The Standard Keelboat Sailing Instructions apply to Club races conducted by Royal Freshwater Bay Yacht Club (Inc.). These Sailing Instructions do not apply to events where separate Sailing Instructions are issued. Where Supplementary Sailing Instructions for Mid-Week / Frostbite Racing and Twilight Guidelines conflict with these Sailing Instructions the Supplementary Sailing Instructions shall prevail.

1. RULES1.1 Races will be governed by the rules as defined in the RRS.1.2 (DP) The ASSR will apply and relevant Class Rules will apply (unless altered by these Sailing

Instructions).1.3 Competitors shall be financial members of their respective Class Associations where this is a requirement

in their Class rules.1.4 Appendix T Arbitration shall apply.1.5 Division Boats and Sports Boats may use trapezes and outriggers where these are part of the boat’s

design. This changes RRS 49.1.1.6 The IRC Rules 2021 Parts A, B and C shall apply where applicable.1.7 IRC Rule 22.4 shall not apply. 1.8 Rule A5.3 will apply to all Club championship and consistency series.

2. ENTRIES AND ELIGIBILITY2.1 Series Nomination (DP) (NP) Boats shall nominate prior to competing in a race or series. This nomination shall include providing proof

of insurance required by SI 27 and submission of a completed ASSR Equipment Audit Form. Boats that do not properly nominate will not be included in the results. This changes RRS A5.

2.2 Race Sign On (DP) (NP)2.2.1 Boats registered at RFBYC shall enter each race day through the MemberPoint app and sign on all

persons on board. Boats from other Clubs entering invitation races shall enter by sending the boat name, the race, and a

list of crew names via SMS to 0422 654 833 or by email to [email protected]. 2.2.2 From 1st January 2022 any boat not entering in accordance with 2.2.1 will not be included in the results.

This changes RRS A4.2.3 Unless otherwise approved by the Yachting Operation Manager only boats registered at the Club may

compete in club races unless the race is designated as an invitation race Invitation races are open to boats from clubs who are affiliated to Australian Sailing and shall be helmed by members of a club affiliated to Australian Sailing. Boats that do not nominate will not be included in results.

2.4 Unless the conditions of the race otherwise specify, a boat competing in Club races shall be helmed either by a financial Ordinary, Life, Special, Senior or Junior Member of the Club or by any other person who the Sailing Committee/Offshore Committee permits but upon such terms and conditions as the Sailing Committee/Offshore Committee may specify.

2.5 Notification of any change in registration details (including change of skipper or helm) shall be notified to, and approved by, the Race Committee or the Yachting Operations Office prior to the race in which it will take effect.

3. NOTICES TO COMPETITORS 3.1 All notices will be published on the RFBYC website and emailed to all registered competitors.

Failure for an electronic communication to be made or received will not be grounds for redress. This changes RRS 62.

3.2 Notices to competitors will be posted on the Sailing Notice Board located outside the Main Clubhouse Reception.

4. CHANGES IN SAILING INSTRUCTIONS4.1 Any change to the Sailing Instructions will be posted on the Notice Board, as specified in SI 3.2,

no less than two hours before the scheduled warning signal of the races for which it will take effect except that any change to the schedule of races will be posted by 1800 on the day before it will take effect.

4.2 All changes to the Sailing Instructions will be published on the RFBYC website and emailed to all registered competitors. Failure for an electronic communication to be made or received will not be grounds for redress. This changes RRS 62.

4.3 It is each competitor’s responsibility to ensure they have received the change(s) in its entirety.4.4 Flag ‘L’ will be displayed from the mast in front of the Main Clubhouse. This flag shall be displayed

until the start time of the race to which the change applies.

5. SIGNALS MADE ASHORE Signals made ashore will be displayed on the mast in front of the Main Clubhouse.

6. SAFETY REGULATIONS (DP)6.1 All keel or ballasted boats shall comply with the requirements of the ASSR Equipment Audit Form for

Category 7. Flying 15s and Contenders competing in races under these Sailing Instructions shall comply with the requirements of ASSR Part 2.

6.2 No boat shall race with an anchor protruding over its bow. 7. IDENTIFICATION7.1 A boat that intends to use any sail number other than its registered number shall notify and receive

approval from the Race Committee or the Yachting Operations Office prior to the race in which it will take effect.

