Only DL implemented in VBA version
Version from NPO Japan has also UL implemented, but it requires Matlab runtime evironment installation.
Can be used for LTE and HSPA.
Tool can be used to demonstrate the impact of radio conditions to cell capacity.

Summary
There is no correct value to average cell capacity, even in homogeneous grid used in dimensioning.
Changes in parameters defining RF configuration and environment can have bigger impact on capacity than specific capacity features (e.g MIMO)
It better to discuss about capacity trends and impacts of different parameters, than absolute values
For example, to highlight importance of clear cell dominance areas by showing impact of down tilt on cell capacity.
