REFINING THE VISIONRESPONSIVE LOCAL GOVERNANCE:

When Mayor Ramil L. Gentugaya assumed office in July 2016 as the 11th Municipal Mayor,

he envisioned Monkayo a community of free, healthy, prosperous, and disciplined citizens living in a community of peace and equality before the law. A year later, his administration affirmed its promise to the municipality’s electorate by setting a common direction in the development of the municipality and embarking on his program of government by spearheading a stronger brand of public service through Responsive Local Governance, carrying his initials. He articulated a commitment to deliver projects, programs and activities for the societal well-being, transformational leadership, institutional reforms, increase economic growth and reduction of inequalities.

In order to realize the vision, his administration made major strides to swiftly move from commitments to action by encompassing the following critical guideposts:

1. Transparency (Dayag nga Pagdumala)“As a public office is a public trust, this leadership shall ensure that your money does not end up in somebody else’s pocket. In short, there shall be neither corruption nor undue enrichment during my watch. The operative terms in my administration shall be honesty and transparency. Anything below or outside is simply unacceptable. I shall guard your money as my life, and make sure that every centavo of it is judiciously and equitably spent, to everyone’s knowledge.”

2. Participation and Consultation (Pakighilambigit ug Konsultasyon)“I subscribe to the belief that the people know what they need. It is therefore incumbent upon the government to ask and listen and act accordingly. This admin is t ra t ion shall not u n d e r t a k e , much less approve useless government spending or approval of any project that has not undergone genuine and thorough public consultation. Let me, however, remind everyone that the resources of the LGU are limited and that the essence of consultation is an equitable distribution of these resources.”

3. Relationship and Access (Pakig-relasyon ug ang Agianan sa mga Ayuda)“Running a government is like a family. One key to effective parenting is to establish a healthy relationship with your children by maintaining close and constant communication.”

Moreover, Mayor Gentugaya laid out his blueprint for development through the formulation of the Comprehensive Development Plan (CDP) 2017-2022 and Executive-Legislative Agenda (ELA) 2016-2019. The CDP is a comprehensive multi-sectoral development plan integrating investment programming, budgeting and revenue administration that reflects the immediate, medium and long-term responses of the changes the municipality wants to be experienced by its people. While the ELA

contains the major development thrusts and priorities of both the executive and the legislative departments of LGU Monkayo that is mutually developed and agreed upon in consultation with the various

s t a k e h o l d e r s towards the attainment of the common vision to develop the m u n i c i p a l i t y . These plans are

a realistic translation of programs and projects that would provide the needed socio-economic upliftment of the inhabitants of Monkayo.

The plans' key standpoints are: (a) citizen’s capacity to engage in decision-making, (b) right to public information, (c) protection against crime and violence, (d) equitable social services, (e) competitive local investment climate, (f) education, arts and culture, and sports development, (g) livelihood, employment, and human development, (h) peace and order and public safety, (i) cleanliness and environmental protection and preservation, ( j) transparency, accountability and responsive local governance, and, (k) disaster-resilience and climate-change adaptation.

Conversely, the mayor reiterated that the bigger challenge still lies ahead - the realization of his blueprint of development. He encourages every Monkayoan to pick a role and work out to get the plans moving by taking part in the noble deed of implementing the plans and making it work.

In line with the validation for the Seal of Good Local Governance (SGLG), Mayor Ramil L. Gentugaya led the Local Governance Performance Management System (LGPMS) Team in presenting to the Regional Assessment Team of the Department of Interior and Local Government (DILG). The serious discussion on matters of good local governance happened last June 08, 2017 at Function Hall, Roofdeck, Municipal Hall Building, Poblacion, Monkayo, Compostela Valley.

In order to be conferred with the seal, the LGU needs to comply with the overall assessment criteria of “4+1” principle set by the DILG wherein it’s a requisite to meet all the requirements provided under the four core areas namely Financial Administration, Disaster Preparedness, Social Protection, and Peace and Order. Moreover, as provided under the DILG Memorandum Circular 2017-53, the LGU must also pass at least one essential area among the areas of Business-Friendliness and Competitiveness, Environmental Protection, and Tourism, Culture, and the Arts.