7.2 A boat that fails to comply with SI 7.1 will be recorded as ‘DNS’ without a hearing. This changes RRS A5.

8. SCHEDULE OF RACES8.1 Scheduled event dates, start times and location of starting lines are shown in Appendix A ‘Schedule

of Events’. Where Appendix A ‘Schedule of Events’ includes information of social events or events conducted by other clubs, sailed under alternative special or Supplementary Sailing Instructions, these do not form part of these Sailing Instructions.

8.2 Any changes to the start times in the 2021-22 Appendix A ‘Schedule of Events’ will be displayed on the Notice Board as specified in SI 3.2.

9. DIVISION AND CLASS FLAGS9.1 A boat shall race in the Division/Fleet to which it is allocated by Sailing Committee.9.2 Division and Class Flags are shown on the respective course sheets in the 2021-22 Standard

Sailing Instruction Appendix B ‘Courses’.9.3 Each keelboat shall display her Division Flag (minimum size 270mm x 190mm) approximately 2m

above the deck on either the backstay or starboard shroud.9.4 When racing as an individual class within a Division (e.g. SS27 within Division III) each keelboat

shall also display that particular Class Flag directly below her Division Flag.

10. RACING AREA The racing area will be generally within the area of Melville Water, Freshwater Bay and Mosman

Bay.

11. COURSES AND COURSE SIGNALS11.1 All courses are as detailed under the 2021-22 Standard Sailing Instructions Appendix B ‘Courses’.11.2 The course will be signalled on the Start Box or Start Boat by displaying the corresponding

numeral pennant no later than the warning signal for that fleet.11.3 Shortened Course Flag ‘S’ displayed no later than the warning signal means: ‘omit marks of the course indicated by an

asterisk (*)’. Courses may also be shortened in accordance with RRS 32.2.11.4 Mid River Finish Flag ‘R’ displayed below the class flag with the warning signal means: ‘the fleet shall finish at the

mid river finishing line’.11.5 Multiple Races When Flag ‘Q’ is displayed at the finish, another race will be started as soon as practicable.

Multiple sound signals will indicate that a new starting sequence will commence within 1 minute.

12. MARKS12.1 Marks for club courses will be fixed marks as shown in the ‘Guide to Swan River Yacht Racing

Course Marks’ on the fold out page at the back of the Sailing Handbook. This Guide is for reference only and does not form part of these Sailing Instructions.

12.2 Navigation Posts All navigation posts except Outer Dolphin (17) and Deepwater (37) that are not listed as a rounding

or passing mark on the course sheet, shall be passed on their correct navigational side. All such navigation posts shall rank as obstructions for the purposes of RRS Part 2 and RRS 19 shall apply.

12.3 Obstructions Boats shall not sail through the line joining Bricklanding Buoys (33a) and (33b) or through a

line joining Smith Buoy (35a) and Lucky Bay Buoy (35b). These lines are considered to be obstructions for the purpose of RRS Part 2. A boat breaking this rule may accept an alternative penalty in accordance with SI 17.2.

13. FLEET STARTS13.1 Standard Starts Fleets will be started at 5 minute intervals in accordance with RRS 26.13.2 Handicap Starts Boats will be allocated a start number. Boats shall start on or after the fall of their number as

displayed on the light panel above the Start Box or on a display board or both.

13.3 Late Starter A boat starting later than 10 minutes after her starting signal will be scored ‘DNS’ without a hearing.

This changes RRS A4.13.4 Individual Recall – Handicap Starts Only One sound signal will be made. Flag ‘X’ will be displayed until all boats have returned to the pre-

start side of the starting line or for 30 seconds whichever is the earlier. This changes RRS 29.1.13.5 General Recall When there are other classes yet to start, the warning signal for the first recalled fleet will be

displayed at the start signal for the last fleet in the sequence. This changes RRS 29.2.

14. LINES IN USE14.1 A conspicuous orange flag will identify a ‘line in use’ for starting or finishing.14.2 (NP) Except between her warning and starting signals, or when starting or finishing, a boat shall not

cross a ‘line in use’ in either direction when the orange flag is displayed. 14.3 A boat observed breaching SI 14.2 will be penalised without a hearing in accordance with SI 17.2

This changes RRS 63.1.14.4 Club Line 2 will not be ‘in use’ after the completion of the starting sequence.

