Acts of the General Assembly of Virginia The Virginia General Assembly approved Senate Bill 1303 requiring each school board to offer in-person instruction to students enrolled in the local school division. Chapter 456 was then approved on March 30, 2021 by the Virginia General Assembly which added additional provisions to the law including a requirement to “provide such in-person instruction in a manner in which it adheres, to the maximum extent practicable, to any currently applicable mitigation strategies for early childhood care and education programs and elementary and secondary schools to reduce the transmission of COVID-19 that have been provided by the federal Centers for Disease Control and Prevention.” This health plan is based on CDC guidance updated August 5, 2021 and posted on their website. Mitigation Strategies 1. Consistent and Correct Mask Use Indoors: All individuals age 2 years and older, including students, teachers, staff, and visitors, regardless of vaccination status will wear a mask. Outdoors: Mask use is not required, however individuals may choose to wear a mask if desired. Health Team

Acts of the General Assembly of Virginia

Mitigation Strategies

1. Consistent and Correct Mask Use

Indoors: All individuals age 2 years and older, including students, teachers, staff, and visitors,regardless of vaccination status will wear a mask.

Outdoors: Mask use is not required, however individuals may choose to wear a mask if desired.

Exceptions: Persons who cannot wear a mask, or cannot safely wear a mask, because of adisability as defined by the Americans with Disabilities Act (ADA)(42 U.S.C 12101 et seq.).

3. Cleaning and Disinfection

Classrooms: Classrooms will be cleaned daily.

Cafeteria: Cafeteria tables will be cleaned between each lunch (Elementary, Middle and HighSchool).

Common Areas: Common areas will be cleaned throughout the day, to the extent possible, andcleaned nightly

Contaminated Areas: If an individual is sick OR has tested positive for COVID-19 in the last 24hours, spaces occupied by that individual will be cleaned and disinfected.

4. Handwashing and Respiratory Etiquette

Faculty, staff and students will practice handwashing a respiratory etiquette (covering coughsand sneezes) throughout the school day.

● Emphasize washing hands with soap and water for at least 20 seconds.● Hand sanitizer will be available for faculty, staff and student use.● Coughs and sneezes need to be covered

5. Staying Home When Sick and Getting Tested

Students, teachers, and staff who have symptoms of infectious illness, such as influenza (flu) orCOVID-19, should stay home and be referred to their healthcare provider for testing and care,regardless of vaccination status.

Individuals will be permitted to return to school if they are fever free for 24 hours and showimprovement in symptoms.

Close Contact (refer to Appendix

Close contacts include:

● Being within 6 feet of an individual who has COVID-19 for a total of 15 minutes or more over a24-hour period

Exceptions

● In indoor K-12 settings, a student who is within 3 to 6 feet of an infected student is notconsidered a close contact as long as both students are wearing masks and the school has otherprevention strategies in place.

● An individual is not required to quarantine after exposure if○ they have had COVID-19 within the past three months and do not have any new

symptoms.○ they have been fully vaccinated for COVID-19 and have no symptoms. Fully vaccinated

means 2 weeks have passed since receiving the second dose in a two dose series or thefirst dose in a single dose series.

● Individuals who are not required to quarantine after exposure must watch for symptoms ofCOVID-19 for 14 days.

Isolation and Quarantine

CRAIG COUNTY PUBLIC SCHOOLS

1. Individuals with COVID-19 symptoms who test positive must isolate for 10 days from the onset ofsymptoms AND must be fever free for 24 hours without the use of fever reducing medicationsAND must show improvement in symptoms prior to returning to school.

2. Individuals who test positive for COVID-19 but are asymptomatic MUST isolate for 10 days fromthe positive test date.

3. Individuals who have been deemed a close contact of a person with COVID-19 while they arecontagious* must quarantine for 14 days after last exposure.

a. Household Contact: Individuals must quarantine for 10 days (isolation period of positiveindividual) plus 14 days (total of 24 days)

i. A household contact is released from quarantine on day 17 if they have nosymptoms and a negative PCR test (NOT a rapid test or a home test).

ii. The PCR test may be performed on or after day 15.b. *A person with COVID-19 is considered to be contagious starting from 2 days before they

became sick (or 2 days before test specimen collection if they never had symptoms) untilthey meet the criteria to discontinue isolation.

c. Non-household contact: individuals must quarantine for 14 days after the date of lastcontact with the COVID-19 positive individual.

i. A non-household contact is released from quarantine on day 7 with nosymptoms and a negative PCR test (NOT a rapid test or a home test).

ii. The PCR test may be performed on or after day 5.

Communication

Prior to engaging in in-person instruction, all staff will participate in a training session focusing onCOVID-19 mitigation strategies aligned with CDC guidance. Presentations have been prepared for Staff,Students, and Parents. Staff will train students as developmentally appropriate.

New policies will be posted on the division website. School messenger, emails, and/or letters will beused/sent to parents and students.

