscow, marking the establishment of active committees
focusing on individual industry sectors. The first ever
Canada�Russia Business Summit, was then held on March
26�27, 2007, in Ottawa. This event successfully combined
the 6th session of the Canada�Russia Intergovernmental
Economic Commission (IEC), co�chaired by the Honourable
David Lee Emerson, Minister for International Trade of
Canada and Russian Agriculture Minister Alexey Gordeyev,
and the second meeting of the CRBC. Interest and atten�
dance from both sides was high with over 300 participants
including special guest Vladislav Tretiak, the famed Russian
goalie in the 1972 Canada�USSR hockey summit, now a
Duma member and co�chair of the Canada Russia
Parliamentary Friendship Group. Nowadays, RCBC still
maintains the traditional format of the regular bilateral indus�
try working group meetings, complementing it by regular
top�level forums and conferences held under the RCBC
umbrella devoted to the most pressing issues for interna�
tional business. Now, more than ever, RCBC serves as an
essential vehicle for facilitating business cooperation and
advocating on behalf of its members with governments on
all levels. We appreciate fully the active involvement of our
Russian partners at the Russian Union of Entrepreneurs and
Industrialists (RSPP) and, on the occasion of this anniver�
sary, we would like to congratulate Alisher Usmanov, the
Russian co�chair of the RCBC, Andrey Varichev, RCBC
Executive Director from the Russian side, Vladimir Trifonov,
RCBC Executive Secretary. We hope for many more years
of productive cooperation and partnership.

Dentons successfully
completes project to
negotiate a special
investment contract with Russian Federation government par�
ticipation
Dentons has advised a multinational auto manufacturer on
entering into a special investment contract ("SPIC") with the
participation of the Russian Federation government and one
of Russia's constituent entities. The Intergovernmental
Commission on Special Investment Contracts decided in
favor of concluding the SPIC at its June 4, 2019 meeting. The
contract will enable the company to seek government incen�
tives for the auto manufacturing industry in future; it is antici�
pated that having a concluded SPIC is essential to receive
such incentives.
Dentons represented the investor, a global auto manufacturer,
and advised it on all aspects of entering into the SPIC (e.g., how
to structure the investment project for SPIC purposes), negoti�
ated with the Ministry of Industry and Trade of the Russian
Federation at all stages of agreeing the contract terms, drafted
the contract and defended the investment project at the meet�
ing of the Intergovernmental Commission on Special Invest�
ment Contracts. Dentons' team also developed and negotiated
the entire set of documents needed to conclude the SPIC
(including the financial model and business plan). The project
was implemented in the shortest time possible.
Work on the project was led by Vasilii Markov, a partner in the
Russian Tax and Customs practice. The project involved the
participation of Associate Diana Agarkova and Partner Alex
Skoblo, who is head of Dentons' Russian Automotive practice.
This is the third automotive industry SPIC project implement�
ed by Dentons' team led by Vasilii Markov.

In February 2019 En+ Group completed the first stage of the
securities exchange agreement with Glencore. As a result of
the share swap En+ Group acquired approximately 2% of
UC RUSAL plc shares from a subsidiary of Glencore plc in
consideration for the issue of new GDRs to Glencore repre�
senting approximately 10.55% of the enlarged share capital
of En+ Group. Currently En+ Group owns a 50.12% share in
UC RUSAL plc. The transfer of additional 6.75% shares of
UC RUSAL plc to En+ Group should be automatically per�
formed no later than in February 2020.
In July 2019 En+ Group installed upgrades to the Irkutsk
Hydropower Plant within the framework of an ambitious New
Energy modernization program for hydroelectric power
plants in Eastern Siberia. Under the program, 4 of the 8
hydropower units at the Irkutsk HPP will be replaced. The
modernization is expected to be finalized in 2023, with the
capacity of each unit to increase from 82.8 MW to 105.7 MW.
The modernization of equipment at En+ Group hydroelectric
power plants will increase efficiency, allow for the reduction
of repair costs, and improve performance. The program
which is due to be completed by 2046 will not only involve a
comprehensive replacement of primary (hydraulic units,
impellers) but also auxiliary equipment. Including funding to
date, the investments will amount to 21 billion rubles by 2026.
At current prices the additional investments will reach
approximately 34 billion rubles by 2046.
In July 2019 En+ Group launched a scientific expedition to
understand the factors affecting the ecosystem around Lake
Baikal � the world's largest freshwater reservoir. Building
upon surface level studies from 2017, the researchers will
examine micro�plastics currently present in Lake Baikal r.
They will also analyze the amount of heavy metals, toxins,
and biogenic elements present in the ecosystem of Lake
Baikal. In addition, they will seek to understand the cause of
increased algal blooming, an important indication of chang�
ing pollution levels, and will investigate the origins of a dis�
ease affecting Lake Baikal endemic sponges.
The project is part of En+ Group comprehensive plan to
ensure the world's largest freshwater reservoir to be man�
aged sustainably by all stakeholders.
In July 2019 En+ joined the Energy Transitions Commission
(ETC) to support low carbon industry strategy. En+ Group will
support the ETC research on reaching net�zero carbon emis�
sions from heavy industry and collaborate with other mem�
bers to identify the most effective actions to realize this goal.
By joining the ETC, En+ Group aims to draw on the interna�
tional expertise of current members to identify new ways
towards En+ Group targets for greenhouse gas reduction.
En+ Group will also use its experience from ongoing sus�
tainability programs to support initiatives that inspire a glob�
al shift towards low carbon materials.

Performance Improvement Inc. finalized a "Technical Limit"
project for OJSC Slavneft � Megionneftegaz with record
results in Russia.
As a result of GPI's continuous coordination and specially
developed improvement model 5P for the "Technical Limit"
project, OJSC SN�MNG managed to reduce its annual well
construction time by 297 days and presented records results
of 90 days of total savings in well construction.
Capital construction is another area where GPI has delivered
significant improvement. With the help of contracting organi�
zations, the entire cycle of perfect landscaping was revised,
leading to a significant decrease in the time required for site
construction (from 40 to 34 days), while remaining in compli�
ance with all technical and safety standards. GPI has also
worked to implement new tools for down hole operations,
reducing downtime by 18% since the end of May 2019.

side with the output there is US$1.1 trillion of construction
projects in the pipeline.

If this isn't enough to motivate international companies,
Canada is the best country in G7 to do business and the per�
fect gateway for the North America Construction Market.
As desirable as it can be, to access this market, many chal�
lenges need to be overtaken, and that not only takes time,
but it is required determination and most of all planning
ahead and strategy.
There isn't a success formula applicable to all companies;
instead, every single company is a particular case.
Business Culture
In the past, we have seen companies coming and going,
including sizeable multi�billion�dollar companies. Most of the
feedback from them was that Canada isn't open for busi�
ness, after all. They haven't succeeded, and who they
blamed? No one but the lack of opportunities they have been
given.
To those companies I have made a simple question: Did you
plan how to approach the Canadian Construction Market? Or
you were just looking to sell your products or services from
abroad?
By fact, you need to embrace the local business culture and
don't expect that the Canadian companies will change their
way of doing business for the way you are used to doing
business elsewhere.
Put in place a strategy, then and only then start exploring the
market. A simple piece of advice find a local partner; there is
no better way of doing business in Canada. It is always bet�
ter 50% of something than 100% of nothing.
Labour Shortages and Stagnant Productivity Levels
One of the biggest problems facing the construction industry
today is the lack of qualified workers. It is expected that 250
thousand builders are reaching the age of retirement. This
means nearly 21% of the actual workforce. Inquired recently
by the Business Development Bank of Canada several con�
struction companies said it had been difficult to hire new
workers over the past year.
Forced to hired new unskilled workers, the construction firms
declined their productivity rates. For some of those compa�
nies growing isn't on the horizon for the next few years. Their
goal is to keep what they have achieved for the time being.
This positioning leads to opportunities for international com�
panies, that can complement the local needs with qualified
workers from abroad.
Technology Adoption
Despite Canada being one of the noteworthy hi�tech
exporters in the world, ironically the Canadian construction
market is not so responsive to new technology.
Countless studies and surveys demonstrate that business
owners continue to underinvest in technology, despite their
acknowledgement of the many benefits provided by it.
We are quickly reaching the point where technology is going
to be a vital component of all construction projects.
Companies that implement tech solutions earlier will have a
noticeable advantage and increase in productivity.
This environment creates opportunities for abroad compa�
nies to bring their technology into the market.

hosted its 19th Annual Mining Conference and Business Forum
during the PDAC 2019 Convention, Trade Show and Investors
Exchange. As part of its mission to promote the diversification
of Canada's international trade and foster economic develop�
ment in new markets, CERBA was pleased to welcome and

