    PRESIDENT’S WELCOME MESSAGEOn behalf of the California Association of Public Procurement Officials, I am very pleased to welcome you to picturesque Napa, California January 14th through January 18th, 2013 to attend the 96th Annual CAPPO Conference & Vendor Exposition.

    The conference theme is, “A Harvest of Knowledge”. You will join your fellow public procurement professionals for this once a year opportunity to engage in workshops, seminars, products exposition, and networking. The conference will help you gain fresh perspectives and new ideas in a motivationally stimulating environment.

Each topic has been carefully selected to address industry trends, innovative ideas, management techniques and technology. Discover the challenges and sometimes hidden opportunities that we collectively have as public procurement officials.

    Th is is a one-half day seminar providing attendees a greater understanding on many aspects of the Contract-Risk Transfer process. Seminar will include hands-on exercises, handouts and will cover: an overview of the history of insurance and the basics of risk management, a step by step process for developing contracts and the appropriate insurance and indemnifi cation, using checklists and guidelines for eff ective contract management, a review of the legal and regulatory issues eff ecting risk transfer the latest laws, forms and practices will be reviewed, a discussion and presentation on the latest forms, trends and insurance industry practices, a look at Assembly Bill 573 and how to write indemnifi cation clauses for professional services, and lastly, the participants will be provided with the tools necessary to eff ectively deal with insurance brokers, carriers and contractors.

    In this interactive seminar, we will look at some of the regulations that Impact public agencies’ ability to contract for services, review the elements of a contract and how they apply to services, and discuss some of the terms and conditions that will help your agency control risk. We will discuss the roles of the various participants in the contracting process. Participants will gain hands-on experience in developing a clear and concise scope of work. Sample forms and processes will be provided that can be adapted to your own agency’s needs.

    The Future of Electric Plug In & Get ThereColin SantulliCalifornia Center for Sustainable EnergyElectric vehicles have arrived to the mainstream consumer marketplace.  No longer a novelty, every major auto manufacturer either has an electric vehicle (EV) in production or plans to release a model this year.  And own-ers regularly rate their satisfaction with these vehicles at the top of their respective classes.  Assisted by many manufacturers selecting the state of California as a launch market for EVs as well as the state’s generous incen-tive project (the Clean Vehicle Rebate Project), it is not surprising that over 20% of the national EV market is here in California.  Th ese factors com-bined bode well for Governor Brown’s recent commitment to expanding the market for EVs in California.  Th e Governor’s March 2012 Executive Order directed the state to “encourage the development and success of zero-emis-sion vehicles to protect the environment, stimulate economic growth and improve the quality of life in the State.”  Included in this eff ort is a directive for the state government to purchase EVs (and other zero emission vehicles) in order to support the market and capture environmental and economic benefi ts. Specifi cally, it requires that beginning in 2015, 10% of light-duty fl eet purchases by state departments be zero emission vehicles, climbing to 25% of light duty purchases by 2020.

    Th is presentation will focus on the growth of the electric vehicle market and what that means to fl eet operators throughout the state.  With a focus on fi nancial benefi ts, both from long term operational costs and up front incentives available from the state, the workshop will provide to attendees all of the information needed to make educated fl eet purchase decisions.

    Mary Hall Ross is Chief Fiscal & Administrative Officer in the Information & General Services Department of the County of Nevada, a position that includes, among other things, serving as the County Purchasing Agent. Mary came to public procurement more than 20 years into her career, having previously held positions responsible for administration of federal and state grants and contracts at Stanford University and other non-profit educational and research organizations. She joined Nevada County in 2002 as a temporary budget analyst in the CEO’s office, served as

    Interim Director of the Health and Human Services Agency for a year, and assumed her current position in 2005 after leaving the County organization for a year to serve as principal of a K-8 charter school.     Mike Kolodisner, CPPO, has worked in a number of capacities in his career.

    Most recently, he was Contracting Services Manager for the Metropolitan Water District of Southern California, the largest water district in the United States. Prior to taking that position, Mike was Director of Administrative Services and Chief Purchasing Officer for the County of Orange, California.