15. STARTING AND FINISHING LINES15.1 Club Starting Line No. 1 Will be between the triangle above the Start Box and the black and white chequered outer mark

placed in an easterly direction from the Start Box. An inner mark will mark the length but not the position of the line.

15.2 Club Starting Line No. 2 Will be between the triangle above the Start Box and the black and white chequered outer mark

placed in a northerly direction from the Start Box. An inner mark will mark the length but not the position of the line.

15.3 Boat Starting Line Will be between a mast displaying an orange flag on the committee vessel at the starboard end and

a black and white chequered inflatable buoy at the port end. A clearance mark may be streamed from the committee vessel. This clearance mark is part of the committee vessel for the purpose of RRS 31 and shall be passed on the same side as the committee vessel when starting.

15.4 Club Finishing Line Will be between the triangle above the Start Box and the black and white chequered buoy placed in

an easterly direction from the Start Box. An inner mark will mark the length but not the position of the line.

15.5 Boat Finishing Line Will be between a mast displaying a blue flag on the Committee Boat at the starboard end and a

black and white chequered inflatable buoy at the port end. 16. KEEPING CLEAR 16.1 A boat whose warning signal has not been made shall keep clear of both the starting area and of all

boats who are in the starting sequence. 16.2 Club Start Line After the first warning signal of the day, boats shall not pass between the Start Box and the inner

mark of Club Starting Line No. 1 when the line is in use. The only exceptions will be boats that are forced between the Start Box and the inner mark at the start or boats returning to start after recall.

16.3 Handicap Starts Boats shall keep clear of the club starting line until their allocated number is displayed on the light

panel above the Start Box or on a display board or both.

16.4 Club Finish After finishing and clearing the Club Finishing Line (see SI 15.4 above), boats shall not pass

between the Start/Finish Box and an orange outer clearance mark as the extension to the finish line.

16.5 Boats shall at all times give way to support craft identified by a white flag with the words SAFETY in red.

16.6 Boats observed breaching any of SI 16 will be penalised, without a hearing, in accordance with SI 17.2. This changes RRS 63.1.

17. PENALTIES17.1 RRS 44.1 is changed so that the Two-Turns Penalty is replaced by the One-Turn Penalty.17.2 Scoring Penalties

Penalties specified in 12.3, 14.3 and 16 will be scoring penalties of 30% calculated in accordance with RRS 44.3(c).

18. HEARING REQUESTS18.1 Time Limit Hearing requests shall be lodged at the Yachting Operations Office within 60 minutes of the last

boat finishing in that class. Requests shall be in writing on forms available from the Yachting Operations Office. For fleets having multiple races, hearing requests shall be lodged within 60 minutes of the protesting boat’s finishing time in the last race of the day.

18.2 Hearing requests shall be submitted to the Yachting Operations Office.18.3 A boat penalised under SI 14 or 16 may request a hearing.

19. TIME LIMIT The time limit shall be 17:30. Boats that fail to finish by this time will be scored ‘DNF’. This changes

RRS 35, A4 and A5. 20. SCORING20.1 The Low Point Scoring System of RRS Appendix A will apply to all Consistency, Club Championship

and other series. Appendix C to these Sailing Instructions advises of the number of races to count.

20.2 For fleets having multiple “short races”, the number of races achieved will be consolidated into a single race day result which will count towards Consistency. The individual races will be scored non-consistency.

21. STARTERS A minimum of four boats are required to start in any one race before any trophy shall be awarded.

A minimum of two starters are required to constitute a race.

22. AVERAGE POINTS22.1 Boats sailing in official Class, State, National and other significant events may apply for average

points to be awarded for Consistency Series and Club Championship Series races held on the same day.

22.2 To be eligible for average points in a Consistency or Club Championship Series race(s), boats must participate in a minimum of 50% of the races in the series for which average points are being requested.

22.3 Applications for average points shall be made in writing to the Yachting Operations Office within five days of the race for which average points are requested and shall be accompanied by a results sheet to confirm participation in the alternate event.

22.4 Average points shall be calculated from the points accrued in all the races that the requesting boat competed in during the series.

22.5 Decision on the award of average points is at the sole discretion of the Yachting Operations Manager.

23. COACHING Club appointed/approved coaches may give advice to some or all competitors while they are racing

except during designated Club Championship races. This will not be regarded as a breach of RRS 41.