The conference was broken into two distinct sessions, with
the first covering current mining market trends in Eurasia, and
the second detailing the experiences of Canadian investors
operating in Eurasia. These discussions were in line with the
modernization programmes and the development of a deeper
understanding of Eurasian markets, covering macro�level
analyses, regulatory frameworks, international norms, and
business intelligence. Notable speakers included:
Evgeny Kiselev, Deputy Minister of Natural Resources of
Russia and Head of RosNedra, spoke about the positive regu�
latory changes and the high level of interest from the interna�
tional investment community in the Russian mining industry.
Almaz Abdygalimov, Board Chairman of QazGeology, cove�
red the new Subsoil Code of Kazakhstan and highlighted the
priorities for the exploration of gold, copper and rare earth
metals.
Bobir Islamov, Chairman of the State Committee of the
Republic of Uzbekistan for Geology and Mineral Resources
of Uzbekistan, underlined the substantial reforms in the
country's mining regulatory space.
Steven Basadur, Senior Trade Commissioner of the
Canadian Embassy in Mongolia, outlined the opportunities
for Canadian companies in Oyu Tolgoi, one of the world's
largest new copper�gold mines located in the South Gobi
region of Mongolia.
Kanat Kudaibergen, Board Chairman of JSC NMC "Tau�Ken
Samruk,"spoke about the Government involvement to the
mining industry in Kazakhstan and presented Tau�Ken
Samruk portfolio of current projects and investment potential.
Dmitriy Tkachenko, CEO Counsellor of Kazakh Invest, con�
tinued the topic of Kazakhstani Mining industry development
and presented the principal innovations in the code of sub�
soil and subsoil use.
Kanat Skakov, Partner at Dentons, Head of tax and customs
practice and co�Head of dispute resolution practice in
Kazakhstan, served as the moderator of the Session.

The Kazakhstan Canada Business Council Mining and Natural
Resources Working Group's 5th meeting took place at KPMG’s
Toronto, Canada offices on March 6, 2019.
The event raised a discussion of issues of mutual interest,
trends in mineral exploration and mining in Kazakhstan and
Canada, foreign investment climate and business opportu�
nities.
The opening of the meeting started with the welcome remarks
of Mr. Norman Storm, Chairman of CERBA Kazakhstan,
General Director of Falcon Oil&Gas Ltd.; H.E. Nicholas
Brousseau, Ambassador of Canada to the Republics of Ka�
zakhstan, Kyrgyzstan and Tajikistan; H.E. Akylbek Kamal�
dinov, Ambassador of the Republic of Kazakhstan to Canada;
and Ms. Marcia�Elizabet Christian Favale, Independent
Director of NAC Kazakh Invest.
The highlight of the meeting were the 3 sessions of discus�
sions, each moderated by Ms. Margaret Skok, Senior Fellow,
Centre of International Governance Innovation (Global
Security & Politics), Waterloo, Carleton University (The Norman
Paterson School of International Affairs), Ottawa, Ambassador
(retired); and Mr. Norman Storm, Chairman of CERBA
Kazakhstan, General Director of Falcon Oil&Gas Ltd.:
• In session 1, the main topic � "Recent Trends in Mineral
Exploration and Mining in Kazakhstan and Canada" was
presented by Mr. Bauyrzhan Mudarissov,
Deputy CEO Qazgeology;
• Mr. Adil Irkegulov, Representative of BCC Holding,
and Ms. Marcia Elizabeth Christian Favale, Independent
Director of Kazakh Invest, spoke about the "Foreign
Investment Climate and Business Opportunities".
• On the 3rd session of the meeting, there was Q&A
session where certain issues of "Mutual Interest" were
discussed, such as:
– Upgrading of reserve classification and mapping to bring
up to world standards;
– Alignment of government expert panels with business
interests to facilitate business investment;
– Collaboration with Canadian counterparts on best
practices in mining regulations.
Another highlight of this year's forum was the two bilateral
roundtables for the discussion of Canada�Russia and
Kazakhstan�Canada mining cooperation opportunities, hosted
at the offices of KPMG on March 6th, 2019. There, Canadian,
Russian and Kazakhstani participants discussed institutional
differences and similarities, latest projects in the mining indus�
try, changing policies and procedures, overarching responsi�
bilities, and how all parties can remain competitive on the glo�
bal stage.

The Ontario mining sector, represented by officials from the
Ontario Ministry of Energy, Northern Development and
Mines, and led by Brian McMahon, Acting Director of the
Mineral Development and Lands branch.
Global Affairs Canada, represented by Heather Bystryk,
Trade Commissioner of the Canadian Embassy in Moscow
with a focus on mining, oil and gas.
The Government of Alberta, represented by Trevor Persi,
Manager, Energy and Clean Technology, Ministry of
Economic Development and Trade.

The first CERBA mission to Mongolia took place from April
7th to 12th. It was coincided with the international trade
show Mongolia Mining and Oil 2019 and was organized in
collaboration with the Canadian Embassy to Ulaanbaatar.
For anyone visiting this country for first time, Mongolia
makes very strong impression: vast territory with breathtak�
ing landscapes, broad rivers, skyscraping mountains and
mineral resources, that many other countries can only
dream about. Mining is naturally one of the major sectors
Mongolia relies on and the Mining and Oil trade show is one
of the major international events annually taking place at the
main exhibition field in Ulaanbaatar.
In 2019 Canadian Embassy partnered with CERBA for organ�
izing the mining mission for the first time. Additional benefit
offered by our association to the Canadian companies
attending this trip was funding from Global Opportunities for

Associations program allocated by Global Affairs Canada to
support the diversification of international trade. This time it
helped delegates to cover up to 75% of travel expenses,
associated with the mission.
The program included a visit to the Oyu Tolgoi mining site
organized by the Canadian Embassy in collaboration with
Rio Tinto, a B2B program and an informal social gathering
one�day before opening of the trade show, where delegates
could meet with the local business community.
The Canadian presence at the trade show included quite a
substantial pavilion, where each delegate company had its own
display. The delegation was also invited to make presentation
on the main exhibition stage of each company’s capabilities.
Overall the mission was attended by eight companies from
different Canadian regions and overseas including such
important CERBA members as HATCH, Delcreda and ME
Elecmetal.
Mining and Oil�2019 was very informative trade show that
helped delegates to understand that Mongolia is of very
strong interest for many countries around the world. The
exhibition floor, set up at the major Ulaanbaatar sports arena
was packed. National pavilions represented countries such
as the UK, Australia, Germany, Asia�Pacific countries, Kaza�
khstan, Belarus, Russian Federation, etc. The Canadian pa�
vilion was not overlooked by international visitors and many
were lining up to have a chance to talk to the delegates. One
very pleasant and unexpected surprise was Canadian pan�
cakes with maple syrup served by embassy!
CERBA's trip to Mongolia did not end with only attending the
program of the mission. Foreseeing future opportunities for
our members we met with a number of national stakehold�
ers who might become our partners in developing more
Canadian presence in that markets.
Two important meetings took place on April 10th and 11th �
with the Mongolian Mining Association and the Mongolian
National Chamber of commerce. Both organizations are inte�
rested in collaborating with new partners in areas such as
information exchange, business partner search and organi�
zing missions of business and industry professionals seeking
opportunities to establish networks and share experience and
views on international business development and technologi�
cal growth.
As any country with multiple business opportunities Mongolia
cannot only be considered suitable for application of interna�
tional expertise in mining and minerals. Clean power genera�
tion, agriculture, construction and infrastructure � these are
just a few sectors, where Mongolia seems to have needs
where Canadians can offer professional knowledge and help
in resolving such problems as reduction of air pollutions,
competitive food production and provision of comfortable liv�
ing conditions for rural populations.
The mission to Mongolia�2019 is just a first step in what we can
do in collaboration with Canadian Embassy to Mongolia and
the Mongolian Embassy to Canada. In our plans for the next
few months are to follow up on those connections established
in Ulaanbaatar and creation strategic alliances with national
and international government and business stakeholders that
will help to ensure positive developments and success.

