CONSULTANCY
PROJECT: “Strengthening resilience and nutritional security of rural subsistence farmers in Makueni, Machakos and Kitui Counties, Kenya”
PROJECT PERIOD: 1 January 2017 – 30 October 2019
LOCATION: South East Kenya, Counties of Machakos, Makueni, Kitui IMPLEMENTING ORGANIZATIONS: Archenova, ASDF, CEFA

1. BACKGROUND
CEFA (European Committee for Training and Agriculture) is an Italian Non-‐Governmental Organization working in Kenya since 1992 in the sectors of Livelihood support, Food Security, Agriculture, Rural Development and Child Protection.
CEFA is supporting Archenova and ASDF in the achievement of the output 4 of the above mentioned project: The Target group (2 experienced SHGs) has increased productive livelihood capacity and access to market. The activities implemented under this output will be:
• Market analysis;
• Establishment of 2 marketing committees;
• Strengthening marketing capacities of the 2 committees;
• Vertical linkages within the horticultural value chain.
The activities will target the communities of Kee and Kyalimba. These two SHGs (self-‐help groups) are focusing on the production of high value horticultural products and crops: french beans, maize, kales, tomatoes, sweet potatoes, pearl millet, green grams, pigeon peas, cow peas, sorghum and dolichos.
2. SCOPE OF THE ASSIGNMENT
The selected consultant will perform the following tasks:
1. Desk review: CEFA will provide the consultant with the necessary documents in order to allow a deep understanding of the project and of the targeted communities: Project Proposal, baseline survey and workplan.
2. Formulation of the strategy and action plan in consultation with CEFA staff: the consultant will design an appropriate strategy for the achievement of the output 4 of the project following the timeline decided by CEFA.
3. Market analysis in the project area: the research will be carried out in Makueni County with a major focus in Mbooni Subcounty where the 2 beneficiaries SHGs operate.
4. Elaboration of training material for the 3 different following groups: ASDF and CEFA staff (ToT), marketing committees (11/17 members) and 2 SHGs members (105 members). The consultant will be provided with the training material elaborated by CEFA during the past experiences to be readapted and improved for this specific context.
5. Conducting training (ToT) for the project staff: 2 days training for 17 officers. 6. Conducting training for beneficiaries : 2 days training for the marketing committees members
(11/17 beneficiaries)
4. OUTPUTS AND DELIVERABLES
1. detailed workplan of the activities.
2. Market research report in a user-‐friendly format. The report will include:
• First section: the context in which the market research was designed and undertaken. This part must clarify the aims of the exercise and its role in the project.
• Second section: methodology adopted to collect relevant data including study design, data collection and analysis.
• Third section: descriptions about the findings/conclusion of market survey concerning agricultural products and definition of the key indicators (of production, economy and, if possible, nutrition).
• Fourth section: discuss the results from this exercise and their implications for implementing the planned project activities.
3. Three different training manuals and power point presentations for the above mentioned training.
4. Training reports: ToT and marketing committee training.
LINES OF COMMUNICATION
The consultant will report to CEFA agronomist Mr. Marco Vacirca and will work closely with relevant staff of the project.
5. TIMEFRAME
35 days, starting in 1st April 2017 (please note the start/end date of the assignment may change due
to unavoidable circumstances in which case a revised timeframe will be drawn up with the mutual
agreement of both parties).
The consultant is expected to provide the above mentioned documents by the following deadlines:
April 2, 2017: detailed workplan of the activities.
April 10, 2017: training manuals and ppt presentation for the ToT.
April 15, 2017: training manuals and ppt presentation for the 2 SHGs.
April 30, 2017: Market research report.
April 30, 2017: training report for the ToT.
May 10, 2017: training manuals and ppt presentation for the marketing committees.
May 30th, 2017: training report for the marketing committees training.
6. QUALIFICATION AND EXPERIENCE
• Preferably an advanced university degree (masters or equivalent) in agriculture, economy, food security, development studies, or a related field.
• Documented relevant experience in similar projects; • Experience and skills in collecting and analyzing information from formal and informal sources; • Experience and skills in conducting detailed market research; • Experience and skills in training on the above topics.