24. BOATS RETIRING (DP)24.1 A boat retiring shall, where possible, notify the officials at the relevant finish line. This may be done

by hailing or by VHF radio Channel 77.24.2 A boat that wishes to retire after coming ashore should advise the Yachting Operations Office.

25. RADIO COMMUNICATION 25.1 The Race Committee will use VHF radio Channel 77 to advise competitors of matters relating to the

conduct of racing. It is recommended that boats competing in Saturday keelboat racing, Frostbite racing and Twilights carry a VHF radio on board and maintain a listening watch whilst racing.

25.2 (DP) Except in an emergency, competitors shall not transmit via radio or use mobile phones (including the internet) whilst racing.

or adequacy of its equipment. The Club reserves the right to refuse an entry.26.3 Attention is drawn to RRS 3 which states: ‘The responsibility for a boat’s decision to participate in

a race or to continue to race is hers alone’ and ASSR 1.02.1 which also states that: ‘The safety of a boat and her crew is the sole and inescapable responsibility of the person in charge.’

27. INSURANCE All boats sailing in Club races shall have current valid insurance in respect of Third Party Liability

and Public Liability of not less than AUD $10 million. The insurance shall include racing risks.

Supplementary Sailing Instructions Midweek and Frostbite

Events will be conducted in accordance with the 2021-22 Standard Sailing Instructions subject to these additions or amendments. In the event of a conflict, these Supplementary Sailing Instructions shall prevail.

1. ELIGIBILITY AND ENTRY1.1 Entry to Mid-Week and Frostbite races is open to any boat registered with a yacht club affiliated with

Australian Sailing and helmed by a member of that yacht club.1.2 From 1st January 2022 any boat not entering in accordance with 2.2.1 of the Standard Sailing Instructions

will not be included in the results. This changes RRS A4.

2. SAILS Spinnakers shall not be used in Mid Week racing.

3. Twilight events will be conducted in accordance with the 2021-22 Standard Sailing Instructions subject to these additions or amendments. In the event of a conflict, these Supplementary Sailing Instructions shall prevail.

1. ELIGIBILITY AND ENTRYa) RFBYC Twilight Sailing is open to any yacht registered with a yacht club affiliated with

Australian Sailing. b) All boats are to sign on to participate in each Twilight event by SMS to 0422 654 833 stipulating

boat name, sail number, skipper’s name, and number of persons on board. Boats crossing the Club Finishing Line or retiring are required to sign off by SMS to 0422 654 833 stipulating the boat name and time.

2. SAFETY REGULATIONS ASSR Category 7 shall apply with the following modifications:

a) At least one method of shore communication is required (mobile phone or VHF Channel 77). b) All boats shall carry 2 operational buoyant waterproof flashlights. c) All boats shall comply with the Department of Transport’s Navigable Waters Regulations and

shall display the prescribed Navigation Lights after sunset. d) PFDs shall be carried on board for each person on the boat. It is strongly recommended that a

PFD is worn by each person when on deck on all boats after sunset and at all times on boats without lifelines.

e) The person in charge is responsible for safety of all persons on board. The person in charge must take into account such factors as the age and capabilities of each person onboard, the potential weather conditions, the total number of persons onboard and the likelihood of persons falling from the boat due to its design/layout.

g) A boat or participant shall give all possible help to any person or vessel in danger. h) The responsibility for a boat’s decision to participate in this event or to continue in it is that

boat’s alone. i) All boats are encouraged to log onto the Nebo app, so that their position can be tracked from

the Start Box

3. FLEETS A Fleet – 18:15 Start: Division 1, BW8, Sports Boat and Etchells B Fleet – 18:20 Start: All other classes

4. COURSES Courses are as detailed under the 2021-22 Standard Sailing Instructions Appendix B, ‘Courses’

and on the Club’s website. The course to be sailed will be displayed by flying the relevant numeral pennant flag from the Start Box, and may also be signalled by displaying the appropriate numeral board

5. SPINNAKERS Spinnakers are not permitted at any time.

6. TIME LIMIT The time limit is 20:00. Any boat that does not sail the course or has not finished or signed off by

SMS by 20:00 is solely responsible for their own safety.

The Standard Off the Beach Sailing Instructions apply to Club races conducted by Royal Freshwater Bay Yacht Club (Inc.). These Sailing Instructions do not apply to events where separate Sailing Instructions are issued.