The CERBA mission to Atyrau, Kazakhstan brought with it a
delegation from Alberta, the energy province of Canada.
The Alberta Oil&Gas Mission to Atyrau, including about 30
delegates from Canada, was led by H.E. Nicholas
Brousseau, the Ambassador of Canada to Kazakhstan,
Tajikistan and the Kyrgyz Republic, started on May 12th,
2019 with a tour to Karabatan and Atyrau Oil Refinery.
Oil&Gas services and technologies are businesses that pro�
vide the specialized equipment and skills needed for drilling,
testing, producing, maintaining and reclaiming crude oil and
natural gas wells. Many of the businesses involve the devel�
opment and use of highly advanced technology.
The delegates that participated in the mission were from
companies including: 5Blue Process, AMGAS Services,
ATCO Frontec, Black Powder Solutions/One Eye Industries,
Condor Petroleum, EVANS Consoles Corporation, JORI
International Ltd., Katch Kan, Master Flo Valve, NEXT
Compression, Parkers Plus Energy Services Inc., Sealweld,
Southern Alberta Institute of Technology (SAIT), Shawcor,
Thermo Design Engineering Ltd., Wenzel Downhole Tools,
and Willowglen Systems.
During the Mission, a KPI employee who was a SAIT gradu�
ate made a presentation in English about the plant, its power
and capacity.
The delegates visited a KPI plant and the Atyrau Oil Refinery.
The Karabatan tour was followed by specially organized
Canadian evening.
CERBA's Kazakhstan chapter would like to express special
appreciation to its partners � the associations "KAZENERGY"
and "PETROCOUNCIL" for organizing the Karabatan tour
and also to Mr. Shukhrat Danbai, General Director of Atyrau
Oil Refinery, for being such a warm host and providing an
comprehensive excursion inside the Atyrau Oil Refinery

The KCBC Energy Conference was held at the restaurant
"Armata" in Atyrau, Kazakhstan on May 13. This event was sup�
ported by the "KAZENERGY" and "Petrocouncil" Associations.
The conference was devoted to the visit of the Alberta Oil &
Gas Mission to Atyrau. The Alberta Government was repre�
sented by Mr. Laurent Auger, Senior Director Energy and
Environment, Europe CIS Ministry of Economic Development
and Trade Government of Alberta.
The mission to Atyrau started with a tour of Karabatan on May
12. The delegates visited the KPI plant and the Atyrau Oil
Refinery plant. Following that evening the delegates had a
chance to get together in Atyrau at a Canadian�themed party.

pated in the conference. They were from companies includ�

ence. The event was followed by a networking reception.
In the second session of the conference, presentations were
kindly given by representatives of major oil & gas corpora�
tions NCOC, TCO, KPI, KPO:

Strategic Partnerships Development Council in the oil
and gas sector "Petrocouncil", discussed localization,
development and support, networking space and

The Canada Eurasia Russia Business Association brought
together 40 companies for its first standalone trade mission
to Uzbekistan. Prominent companies, such as B2Gold,
Bombardier, Viking Air, Hatch, SkyPower, Condor Petro�
leum, Export Development Canada, and many more, joined
CERBA's initiative to explore business opportunities in this
frontier market now opening up to the world.
Half of the delegation, led by the Government of Alberta,
participated in the Oil and Gas Uzbekistan (OGU) trade
show. Uzbekistan is currently the 8th largest producer of
natural gas and production is planned to significantly
increase in upcoming years following important foreign
investment inflow.
CERBA organized a 3�day program for the participants of the
multisector group, starting with a briefing with leading experts
about critical aspects of doing business on the Uzbek market:
legal and regulatory changes in business, by Eldor
Mannopov, Country Manager at Dentons (and Honorary
Consul of Canada to Uzbekistan); tax regime customs and
staffing, by Nodir Ayupov, Head of Uzbekistan's office for the
Schneider Group; and overview of projects and opportunities
with the European Bank for Reconstruction and Develop�

followed by B2B meetings with 10 ministries and a range of
leading government and private corporations.
Over 200 people took part in the Canada�Uzbekistan recep�
tion taking place at the International Hotel, where Nathan
Hunt, CERBA Moscow Chairman, announced the registra�
tion of the CERBA Uzbekistan chapter after two years of
work. "We are very happy to make this announcement today
with such an impressive group of companies. We are also
honored to have an extremely experienced person,
Alexander Antonov, leading the Uzbekistan chapter. Trade
between Canada and Uzbekistan is still at an early stage
and is not representative of the potential that we see. We
aim to double the trade figures next year and we believe this
is realistic", said Mr. Hunt. The Charge d'Affaires of Canada
to Uzbekistan, Annick Goulet, also commended CERBA for
playing an active role in developing trade between Canada
and Uzbekistan.
On May 19, the multisector group of companies attended
the Uzbek�American�Canadian Business Forum, which took
place in the city of Navoi, home to some of the biggest gold
mines in the world. The event, hosted by the Governor of
Navoi region, was the occasion for the Canadian company
B2Gold to sign a memorandum of understanding with
GosComGeology to start gold exploration in Uzbekistan.
Neil Reeder, Vice President for Government Relations at
B2Gold presented the project during the conference:
"Special guests, ladies and gentlemen, on behalf of B2Gold,
let me congratulate President Shavkat Mirziyoyev and his
government for his vision and determination to advance
broad economic reforms and develop a market economy in
Uzbekistan. We are hopeful that our exploration work will
bear fruit, and that we will one day be able to build an impor�
tant gold mine in your country and contribute to Uzbekis�
tan's opportunity, wealth and well�being."
The success of the mission is the result of a common effort
from all chapters of CERBA and collaboration with Global
Affairs Canada. CERBA specifically would like to underline

The Canadian Business Mission to the St. Petersburg Inter�
national Economic Forum (SPIEF) has already become a tra�
dition, due to the longstanding strategic partnership that
CERBA has established with the forum organizer � the Ros�
congress Foundation. This year the forum took place on 6�8
June 2019. CERBA's mission to SPIEF 2019 was led by
CERBA National Chair, Gilles Breton, and the Chairman of
CERBA Moscow Board, Nathan Hunt, and included repre�
sentatives of prominent CERBA member companies such as
Kinross Gold, Bombardier, BRP, ERM, John Deere, TerraLink
Technologies and others. The mission was also supported by
Canadian Embassy in Moscow.
The program for the Canadian delegation began with an
early breakfast meeting for all mission participants on June
6 at SPIEF premises, during which the delegates were intro�
duced to Stephane Jobin, Charge d'Affaires, Embassy of
Canada in the Russian Federation; Alexander Shokhin,
President of the Russian Union of Industrialists & Entrepre�
neurs; and Andrei Varichev, Acting co�Chair of the Canada
Russia Business Council.
This year the forum brought together a record�breaking num�
ber of participants: over 19,000 people from 145 countries,
with 1,300 guests representing heads of companies. The
largest delegations came from China with 1100 participants,
the US with 542 participants, Germany � 334, the UK � 312,
France � 249, Japan � 219, Switzerland � 190, Italy � 160, and
the Netherlands � 106. 745 agreements were signed during
SPIEF 2019, totaling 3.271 trillion rubles.
The forum featured over 230 events, more than 170 of which
were part of the business program, including various panel
discussions, roundtables, business breakfasts, televised
debates, and business dialogues between countries. The
participants had a chance to attend sessions dedicated to
expanding cooperation with BRICS (in innovation and phar�
maceuticals), SCO (transport infrastructure), and CIS (inno�
vation), development of the Eurasian Economic Union,
strengthening the ties between Eurasian Economic Com�
munity, Latin American countries and ASEAN states. Bilateral
business dialogues between Russia and other countries
were very popular this year. Eighteen events of this format
took place during the forum and included the following dia�
logues: Russia�Finland, Russia�Italy, Russia�France, Russia�
Germany, Russia�Sweden, Russia�Switzerland, Russia�
China, Russia�India, Russia�USA, Russia�Africa, and others.
Additionally, a "Challenges and Opportunities for Business in
Russian�European Relations Today � and in the Future" ses�
sion was held for the first time on the sidelines of the forum.
The general conclusion from those bilateral sessions, as
summarized by Anton Kobyakov, Advisor to the President of
the Russian Federation, Executive Secretary of the SPIEF
Organizing Committee in Russia, was that "Neither American
nor European countries want to leave the Russian market
and are highly unlikely to do so in the future. … the
European Union countries are starting to comprehend the
mutual benefit of good neighbourly relations with Russia."
The main event of the Forum was the plenary session, with
the participation of President of the Russian Federation
Vladimir Putin, President of the People's Republic of China
Xi Jinping, President of the Republic of Bulgaria Rumen
Radev, Prime Minister of the Republic of Armenia Nikol
Pashinyan, Prime Minister of the Slovak Republic Peter
Pellegrini, and Secretary�General of the United Nations
Antonio Guterres. The leaders commented on a range of
issues, including the major problems of the global economy
today, the current globalization model, international trade,
and the financial system. The session covered questions of
malicious competition between states, protectionism, trade
wars, unilateral sanctions and limitations.
Ron Lewin, Founder and Managing Director of TerraLink
Technologies, shared the following observations on SPIEF
2019: "Participating in SPIEF provided a useful opportunity
to gauge the international sentiment regarding the Russian
market. There was less Canadian and US presence com�
pared to previous years, but it was interesting to note that
European companies were not hesitant to fill the void.
However, the most visible change was the strong presence
of Chinese companies, some of whom may have been there
for political reasons, but others were there to do business.
Realpolitik leaves Canadian business in a very tough posi�
tion � either we engage with Russian business and use eco�
nomic and cultural ties to try to influence both the Russian
leaders and citizens whom we can reach, or choose the
high road but leave a vacuum that will be filled with players