    Mike is currently President of Pro-Train, a training and consulting firm located in Laguna Hills, California. He has provided training and

    consulting services for both Fortune 500 companies and public agencies throughout the United States, Canada, Europe, Asia and South America.

    Robert Eyler is Professor and the Frank Howard Allen Research Scholar of Economics at Sonoma State University and the Director of the Center for Regional Economic Analysis at Sonoma State University. He is also the Director of SSU’s Executive MBA program. Robert earned a Ph.D. from the University of California, Davis in 1998. He earned a B.A. in Economics at CSU, Chico in 1992. Robert is also the interim CEO of the Marin Economic Forum, a private-public partnership aimed at Marin County’s sustainable growth through business vitality, social equity and environmental balance.

    Dr. Eyler specializes in research on macroeconomic and monetary policies, and is finalizing a textbook on monetary and banking topics. His academic work has focused on the economics of the wine industry,monetary policy and theory, derivative markets, and international finance. Robert has authored two books. The first, “Economic Sanctions: International Theory and Policy at Work” (2007), investigated the efficacy of using economic sanctions as a political tool and constructed a theoretical model using new open economy macroeconomic modeling to show that import sanctions are the most effective form of these political decisions. His most recent text, “Money and Banking: An International Text” (2009), is a college-level textbook for classes on central banking, financial institutions and markets, and banking as a business.

    Dr. Eyler is often called up by the media for his expert input into the economic climate, acted as an expert witness in interstate trade litigation, and as a forensic economist. He also provides economic impact analyses for both private firms and public entities to help guide public policy at the local and state level and has been a visiting scholar at both the University of Bologna and Stanford University.

    Colin Santulli is a Program Manager with the California Center for Sustainable Energy’s Transportation Programs Group. Colin manages the strategic planning, statewide outreach efforts and day-to-day operations for the Clean Vehicle Rebate Project (CVRP), California’s incentive program for new zero emission and plug-in hybrid electric vehicles. As CVRP Program Manager, Colin facilitates consumer education workshops to focusing on a variety of issues surrounding PEV adoption including utility tariffs, publicinfrastructure availability and residential EVSE installation. Colin works closely with many of the key stakeholders involved in promoting PEV adoption, readiness, and planning, including the California Air Resources Board, California Energy Commission, local Air Quality Management Districts, municipalities, utilities, automobile manufacturers, and electric vehicle supply equipment providers. Specializing in energy and environmental issues, Colin has worked in legislative affairs for the Port of San Diego’s Government Relations Department, as well as project management for URS, an engineering consulting firm. Prior to his involvement in thesustainable energy sector, Colin led maritime law enforcement units as Lieutenant in the U.S. Coast Guard. Colin graduated magna cum laude from East Carolina University with a Bachelors of Science in Business Management. He holds his a Masters in International Affairs, with a focus in Environmental Policy, from the University of California, San Diego.

    Allen HunsbergerAllen Hunsberger is Purchasing Manager for the County of San Diego, Department of Purchasing and Contracting, overseeing the purchase of goods and services, the administration of the Procurement Card program, and property disposal. Mr. Hunsberger has prior procurement experience as a Procurement Specialist, Senior Procurement Specialist, and Procurement Contracting Officer with the County of San Diego. He was also an ERP System Administrator, managing enterprise procurement applications including Oracle Purchasing, an e-Procurement web application (BuyNet), and an electronic document management system for contracts. She has assisted minority, women, and small contractors in identifying contracting opportunities, preparing bids, obtaining bonding, complying with labor compliance requirements, obtaining progress payments, and completing certification forms in an effort to improve the community economically.

    Alicia Culver is the Executive Director of the Responsible Purchasing Network, an international network dedicated to advancing sustainable procurement policies and practices among government agencies and public institutions. RPN uses “the power of the purse” to promote green building, toxics reduction, manufacturer responsibility, and green collar job creation, and to help government agencies, businesses and institutions meet their climate protection, zero waste and other sustainable goals.