SGLG introduces mechanisms for the LGUs “to be able to provide services and be responsive to various other needs” of their constituents and in an effort to further strengthen accountability at the local level and tracks their compliance to the performance criteria. The Seal of Good Local Governance is a derivative and improved version of the Seal of Good Housekeeping of which the municipality is a recipient thereof.

The SGLG Regional Assessment Team toured around the LGU’s offices and facilities like the Municipal Health Office, Municipal Disaster Risk Reduction and Management Office’s Operations Center, Municipal Overland Transport Terminal, Municipal Social Welfare and Development Office, Monkayo Women Development Center and Monkayo College of Arts, Sciences and Technology.

At the exit conference, Mayor Gentugaya expresses gratitude to the assessment team from Davao Oriental composed of Ms. Lucenita L. Niez, Mr. Heherson I. Rosalem, Ms. Marites Obatonon and Mr. Ludovico B. Abellar, for their constructive feedback on the LGU’s performance and assures its full commitment in producing the additional requirements. The mayor also highlighted the cooperation among the LGPMS team for their efforts in doing the rigorous work required in the evaluation and mentioned that there’s a lot of things to do in taking extra efforts to raise the standards of services.

All qualified LGUs will be conferred with a 2017 SGLG marker and a cash incentive through the Performance Challenge Fund (PCF) to finance local development initiatives. Conferment of the Seal will be held in October 2017 as part of the anniversary

MONKAYO GEARS UP TOWARD GOOD GOVERNANCE

One of the strategies brought by the new administration in disaster monitoring and assessment is the utilization of personalized drones as aerial technique technological innovations in providing real-time information during natural calamities especially flash floods.

According to phys.org, drones or Unmanned Aerial Vehicles (UAVs), have become increasingly popular over the last half dozen years or so among amateur aeronautical aficionados, engineers and generally anyone fascinated with relatively inexpensive flying machines. Drones can be used for a number of applications including civilian and military purposes. Monitoring and surveillance are two of the biggest uses for drones.

The use of drone allows the Local Incident Management Team of the Municipal Disaster Risk Reduction and Management

Council (MDRRMC) to closely keep track of the areas affected by flash floods due to the heavy rains caused by a low-pressure area (LPA), tropical depression and some torrential rains experienced by the municipality in January and February 2017. It collected quick beneficial details, tailored an appropriate mechanism and the ability to managed tasks quickly.

The drone hovered above the major flooded areas unveiling the position on the surface and took photos that can be difficult with the current conventional and ground observations. This improved mapping of the extent of flooding events and validates the damages.

Moreover, Mayor Gentugaya used this technology to personally monitor the progress of various construction projects in the municipality.

TAKING TO THE SKIES INMANAGING FLOOD RISK

With the aim to create enabling communities to further develop their capacities towards mitigating the adverse impacts of disasters and climate change, the Local Government Unit of Monkayo conducted its first Disaster Risk Reduction Summit dubbed as Listong Pamayanan Summit 2017 on April 29, 2017 at the Monkayo Recreation Center.

Mrs. Alicia C. Cabunoc, Municipal Disaster Risk Reduction Management Officer (MDRRMO), challenged the 2,500 Community Disaster Volunteers to strengthen their significant roles in providing early warning system (pagpahibalo sa katawhan), advocacy (paghatag ug kasayuran sa mga katawhan), evacuation (pagpahiluna sa mga apektadong katawhan) and emergency/disaster response (pagresponde sa apektadong katawhan).

Mr. Raul P. Villocino, Provincial Disaster Risk Reduction Management Officer (PDRRMO), lauded the leadership of Mayor Gentugaya for organizing the activity as it is the first in the province and in Davao region. He informed the volunteers on the potential impacts of

climate change and climate hazards to most vulnerable sectors. He further stressed that Monkayo is susceptible to flooding, landslides, earthquake, and drought.

Mayor Gentugaya reminded the attendees to be alert, knowledgeable and ready at all times. He also led the pledge of commitment supporting the local initiatives to ensure safer, cleaner and healthier environment and respond to climate change and other disaster-related impacts affecting their respective communities.

