Capital Home Builders is located in Savannah Lakes Village on the shores of Lake Strom Thurmond. We pro-

vide a true turnkey approach to building your dream home from concept to completion. Our service area in-

cludes, but is not limited to, Savannah Lakes Village and the surrounding Lake Thurmond area.

The Capital Home Builders Mission is to provide a superior home at an exceptional value for our customers,

while improving the surrounding community at large.

Founded in Atlanta, Georgia in 2004 by Jeffrey Dinos and Dwight Fleming, Capital Home Builders LLC. Per-

manently relocated to Savannah Lakes Village in 2005. With nearly six years of successful projects Jeff and

Dwight have established themselves as professional homebuilders with a reputation of providing exceptional

quality and character at an exceptional value. Capital’s new home construction focus includes retirement

Jeffrey Dinos , a registered real-estate agent, holds a degree in

Dwight Fleming, holds and undergraduate managerial

economics degree from Hampden Sydney College. He is a

licensed and bonded builder in the state of South Carolina and

Getting Started...

The first step in building your home is selecting the home site. When selecting your lot, you need to consider the following.

1) Do I want a basement, slab, or crawlspace?

2) Have I selected my plans? And, if so, will my house fit on the lot after setbacks are taken into consideration?

3) And, of course, how can I position and design my house to maximize my view and accentuate the positive qualities of

my property?

Once you have selected your home site, the next step is having a survey prepared. This allows us to see the overall dimensions

and topography of the property. When ascertaining your site plan, we would recommend using Newby Land Surveying. Daryl

Newby is local, cost efficient, and has a good working knowledge of what you will need.

This step is important because it allows you to know the maximum width and depth of your lot and, therefore, facilitates the

design process of your house. The survey can help us position the house on the lot and select the ideal building site for the home

making sure no setbacks are infringed upon and all county and POA guidelines are followed.

Finally, you can design the house. There are many different design options. Donald Gardner and Frank Betz are two home de-

signers that have thousands of plans to choose from on the internet. We recommend finding some plans you like on the internet

then taking those ideas to a home designer.

Dave Rollison is a home designer that lives in McCormick and has designed many homes in the Village. His contact informa-

tion is below. This is the most cost effective way to design a home if you have a fairly concrete idea about the direction of your

design.

On the other hand, if you are starting from scratch and want the consultation of a professional architect then Cheatum, Fletcher,

Scott, and Sears of Augusta are a good choice. They can provide you with the creativity, expertise, and knowledge to create a

home that takes into account the limitations of the lot while still giving you the design of your dreams.

Once you have designed your home it is time to select your builder. If you bring us your plans, we can deliver a bid in approxi-

mately 2-7 business days. This will include the entire price to build your house taking into account the types of finishes that you

have selected. Our bids can range from approximately $95/sq ft - $180/sq ft. However, the cost of building can be above or

below this range depending on the type of foundation, workability of the lot, and the finishes selected.

Homeowner Selection Schedule

Please use this selection guide as a check list and resource to help prepare for the selection meetings. There will be three main

selection meetings which will involve you, Jeff and Dwight, appropriate subcontractors, and the designer during the designer meet-

ing. The three meetings include the Architectural Control Comity (ACC) selections, systems walk through, and the interior de-

signer meeting. The following outlines most of your selections, their timetables, and much of the information you will need in or-

der to make the selection.

Architectural Control Committee Selections (First Meeting) Where: Capital Homebuilders Office.

When: Prior to building permit application.

Who: Homeowner and Jeff or Dwight.

The first selections made are for the ACC in order to obtain the building permit. These will need to be made before submitting

your plains for review by the ACC. The selections are made very early in the process and some can be changed in the near future.

It is a time to start thinking about the overall look and feel of your home. Aside from brick and stone samples, all of the informa-

tion you will need to make the decisions at the office. The brick, stone, garage door style and paint colors will be able to be revis-

ited with the designer during the third selection meeting. During the meeting the following selections will be made:

Pre Systems Walk Through And Selection (Second Meeting)

Where: Capital Homebuilders office followed by jobsite walk through.

When: After framing of the home is complete.

Who: Both Jeff and Dwight, the homeowner, and appropriate subcontractors.

This meeting will take place once framing of the home is complete. Prior to this meeting, you should have met with the lighting

designer and the plumbing and bath fixture suppliers. There are a few things to think about before the pre systems walk through.

Both Jeff and Dwight will be there as well as the electrician to assist with the decisions. Some of the mechanical items are on here

just to review the planned locations to ensure there are no conflicts. This is also the time to discuss cabinet options if not previously

decided. During the walk through the final placement of the following options will need to be made.