    Alicia has nearly two decades of experience working in the sustainable procurement field. She got her start in 1994 evaluating the federal government’s environmentally preferable purchasing efforts as Coordinator of the Government Purchasing Project based in Washington, DC. She later served as deputy director of the New Jersey Office of Sustainability and, in 2004, founded the Green Purchasing Institute.

    Alicia has worked directly with the procurement and environmental program staff of dozens of cities, counties, states, and federal agencies to demand a wide-range of cutting-edger “green” products, including asthma-safe cleaning products, low-mercury lighting equipment, locally grown producer and truly compostable food service waste.

    Linda has worked as a Manager in the Office of Acquisition Policy (OAP) for more than 15 years, providing leadership, policy development, guidance and direction in the County’s acquisition of goods and services. She has provided assistance in the certification and technical arenas, contract compliance, labor compliance and identified best practice modules for contractors sourcing contracting opportunities. She received a BA degree in Political Science from California State Hayward, and a MA from Ashford University.

    Her primary functions include outreach, training, and small business development, all aimed at increasing opportunities for small businesses who want to do business with Alameda County.

    Linda serves with the Alameda County Apprenticeship Collaborative, the East Bay Inter-Agency Alliance, National Forum of Black Public Administrators and the City of Hayward’s Community Services Commission.

    Virginia Wilson is currently a Procurement Contract Specialist for the County of Riverside, CA -- Purchasing & Fleet Services Department. She has over twenty years of experience in Contracting and Procurement in both the private and public sectors.

    Virginia earned a Bachelor of Science degree in Business Administration from the University of the State of New York and a Master’s degree in Business Administration (MBA) from National University. Virginia has earned certifications as a Public Procurement Officer (CPPO) and as a Certified Purchasing Manager (C.P.M.).

    Virginia has been very active in CAPPO, including serving in all Board positions of the Inland Empire Chapter (2007-2010). She also served as the 2010 CAPPO Pro-D Conference Chair.

    In addition to participating in CAPPO, Ms. Wilson has also been active in the Inland Empire Chapter of the National Contract Management Association (NCMA-IE), elected to serve as Chapter President for five (5) years (2007-2011) and elected as Chapter Vice -President in 2006. She is presently serving on the Chapter’s Advisory Committee.

    Ms. Wilson has presented numerous professional development papers and workshops to CAPPO and NCMA Chapters, County staff, Contractors and Community Organizations on topics such as, Dealing with Vendor Protests, Responding to a RFP, Best Practices for Bid Solicitations, Doing Business With the County of Riverside, Green Procurement for Riverside County, and Surviving a Purchasing Internal Audit.

    Doug G. Richins, C.P.M.For the past 20 years Douglas Richins has been active in multi-state cooperative purchasing. He was a founder, and has served as chairman of the Western States Contracting Alliance (WSCA). WSCA a subset of the National Association of State Procurement Officials (NASPO), has now been renamed the WSCA/NASPO Cooperative Purchasing Organization and provides best of class multi-state contracts that are used throughout the nation by state and local governments. Richins provides leadership for the organization. He retired from Utah state government in 2008 following 23 years as the Director of the Utah Division of Purchasing & General Services and the state’s chief procurement officer, having served under four governors.

    A Certified Purchasing Manager, Richins is a past president of NASPO and the past president of the National Association of Purchasing Management—Utah, a professional organization of procurement executives from government, education, manufacturing and industry in Utah. He has been honored by both of these associations with their highest “Distinguished Service Awards.”

    Craig Rader, CPPB, CPPOCraig is the Purchasing Agent for the County of Sacramento where he has been employed for almost 19 years. During his career at the County, Craig has held multiple procurement positions starting as a temporary Buyer, Sr. Buyer, Contract Services Manager and finally, the County Purchasing Agent since 2006. Craig has almost 30 years of procurement experience; including 10 years in the private sector. He is a Certified Public Purchasing Officer (CPPO) and Certified Professional Public Buyer (CPPB), has an AA degree in Purchasing and Materials Management and two Purchasing Certificates. Craig is an active member of several procurement associations and currently serving a two-year term as a Director on the Board of the California Association of Public Procurement Officials (CAPPO).