LGU INTENSIFIES DISASTER PREPAREDNESS

“Makanunayong Pag-amping sa Kinaiyahan ubos sa Responsive Local Governance sa Lungsod sa Monkayo” emphasizes the need of the barangays to preserve and protect the environment through the promotion of 4Rs strategies (reduce, reuse, recycle and replenish) by providing needed awareness, knowledge, education and stewardship towards local, national and global environmental issues and shift into more environment-friendly and resource-efficient approach such as using biodegradable products and avoiding the use of harmful chemicals.

Around 235 participants endured the early-morning cold at the Municipal Hall Building grounds on June 01, 2017 participating in the Municipal Fun Walk for Environment and Zumba exercises and converged for the opening ceremony in raising awareness and providing opportunity for community stakeholders to get involve in the efforts towards a safe and sound environment, as part of celebrations for the Philippine Environment Month. The activity is participated by local and national government agencies, women council, business sectors, civil society groups, academic institutions and

that aside from the fun walk, there were many activities lined up by the local government to drumbeat the celebration such as tree growing, simultaneous clean-up drive and beautification through Bayan Ko, Linis Ko Program, Eco-Fundraising Garage Bazaar, Search for Mr. and Ms. Kalikasan, Search for Cleanest and Greenest Barangay, launching of Search for Most Eco-Friendly/5S Office and information campaign focused on climate change adaptation and mitigation. Afterward, Mayor Gentugaya and local officials awarded the winners of the fun walk and acknowledged the contributions and support of various stakeholders in the implementation of environmental policies in the municipality. The winners were: Adult Category – Noel Resuelo and Myrna Reyes, 1st Place; Ramil Galindo and Janice Cabral, 2nd Place; and, Noel Hunsen and Nenita Malinao, 3rd Place; Youth Category – Melchor Tibas, Jr. and Remalyn Espiritu, 1st Place; Joel Dinagit, Jr. and Bronzel Frenchjane Regidor, 2nd Place; and Harry James Pedrosa, 3rd Place.

One of the highlights of the month-long celebration is the inter-barangay Search for Mr.

and Ms. Kalikasan 2017 held at the Municipal Gymnasium, Poblacion on June 25, 2017, in the evening. Mr. Jeckris T. Solarte of Brgy. Naboc and Ms. Florelyne S. Villamor of Brgy. Upper-ulip adjudged as Mr. and Ms. Kalikasan 2017, respectively. Other winners include Mr. Louie I. Ibañez of Brgy. Inambatan and Ms. Ma. Lourdes Lubanan of Brgy. Haguimitan, 1st Runners-up; Mr. Christian Rein B. Huerte of Brgy. Haguimitan and Ms. Giana Kyla S. Gonzaga of Brgy. Union, 2nd Runners-up; Mr. Raymart D. Pasaol and Ms. Erika Maylene N. Ocampo both from Brgy. Poblacion, 3rd Runners-up; and, Mr. Vincent John Boctoto of Brgy. Baylo and Ms. Merry Grace C. Pauilet of Brgy. Casoon, 4th Runners-up. Also, Brgy. Poblacion, Brgy. Olaycon and Brgy. Rizal bagged the 1st place, 2nd place and 3rd place award, respectively for the Search for Cleanest and Greenest Barangay

The month of June of each year is declared as the Philippine Environment Month by virtue of Presidential Proclamation No. 237 signed in 1998 by then President Corazon C. Aquino and every 25th day of June every is proclaimed as Araw ng Kalikasan pursuant to

Municipal Ordinance no. 04-2012.

The Municipality of Monkayo shone brightly in the various events and competitions of the 10th Bulawan Festival and Compostela Valley province’s

19th founding anniversary on March 04-08, 2017 at the Capitol Grounds, Cabidianan, Nabunturan, Compostela Valley.

Dubbed as the festival of gold, Bulawan Festival is a provincial celebration of thanksgiving, a unified government, sustained good harvests, abundant resources and a promise of a golden future. It is a very important occasion and an annual event celebrated by the 11 municipalities to commemorate the foundation of the place as a province.