Location of can lights

Interior light fixtures (keep in mind table sizes)

Location of exterior light fixtures

Location of exterior flood lights

Location of exterior power outlets

Garage, master closet and laundry room are

Design Meeting Selections (Third Meeting)

Where: Meet at the office, Tour the Job and return to the office for selections.

When: After sheetrock and siding is complete.

Who: Both Jeff and Dwight, the designer and homeowner.

This meeting will be scheduled with professional designer Linda McIntosh after

sheetrock is complete. It will be held at the office and on the job site. Prior to this

meeting you will need to narrow down or have made the following selections with the

suppliers.

It would be helpful and more productive to have the brick or stone samples, tile samples, kitchen cabinet door sample, and carpet

selection options at the designer meeting. If you are unsure on any or all of the selections, bring a few samples of what you like and

the designer will help you complete the selection process. Jeff and Dwight will be happy to assist with gathering samples from the

suppliers to bring to the meeting. It may also be helpful to bring any fabric samples you may want to use while selecting paint colors.

Energy Saving & Green Living

With the recent and necessary trend toward energy efficiency, we have naturally incorporated many standard

green practices in our homes including weather proof house wrap, Low E windows, I joist floor systems, OSB sheathing,

and fiberglass insulation. However, if you are interested in obtaining an even more efficient home, we consider ourselves

to be a leader in green construction for our area. Below we have included some practical and realistic energy saving

suggestions that apply specifically to our region of the country and our development.

Rinnai Tankless Water Heater: Heating water accounts for up to 30 percent of the average homes energy bill.

With the tankless you are not paying to continuously heat the water; you only heat it when you need it. This energy effi-

cient option also increases comfort. The supply of hot water is endless. When friends or family come to town you don't

have to worry about running out of hot water.

Upgraded Insulation Package: As you can see in the Residential Specifications section, our standard insula-

tion package includes R13 in the walls, R19 in the floor, and blown in R30 in the ceiling. While we have used closed

cell spray foam insulation in the past and recognize its advantages, it can be cost prohibitive. We recommend an up-

graded fiberglass insulation package including R15 in the walls, R30 in the floors, and blown in R38 in the ceiling.

LP TechShield Radiant Barrier Sheathing: This

innovative product helps block radiant heat from entering the

attic, keeping the attic cooler and lowering energy costs. It is

Energy Star certified and reduces the heat load on the attic,

making living areas and air conditioning ductwork cooler so

less energy is required to maintain homeowner comfort.

HVAC System Upgrades: Our standard is a High efficiency, 13 SEER heat pump sized and engineered for each

home. A popular and effective energy upgrade is to increase the equipment’s SEER (Seasonal Energy Efficiency Rat-

ing) rating from 13 to 15 or 16 while adding an air purifier and programmable thermostat. The increased SEER rating

and programmable thermostat are both effective in reducing energy consumption and costs with a quick return on your

investment.

Water Management And Conservation: Particular to Savannah Lakes Village where water is billed on

both consumption and sewage rates, steps can be taken to minimize water bills depending on your usage needs. By in-

stalling a second “irrigation” meter, you can avoid the sewer charges on the water you use on the lawn and on exterior

spigots. The second meter is an additional $750 cost, so it really only makes sense if you plan on doing extensive exte-

rior watering. On the interior of your home flushing toilets account for up to 30% of your water usage. By selecting a

1.6 gallon per flush or less toilet, you would save considerably over time.

Residential Specifications

Section 1. Permits and Fees:

Capital Home Builders, LLC (“C.H.B.”) agrees to submit all necessary documents to the Savannah Lakes Village

Property Owners’ Association (S.L.V.-P.O.A.”), Architectural Control Committee (“A.C.C.”), and McCormick

County in order to obtain the required permits and other relevant authorizations for the building process and asso-

ciated tasks. The interceptor tank required for all houses in Savannah Lakes Village is included in the contract

price. All individual(s) contracting to purchase a home from C.H.B. (hereinafter “Owner” or “Owners”) shall pro-

vide C.H.B. with a down payment of 10% of the contract price prior to submission by C.H.B. of all paperwork

required to obtain the authorizations outlined above. Hereinafter, C.H.B. and the Owner shall be referred to collec-

tively as the “Parties”.

Section 2. Site Work:

Lot Survey:

A member of C.H.B. will be available to meet with Owner to assist in placing the residence on the lot.

Lot Clearing:

The area of the lot that is covered by the house, deck, patios, garage, driveway, and sidewalks and other areas as

may be marked and designated by the Owner and specifically contemplated by the parties within 20 feet of the

house will be cleared of brush, trees, and other impediments to construction. All other areas are considered extras

and can be cleared at the expense of the Owner.

