the Green Township
Trustees meeting!
Monday 03/11/2013
Executive sessionstarts at 5:00 pm
and the public por-tion starts at 5:30
pm.
Sunday 02/24/2013 West-
wood Concern represen-tatives walked around the
neighborhood surrounding
a proposed site for CMHAand alerted residents ofthe plan. Prior to this, be-yond a few articles about
the lawsuit there was no
information regarding thispotential site publicly ex-
pressed to the residents of
this neighborhood.
As a result of getting thisinformationTHANKYOU to Westwood Con-
cern for alerting usTheConcerned Citizens of
Green Township, West-
wood and Cheviot ralliedand had a strategy meeting
at the Cheviot MunicipalBuilding. Overwhelming
response gave us all hope.
In fact scores of peopleneeded to be turned away
from this meeting because
we were at capacity!
From this meeting we
took all of the con-
cerns of those that at-tended, started our
Facebook page and
posted the results ofthat strategy meeting.
Our community has re-sponded to the Face-
book page, shared infor-mation with each other
and have done an amaz-
ing job sharing informa-tion, making connec-
tions and keeping fo-cused on our cause!
We also investigated
this issue and created apress kit. This was sent
to Ch 5, 9, 12 and 19,the Enquirer, and the
local press, and asked all
of these news organiza-
tions to investigate fur-ther.
It is working! We hadso much community
supportover 350

There must be 32 units inGreen Township becausethey lost a fair housing
lawsuit.
CMHA has a preferredsiteTHEY HAVE NOT
MADE AN OFFICIAL
OFFERfor the land in
question.
CMHA has not make anoffer to GREEN TOWN-SHIP for the property
and The Trustees havenot yet voted sell or
make the property avail-able for sale. Which
they do not have to do!
CMHA gave a town hallmeeting to explain how
they work on projects
like these.
CMHA has an option Aand option B (see be-
low).
CMHA must show HUDprogress on Option A
(which is what theyhave voted 5-2 in fa-
vor of). Then they
will review option B.

What have we learned?
Green Township Trustees
Vote to sell green township property to
CMHA
Comply with the Voluntary Compliance
Agreement (VCA),
If they vote to sell the property in question,the Green Township Trustees would be
entitled to some say regarding:
The number of units, Design of the building,
Green Space, and Buffers.
If they do not sell the property in questionthe Green Township Trustees would still
be entitled to a some say. Per DirectorJohnson, CMHA plans to work in partner-
ship with Green Township Trustees and
the community at large to make this a suc-
cessful collaboration regardless of the lands
previous owner
CMHA
Oversees the Voluntary Compliance
Agreement (VCA)
Purchases Property to Rehabilitate or to
create new unit through new construction
for low income families.
Oversee and enforces leases for assisted
management CMHA owned properties.
CMHA also has a Housing Choice
Voucher Program (HCVP). The HCVPsupports the typical leasing arrangement
between a property owner and a renter.The CMHA provides a subsidy to the
owner on behalf of the family.
Both of these types of housing are section
8, one is owned and operated by CMHAand the other is owned and operated by
private owners and supported by CMHA.
Assisted management is what is proposed for
green township.

Information we received at CMHA town hall meeting:
The total development
cost of a 50 unit new con-struction plan would be
around 9.5 million, (this isoption A) but Option B
multi family rehab would
only cost approximately 3
million.
CMHA discussed the most
successful housing model for
people of low income as:
Smaller multi-family units in
mixed income communi-
ties
Large Multi-family (8+) in
affluent areas
CMHA is concerned with ac-cess to transportation, grocery
stores, amenities when lookingat potential sites for develop-
ment.
CMHA would like clients to beable to mimic existing sur-
roundings and learn a new
standard of living.CMHA wants to increasefrom 32 units to 50 because it
is more cost effective per unit,they claim it can improve a
blighted area and will create
local jobs short term.
CMHA will not make a formal
offer to purchase the green
township property until:
CMHA says Not until
other parcels are undercontract and the CMHA
board has approved theVCA development option
that they feel is best for all
parties involved.
Information about Options:
If chosen must be leased byJune 30, 2016.
Requires property in Green
township.
It was stated that if there is notprogress on Option A by03/31/2013, Mr. Johnson said ...if
HUD says the progress is notgood then this triggers Option
B.
Mr. Johnson later stated that either one we choose..
this was confusing, but it wasclear that CMHA board
members have voted yes to
option A and the space onWestern Northern Blvd is
their preferred site.
CMHA allowed for speakersand many of our community
members had great com-ments and questions.