On June 20, 2019, Canada Eurasia Russia Business Asso�
ciation (CERBA), the Russia Canada Business Council
(RCBC) and the Russian Union of Industrialists and
Entrepreneurs (RSPP), held an RCBC conference on cor�
porate social responsibility, linked to the 15th Anniversary of
the Russia Canada Business Council (RCBC). The event
was entitled "The impact of the concept of sustainable
development on business strategy and CSR business prac�
tices", and took place at the RSPP premises in Moscow,
Russia.
The objective of the event was to provide a platform for the rep�
resentatives of Russian and Canadian companies to discuss
the effective practices of Russian and Canadian businesses in
the field of CSR and sustainable development, and to demon�
strate the impact of these programs on companies' bottom
lines, including reduction or prevention of risks, meeting
investors' expectations, attracting highly qualified specialists,
and generally maintaining a balance between the interests of
the company and its stakeholders and the needs of the com�
munity under the general concept of sustainable development.
The plenary session featured speeches by Alexander
Shokhin, the President of RSPP, Nathan Hunt, the Chairman
of the CERBA Moscow Board, Andrey Varichev, General
Director of MC Metalloinvest and Executive Director of the
Russia�Canada Business Council (RCBC), Mr. Alisher
Usmanov, RCBC Co�Chair from the Russian side, (repre�
sented by Mr. Varichev), Stephane Jobin, Charge d'Affaires,
Embassy of Canada in the Russian Federation, and Valery
Timashov, Head of the Department of the North America,
Ministry of Foreign Affairs of the Russian Federation.
Speakers emphasized the importance and relevance of the
event agenda, and similarities between the economies of
Canada and Russia that make a successful exchange of
experience and identification of the most effective CSR
practices that business can use to solve their immediate
problems, possible.
Welcome speeches were followed by the official RCBC
Award Ceremony. On the occasion of the 15th Anniversary of
the Russia Canada Business Council (RCBC), the following
Russian and Canadian representatives received awards for
their outstanding contribution to the development of business
relations between Canada and Russia: Alexander Shokhin,
President, RSPP, Elena Feoktistova, Deputy Chairman of the
RSPP Committee on CSR and Demographic Policy, Stani�
slav Borodyuk, Vice�President and Head of the Moscow Re�

One of the most promising projects presented at the confe�
rence was the "Kupol" Foundation, founded by Kinross Gold
Corporation with the objective to make a contribution of to
the socio�economic development of Chukotka and to assist
in improving the quality of life of the local population. The
fund has been working with the indigenous population of
Chukotka since 2009 by supporting folk crafts, small and
medium�sized businesses, financing education and health
care. Over the past 10 years, "Kupol" Foundation has made
a significant contribution to the socio�economic develop�
ment of Chukotka by carrying out 162 projects in various
fields such as healthcare, education, entrepreneurship and
traditions of indigenous people. Acknowledging the 10th
anniversary of the "Kupol" Foundation, and recognizing its
outstanding contribution to the development of the indige�
nous communities of the Russian North, Siberia and Far
East regions, the Russia Canada Business Council (RCBC)
presented the certificate of honor to Lyudmila Danilova,
Executive Director of the "Kupol" Foundation.
The plenary session was followed by the two keynote presen�
tations. Neil Withers, Chairman of CFA Association Russia,
delivered the presentation "Shareholders and investors are still
your main stakeholders", where he looked at corporate social
responsibility from the professional investors' points of view,
and shared practical suggestions from a global survey that
included Russia. Alexander Ivlev, CIS Managing Partner and
Deputy Regional Accounts Leader for Central, Eastern and
Southeastern Europe & Central Asia, Ernst & Young made a
speech on the topic "Will companies that society needs be the
only ones to survive?", highlighting the main recent trends that
influenced the transformation of the modern business.
The event included two panel discussions. The first discus�
sion was devoted to corporate business practices in the
field of environmental protection in the context of sus�
tainable development concept. The panel was moderated
by Dr. Evgeny Shvarts, Director for Conservation Policy of
World Wildlife Fund (WWF) Russia. In the modern world, the
environmental problem is very acute, and business cannot
ignore it. Top experts from Canadian companies � Kinross
Gold Corporation, BRP, Wood PLC Russian companies as

case studies of forest restoration, careful use of resources,
separate waste collection, as well as innovative projects for
the development of environmentally friendly packaging, new
types of metals, and generally about the concept of green
production. All participants agreed that, besides a positive
effect on the state of the environment, environmental pro�
tection practices can also positively affect the profitability of
the business � resource�saving practices, for instance, can
significantly reduce manufacturing and other costs. As
Leslie Quinton (BRP) summarized it, "despite the fact that at
first environmental projects may require certain costs, in the
long term they pay off in full."
The second panel discussion on the topic "CSR Practices in
Relations with Stakeholders" was moderated by Elena
Feoktistova, Managing Director of the Department on Corporate
Responsibility, Sustainability and Social Entrepreneurship of
RSPP, Deputy Chairman of the RSPP Committee on CSR and
demographic policy. The discussion focused on the issue of the
company's successful interaction with its various stakeholders,
which is one of the key principles of corporate social responsi�
bility, as well as a way to maintain a balance of interests, and a
risk management factor. The panel featured representatives of
Hatch, ERM, Buhler/Rostselmash, EuroChem Group, MC
Metalloinvest, AFK Sistema, Severstal, Norilsk Nickel, and the
«Kupol» Foundation. During the discussion, panel participants
agreed that correct management of community relations, com�
munity development and early planning could bring a lot of ben�
efits to the company in the long term, and also acknowledged
the importance of supply chain management.
Summing up the results of the conference, Nathan Hunt and
Elena Feoktistova expressed satisfaction that the issues on the
agenda of the conference aroused keen interest from the expert
community, and were the basis for an interesting and fruitful dis�
cussion, equally beneficial for both parties. They also empha�
sized a very important conclusion made on the basis of the par�
ticipants' speeches � a well�implemented CSR policy can not
only significantly improve the company's image, but also signifi�
cantly strengthen its position in the market. In words of Nathan
Hunt, "… CSR is not only about what is "good", it is also a finan�
cial benefit for a company that practices this approach." Elena
Feoktistova acknowledged that the conference featured "a seri�
ous and productive conversation, it is good that it was possible
to combine the experience of RSPP, our best industrialists, and
Canadian companies that have a great tradition of CSR".
The conference was attended by more than 120 representa�
tives of major Russian and Canadian businesses, and demon�
strated that sustainable development and corporate social
responsibility is an area with great potential for facilitating
Russia�Canada business dialog. In a more general sense, the
conference demonstrated that both sides are interested and
willing to support the promotion of such a dialog. CERBA con�
siders this event to be a big success and an important step
toward further improvement of the business dialog and coop�
eration between Canada and Russia.

The annual CERBA mission to Innoprom�2019 this year was
quite remarkable not only because it was 10th anniversary of
Innoprom, but also because it coincided with an even bigger
international event, the Global Manufacturing and Industrial
Summit�2019 (GMIS).
Both events took place from July 7th to 12th at Ekaterinburg
EXPO Center and its new addition, the state of the art сongress
hall, specifically built for the Global Summit GMIS�2019.
Over the last few years Innoprom has become the biggest in
Russia international industrial trade show outside of Moscow.
Focused mainly on machine engineering and resources
developing industries it partners every year with one of the
international leaders in these industries. In 2019, such part�
ner was Turkey.
Among the other 100+ countries participating at the trade
show noticeable pavilions included Kazakhstan, Czech
Republic, French Chamber of Commerce, Republic of
Belarus, Italy, Germany, China, South Korea, India, Japan. A
notable recent trend at Innoprom � has been strong repre�
sentation of key Russian regions, offering specific opportu�
nities for international investment and business partnerships,
such as Moscow Region, Khanty�Mansijsk Autonomous
District (Yugra), Republic of Bashkortostan, Krasnodar, etc.