Final Grade: Final rough grading will be provided by C.H.B. in order to provide positive drainage of water away from the foun-

dation of the house. Once the certificate of occupancy is received and the grade is completed as described above,

the maintenance of the grade and prevention of erosion are the sole responsibility of the Owner.

Landscaping

Landscaping is the responsibility of the home owner.

Termite Treatment:

In order to comply with South Carolina regulations with regard to the prevention and treatment of termites, all

homes will be pretreated by a licensed pest control company with annual renewal available at the Owner’s option

and expense. Pretreatment is included in the contract price.

Section 3. Concrete:

Footing: Unless otherwise agreed to in writing by the Parties, all footings shall be 3000P.S.I. concrete, 12” deep by 24”

wide with two #4 rebar continuous minimum. All piers shall be 24” by 24” by 12”. Step down footings shall con-

form to grade and shall be made in 8” increments for block foundations and 12” increments for poured wall foun-

dations.

Garage Floor:

Unless otherwise agreed to in writing by the Parties, garage floors shall be 3000 P.S.I. concrete, 4” thick, rein-

forced with fiber-mesh, trowel finished and sloped towards the exterior on compacted soil.

Driveway and Sidewalks:

Unless otherwise agreed to in writing by the Parties, driveways and sidewalks shall be 3000 P.S.I. concrete, 4”

thick, reinforced as per code. Finish shall be either trowel or broom as appropriate for the application. Compac-

tion and rebar or fiber-mesh shall be used in order to meet code.

Foundation Walls:

Unless otherwise agreed to in writing by the Parties, foundation walls shall be 3000 P.S.I. concrete built and

poured according to code. Width to be determined by C.H.B. based on the amount of backfill and the height of the

wall. Anchor bolts, nuts, and washers or anchor straps shall be placed 6’ on center (“O.C.”). Reinforcement shall

be included per code, as well as waterproofing and drain tile below grade as needed.

Section 4. Masonry:

Brick/Stone/Stucco:

For Brick, see Project Allowances, attached.

Stone is included in the contract price; stone color and style shall be chosen by Owner from samples provided by C.H.B.

Stucco is included in the contract price; stucco color shall be chosen by Owner from samples provided by C.H.B.

Section 5. Metals:

Aluminum flashing shall be installed at the meeting of the roof and the wall. Aluminum flashing shall be installed at concrete

slabs to the house. Aluminum deck flashing shall be installed where required, as well as ridge vents and lintels/beams as re-

quired or specified by the plans. Seamless 6” aluminum gutters and downspouts shall be installed. Where applicable, screen

porches shall be framed in aluminum with screen.

Section 6. Carpentry:

Wood Floor Framing:

Framing shall consist of 2” x 8” pressure treated sill plates and an I-Joist Floor System. Bridging shall be installed as required

per plans. All sub floors shall be ¾” T&G flooring, glued and nailed per the manufacturer’s specifications.

Wood Wall Framing:

Wood wall framing shall consist of 2” x 4” construction grade spruce at 16” O.C. Blocking shall be installed per code. There

will be 2” x 10” headers over all windows and doors.

Exterior Wall Sheathing:

Exterior Wall Sheathing shall consist of 7/16” O.S.B. with Tyvek or house wrap of similar quality.

Interior Wall Partition Framing:

Interior Wall Partition Framing shall consist of 2” x 4” construction grade studs at 16” O.C. Blocking shall be installed as re-

quired per code.

Roof Framing:

Roof Framing shall consist of 2” x 6” roof rafters at 16” O.C., braced according to code. Roof Decking shall be 7/16” O.S.B.

covered with #15 felt paper.

Interior Trim: Interior Trim shall be 3 ¼” 445 white pine door and window casing, with 5 ¼” fiberboard speed base. Shoe mould shall be

installed in areas where hardwood floors are placed. There will be 3 5/8” finger jointed white pine crown molding in all main

living areas and master bedroom unless said rooms are vaulted. Hollow-core interior doors shall be selected by the Owner from

the Masonite molded panel series. Closets shall contain 12” wire shelving per plans.

Cabinetry:

Cabinetry is included in the contract price; door style, hardware, and stain color shall be chosen by Owner from the specified

selections at Martinez Cabinets. Any changes or variations to the specified selections is considered an upgrade and will be at

the owner’s expense.

Section 7. Insulation and Moisture Protection:

Floors:

Floors shall be insulated with R-19 – 6” fiberglass Kraft backed batts under all heated areas unless basement walls are insulated.

