CENSUS OF INDIAN PERIODICALS - A REVIEW OF INDIAN PERIODICALS, AN ANNOTATED GUIDE This is a critical review of the wIndianPeriodicals. an annotated guide?", 1969. The paper brings out a number of inaccuracies. and mistakes by way of showing wrong dates of commencement of titles. duplication through old and new titles, faulty titles. wrong classification of title s, inclusion of ceased titles and ghost titles. and finally. what is not easily seen. a number of important omissions. An important shift in the international bibliographical scene, specially after the two world wars. has been to discard the earlier concept of a 'single great inte rnational tool' and give more emphasis on the creation of a number of fully dependable 'national wholes'. This shift of emphasis is clearly seen in the very important activity of compilation of directories of periodicals. Surely, the emphasis is on the compilation of national directorie s, 1£the re have been wide variations in our estimates of the number of periodicals being published in the contemporary world and if we do not know the exact number of them at any particular point of time, surely. the solution lies in the compilation of more national directories. As in other countries, a number of such compilations have been made in India also. The latest attempt in this field is the "Indian Periodicals. an ann ot a.ted guide" pub- lished in 1969 [1]. This has been a very welcome addition to the growing volume of Indian bibliographical tools. But, like all its predecessors, this also shows the enormous difficulties and pitfalls inherent in such a compilation. With the appearance ot the Indian Periodicals: an annotated guide (referred to hereinafter as the Guide), a long felt need of the l ib r a r ian s , especially of India, is fulfUled. Notwithstanding a few not -too- se rious short- comings here and there, this guide is a rnajor improvement over its predecessors, not only in its presentation, but also in its coverage. Many titles like Harvestor, Geos, etc., not cove r ed by any of the conventional reference tools, have found place in the Guide. In addition. copious see references have been provided to bring all related titles under each heading. No sincere effort in this world is ever without a blemish. This guide is also no exception. The shortcomings in the case of scientific periodicals, which have come to the notice of the author are detailed below with the hope that the next edition of this publication will be devoid of these shortcomings. Serial Numbers Each entry in the guide, be it a main entry or a see reference, has been assigned with a serial no. As a result, the last se r ial no. in the Guide 1. e. 5121, does not give any idea as to the number of periodicals listed. It has been found that as many as 847 entries, to which se rial nos. have been as signed are only see references. Besides this, in a number of cases, the same title has been entered with detailed information under different heads, resulting in duplicities or triplicities of entries. Inclusion of quite a few ceased titles has also contribu- ted towards the inflation of serial numbers. Taking account of all these factors, it can be assumed that the total number of periodicals cove red by the Guide will be in the vicinity of 4000. 3\

In addition. copious seereferences have been provided to bring allrelated titles under each heading.

No sincere effort in this world is everwithout a blemish. This guide is also noexception. The shortcomings in the case ofscientific periodicals, which have come to thenotice of the author are detailed below with thehope that the next edition of this publication willbe devoid of these shortcomings.

Date of Starting

Ascertaini.ng the date of starting ofIndian periodicals is a perplexing problem. Ina stupendously large number of cases. the dateof starting for the same periodical variesfrom source to source. As for example. thedate of starting of Madras Medical Journal is1913 as per British Union Catalogue of Perio-dicals. Scientific Serials in Australian Libra-ries, 8<Union List of Serials in Libraries ofthe United States and Canada. It is 1918 as perA. Neelameghan's "Development of MedicalSocieties and Medical Periodicals in India.1780 to 1920". 1925 as pe r the Press in India.1913 and 1930 as per the Retrospective Biblio-

graphy of the Learned Periodicals of Asia, byDr S.R. Ranganathan 8<others; and 1957 as perDirectory of Indian Scientific Pe riodicals. The reare hundreds of other cases like this. Onecan wishfully think that the authorities bringingout the publication, can possibly supply thecorrect date. But in many cases, speciCicallyin the cases of old periodicals it is not so.

In the circumstances. it is quite naturalthat the compilers have failed in many cases togive the correct date and in a large number ofcases. the date of starting of periodicals. Thefollowing 1ist provides the correct date ofstarting of 90 periodicals.

Entries under Old and New Titles

Changes of titles in the domain of periodicals are so frequent as to baffle even thesincerest attempts of bringing out a list with the latest titles. In the Guide, a large numberof periodicals have been entered under their old titles, and in some casf'S both under old andnew titles. Changes in titles which took place after the middle of 1909 have not obviously beentaken into account in this analysis as the Guide was published in August 1969.

Classification of journals relating to Forestry and Timber Industry under Agriculturedoes not seem quite all right. It would have been better if those journals were put unde rsome such heading as Forestry and Timber Industry. Headings like Chemicals and ChemicalTechnology, Engineering, and Technology have created lot of confusion. A few titles included in the Guide has in fact ceased publication. The following tableenlists those titles.

Glaring Omissions

The claim that the Directory of Indian Scientific Periodicals, 1968 has been tapped isbelied when it is found that a large number of titles included in the Directory have f ourrdnoplace in the Guide. It will also be found from the list that most of the journals left over areimportant journals, and are listed almost in all conventional reference tools.

It is not known how many foreign titles have infiltrated into this Guide, at least one suchtitle i,e. Tribhuvan University, Journal has come to the notice of the author.

Inadequate See References

Despite numerous see references provided in the Guide. see references in some areasare inordinately inadequate. As for example. under the heading Physical Sciences seereference has been provided only for the periodical Journal of Mathematical and PhysicalSciences, and there is no mention about the following: 1) Indian Academy of Sciences,Section A - Physical Sciences; 2) National Institute of Sciences of India [now Indian NationalScience Academy], Proceedings, Part A - Physical Sciences; 3) Madhya Bharati, Part 2,Section A - Physical Sciences. Section A of the Proceedings of the National Academy ofSciences, and Pt. A - Labdev - Journal of Science and Technology, not covered by the Guide.are also devoted to Physical Sciences. Though Section B/Part B of all the above mentionedperiodicals are devoted to Biological Sciences, yet no mention of these periodicals has beenmade under the heading Biology!

Scattering

Periodicals pertaining to same subject have been scattered under various headings. Asfor example, periodicals on Science in general have been scattered under as many as sixheadings, viz. 1) Abstracting, Indexing and Bibliography (e. g. Indian Science Abstracts); 2)Embassy Journals (e. g. Science and Research in Netherlands); 3) General Periodicals (e. g.Visva Bharati Annals, Part 2 - Science); 4) History and Indology (e. g. Journal of the AsiaticSociety - Science and Letters); 5) House Organs and Newsletters (e. g. Science Newsletter,Hyderabad Science Association); and 6) Science. Similarly periodicals on Agriculture,Engineering.Medicine, etc. have also been scattered under a number of headings. Scatteringof periodicals under various heads to some extent is inevitable. But at the same time mini-mum scattering is desirable to increase the usefulness of the publication. Choice of appro-priate headings, and abolition of unnecessary ones can reduce the scattering to a great extent.