from Moscow. The program of the visit included participation
at Innoprom and GMIS events and business program organ�
ized in collaboration with the Russian Trade Mission to
Canada and the government of Sverdlovsk region. The main
points of this program included meetings with the govern�
ment of the Republic of Bashkortostan, Government of
Moscow, Vice�Governor of Khanty�Mansijsk Autonomous
district, Minister of Industry and innovations and DM
International Relations of Sverdlovsk region. The presenta�
tion of the Canadian delegation took place at the open stage
of the central exhibition pavilion on the second day of the
trade show and was well attended by representatives of local
government and businesses.
The Global Industrialization Summit was the highlight of the
mission. Organized by a CERBA strategic partner, the Ros�
congress Foundation GMIS�2019 was the second edition of
this annual summit, initiated by the United Nations in 2018.
The first one took place last year in the United Arab Emirates.
The whole event was devoted to a number of issues common
for any country around the world and included panel discus�
sions, seminars and presentations on economic stability, envi�
ronment protection, diversification of trade, gender equality in
business, smart cities and sustainable industrial development.
The summit was opened by President Vladimir Putin. Panel
speakers included representatives of national governments
and business stakeholders, representatives of leading univer�
sities, journalists, academics and diplomats. It allowed partic�
ipants to see the world from the global prospective, in order
to better understand and forecast international industrial
trends and their impacts on environment and human habitat.
An important outcome from GMIS is the opportunity to make
business and government connections. CERBA established
new contacts with Mr. Emil Osmanbekov, the Chairman of
the State Committee on Industry, Energy and Subsoil of the
Republic of Kyrgyzstan, a country with a strongly developed
resource sector and continuous governmental interest in
new opportunities for international cooperation.
The mission to Innoprom�2019 and GMIS was one of the
most successful since 2013. The united efforts of CERBA,
the Russian Trade Mission and the Government of Sverd�
lovsk region helped to create new opportunities in such sec�
tors as construction and infrastructure, oil and gas and edu�
cation. The outcomes � are a number of upcoming visits of
Russian companies to Canada and a number of cooperation
agreements that are scheduled to be signed by the end of
2019.

CERBA, in cooperation with the Ministry of International
Cooperation and Foreign Economic Relations of Zabaikalsky
Krai, organized its first business mission to the Zabaikalsky
region July 30 � August 3, 2019. The primary objective of the
mission was to explore the Trans�Baikal region's develop�
ment potential. Canadian delegates were also interested in
sharing their experiences with the region's agricultural enter�
prises, as well as discussing opportunities for business coop�
eration between Canada and Russia in a broad variety of
industry sectors, particularly in agriculture. Among the
Canadian delegation were Tom Nevakshonoff, CERBA
Manitoba Board Chair, Alex Grichine, CERBA Moscow
Regional Director, Grant Adolph, COO of Buhler Industries,
and Victor Boldakov, Founder and General Director of
Timbermash Baikal. The business mission was supported by
the Embassy of Canada in Moscow.
The five�day visit to Zabaikalye started with an introductory tour
around the city of Chita, the capital of the Zabaikalsky Region.
The official program began on July 30 with a formal meeting
between the Canadian delegation, led by Mr. Tom
Nevakshonoff, a former Manitoba Cabinet Minister and Mem�
ber of the Legislative Assembly of Manitoba, and Mr. Marat
Mirhaidarov, Acting First Deputy Chairman of the government
of Zabaikalye. The meeting featured prominent representation
from all related departments and ministries of the regional gov�
ernment featuring the Ministry of Investment Development of
Zabaikalsky Krai as well as the Ministries of Construction and
Transportation, Agriculture, Natural Resources, and others.
The meeting was followed by a roundtable with local business
where delegates had the opportunity to present their products
and services, to learn about the needs of local business and
market potential, and engage in a live discussion about poten�
tial for business cooperation between Canadian companies
and regional businesses.
The main highlight of the second day's program was the del�
egation's visit to the Komsomolets Breeding Factory and par�
ticipation in the annual agricultural festival "The Field Day."
During the visit, the delegates received a very warm welcome
from the factory's management and were introduced to the
farm's development potential, grain cultivation and rapeseed
production strategies. After the completion of the official part
of the day's program, the delegates participated in the
Agricultural Machinery Exhibition and met with other local pro�
ducers and agricultural companies. On the way back to Chita,
the delegation also visited the Transbaikal Breeding Centre
where delegates had a chance to discuss the latest tech�
nologies in breeding and livestock management as well as to

ed from Canada.
On the third day, the delegates participated in another set of
formal meetings, this time with the Chita Chamber of Trade
and Commerce. Mr. Andrey Popov, the head of the Depar�
tment of International Cooperation and Tourism, introduced
the delegates to the Deputy Minister of Investment Deve�
lopment of the region, Mr. Mikhail Churkin, and the President
of Chita Chamber of Commerce, Mr. Andrei Lubin. The dele�
gates also had a lunch meeting with the Ministry of Inter�
national Cooperation and Foreign Economic Relations of
Zabaikalsky Krai. During the meetings, it was announced that
the Zabaikalsky region had been granted the status of a prior�
ity development territory, making the region an attractive target
for new businesses and investments due to the favourable
conditions offered to the business residents in the region.
Concluding the business part of the trip, the delegates flew to
the city of Irkutsk, the capital of the neighboring Irkutsk region.
In Irkutsk, the delegation visited the Timbermash Baikal deal�
ership centre � the first dealership opened by Timbermash
Baikal and the current headquarters of the company. Victor
Baldakov, the Founder and General Director of Timbermash
Baikal, demonstrated the equipment produced by Canadian
companies that Timbermash Baikal distributes on the territory
of Russian Federation, discussed the specifics of doing busi�
ness in Russia, and shared his plans to add new Canadian
products to the company's portfolio.
The visit concluded with a one�day cultural program: the de�
legates had a tour around the city of Irkutsk, visiting the
Museum of Medieval Wooden Architecture, and going to see
the world�famous Lake Baikal, the deepest lake on the planet
containing 20% of the world's fresh water resources.
Overall, the mission proved to be extremely productive and
provided the delegates with a chance to familiarize themselves
with the Zabaikalye Region (and Irkutsk region to a lesser
extent), to gain firsthand information about local market poten�
tial, establish good contacts at the business and government
levels, and see the examples of successful foreign business in
the region. In particular, the delegates took note of the vast
potential for Canadian companies involved in agriculture, min�
ing, logistics, and infrastructure, to enter the Zabaikalsky
region market either by exporting their products to the region,
or by establishing a local business in the region. The delegates
were also very interested to learn about the potential access to
neighboring Chinese market through the region.
Mr. Grant Adolph, Chief Operating Officer of Buhler, com�
mented that he was deeply impressed with the enormous
land resources available in the Trans�Baikal territory, with 2.5
times more land available for cultivation and agricultural de�
velopment than in all the province of Manitoba.
"I am delighted that I took part in the CERBA business mission
to Zabaikalye and got personally acquainted with the region,

its existing and potential buyers of our products, as well as
representatives of local authorities who turned out to be very
friendly, helpful and competent.
I was also pleased to see that local agriculture companies are
already using our "Versatile "/"Rostselmash" brand machines
and provided positive reviews about the equipment. For
example, the "Komsomolets" farm informed me that they have
previously purchased Versatile Delta Track, and were
impressed with its performance enough to plan to purchase
two more Delta Tracks in the near future.
Overall, I would highly recommend that all Canadian compa�
nies visit the Zabaikalye Region themselves and witness the
territory's vast potential."
Mr. Tom Nevakshonoff, CERBA Manitoba Board Chairman,
agreed with Mr. Adolph and remarked that business develop�
ment had only started its growth in the region and presented
endless opportunities for Canadian agriculture companies
and others to export their production.
"Fundamental to future trade is the fact that a free economic
zone with a range of benefits for new businesses will soon be
in operation in the region. Manitoba companies can capitalize
on this given their expertise in agriculture in areas such as sto�
rage, cleaning and transportation of grains as well as the pro�
cessing of agricultural commodities into finished goods ready
for the market. A great many of these services are highly
needed in Zabaikalye which creates an excellent opportunity
for dialogue with local Russian stakeholders. Canada also has
considerable experience in the crushing of oilseeds such as
canola and the construction of the processing plants to do so.
It was also fascinating for me, a former environment minister,
to hear of projects related to alternative energy and green
technologies in the region. I think this is precisely an area
where Canada has a unique perspective given the similarities
of our respective terrains. There could be ample opportunities
for an exchange of ideas in this regard.
In general, the region has many opportunities for Canadian
businesses, including the supply of equipment and technolo�
gies, business partnerships and the opening of joint ventures,
and investment. I want to express my gratitude to the govern�
ment of the region and representatives of local business cir�
cles for the warm welcome and extensive program that was
prepared for our delegation. I am very impressed with every�
thing that I saw, and I am confident that with joint effort we will
be able to successfully develop mutually beneficial coopera�
tion between the region and representatives of Canadian
business, and Manitoba companies in particular."
Victor Boldakov, Founder and General Director of Timbermash
Baikal, one of the biggest dealership networks in Russia, rep�
resenting a number of Canadian companies supplying equip�
ment related to forestry, construction, agriculture and other
sectors, also noted that an additional extremely useful aspect
of the business mission was the establishment of direct com�
munication between business and public representatives from
both sides, exchange of experience and current information
about the business environment and public life in both coun�
tries, and discussion of the challenges that business faces at
present. He thinks such direct contacts are very useful for the
facilitation of business cooperation between our countries, by
emphasizing similarities and helping to improve mutual under�
standing.

