He held principal responsibility for managing the housing and providing a wide span of associated support for over 1200 propefties and the families occupying them. This all amounted to running a budget in excess of f12 million annually. ln the many aspects of his work in which I was involved, he always demonstrated excellent managerial and organisational skills. He did his whole job with absolute confidence and total reliability, carrying along all those involved with his professional behaviour and high standards. Often under significant pressure of time and resources, he always demonstrated considerable attention to detail, carefully checking every minor aspect of any task to ensure that the end result was of the requisite standard. He has an admirable work ethic and could be relied upon to deliver high grade results to a uniformly excellent standard and on time. He always proved willing to assist and to take on additional tasks well beyond the remit of his own job, and he did so enlhusiastically and competently. Mr Wilcox is an intelligent, extremely highly-motivated and most practical individual with a strong personality and a good sense of humour. A thoroughly likeable character, he can be relied upon to get on well with all his colleagues. He has astute and excellent perception of situations and of people, displaying discretion, integrity and clear judgement in all circumstances. He expresses himself clearly both orally and on paper. He also sets high standards in his own appearance, behaviour and performance. ln summary, he is an outstandingly reliable and highly competent senior manager, who can be trusted to deliver results to the highest standard in all that he does. I have no hesitation in unreservedly recommending him for employment in any appropriate organisational or managerial capacity. He is well capable of taking on the most challenging and demanding tasks.
