Airmail Board (AMB) The AMB develops and maintains procedures related to every aspect of airmail handling and liaises with the

Universal Postal Union (UPU) on all issues relating to the carriage of mail by air, except rates and charges. A

number of project groups are active reviewing such subjects as airmail automation, security and standard

handling procedures.

The AMB consists of a maximum of 12 mail specialists from Member Airlines appointed by the Cargo Services

Conference for a period of four years. They meet approximately once a year.

The AMB presently comprises the following members:

Cargo Border Management Board

(CBMB)

The CBMB is responsible for developing and maintaining standards necessary to ensure the air cargo supply

chain exploits available trade facilitation opportunities and operates in full compliance with global customs,

security and regulatory requirements, guiding and influencing policy makers wherever possible to ensure the

most efficient and harmonized solutions are implemented.

The CBMB consists of a maximum of 12 members appointed by the Cargo Services Conference for a period of

four years. Meetings will be held as deemed necessary. Electronic based communications such as e-mails, web-

based applications and teleconferencing will be actively used whenever possible.

The CBMB presently comprises the following members:

Board (COTB) The COTB is responsible for developing and maintaining standards for the procedures, documentation and flow

of information relating to the air cargo business.

The COTB consists of a maximum of 12 members appointed by the Cargo Services Conference for a period of

Dangerous Goods Board (DGB) The DGB is responsible for promoting the safe transport of dangerous goods by air. The Board meets to review

new developments, identify issues and problems, co-ordinate industry initiatives to promote the safe

transportation of dangerous goods and modify/develop new regulations as appropriate.

The Board is composed of a maximum of 12 dangerous goods experts appointed by the Cargo Services

Conference for a period of four years. Meetings will be held as deemed necessary with the approval of the

CPCMG. Electronic based communications such as e-mails, web-based applications and teleconferencing will

be actively used whenever possible.

The DGB presently comprises the following members:

Live Animals and Perishables Board

(LAPB) The LAPB is responsible for promoting cargo business development through the safe, humane and efficient

transport of special cargoes. The Board initiates, develops and publishes the live animals and perishables

regulations and standards. The Board meets to review new developments, discuss issues, modify/develop new

regulations as appropriate, and to liaise with international organisations and governments that have officially

recognised the IATA Live Animal Regulations e.g. Convention on International Trade in Endangered Species of

Wild Fauna and Flora (CITES), World Organisation for Animal Health (OIE).

The Board consists of a maximum of 12 experts in the field of live animals and perishables appointed by the

Cargo Services Conference for a period of four years. Meetings are open to industry observers, regulatory

authorities and trade associations involved in the supply chain of live animals, time and temperature sensitive

healthcare products and perishables. Meetings will be held as deemed necessary with the approval of the

CPCMG. Electronic based communications such as e-mails, web-based applications and teleconferencing will

be actively used whenever possible.

The LAPB presently comprises the following members:

Suggested requirements for Board membership • Experienced commercial, operational and regulatory knowledge in live animal transportation and a particular

ULD Board The ULDB develops ULD specifications, guidelines, recommendations and other technical material, and is responsible for

developing recommendations and guidelines concerning the manufacture, registration, handling and maintenance of ULDs.

The Board consists of a maximum of 12 members appointed by the Cargo Services Conference for a period of four years.

Meetings will be held as deemed necessary with the approval of the CPCMG. Electronic based communications such as e-

mails, web-based applications and teleconferencing will be actively used whenever possible.

Cargo Training Task Force The CTTF reports to the Cargo Services Conference perform an industry cargo training gap analysis to

investigate and propose a course of action to the CSC on: alignment and benchmark for cargo training

requirements, and the potential for a common cargo training standard.

The CTTF will consists of a maximum of 20 cargo training specialists from Member Airlines, Ground Service

Providers, Freight Forwarders, International or National Organizations appointed by the Cargo Services

Conference for a period of four years. They meet approximately once a year.