From February 18�30, 2019, the Mogilev branch of the Be�
larusian Chamber of Commerce and Industry, with the sup�
port of the Embassy of the Republic of Belarus in Canada
and CERBA, organized a food and beverage business mis�
sion to Canada (Toronto and Vancouver). Headed by the
Chairman of the Belgospischeprom Concern, A.L. Zabello,
the delegation included representatives of JSC "Spartak",
JSC "Krasny Pischevik", JSC "Brest Distillery Company
"Belalco", Confectionery factory "Vitba", JV "Santa Bremor"
LLC, and Minsk Sparkling Wine Factory.
During the visit delegation members learned about the rules
and regulations in the sphere of food and beverage imports
to Canada from McCarthy Tetrault, established direct contact
with distributers and the governments of Ontario and British
Columbia and mutual prospects for cooperation were dis�
cussed extensively including issues related to the organiza�
tion of deliveries of Belarusian products to large retail chains
in Canada that specialize in the sale of Eastern European
food products, addressing the prospects for cooperation
with Canadian exporters of fish and seafood, and outlining
steps to further expand bilateral cooperation.
On January 24, 2019, CERBA and the Embassy of Canada in
Moscow held a joint cocktail reception in the foyer of the
Moscow Musical Theatre on the occasion of the start of the
new show "Passagers" by the 7 Fingers, a unique circus artist
collective based in Montreal, Quebec, Canada. The recep�
tion featured the welcoming words of Nathan Hunt, CERBA
Moscow Chairman; Stephanie Loiseau, Counsellor (Commer�
cial and Economic) and Deputy Program Manager, Embassy
of Canada; Charlotte Legault, Stage Manager, 7 Fingers; and
Irina Yurova, Manager, Moscow Musical Theatre. The event
featured a networking session, tasty cuisine and fine wines
kindly provided by Fanagoria. After the
cocktail reception, all participants pro�
ceeded to enjoy the fascinating show.

the dairy industry, and took place in July 2018. During this
visit, Russian dairy farmers representing various regions of the
country made their way across Canada on the route
Montreal�Ottawa�Lindsay�Kitchener�Niagara, and visited 22
enterprises engaged in production, processing of milk and
equipment for livestock and agriculture. At the reception, par�
ticipants of the rally provided their feedback about the mis�
sion. All the participants of the Motor Rally agreed that this mis�
sion was a unique opportunity for them to share their experi�
ences with the Canadian counterparts, to learn about the dairy
farming system in Canada and about the achievements of the
best farms in Canada. According to all of the speakers, the visit
has also demonstrated a great potential for cooperation
between Canada and Russia in the dairy industry.
On February 20, 2019, CERBA jointly with the American
Chamber of Commerce in Russia (AmCham Russia) held a
high�level speaker event with Pavel Palazhchenko, a former
chief English interpreter for Mikhail Gorbachev and Soviet
foreign minister Eduard Shevardnadze in the period 1985�
1991. The event was attended by representatives of the
Canadian and American business communities in Moscow,
and was moderated by Nathan Hunt, CERBA Moscow
Chairman, and Alexis Rodzianko, President, AmCham
Russia. During the meeting, Mr. Palazhchenko described the
lessons he learned from observation of the Russia�U.S. dia�
log after the breakup of the Soviet Union, shared his opinion
on the current state of relations between Russia and the U.S.,
and the future prospects for the relations between the two
countries. The event ended with the Q&A session during
which Mr. Palazhchenko engaged into lively and dynamic
discussion with the audience.
On February 22, at the offices of EY in Moscow, CERBA held
its traditional breakfast brief "De�Mystifying the Visa Process".
The objective of the event was to inform participants on the
proper Canadian visitor visa application procedure. Mr. William
Farrell, Head of the Visa Section of the Canadian Embassy
in Russian Federation, during his presentation provided cla�
rification of the policies, processes and the standards for the
issuance of Canadian visas, and highlighted the latest

the Eurasian Economic Union, outlined potential business
opportunities for foreign companies, and spoke on certifica�
tion & customs clearance procedures. The event was mod�

On April 5�6, 2019, CERBA joined its long�standing partner
the Russian Association for Canadian Studies (RACS) in the
organization of the VII International Canadian Studies
Conference: "Canada and Russia: The Arctic Giants". The
conference took place at the premises of St. Petersburg
State University, and was attended by Russian and Canadian
specialists on Russia�Canada relations, experts on the devel�
opment of the Arctic, representatives of the Ministries of
Foreign Affairs of Russia and Canada, business community
representatives and the general public. The conference
focused on various aspects of Arctic regional development,
the possibility of interaction and exchange of experience
between Russia and Canada, and common and diverging
interests of the two countries.
From the Canadian side, speakers included Nathan Hunt,
CERBA Moscow Chairman, Alison LeClaire, Senior Arctic
Official and Director General, Arctic, Eurasian & European
Affairs, Government of Canada; Stephane Roussel, Professor
at the National School of Public Service of Canada; Dr. Greg

On April 16, 2019, CERBA and AmCham jointly held a semi�
nar on initiatives and credit programs to support the SME
segment in Russia. The seminar was moderated by
AmCham Enterprise Development Committee co�chairs Alex
Geller (A.M.G. Group) and Jeffrey Combs (NCI/PondMobile).
The event featured the presentations by Milena Tahirovna
Arslanova, Director, Investment Policy and Entrepreneurship
Development Department, RF Ministry of Economic De�
velopment, who spoke on Government�sponsored programs
and initiatives to support the SME segment; Kirill Nikolaevich
Semenov, Deputy Chairman, MSP Bank, who discussed
opportunities for credit guarantee support for small and
medium�sized enterprises in Russia; and Barry Sheridan,
CEO, American Express Bank, who made a presentation on
financial working capital support channels for SMEs working
with multinational companies.
Around 35 members of CERBA and AmCham Russia attend�
ed the event, and provided very positive feedback empha�
sizing the high practical value of the information they
received during the seminar.
The Second Stolypin Forum: The Strategies for Russia, which
was held in Moscow on May 22�23, 2019, at the premises of
MGIMO (Moscow institute of foreign relations). The Forum
was attended by 3,600 businessmen, politicians, scientists,
and experts from 23 countries of the world. This year while
discussing the issues of economic development and the
results achieved by various countries in implementing eco�
nomic reforms, the forum's agenda also included new global
challenges such as the increasing turbulence in the interna�
tional economic and political situation. Participants discus�
sed such issues as arising conflict between global and do�
mestic interests, the protectionism and global market princi�
ples, the imperative of free trade and artificial restrictions,
including sanctions.
Nathan Hunt, CERBA Moscow Chairman, represented
Canadian business at the Stolypin Forum during the round�
table "Business and the Big Politics". Other speakers at the
roundtable included Boris Titov, Russian Business
Ombudsman; Fransois Fillon, Former Prime�Minister of
France; Forer Oded, Deputy of the Knesset, Israel; Ogan
Sinan, Deputy of the National Assembly of Turkey; Ivan
Lovrinovic, Member of the Croatian Sabor (Parliament);
Regina Veronica Maria Jones�Bos, Ambassador of the
Kingdom of the Netherlands to the Russian Federation; Liqun
Zhou, President of the Union of Chinese Entrepreneurs in
Russia, and many other prominent political and business fi�
gures, including heads of all major European and US busi�
ness associations and top managers of global corporations.
Participants agreed that realistic and responsible business
can and has the right to advocate for its interests, as well as
the ability to improve the present state of affairs by partici�
pating in resolving global challenges together with the civil
society and the state.
It is important to note that, besides the Stolypin Forum,
CERBA has many other vehicles for successfully lobbying on
behalf of its members' business interests in Russia. One of
them is the International Council for Cooperation and
Investment, an advisory body formed by the Russian Union
of Industrialists and entrepreneurs (RSPP) in 2008 as a plat�
form for dialogue between foreign business and the Russian
authorities, which brings together leading foreign investors in
the Russian economy, business associations and chambers
of Commerce. Another one is newly founded by the