Through the leadership of Mayor Ramil L. Gentugaya, the municipality pooled its talented and skilled groups and individuals who showed a unique level of showmanship and ingenuity to participate in the different activities lined-up by the Provincial Government

Sidney Rec Manginsay, Extemporaneous Speaking, 3rd Place; Ms. Rochelle Prieto, On-the-Spot Doodle Making Contest, 3rd Place; Mr. Florante Nacionales, Mr. Recan Bart Lubanan, Mr. Nergie Cabusora, Mr. Glennis Rojo and Mr. Jayr Artiaga, Recyclo-Motion Fashion Motion Contest, 2nd Place; and, Sayaw sa Kapatagan, 2nd Place. It was participated by students and young professionals such as the Pag-asa Youth Association of the Philippines (PYAP), Provincial Youth Development Council (PYDC), Comval Scholarship Program (CVSP), Special Program for Employment of Students (SPES), 4H, Tribal and Muslim youth groups to honor their active involvement in community development.

On March 05, 2017, the Governor’s Award for Excellence awarded three (3) Monkayoans who have demonstrated exceptional achievements and outstanding contributions that bring substantial benefits to society and distinct honor to the province. The Awardees for Excellence include Mrs. Mercy S. Aritunza (Health and Wellness), Mayor Ramil Gentugaya (Public Service) and Ms. Shaira Hope D. Rivera (Sports) who individually received Php 5,000.00 and a Plaque of Recognition.

At night, Mutya ng Monkayo 2016 Ms. Elaine Michelle M. Mascariñas, brought honor and pride to the municipality as she was proclaimed 2nd Runner-up in the Bulawan Festival Queen where she effortlessly displayed her dancing prowess and excellent communication skills, and took home Php 20,000.00, trophy and sash.

During the LGU PinaSikat featuring Sayawitarama Competition on March 06, 2017, the selected employees of the Local Government Unit of Monkayo with the special participation of Mayor Gentugaya and Hon. Burgos toppled down the other entries as they bagged 1st Place and took home Php 75,000.00 in their poignant contemporary interpretation of environmental degradation and the government’s role in intensifying its role towards its preservation and protection.

Mr. Jlou Claide S. Florentino, Garbo Monkayo 2016, once again proved his vocal agility as he singlehandedly won the top prize of the night on March 7, 2017, when he was announced the new Garbo Comvalenyo (Season 8) Champion. He received Php 30,000 cash prize, a plaque, and a CVSP Scholarship. Mr. Florentino is the third winner from the municipality since the inception of this annual provincial singing competition in March 2009.

On March 08, 2017, the women representatives of the municipality placed third (3rd) in the Bulawanong Kasumaran sa Kababayen-an Dance Craze Competition besting other entries and they received Php 8,000.00. Ms. Jacquiline S. Basañes (wife of Hon. Joel B. Basañes II) won the ComVal Women Next Top Model and Beautyderm Ambassadress where she confidently sashayed the avant-garde attire inspired from rattan designed by Mrs. Evelyn R. delos Reyes and her daughter Tessa.

In the afternoon, the students of Monkayo National High School who represented the municipality were adjudged 1st Runner-up as they masterfully showcased their innovative choreography, intense dancing skills, colorful costumes and lavish production design in the Bulawanong Pasundayag (Streetdancing Competition), a street dancing extravaganza depicting the abundance of gold mineral deposits, bountiful harvest and the golden heart of the people of Compostela Valley. They received Php 100,000.00 and additional Php 15,000.00 as the Best in Costume Designer.

The Monkayo Association of Person’s with Disability (MonkAsPeD) lauded as Best in Jewelry Display for attractive and innovative display of jewelry products during the Ginto at Pilak Jewelry Exposition. Also, the mayor commended the other jewelry exhibitors from the Municipality of Monkayo, namely: Monkayo Jewelers Association, Loy’s Goldsmith and Alma Gold and Silver Design for their active participation.

Moreover, the municipality actively participated in other activities such as Handicraft Making Contest, 1st Governor’s Shootfest (Pistol and Practical Rimfire Rifle Shooting Competition), 1st Fire Fighting and Rescue Olympics, Bayani Run, Barangayanihan Mass Dance Competition and Al’law ng Kalumonan.

As a gesture of thanksgiving for this feat, Mayor Gentugaya invited the winners and members of the working committee at their home for a simple banquet to personally thank them for putting an enormous amount of passion and commitment and for the special support for him as this is his first Bulawan Festival as mayor of the municipality. With the theme “We Make Change Work for Women”, the GAD Focal Point System (GADFPS) of the Local Government Unit of Monkayo through the Municipal Women and Development Council (MWDC) headed by GAD Focal Person Hon. Joanna Aileen A. Gentugaya organized a series of activities and other initiatives highlighting the key foundations on partnership for change and full implementation of the RA 9710 otherwise known as Magna Carta for Women.