Exterior Walls:

Exterior Walls shall be insulated with R-13 – 3 ½” fiberglass Kraft backed batts, either friction-fit or stapled.

Ceiling:

Ceilings shall be insulated with R-30 blown fiberglass insulation over all heated areas. Foam insulation shall be installed for all

exterior bottom plates and corners, as well as for all cutouts at plates.

Basement:

A 6 mil poly vapor barrier shall be placed under the concrete slab in all basements.

Roof Shingles:

Roof shingles shall be GAF 30-year architectural shingles unless otherwise specified. Shingle color shall be Owner’s choice.

Section 8. Windows and Doors:

Doors:

Exterior doors shall be insulated steel as per plans. Owner shall choose color and style of all exterior doors; see Project Allow-

ances for the front door allowance.

Windows:

Windows shall be Moss Single-Hung, All-Vinyl Windows with Screens.

Garage Door:

Garage Doors shall be Amarr non-insulated Stratford Series with chain operator; two remote controls are provided.

Hardware:

Door hardware shall be Delaney Callan Series; Owner shall choose color and style.

Section 9. Floor Coverings:

Hardwoods:

Hardwood floor boards shall be 2 ¼” #1 red oak. Floors shall be finished on-site with stain of Owner’s choice of stain and

three coats of polyurethane.

Tile:

See Project Allowances.

Carpet: See Project Allowances.

Section 10. Interior Wall Finish:

With the exception of bathrooms, all rooms shall receive ½” drywall on walls and ceilings. Interior wall finish shall be taped,

floated, and sanded with a smooth finish on ceilings. Bathrooms shall receive ½” Moisture Resistant drywall in wet areas and

standard ½” drywall elsewhere, finished as specified above.

Section 11. Painting:

Interior Trim Painting:

Interior Trim paint shall be Sherwin Williams and consist of one primer coat and 2 finish coats applied to all base, shoe, crown,

and door and window casings.

Interior Wall Painting:

Interior wall paint shall be Sherwin Williams and consist of two coats of flat latex. Two colors per house are included in the

contract price. Additional colors are an upgrade and may be provided at an additional cost to the Owner.

Exterior paint:

Exterior paint is Sherwin Williams and consists of two coats of exterior latex

Section 12. Specialities:

Mirrors:

¼” clear mirrors shall be installed in bathrooms as per plans.

Bath Hardware:

The following shall be installed in each bathroom: one surface-mounted towel bar, one surface-mounted towel ring, and one

surface-mounted toilet tissue holder. Style of above to be selected from the specified selections at Masters Mirrors and Shelv-

ing. Any variation from the specified selections is considered an upgrade and may be provided at an additional cost to the

owner.

Section 13. Appliances:

See Project Allowances.

Section 14. Mechanical:

HVAC:

C.H.B. shall install a high efficiency, 13 SEER heat pump, sized and engineered for the first floor using Bryant equipment with

a non-programmable thermostat. Registers, grills and filters shall be installed as required. Bath fans will be installed which

vent to the exterior of the home. Dryer will vent to an outside wall with cap.

Fireplace:

Fireplace will be Monessen vent-free firebox GCU 36C. Gas logs are not included, but are available at an additional cost to the

Owner.

Gas Supply:

The Owner is responsible for either purchase or rental of a propane supply container.

Section 15. Plumbing:

Unless otherwise agreed to in writing by the Parties, the Plumbing elements provided by C.H.B. shall be limited to the follow-

ing: CPVC water lines; Schedule 40 PVC waste, drain and vent lines; a washer hook-up in the utility room; an icemaker outlet;

and three exterior spigots. All other fixtures, faucets, water heater, and other plumbing elements shall fall under the Project

Allowances.

Section 16. Electrical:

Unless otherwise agreed to in writing by the Parties, the Electrical elements provided by C.H.B. shall be limited to the follow-

ing:

A 200 Amp electrical service panel and metering equipment;

All pre-wiring for telephone (six (6) jacks), cable (four (4) jacks), and electrical fixtures per plan;

All breakers, receptacles and toggle switches;

Wiring for the water heater and heat pump;

Wiring and installation of interior and exterior lighting per plan;

Wiring and installation of one (1) front door bell button; and

Wiring and installation of smoke detectors as required per code.

Light Fixtures:

See Project Allowances. All fixtures are part of the lighting allowance. This includes but is not limited to the light fixtures,

smoke detectors, door bell, canister lights, bath fans, etc.

Section 17. Decks:

Deck Framing shall consist of 2” x 10” pressure treated deck joists and bands and 6” Tongue and Groove Millennium Decking.

The deck rails shall be 6x6 cedar posts with aluminum balusters and 2x6 cedar decking as railing cap.