Ombudsman for Entrepreneurs' Rights Boris Titov, the
Interdepartmental Working Group for Improvement of the
Business Climate of the Russian Federation. Feedback from
CERBA members is carefully collected with regard to all the
issues discussed at the meetings of those institutions, as well
as their general concerns and suggestions on the improve�
ment of the business environment in Russia, accurately sum�
marized and voiced directly to the representatives of the
Russian federal authorities.
CERBA was happy to support the initiative of the Moscow
Corporate Member Intermark Relocation to hold a series of
informational seminars on June 4 and June 6, entitled "Happy
Expat: Key to Successful Relocation to Moscow", aimed at
briefing newly arrived expats on how to make the process of
relocation to Russia and settling in their new country easier.
Both seminars covered the essential topics of relocation to
Russia and effective adaptation to a new place. Intermark
experts Evgenia Schramm, Operations Director, Intermark
Relocation; Olga Makeshina, Director for Immigration
Services, and Anton Taranishin, Immigration Specialist, dis�
cussed important technical and legal aspects related to relo�
cation to Russia, highlighted the latest developments and
changes, and also advised newly arrived expats on how to
make the adaptation process effective and easy by providing
an overview of Moscow and its resources, links to expat
communities and sources of necessary info and other useful
information. Special guests included Ms. Danielle Thompson
Kuznetsov from American Women's Organization of
Moscow, and Ms. Sophie Desrousseaux Lagrange, member
of Moscou Accueil, one of the biggest francophone commu�
nities in Moscow, who shared with the guests their personal
experience on relocation to Moscow, and the challenges and
opportunities they have encountered during this process.
This year, one of the most popular Moscow social events �
the traditional CERBA Lobsterfest and Summer BBQ � was
held on the premises of the International Residence Complex
"Rosinka" on June 9, 2019. Traditionally the event was sup�
ported by our close partner British Business Club (BBC).
The event was attended by more than 100 guests, including
members of the Canadian and British business communities
in Moscow, their families, friends and colleagues. Guests
spent a great day outdoor at Rosinka's beautiful sandy
beach, located next to a picturesque private lake with foun�
tains, in the company of their friends and family members,
enjoyed delicious BBQ menu prepared and served by
Rosinka Family Restaurant, tasted Fanagoria wines, and, as
the name of the event implies, fresh Atlantic Lobster!

On June 13, 2019, CERBA and AmCham Russia jointly held
a high�level speaker event with the Russian Business
Ombudsman Boris Titov.
The event was attended by over 50 representatives of the
Canadian and American business communities in Moscow,
and moderated by Nathan Hunt, CERBA Moscow Chairman
and Alexis Rodzianko President, AmCham Russia.
In his presentation, entitled "Russia: Growth Economy � State
of Development," Mr. Titov outlined key obstacles to busi�
ness development in Russia, their impact on the investment
climate in the country and prospects for their resolution. He
also emphasized key challenges with respect to the reform
of government control and supervision activities, as well
pointed to specific issues that businesses often face, such as
extended producer responsibility. During his presentation,
Mr. Titov also provided an advice and his personal recom�
mendations to companies on how to minimize the impact of
the abovementioned challenges on the company's opera�
tions in Russia and maintain a successful business.
The meeting ended with a Q&A session, during which guests
shared their personal experience with regard to the issues
described by Mr. Titov, and provided their recommendations
on the changes needed to improve business and investment
climate in Russia.
On July 1, in Moscow, Russia, CERBA was happy to support
the Embassy of Canada in the Russian Federation in the
organization of a reception on the occasion of their Canada
Day celebration. The event was held in the Hall of Fame of
the Hockey Museum, and brought together more than 100
guests � contacts of the Embassy involved in various sectors
of interest to Canada � including the representatives of the
diplomatic community as well as Canadian and Russian gov�
ernment, business, political, sport, and culture circles. The
event was held in a ceremonial atmosphere, Canadian and
Russian national anthems were played.
The reception started with the welcoming speech of
Stephane Jobin, Charge d'Affaires, Embassy of Canada in the
Russian Federation, who highlighted the fact that the people�
to�people connections between citizens of our countries pro�
vide a solid background for a frank dialogue between the gov�
ernments about critical issues like a rules based international
order, regional security, respect for human rights, and the
future of our Arctic regions. He also explained the choice of
the venue � the Hockey Museum � as a symbolic highlight of

Canadians and Russians � the passion for hockey. From the
Russian side, Vladislav Tretiak, President of the Society of
Friends of Canada, President of the Ice Hockey Federation of
Russia, Member of the State Duma of the Russian Federation,
and Viacheslav Fetisov, Soviet and Russian Hockey Player,
Member of the State Duma of the Russian Federation, greet�
ed the guests and presented to Mr. Jobin an autographed
commemorative photo of Canadian and Russian Hockey
Legends.
The event highlighted the diversity of interests that Cana�
dians have in Russia and the longstanding connections
between the Canadian and Russian peoples.
On July 4, 2019, CERBA jointly with its member � International
Business Development Alliance to hold an interactive coaching
session on building soft business skills, moderated by Marina
Belskikh, Director General, International Business Development
Alliance. The event was aimed at business professionals spe�
cializing in foreign economic activity, export, and international
business, as well as entrepreneurs, and generally those who
wished to polish their entrepreneurial skills and improve their
business mindset. During the session participants learned to
identify hidden stereotypes and dogmas that impede the devel�
opment of a specialist's personality and, as a consequence,
the further growth of the company.

well as other Russian regions, such as Nizhny Novgorod and
Izhevsk, who showed their strong interest in the event.
The event was commenced and moderated by Dmitry
Bystrov, Chief Expert of the Department of External Relations
and Cooperation with Business Councils of the Chamber of
Commerce and Industry of the Russian Federation. In his
opening statement, he provided an overview of the business
climate in Canada, and prospects for cooperation between
entrepreneurs of the two countries. He underscored the great
potential for enhancing bilateral trade and economic collabo�
ration, especially at the regional level between Moscow and
Quebec/Montreal. He emphasized that existing similarities
between Russia and Canada, both in terms of climatic condi�
tions and the dominant industry sectors, call for an increase
of cooperation between Russia and Canada in many areas,
such as urban environmental development, transportation,
infrastructure, and construction, and that such cooperation
would be extremely beneficial to both sides.
Pavel Zhelvis, CERBA Moscow Board Member, spoke about
the activities of the Canada Eurasia Russia Business
Association, dedicated to the development of Canada�Russia
trade and economic relations, provided a brief overview of
current bilateral cooperation in traditional industry sectors,
and outlined a number of new sectors with the biggest poten�
tial for cooperation, such as IT and telecommunications. He
also highlighted the importance of exchange of regional busi�
ness missions between the two countries.
Alexander Krasnoslabodtsev from the Department of
Monotown Development Programs, Monotown Development
Fund, shared his experience in attracting investments for
development of single�industry towns in Russia with several
case studies, highlighting the increasing dialog with
Canadian counterparts, such as federal and municipal gov�
ernment structures, as well as core enterprises in single�
industry towns, on this issue. Mr. Bystrov also noted that the
problem of single�industry towns is a common issue for both
Canada and Russia.
Musheg Aydinyan, Expert of the Moscow Export Center
(MEC), delivered a presentation on the financial and non�
financial measures, adopted by the Moscow City Govern�
ment and the MEC to support local enterprises in their efforts
to enter the international market and to increase the export of
their production abroad, particularly to the North American
market.
Marina Belskikh, Director General, International Business
Development Alliance, and CERBA Corporate Member,
talked about strategies and methods of entering the Ca�
nadian market for small and medium enterprises, the legal
framework for doing business in Canada and the available
financial support for exporters. She also noted the impor�
tance of knowledge of national and cultural aspects of doing

working relationship with Canadian entrepreneurs. During
her presentation, Ms. Belskih has also presented two of her
recent projects, called "Made by Women's Hands" and
"Eurasian Diaspora".
Alexander Myakota, General Director, Corporate Online
University, in his presentation reviewed the history and the
current state of trade and economic cooperation between
Russia and Canada, examined the stages of the standard
export project development and outlined promising areas for
development of business cooperation between the two
countries, such as the export of non�raw materials.
Mr. Konstantin Trofimov, former Trade Representative of
Russia in Canada, noted the Trade Mission's contribution to
the development of trade and investment cooperation
between Russia and Canada, made by providing entrepre�
neurs from both sides with professional advice and support�
ing their expansion to Canadian and Russian markets.
Presentations were followed by a Q&A session, during which
speakers answered questions from the audience and further
discussed the issues of bilateral business cooperation.