Provided by the Philippine Council of Women, this year’s celebration aimed to: (1) inform and engage women as stakeholders of government programs and services to promote citizen-centric governance and make “change” a conscious effort to know, understand, and provide what all citizens need; (2) create and facilitate platforms to discuss good practices, gaps, challenges, and commitments in pursuing gender and development; and (3) inspire and

empower women and girls to be agents of change.

To attain these objectives, the GADFPS and MWDC organized physical fitness, series of orientation about gender and development, attendance to the Provincial Women’s Summit and HE walks in HER shoe parade.

The annual conduct of the National Women’s Month Celebration gave due recognition to the contributions of Filipino women in our society pursuant to Proclamation No. 224 s. 1988 declaring the first week of March each year as Women’s Week and March 8 as Women’s Rights and International Peace Day; Proclamation No. 227 s. 1988 providing for the observance of the Month of March as Women’s Role in History Month; and Republic Act (RA) 6949 series 1990 declaring March 8 of every year as National Women’s Day. MWDC CELEBRATES WOMEN’S MONTH

The Department of Agriculture Regional Field Office XI together with the Provincial Government of Compostela Valley’s Provincial Agriculture Office and Local Government Unit of Monkayo hold the Bulawanong Ani sa Compostela Valley on March 22, 2017, at Meroy’s Farm in Tubo-tubo, Monkayo, Compostela Valley. It is a harvest festival showcasing a 10-hectare Compact Inbred Rice Techno Demonstration with the theme “Sa Makanunayong Pagtuon sa Teknolohiya sa Pagpanguma, Dako nga Abot Makab-ot Ta.”

Attending the ceremonial harvest are the municipal officials led by Mayor Ramil Gentugaya, provincial officials represented by Vice Governor Manuel Zamora, Department of Agriculture (DA-RFOXI) officials led by Engr. Ricardo M. Oñate-OIC Regional Executive Director, Engr. Carlito Carasco-NIA Manager, Dr. Rolando Simene-Provincial Agriculturist, Dr. Christopher Edjic-Municipal Agriculturist, Lt. Col. Mayor Gentugaya assured the farmers and guests that his administration will demonstrate its continued support to the local agriculture sector through the provision of farm inputs, strengthening of agricultural extension programs and other technical assistance to boost farm incomes and ensure food sufficiency in Monkayo. LGU partakes in Brigada Eskwela

Ensuring the smooth opening of classes in the municipality, the LGU of Monkayo under the responsive leadership of Mayor Ramil L. Gentugaya donated and distributed construction materials to the elementary and secondary schools in support to the country’s Brigada Eskwela 2017 with the theme “Isang DepEd, Isang Pamayanan, Isang Bayanihan Para sa Handa at Ligtas na Paaralan” from May 15 to 20, 2017.

The said construction materials (i.e. plywood, cement, paint) were personally delivered by Hon. Domingo Estrada, Hon. Jocelyn Burgos, Hon. Ronald Manzano and Hon. Miguel Labrador to the various schools on May 4-5, 2017.

On May 15, 2017, Mayor Gentugaya and Hon. Joanna Aileen A. Gentugaya attended the Fun Run and launching program of Brigada Eskwela 2017 organized by the Monkayo Central Elementary School and Monkayo National High School.

And to assure the implementation of Brigada Eskwela in the municipality, Mayor Gentugaya personally visited and monitored the schools in the barangays and met the local volunteers as he strongly supports this annual week-long bayanihan initiative together with Hon. Domingo Estrada, Hon. Joel Basañes II, and P/Supt. Jerry Abrogina on May 16, 2017.

It is said that the success of its implementation lies in the collaborative effort of school heads, private partners, local government units, and the community members, including parents and students. And one of the manifestations is the recognition of Monkayo Central Elementary School as 2nd Placer (Mega Category) and Baylo Elementary School as 5th Placer (Medium Category) in the Division Brigada Eskwela Best Implementing Schools.