The CTTF presently comprises the following members:

IATA / Cargo Handling consultative

Council (ICHC) The ICHC is established to review and establish standards, procedures and provide guidance necessary for the appropriate handling of cargo to ensure safe and efficient operational standards for all types of cargo including mail. The Council is composed of representatives from IATA Members and the cargo ground handling industry representatives serving as experts in cargo and ground operations (e.g. members of the, IATA Ground Operation Group (GOG), Airport Services Association (ASA), etc.), referred to as “industry experts”. The Council will be responsible for initiating, considering and making recommendations on issues affecting the Cargo Handling activities, through the Cargo Services Conference (CSC) structure or other relevant bodies and will keep the GOG informed on a regular basis. The council shall consist of not more than 16 members (8 IATA Members, and 8 industry experts) each being an expert in cargo operations, cargo EDI messaging standards, mail operations, as applicable. Special Loads Task Force The Task Force proposes standards and procedures for the acceptance, build-up, loading, and restraint of special loads to

ensure the aircraft operating limitations specified in the Aircraft Weight and Balance Manual (WBM) are complied with.

The Task Force consists of a maximum of 20 members appointed by the Cargo Services Conference (CSC). Nominations are

sought from the following stakeholders:

Cargo Customs Working Group

(CCWG) The Cargo Customs Working Group (CCWG) is established as a Cargo Border Management Board (CBMB)

subgroup. The scope and deliverables of the tasks assigned to the Working Group shall be endorsed by the

CBMB.

The objectives of the CCWG are to review all matters related to cargo customs and provide recommendations

to the CBMB on the customs aspects of IATA Resolution 656 on Automated Data Interchange with Customs

and IATA Recommended Practice 1675 on Cargo-XML Message Standards.

The CCWG will review all matters pertaining to Customs requirements impacting the flow of air cargo over

borders and will provide recommendations to the CBMB.

Cargo Digital Connectivity Working

Group (CDCWG) The Working Group is established as a Cargo Operations and Technology Board (COTB) subgroup. The working

group will provide recommendations to COTB on standards related to digital connectivity and act as a forum for

the exchange of ideas and expertise to standardize the digital connectivity procedures between the industry

participants. The Working Group shall consist of not more than 20 members, each being familiar with electronic

data interchange methodology, digital connectivity and cargo business processes

CCS providers for automated electronic exchange of cargo & freight information between the computer systems

of the participants in a cargo community are encouraged to nominate suitable candidates from within their

respective organizations to fill these important industry positions.

Cargo Messaging Working Group

(CMWG) The Cargo Messaging Working Group is established as a Cargo Operations and Technology Board (COTB) subgroup. The scope and deliverables of the tasks assigned to the Working Group shall be endorsed by the COTB. The objectives of this Working Group are to provide recommendations to the Cargo Operations and Technology Board (COTB) on messaging requirements for transportation and cargo messages. The Working Group consists of a maximum of 20 members, from the industry appointed by the COTB for an undefined period, to be reviewed regularly by the COTB. Dangerous Goods Training Working

Group (DGTWG)

The Dangerous Goods Training Working Group (DGTWG) is responsible for developing dangerous goods training standards

to support member airlines in maintaining the highest safety standards. The DGTWG meets to review the IATA Dangerous

Goods Training Programme to ensure it is current and fully aligned to the IATA Dangerous Goods Regulations.

The DGTWG is composed of a maximum of 20 dangerous goods training experts appointed by the IATA Dangerous Goods

Board. Also, representatives from IATA Member airlines, FIATA, IFALPA, and IATA Strategic partners attend and participate

in the meetings as Observers. This Working Group meets twice per year, around May and October, usually following the IATA

Dangerous Goods Board meetings.

The objectives of the DGTWG also include: Maintaining the content of the IATA Guidelines for Instructors of Dangerous Goods

Courses and other training aids to assist instructors in the development and implementation of professional training

standards. Reviewing and updating qualification standards for instructors conducting dangerous goods training.

Exploring, evaluating, and promoting the use of new training technologies.