1. RULES1.1 Races will be governed by the rules as defined in the RRS.1.2 (DP) The ASSR will apply and relevant Class Rules will apply (unless altered by these Sailing

Instructions).1.3 Competitors shall be financial members of their respective Class Associations where this is a requirement

2. ENTRIES AND ELIGIBILITY2.1 Boats shall nominate online prior to competing in a race or series. 2.2 Unless otherwise approved by the Yachting Operation Manager only boats registered at the Club may

compete in club races unless the race is designated as an invitation race. Invitation races are open to boats from clubs who are affiliated to Australian Sailing and shall be helmed by members of a club affiliated to Australian Sailing. Boats that do not nominate will not be included in results.

2.3 Boats shall be helmed by a financial Life, Special, Senior, Ordinary or Junior member of the Club unless otherwise approved by the Yachting Operations Office.

2.4 Notification of any change in registration details (including change of skipper or crew) shall be lodged in writing and approved by the Race Committee or the Dinghy & Training Centre (DTC) office prior to the race in which it will take effect.

2.5 For Club Championship races, different combination of helm and boat will be considered as a new entry.2.6 For consistency races, any change of helm will result in an increase in handicap of 1.5%

3. NOTICES TO COMPETITORS 3.1 All notices will be published on the RFBYC website and emailed to all registered competitors. Failure for

an electronic communication not to be made or received will not be grounds for redress. This changes RRS 62.

3.2 Notices will also be posted on the Official Notice Board located outside the DTC

4. CHANGES TO SAILING INSTRUCTIONS4.1 Any change to the Sailing Instructions will be posted on the Notice Board, as specified in SI 3.2

above, no less than one hour before the scheduled warning signal of the races for which it will take effect except that any change to the schedule of races will be posted by 1800 on the day before it will take effect.

4.2 All changes to the Sailing Instructions will also be published on the RFBYC website and emailed to all registered competitors. Failure for an electronic communication to be made or received will not be grounds for redress. This changes RRS 62.

4.3 It is each competitor’s responsibility to ensure they have received the change(s) in its entirety.4.4 The Flag ‘L’ will be displayed from the mast in front of the DTC4.5 Changes to the Sailing Instructions may be made on water in accordance with RRS 90.2 (c) using

the following procedure: a) Flag ‘L’ to be displayed with a sound signal. Competitors should come within hailing distance of

the committee vessel b) Instructions may be given orally or by displaying a notice on the Committee vessel. Failure to

receive these instructions will not be grounds for redress.

5 SIGNALS MADE ASHORE5.1 Signals made ashore will be made from the mast to the west of the DTC.5.2 When Flag AP is displayed ashore, ‘1 minute’ is replaced with not less than 30 minutes in RRS Race

Signals.

6. SAFETY REGULATIONS 6.1 (DP) All off the beach boats shall comply with the requirements of ASSR Part 2. 7. SIGNON / SIGNOFF 7.1. Boats shall sign-on before leaving the beach at the DTC. Boats failing to sign-on will have three

(3) points added to the first race of the session, but will not be scored worse than DSQ. This changes RRS Rule 63.1.

7.2. Boats shall sign-off upon returning to shore at the DTC. Boats failing to sign-off will have three (3) points added to the last race of the session, but will not be scored worse than DSQ. This changes RRS Rule 63.1.

8. IDENTIFICATION8.1 A boat that intends to use any sail number other than its registered number shall obtain approval

from the DTC Office prior to the race.8.2 A boat that fails to comply with SI 7.1 will be recorded as ‘DSQ’ without a hearing. This changes

RRS A5.

9. SCHEDULE OF RACES9.1 Scheduled event dates, start times and location of starting lines are shown in Appendix A ‘Schedule

of Events’. Where Appendix A, ‘Schedule of Events’ includes information of social events, events conducted by other clubs or sailed under alternative special or Supplementary Sailing Instructions, these do not form part of these Sailing Instructions.

9.2 Any changes to the start times in the 2020-21 ‘Schedule of Events’ will be displayed on the Notice Board as specified in SI 3.2.

10. DIVISION AND CLASS FLAGS10.1 A boat shall race in the Division/Fleet to which it is allocated by the Race Committee.10.2 Division and Class Flags are shown in the table below: Optimist Open Class emblem on white background

RACING AREA The racing area will be generally within the area of Freshwater Bay and surrounding areas.

