Description The cadastre is a technical term for a set of
records showing the extent, value and
ownership (or another basis for use or
occupancy) of land. In India, most of the
cadastral records are very old (post-
independence) and also available in hard
copy. To preser ve and continuous
upgradation of these records, Government
of India come up with cadastral reform
program, i.e. Digital India Land Record
Reform Program (DILRMP). The primary aim
of this program is the computerisation of
records, strengthening of revenue system
and upgradation of old land records.

To create a new database, we need to refer the
old maps so that we can superimpose the latest
data. Scanning is a process of converting paper
documents into digital copy which can be easily
integrated as a part of the database. Also, the
preservation of the hard copy map is tricky.

Scanning of old Cadastral Records
After scanning, digitisation of cadastral maps is
done using any GIS software along with assigning
a projection to these maps. Extraction of features
like village parcel/ survey polygons, water bodies,
etc. and corresponding attributes such as survey
numbers available in the cadastral map.
Mutation of a property is the transfer or change of
title entry in revenue records of the local
municipal corporation.
Survey & Re-Survey
Mutation of Records
Through field survey, we identify Ground Control
Points (using GPS/DGPS) that are used to
Georeference cadastral maps. Further survey
numbers are attached to each of these polygons.
A Resurvey is an examination of property lines
made when the surveyor has found a previous
survey of the subject property. Resurvey of the
cadastral maps is essential to ensure that the
boundaries created or re-established continue to
control rights vested in the lands affected.
Integration of Textual (online RoR) and Spatial Data
ROR refers to Records of Rights. The plot
numbers are transferred from the geo-
referenced cadastral map as well as from data
collected from the tehsils (administrative Centre)
for the mutated plots. ROR data for the specific
area are linked with plot vector for finalisation of
the geodatabase.
Application Development
Customized WEBGIS portal is used to visualise,
store, update and print the cadastral maps.
