Introduction
In India, about 80% of the rural population lack safe and piped drinking water supply facility. In this context, Government of India has launched a scheme ‘Jal Jeevan Mission’ and is keen to finish the work by the end of year 2024. Owing to this, State water and Sanitation Mission (SWSM), Govt. of Uttar Pradesh has proposed to implement this Program. The scope of area covers all 18 Revenue Divisions having 75 Districts in the State of Uttar Pradesh.
1. Background
SWSM has taken up implementation of the various Rural Water Supply Projects in the state
under the Jal Jeevan Mission for all 75 districts of the state divided in 18 clusters. The
projects are being implemented in a phased manner. For this purpose, it has been decided
to appoint a consultant to provide Consultancy Services to State Water and Sanitation
Mission, Department of Rural Development, GOUP for Third Party Inspection (TPI) and
Monitoring of Physical & Financial Progress of Various Rural Water Supply Projects
comprising of tube wells/ WTP with its rising/ pressure mains, overhead tanks (OHT),
distribution pipelines, individual house connections, public stand posts, booster Pumping
Stations etc.
2. Objective of the Project
The objective of the assignment is to ensure quality, timely completion of projects within the budgeted costs without cost and time overrun. The main job of the TPI appointed by State Water Sanitation Mission, Department of Rural Development, and GROUP is to work as an extended arm of SWSM in the technical and contractual issues connected with the implementation of the project. The major activities involved are inspection of construction work such as sample checking of test reports of material used for construction, quality measures adopted in the field, safety measure adopted and payment for labour by the executing agency at the time of construction, also quantity and quality of works executed as per bill for payment claimed, checking of functioning of the infrastructure during trial run and making recommendation of the payment of work executed shall be done. Besides ensuring implementation of environmental and social covenants, reviewing and certifying stages of works shall also be conducted by the consultant. Duration of the project is 24 months from the date of receipt of work order. Services of TPI are required in the following major activities

submission of monthly reports.
Inspection of Machineries & electromechanical equipment.
Monitoring of Physical & Financial Progress.
Documentation of the above said activities.

3. CTL understanding of Terms of reference (TOR) & Scope of Service
We appreciate the intention and efforts of the Government of UP and its Implementing
Agency SWSM to achieve the objective of the Jal Jeevan Mission. We are aware that the
objective of the assignment is monitoring of quality of works, physical and financial progress
of the project in order to make ensure timely and economically completion of the water
supply scheme maintaining good quality of works to make schemes durable and long lasting.
Appointed consultant will provide assistance to SWSM in carrying out overall monitoring of
the various type of Contracts (Item rate/ EPC / Turnkey) of rural water supply. Broadly scope
will include:
Inspection of materials, machineries and equipment
Inspection of Construction activities,
Testing of materials
Monitoring of the project (Physical & Financial)
Assist in commissioning activities
The detailed scope of work as mentioned in the ToR is summarized as given below.
To scrutinize construction methods proposed by contractor including environmental,
safety, personnel and public issues
To monitor construction work of each and every stage of contract package as per the
schedule of each works.
To establish Quality assurance system including verification of source of all the
material and certification.
To supervise the works to ensure conformance of construction works and materials
to relevant IS standards/ Bid specifications/Designs/drawings. Approve materials and
quality of works based on test results produced by the works Contractor, factory
inspection, site testing etc. (Quality control)
To conduct factory Inspection of equipment under the project
To monitor progress with reference to pre-fixed targets drawn up jointly with the
Contractors and furnish monthly progress reports in the formats as decided in
consultation with the SWSM.
To ensure environmental and social safeguards as per standard practices
To co-ordinate with all concerned agencies and SWSM to be appraised of all.
To ensure strict compliance of labour laws by the contract RFP Firm.
To inspect and certify that the works are completed according to the specifications
on final completion before final settlement of bills. Prepare completion of work
report for all the works.

Inspect all the completed works once in two months during the defects liability
period of one year and assist the SWSM in ensuring that the contract RFPs attend to
all kinds of construction /laying defects brought to their notice.
Prepare monthly project progress reports describing the physical and financial
progress of each package, highlighting impediments to the quality and progress of
the works and remedial actions, for submission to the Client.
Prepare periodic Statement of Expenditure for getting reimbursement of
expenditure in external funded projects
To assure the safety measures of the construction site.
We understand that the scope of services under the TOR is to extend the arms and visibility
of SWSM with help of TPI on the execution of water supply schemes throughout the entire
state. Role of the TPI is to act as extended arm of SWSM. TPI will remain present at the
ongoing works to ensure the quality of works as per technical specification and BIS
requirements. TPI will also inform SWSM about the physical and financial progress of the
work which will have double fold purpose. On one side SWSM will ensure that the physical
and financial progress are matching and on other side SWSM will also ensure smooth flow
of funds so as not to hamper the progress of the works to achieve timely completion of the
schemes to pass on the benefit to the end users /beneficiaries.
The services expected from TPI is to remain present on site for inspection of critical stages
of work periodically, factory inspection of major items like pumps, valves, flowmeters,
transformers and WTP equipment, quality records of construction materials through
material test certificates, quality records of workmanship through filed and laboratory tests
(like hydraulic pressure test for pipelines, water retaining test for OHT & reservoirs, cube
tests for concrete works and so on). Adherence to the technical specification and BIS code
requirements is expected to be ascertained by TPI.

4. Project Area & Location
Uttar Pradesh being the spiritual land of India, is one of the most populated state of the
country with a population of 199,812,341 according to 2011 Census. The total area of the
state is 2,40,928 sq. km. The 18 clusters identified for the project are well known tourist
places of India and cover to the complete state. The state is divided into 18 clusters based
on Revenue Divisions. CTL has received the order for following clusters.

5. INFORMATION/ASSISTANCE REQUIRED FROM CLIENT
We request SWSM to arrange for the following for smooth functioning of TPI.
I. List of names and contact details of the Contractor’s working in the district II. Contract documents of ongoing works
III. Approved scope of work of the contracts Bill of Quantities, drawings,
technical specifications and other relevant documents necessary for
carrying out our inspections
IV. Approved construction plan and progress achieved till date V. Details of paid and approved invoices of the contractors.
6. INSPECTIONOFEXISTINGINFRASTRUCTURE
I. CTL shall communicate with the client and gain all the necessary information related to the project.
II. CTL shall inspect the site on regular basis and visit the construction activities performed by the contract workers.
III. CTL shall inspect all the existing infrastructure along with their site report, sample test reports survey data and approved method statements.
IV. Our representative shall evaluate the necessity of additional work if any claimed by the contractor.

to Height of 6m.No Proper safety Practices were used by Contractor at site. Our Safety
Engineer Has instructed the Contractor to use PPEs.

The photographs indicate that Top dome has been Finished. Staircase has been
constructed up to Landing Platform .No Proper safety Practices were used by
Contractor at site. Our Safety Engineer Has instructed the Contractor to use PPEs while
working at Height.