12. COURSES AND COURSE SIGNALS12.1 All courses are as detailed under the 2021-22 Standard Sailing Instructions Appendix B ‘Courses’.12.2 The course will be signalled on the committee vessel by displaying the corresponding numeral

pennant no later than the Warning Signal for that fleet.12.3 Shortened Course

Courses may be shortened in accordance with RRS 32.2. In addition, RRS 32 is changed so that if Flag ‘S’ over Flag ‘F’ are displayed in the vicinity of a mark, competitors shall pass that mark on the required side and proceed directly to the finish line.

12.4 Multiple Races When Flag ‘Q’ is displayed at the finish, another race will be started as soon as practicable. Multiple sound signals will indicate that a new starting sequence will commence within 1 minute.

13. MARKS Course Marks 1, 2, 3 will be orange inflatable buoys. Course Marks A, B and C will be red cylindrical buoys.

14. FLEET STARTS14.1 Standard Starts

To alert boats that a session of races will begin soon, an orange flag will be displayed on the committee vessel with one sound at least three minutes before a warning signal will be displayed. All races will be started in fleet sequence using RRS 26 modified such that the warning signal will be displayed 3 minutes prior to the start and the preparatory signal 2 minutes prior to the start.

14.2 Late Starter A boat starting later than 6 minutes after her starting signal will be scored DNS without a hearing.

This changes RRS A4.14.3 General Recall When there are other fleets yet to start, the warning signal for the first recalled fleet will be displayed

at the start signal for the last fleet in the sequence. This changes RRS 29.2.

15. LINES IN USE (NP)15.1 A conspicuous orange flag will identify a ‘line in use’ for starting or finishing.15.2 Except between her warning and starting signals, or when finishing, a boat shall not cross a ‘line in

use’ in either direction when the orange flag is displayed.15.3 A boat observed breaching SI 14.2 will be penalised without a hearing in accordance with SI 17.2.

This changes RRS 63.1.

16. STARTING AND FINISHING LINES16.1 Starting Line Will be between a mast displaying an orange flag on the committee vessel at the starboard end and

a black and white chequered inflatable buoy at the port end. A clearance mark may be streamed from the Committee vessel. This clearance mark is deemed to be part of the Committee vessel for the purpose of RRS 31 and shall be passed on the same side as the Committee vessel when starting.

16.2 Finishing Line Will be between a mast displaying a blue flag on the committee vessel at the starboard end and a

red and yellow banded inflatable buoy at the port end.

17. KEEPING CLEAR (NP)17.1 A boat whose warning signal has not been made shall keep clear of both the starting area and of all

boats who are in the starting sequence. 17.2 Boats shall at all times give way to support craft identified by a white flag with the words SAFETY in

red.17.3 Boats observed breaching any of SI 16 will be penalised, without a hearing, in accordance with SI

17.2. This changes RRS 63.1.

18. PENALTIES18.1 For all classes except Waszps RRS 44.1 is changed so that the Two-Turns Penalty is replaced by

the One-Turn Penalty. For Waszps the two-turns penalty in rule 44.1 is replaced by a part-turn being a gybe and coming to close-hauled when on a windward leg or a tack and sailing below 90 degrees when on any other leg.

18.2 Scoring Penalties Specified in SI 14.3 and 16.3. A scoring penalty will be a 30% penalty calculated in accordance with RRS 44.3 (c).

18.3 A boat penalised under SI 14 or 16 may request a hearing.

19. HEARING REQUESTS19.1 Protests shall be written on forms available from the Dinghy & Training Centre office and shall be

lodged at the DTC office or with the Race Officer by the Protest Time Limit in accordance with RRS 61 and SI 19.2.

19.2 The Protest time limit for each course will be 40 minutes after the orange flag is removed for that session.

19.3 In addition to the requirements of RRS 61.1, boats intending to protest for an incident occurring while racing, where possible, shall notify an official on the committee vessel within five minutes of finishing or retiring from the race. This changes RRS 61.1.

20. TIME LIMIT Boats which fail to finish within 15 minutes of the leading boat in their class will be scored ‘DNF’.

This changes RRS 35, A4 and A5.