The Brigada Eskwela is the National Schools’ Maintenance Week that aims to assemble an army of volunteers to repair

and prepare classrooms and bring together all education stakeholders to participate and contribute their time, effort and resources to prepare public school facilities ready for the opening of the school year in June 2017. It is also known as the Bayanihan Para Sa Paaralan, a nationwide voluntary effort of teachers, parents, students, community members, and other organizations to do minor repairs and clean-ups in their schools in preparation for the start of the school year.

This week-long event began in 2003 as part of the Oplan Balik Eskwela Program and National Maintenance Week of the Department of Education (DepEd). In an official press release published in DepEd’s official website (www.deped.gov.ph), it encourages volunteers to give out their time, effort, and even donate materials such as paint, cement, lumber and other materials, which could be used for minor repairs of the buildings.

WAR ON DRUGS: OPLAN LIWANAG REHABILITATION PROGRAM

In support to the War on Drugs campaign of President Rodrigo Duterte, the Provincial Government of Compostela Valley initiated its community-based transformative intervention program through Oplan Liwanag Rehabilitation Program. It was adopted by the Local Government Unit of Monkayo and conducted its pilot sessions in Barangay

Poblacion on March 16, 2017.It aimed to provide a two-month

rehabilitation and reformation program to the 78 (77 males and 1 female) Voluntary Surrenderers for Reform (VSR) as presented by Mrs. Janet Panilag, Municipal Social Welfare and Development Officer, during the culmination program on May 29, 2017.

Full support in the local and provincial activities. The past Araw ng Monkayo and the recently concluded Bulawan Festival have shown how the Local Government Unit geared up the level of participation thus revealing the true prowess of the Monkayoans.

Infrastructures built, new local legislations implemented, awards won - these and other events highlight the past 10 months in the Municipality of Monkayo as picked by the 3,387 students of Monkayo National High School.

So many improvements, only a few slots. The students’ selections run the array from school to local to provincial accomplishments. There are many developments but infrastructure development takes the top spot and followed by the strong support the LGU showcases in various programs and activities. Here are the top 5 students’ favorite improvements within the municipality:

Chairs. School year 2016- 2017 started well with the delivery of armchairs in the school. With the growing population of the school, the chairs helped ensure that many of the students can be comfortably accommodated in their learning spaces.

Development plans for school. The Local Chief Executive has been very vocal with his earnest desire to assist the improvement of the school. In fact, he has already taken expressed his ideas on how to enhance several areas of the school. Indeed, MNHS is looking forward to his support during the Brigada Eskwela 2017.

Ticket patronage during the Students’ Day Celebration, additional financial provision in the athletics and full-blown funding in the Bulawanong Kasumaran 2017 marked the complete and sincere support of the local chief executive in the school programs and activities.

Cancellation of classes during heavy rains. When heavy rains lambasted Compostela Valley at the beginning of 2017, students appreciated the timely cancellation of classes thus ensuring them that their safety is one of the priorities of the LGU.

Presence in the school. With the visibility of the Local Chief Executive and other Local Government Officials and representatives in the school, students have seen that they are also given importance.

Included in the program, the VSRs were taught on the renewal of the personhood and strengthening of the family and life skills enhancement. It is a series of rehabilitation sessions handled by pastors and other church leaders. Activities under the rehabilitation program include community service, beautification, tree-planting, and livelihood training.

What’s missing? Of course, the students’ top 5 special requests are (1) free Wifi within the campus, (2) scholarship programs, (3) water supply (for the comfort rooms), (4) overpass, and (5) classroom improvements.

RLG STRENGTHENSINFRASTRUCTURE DEVELOPMENT

The responsive local government of Mayor Gentugaya has engaged key strides to create an enabling environment by boosting the business climate, encouraging investment, and improving the image of Monkayo among investors and the business community because he believed that poor infrastructure will severely weaken the economic competitiveness of the municipality.

Significant amount of public money has been earmarked this year to bolster the budget for public investment in upgrading physical infrastructure in Monkayo such as road concreting and rehabilitation, drainage development and flood control, evacuation centers, fencing of government center, improvement and construction of market commercial stalls and terminal, completion of infirmary and birthing facility, improvement of MonCAST buildings and other structures, construction of agri-trading post and among others.

Unmistakably, the signs of development are visible across the municipality with the satisfied citizenry, better infrastructure investments and responsive governance. And, the mayor shows no sign of slowing down.
