IVAN- Kern & Fresno… Community based reporting network, with a working taskforce between Community Partners & Regulatory Agencies

“The Cerrill Report” was a document produced in 1984 by a consulting firm hired by the California Waste Management Board to assist toxic waste companies in placing their facilities with the least amount of political resistance. The report suggested that they target small rural communities whose residents are low income, older people, people with a high school education or less; communities with a high proportion of Catholic residents and communities whose residents are engaged in resource extractive industries such as industrial agriculture, mining, and forestry. Ideally, the report states “officials and companies should look for lower socioeconomic neighborhoods that are also in a heavy industrial area with little, if any, commercial activity”….

IVAN- Kern – Arvin Pipeline Leak

• 8 Home Evacuation in 2014- over 50 people in total

• Residents were out for 9 months • High concentration of gases – Some 23

times over the EPA limits. (Benzene) • The 1st sample was from community the

day of the evacuation • Gov. sampled at 3 weeks in. • DOGGR’s Enforcement case

I. Pipeline was under 3in diameter/ above 4.5 needs monitoring

II. DOGGR set civil penalties for $75,000 against Petro Capitol Resources (PCR)

III. 3 violations were citied: 1) failure to test pipe 2) failure to prevent leak 3) inadequate pipeline management plans . STILL PENDING!

• PCR appealed suit. • Community monitoring project launched. (Arvin &

Arvin High School footage, PCR is a Small Producers that produces less then 6k barrels per day. Therefore exempt from the majority of Air District emissions regulations. The nearest home and classroom is about 1000 ft away.