21. SCORING The Low Point Scoring System of RRS Appendix A as amended by SI 23 will apply to all Consistency, Club

Championship and other series. SI 22 advises the number of races to count.

22. NUMBER OF RACES TO COUNT See Appendix C to these Sailing Instructions.

23. STARTERS A minimum of four boats are required to start in any one race before any trophy or pennant shall be

awarded. A minimum of two starters are required to constitute a race.

24. COACHING Club appointed/approved coaches may give advice to some or all competitors while they are racing

except during designated club championship races. Intermediate Fleet Optimist and Intermediate Fleet O’pen Skiff boats displaying a pink ribbon may be coached by anyone during any race. This will not be regarded as a breach of RRS 41.

25. AVERAGE POINTS25.1 Boats sailing in official class State, National or other significant event may apply for average points

to be awarded for Consistency Series and Club Championship races held on the same day.25.2 To be eligible for average points in a Consistency or Championship race(s), boats must participate

in a minimum of 50% of the races in the series for which average points are being requested.25.3 Applications for average points shall be made in writing to the Dinghy Administrator within five days

of the race for which average points are requested and shall be accompanied by a results sheet to confirm participation in the alternative event.

25.4 Average points shall be calculated from the points accrued in all the races that the requesting boat competed in during the series.

25.5 The decision on the awarding of average points is at the sole discretion of the Race Committee.

26. BOATS RETIRING 26.1 A boat retiring shall, where possible, notify the officials at the relevant finish line. 26.2 A boat that wishes to retire after coming ashore should advise the Dinghy Administrator at the DTC

as soon as possible.

27. DISCLAIMER OF LIABILITY27.1 All those taking part in Club races do so at their own risk and responsibility.27.2 The Club is not responsible for the sea worthiness of a boat whose entry is accepted or the sufficiency

or adequacy of its equipment. The Club reserves the right to refuse an entry.27.3 Attention is drawn to RRS 3) which states: ‘The responsibility for a boat’s decision to participate in a

race or to continue to race is hers alone’ and AS Special Regulations 1.02.1 which also states that: ‘The safety of a boat and her crew is the sole and inescapable responsibility of the person in charge.’

28. INSURANCEAll boats sailing in Club races shall have current valid insurance in respect of Third Party Liability and Public Liability of not less than AUD $10 million.

MAN OVERBOARD - QUICK STOP AND THE LIFE SLING (OR SEATTLE SLING)

When a crew member goes over the side recovery time is of the essence. The hallmark of this method is the immediate reduction of boat speed by turning to windward and then manoeuvring slowly, remaining near the victim. In most cases, this is better than reaching off, then gybing or tacking and returning on a reciprocal course.

QUICK STOP METHOD

1. Shout ‘man overboard’ and detail a crew member to spot and point to the victim’s position in the water. The spotter should not take his eyes off the victim (see Figure 1).

2. Provide immediate flotation. Throw buoyant objects such as cockpit cushions, life rings and so on. These objects may not only come to the aid of the victim, but will litter the water where he went overboard and help your spotter to keep him in view. Deployment of the pole and flag (dan buoy) requires too much time. The pole is saved to put on top of the victim in case the initial manoeuvre is unsuccessful.

3. Bring boat head-to-wind and beyond (see Figure 1)

4. Allow headsail to back and further slow the boat.

5. Keep turning with headsail backed until wind is abaft the beam.

6. Head on beam-to-broad reach course for two or three lengths then go nearly dead downwind.

7. Drop the headsail while keeping the mainsail centred (or nearly so). The jib sheets are not slacked, even during the dousing manoeuvre, to keep them inside the lifelines.

8. Hold the downward course until victim is abaft the beam.

9. Gybe.

10. Approach the victim on a course of approximately 45 degrees to 60 degrees off the wind.

11. Establish contact with the victim with heaving line or other device. The Naval Academy uses a “throwing sock” containing 25 metres of light floating line and a bag that can be thrown into the wind because the line is kept inside the bag and trails out as it sails to the victim.

12. Effect recovery over the windward side.

Quick Stop Under SpinnakerThe same procedure is used to accommodate a spinnaker. Follow the preceding instructions. As the boat comes head-to-wind and the pole is eased to the head stay, the spinnaker halyard is lowered and the sail is gathered on the fore deck. The turn is continued through the tack and the approach phase commences