If there is an outbreak or positive case detected in our schools, CCPS will follow procedures outlined inthe pandemic response plan, Appendix B, and the Superintendent will contact the Department of Healthfor guidance.

Community Response Efforts

CCPS will maintain open communication with the Department of Health and local Emergency ServicesDepartment on community transmission rates of COVID-19.

Student Health Services

CCPS has one full-time nurse to serve all students. CCPS has a partnership with Monroe County HealthCenter and will have the opportunity to see a licensed healthcare professional on-site during normalschool hours. The school nurse has access to medical-grade PPE supplies.

Teachers will call the nurse if a student is feeling ill prior to sending them to the office. Routine medicalprocedures that are not required to be performed in the clinic may be provided by a trained health aide(i.e. certain scheduled medications).

Isolation rooms will be provided for students showing signs/symptoms of COVID-19. If more than oneperson is in an isolation room, social distancing will be maintained.

CRAIG COUNTY PUBLIC SCHOOLS

CCPS has two full-time school counselors who are available daily to talk to students and parents. CCPSalso has one part-time Student Assistance Program coordinator who is a licensed counselor. CCPS has apartnership with Monroe County Health Center where students have the opportunity to see a licensedcounselor on-site by appointment.

Common Areas

In the main offices, plexiglass barriers and signage noting 6ft distancing will be used to mitigate risk.Students will not be allowed to enter the main office area without permission. Parents should notify theschool when picking up or dropping off a student outside of regular arrival or dismissal hours. Studentswill be escorted or monitored by office staff as needed and will receive assistance with signing in or out.Parents will not contact the student regarding early pick-up on an individual basis: the parent mustcontact the school.

All hallways will be marked with signs for student traffic to remain in a right sided flow. Face coveringswill be required in the hallways.

CCPS Transportation

While using CCPS transportation, face coverings are required for all staff and students.

Cafeteria

The cafeteria will be open for staff and students. Students will be spaced 3 feet apart to the extentpossible.

Physical Education/Athletics

For all physical education and athletic activities, 6 feet of physical distancing, to the extent possible, willbe maintained by all instructors and participants. This applies during instruction and practice.

Maintaining Healthy Environments and Operations

Daily Health Screenings

All staff and students will conduct a daily self health check using the form in Appendix A. If an individualanswers YES to any of the screening questions before arriving or has a temperature of 100.4 degrees orhigher, they should stay home and not enter the building or board a school bus. Parents need to call theschool office, and staff should contact their immediate supervisor. Staff or students who begin to exhibitany of the symptoms listed on the form during the school day, must report to the school nurse forevaluation.

Field Trips and Volunteers

Field Trips will be approved by administration and must follow and adhere to all CCPS, VDH and CDCguidelines. Approved volunteers will be allowed into facilities, provided they follow all applicableguidelines.

Protecting vulnerable individuals (e.g. 65+, underlying health conditions):

Sick Leave and Absenteeism Policy

Staff who are absent due to illness or self-isolation will follow our current sick leave policies.

Daily Attendance must be monitored for students as required by Virginia Law. CCPS has suspended allrecognitions for perfect attendance and encourages students to remain at home if they are ill. Parentsmust contact the school when their child is sick and misses their scheduled day. Students have theopportunity to access all of their work through our Learning Management System.

Return to class/work after COVID-19 illness.

If a staff member or student is suspected of having or has a confirmed case of COVID-19, they must bereleased by their doctor prior to returning.

Oral/Nasal/Pharyngeal Suctioning and Tracheostomy Care

Aerosol Generating Procedures (AGPs) pose risks for healthcare providers. This is particularly the casewhen providing care to persons needing suctioning or direct care of the oral/nasal/pharyngeal areas,including mechanical ventilation.

The school nurse will wear all recommended PPE, including a long-sleeved, fluid repellent gown, surgicalface mask, eye shield, and gloves. Due to the limitations in our isolation areas, it is not recommendedthat these procedures be conducted at school unless absolutely necessary.

Asthma Treatments

Asthma treatments using inhalers with spacers (with or without face mask, according to each student’sindividualized treatment plan) are preferred over nebulizer treatments whenever possible. Based onlimited data, use of asthma inhalers (with or without spacers or face masks) is not considered anaerosol-generating procedure.

The school nurse will use appropriate PPE for use when administering nebulizer treatments or peak flowmeters to students with asthma consisting of gloves, medical or surgical facemask and eye protection.

Preparing for When Someone Gets Sick

The Craig County Pandemic Response Plan, Appendix B, will be followed. If staff or students become illduring the school day, the day shift custodian will clean and disinfect all areas used by the individual.The health clinic will be off limits until cleaning and disinfecting has occurred. The school nurse willinform the COVID-19 team of the situation.

Staff and students should not come to school if they become sick with COVID-19 symptoms, test positivefor COVID-19, or have been exposed to someone with COVID-19 symptoms or a confirmed or suspectedcase. Staff must contact their immediate supervisor and parents must contact the school office.