CERBA Ottawa chapter co�organized the conference "In
Search of New Eurasian Pragmatism: Regional Initiatives for
Regional Development". The conference focused on projects
initiated in the greater Eurasian area such as The Eurasian
Economic Union (EEU) and the Belt and Road Initiative (BRI),
as well as their links to other integration formats like the
Association of South Eastern Asian Nations (ASEAN). The
underlying goal was to identify the role of companies and the
private sectors in shaping up these projects and the busi�
ness potential for Canadian companies. The welcome words
were provided by Carleton's Professor Piotr Dutkiewicz and
CERBA National Chairman, Gilles Breton.
The first panel was formed by the Ambassador of Armenia,
Levon Martirosyan, the Deputy Minister of Foreign Affairs of
Belarus, Oleg Kravshenko, the Charge d'affaires of the
Embassy of Kazakhstan, Shokan Omarov, the Ambassador of
the Russian Federation, Alexander Darchiev, the Ambassador
of Mongolia, Yadmaa Ariunbold, and the Ambassador of
China, Lu Shaye. Representatives of EEU countries explained
how they believe the economic block is beneficial to their
countries and to business representatives because many rules
for investment and customs have been harmonised and there
is more competition between member countries to create an
attractive business climate.
The Ambassador to China explained some principles of the
Belt and Road Initiative and underlined that the project main�
ly aims at facilitating the movement of goods between China
and the rest of the world while deploring the current protec�
tionist trend in world trade.
The afternoon panel was devoted to business in both BRI
and EEU. Yana Lukasheh, Manager Government Affairs at
Bombardier Inc. provided an overview of the group's activi�
ties in Eurasian countries and the impact of these projects on
the company. Feizhen Lu, The CEO of Polaris Capital Power,
a fund for renewable energy projects, clean tech and IT infra�
structure, working with China and other neighboring coun�
tries, provided examples of the magnitude of BRI impact.
She explained how Canadian companies could engage with
BRI projects. Leo Xu, a trademark agent at Jones & Co. law
firm made a presentation on the integration of IP law in the
EEU and developments of IP protection in China. The last
presentation was made by the President of Positron Access,
Reg Weiser, who is in the process of establishing partial man�
ufacturing in Belarus of Internet signal boosters technology.
The strategy intends to leverage Belarus as a hub for further
sales in the Eurasian Union.
At the invitation of CERBA, the Minister and Head of the
Department for Foreign Economic and International Re�
lations of the Moscow City Government, Sergey Cheremin,
attended the Conference of Montreal, organized by the
International Economic Forum of the Americas. The Minister
took part in the panel "Towards a sustainable mobility future",
together with the mayor of Casablanca, the General
Manager of Car2Go, the President and CEO of the Canada
Infrastructure Bank, and the Minister of Transport of the
Province of Quebec.

Roughly 20% of global CO2 emissions come from the trans�
portation sector, and more than half the total emissions stem
from the use of individual vehicles. Looking at these figures,
the panel discussed innovative solutions that can be imple�
mented to promote collective and sustainable urban mobility.
They provided examples of how can we combine the expert�
ise of the private sector with ambitious public policies and
investments, and the challenges we must overcome to guar�
antee inclusive access to sustainable transportation for all
citizens.
Attendees of the conference, including the Quebec Minister
of Transport, were impressed by the speed at which Moscow
city is building public transport infrastructure. Mr. Cheremin
outlined how the city has opened dozens of metro stations in
the last five years, in addition to building a complete light rail
infrastructure and implemented the electrification of public
transportation.
CERBA supported the visit by organizing meetings with rep�
resentatives of the City of Montreal, as well as with the
Government of the province of Quebec. The visit of Mr.
Cheremin was the occasion to hold discussions on the re�
activation of the bilateral agreement between the city of
Moscow and the Government of the province of Quebec.
CERBA supported the idea of organizing economic activities
in the frame of the agreement. "This is a very good occasion
to build something positive with Moscow. Economic relations
have an important part to play in this relationship", noted
Sebastien Dakin, Director of CERBA's Montreal office.
A follow up visit of the Government of Moscow is planned in
2020 to promote the city in Canada.
The new Ambassador of Kazakhstan to Canada, Akylbek
Kamaldinov, visited Montreal, at the invitation of CERBA, to
meet companies active or interested in the Kazakh market.
CERBA Montreal chapter organized a two�day program to
visit prominent Montreal based companies and organiza�
tions.
The first stop was MDA Corporation, which manufactures
satellite payloads in Montreal. This was a follow up to the ini�
tial meeting with the Kazakhstan Deputy Minister of Defense
and Aerospace during the Kazakhstan�Canada Business
Council in June 2018. Kazakhstan is developing its home�
grown satellite production and they are discussing various
forms of collaboration on these programs. "I would like to
thank CERBA for organizing and facilitating the Ambas�
sador's visit to our facilities. We very much look forward to
develop the relationship and explore potential opportunities
with Kazakhstan's space industry", said Cristian Sternat,
Director of Business Development at MDA.
The second visit was Bombardier's Completion Center for
business jets in Ville St�Laurent. Following the reorganization
of Bombardier Aerospace division. The Ambassador showed
strong interest in Bombardier as a whole and expressed the
desire to engage with all divisions of the company, from air�
craft, to train and signalling.

The last meeting on May 12 was at the COOP Federee, the
largest agrifood in Quebec employing 18,000 people and
generating annual revenues of $9.2 Billion. The Kazakhstan
Embassy presented the agriculture sector of the country to
the General Secretary, Jean�Francois Harel, and the Vice
President Business Development, Simon Baillargeon.
"Agriculture sphere between Kazakhstan and Canada is the
main driver of bilateral cooperation and has a great potential
for growth", underlined Ambassador Kamaldinov. Colla�
boration was discussed in grain elevators business and meat
processing.
On May 13, the Ambassador met with the Principal of McGill
University, Suzanne Fortier, and the Dean of the School of
Continuing Studies, Carola Weil. McGill faculty of medicine
already has collaboration with Kazakh university Al�Farabi.
Discussions revolved around academic collaboration, student
exchanges, and professional trainings. McGill's principal men�
tioned that Kazakhstan and McGill had a point in common in
the person of Canada's Governor General, Julie Payette, a
McGill alumni and former astronaut who visited Kazakhstan on
many occasions. Many Canadian astronauts have launched
from Baikonur Cosmodrome located in Kazakhstan.
The last visit took place at the company Newtrax, a Montreal
company selling safety and communication equipment for
underground mines, namely in Kazakhstan. The Central
Asian country is one of the markets with the highest potential
of growth. The President of the company, Alexander
Cervinka, explained opportunities and challenges for a medi�
um sized company of doing business in Kazakhstan.
On April 19, the business event called "Green Economy �
Ecological development vector" was held at the "Green
Tower" business centre in Almaty, Kazakhstan.
It raised a discussion on important subjects and issues of the
modern world, such as:
• The implementation of the principles of green
economy in construction, business and education.
• How modern ecological strategies are implemented
in Kazakhstan.
• How to find a balance between the interests of business
and ecology?
• What is the "internal" ecology of a human being?
Within the green economy framework, the Canada Eurasia
Russia Business Association (CERBA) and Akimat of Almaty
city signed the Memorandum of Cooperation. This event
became the first step towards the initiation of the "Vancouver�
Almaty sister cities" plan.
CERBA Kazakhstan Chapter hosted a Canadian cocktail
reception on the premises of the Alberta Oil and Gas mission
to Atyrau at the KCBC Energy Conference Centre ("Chicago"
Loft Bar) on the eve of May the 12th.

It was an exceptional event that provided its attendees a
great opportunity to network and discuss various business
insights. The party gathered together not only the Oil & Gas
participants, but also the local Canadian companies already
present on the Kazakh market.
CERBA Kazakhstan would like to express its gratitude to

A special event devoted to women in business, called
"Health & Beauty Talk" was hosted by Ms. Gulmira
Tolganbayeva at "Green Tower" business centre in Almaty,
Kazakhstan on May 29.
As a main guest, Mrs. Zina Usleti, the certified coach on con�
scious nutrition and the author of the "Smart Beauty" pro�
gram, talked about the modern beauty industry and the
process of natural rejuvenation. She discussed the topic of
integrative nutrition, liver healing and women's health as cri�
tical for women in business. Furthermore, she discussed
what is behind the fear of aging and how to get rid of it.
The businesswomen of Almaty had a unique opportunity to
discuss major health and beauty management issues, how to
keep balance and be energised.
On June 28, CERBA Kazakhstan Chapter organized a "White
and Red Party" to celebrate Canada Day.
This year Canada's 152nd Birthday took place at the "Green
Tower" business centre with amazing mountain view on the
outside terrace in Almaty, Kazakhstan.
This event was supported and sponsored by CERBA mem�
bers: DENTONS, Green Tower, Condor Petroleum Inc.,
Falcon Oil&Gas Ltd., Schneider Group, CTP Equipment, Jori
companies and Mr Stan Quilty.
CERBA invited international organizations and companies,
general counsellors, and CERBA members to participate in
the Canada Day celebration. It featured Canadian style food,
live music, dancing and entertaining games.
The official part of the celebration was opened by Ms. Taskyn
Koshman, Regional Director of CERBA Kazakhstan, KCBC
Coordinator; Mr. Norman Storm, Chairman of CERBA Kazakh�
stan, General Director of Falcon Oil&Gas, and Mr. Darren Smith,
Senior Trade Commissioner of Global Affairs Canada. It was
followed by a fun quiz about Canadian traditions, history and
culture. CERBA Kazakhstan Chapter organized a special triv�
ia competitions with music and great prizes, and accompa�
nied all with tasty food and wines.
