NOTICE IS HEREBY GIVEN that the City Council of the City of Carmine, Texas will convene at its regular meeting place in the City Hall in Car-mine, Texas, at 6:00 P.M., Car-mine, Texas time on March 18, 2019, and, during such meeting, the City Council will consider the passage of an ordinance or ordinances and take such oth-er actions as may be deemed necessary to authorize the is-suance of one or more series of certifi cates of obligation in an aggregate principal amount not to exceed $607,000 for the purpose or purposes of paying contractual obligations of the City to be incurred for mak-ing permanent public improve-ments and for other public pur-poses, to-wit: (1) expansion to the City’s wastewater treatment plant system, including incor-poration of an additional pond into the system; pond sludge removal; modifi cations to the facultative lagoon, the holding pond, and the additional pond; and modifi cation and expansion

to the existing pumping and ir-rigation infrastructure, (2) the purchase of materials, supplies, equipment, landscaping, land, and rights-of-way for authorized needs and purposes relating to these capital improvements, and (3) the payment of professional services related to the design, permitting, construction, proj-ect management, and fi nancing of the aforementioned projects. The certifi cates of obligation (the Certifi cates) will be payable from the levy of an annual ad valorem tax, within the limita-tions prescribed by law, upon all taxable property within the City and from a lien on and pledge of certain revenues derived by the City from the operation of the City’s sanitary sewer sys-tem. The Certifi cates are to be issued, and this notice is given, under and pursuant to the provi-sions of the Certifi cate of Obli-gation Act of 1971, as amended, Texas Local Government Code Section 271.041 through Sec-tion 271.064 and Chapter 1502, as amended, Texas Government Code.