Staff and students with COVID-19 symptoms (cough, shortness of breath, difficulty breathing, chills,fatigue, muscle aches, congestion/runny nose, sore throat, headache, new loss of taste or smell, nausea,vomiting, and/or diarrhea) at school will be placed in an isolation room located adjacent to the nurse’soffice.

Craig County Health Department will be notified that a student/staff was sent home withsigns/symptoms of COVID-19. The local health department will decide if they need to initiateinvestigation, conduct contact tracing, and complete any necessary follow-up.

Planning for Closure

The Craig County Pandemic Response Plan, Appendix B, outlines the action levels based on the severityof the pandemic in the school and/or community. Craig County currently has reported cases in the

community, and CCPS is at Level 3 in our pandemic plan. Schools will remain open until we have reachedLevel 4. Schools may close if the Governor issues an Executive Order or the Superintendent, inconsultation with the Local Health Department determines the community risk is too high.

Students and staff should assess themselves for symptoms ofCOVID-19 before reporting to school; and/or may be asked thefollowing by school personnel upon arrival:

Check all boxes that apply:

❏ A new fever (100°F or higher) or a sense of having a fever?❏ A new cough that cannot be attributed to another health condition?❏ New shortness of breath that cannot be attributed to another health condition?❏ New chills that cannot be attributed to another health condition?❏ A new sore throat that cannot be attributed to another health condition?❏ New muscle aches (myalgia) that cannot be attributed to another health condition

or specific activity (such as physical exercise)?❏ A new loss of taste or smell?

If an individual answers YES to any of the screening questions beforearriving, they should stay home and not enter the building.

If an individual reports COVID-19 symptoms upon arrival, the schoolshould activate the emergency protocol for COVID-19.

Appendix C: CHAPTER 456 of the Acts of the General Assembly of Virginia

CHAPTER 456

An Act to require each school board to offer in-person instruction to students enrolled in the local school division;exceptions permitted.

[S 1303]

Approved March 30, 2021

Be it enacted by the General Assembly of Virginia:

1. § 1. As used in this act:

"In-person instruction" means any form of instructional interaction between teachers and students that occurs inperson and in real time.

"In-person instruction" does not include the act of proctoring remote online learning in a classroom.

§ 2. Each school board shall offer in-person instruction to each student enrolled in the local school division in a publicelementary and secondary school for at least the minimum number of required instructional hours and to eachstudent enrolled in the local school division in a public school-based early childhood care and education program forthe entirety of the instructional time provided pursuant to such program. For the purposes of this act, each schoolboard shall (i) adopt, implement, and, when appropriate, update specific parameters for the provision of in-personinstruction and (ii) provide such in-person instruction in a manner in which it adheres, to the maximum extentpracticable, to any currently applicable mitigation strategies for early childhood care and education programs andelementary and secondary schools to reduce the transmission of COVID-19 that have been provided by the federalCenters for Disease Control and Prevention.

§ 3. Notwithstanding the provisions of § 2 of this act:

1. If a local school board determines, in collaboration with the local health department and in strict adherence to "Step2: Determine the Level of School Impact" in the Department of Health's Interim Guidance to K-12 School Reopeningor any similar provision in any successor guidance document published by the Department of Health, that thetransmission of COVID-19 within a school building is at a high level, the local school board may provide fully remotevirtual instruction or a combination of in-person instruction and remote virtual instruction to the at-risk groups ofstudents indicated as the result of such collaboration or, if needed, the whole student population in the schoolbuilding, but in each instance only for as long as it is necessary to address and ameliorate the level of transmission ofCOVID-19 in the school building.

2. Any local school board may, for any period during which the Governor's declaration of a state of emergency due tothe COVID-19 pandemic is in effect, provide fully remote virtual instruction to any enrolled student upon the requestof such student's parent, guardian, or legal custodian.

3. Any local school board may permit any teacher who is required to isolate as the result of a COVID-19 infection andany teacher who is required to quarantine as the result of exposure to another individual with a COVID-19 infection toteach from a remote location and in a fully virtual manner for the duration of such period of isolation or quarantine,consistent with the mitigation strategies as set forth in § 2 of this act.

4. Any teacher or other school staff member who is permitted to perform any job function from a remote location or ina fully virtual manner as a reasonable accommodation pursuant to Title I of the Americans with Disabilities Act of1990 (42 U.S.C. § 12111 et seq.) shall be permitted to continue to perform any such job function in such a manner.

§ 4. The Department of Education shall establish benchmarks for successful virtual learning and guidelines forproviding interventions to students who fail to meet such benchmarks and for transitioning such students back toin-person instruction.

§ 5. All teachers and school staff shall be offered access to receive an approved COVID-19 vaccination through theirrelevant local health district.

2. That in order to facilitate the implementation of § 3 of the first enactment of this act, the Department of Health shallmaintain a guidance document for K-12 school reopening that contains metrics for determining whether transmissionof COVID-19 within public school buildings is at a low, medium, or high level.

3. That the provisions of this act shall expire on August 1, 2022.
