Introduction: Capacity Building for Renewable Energy SMEs in Africa (CABURESA) project was started in January 2009 and is an initiative of the Danish International Development Agency (DANIDA) and Energy, Environment and Development Network for Africa (AFREPREN/FWD). Its overall development objective is to strengthen existing and embryonic sub-Saharan African SMEs/agro-industries/tourism entities/rural institutions (missions, schools, hospitals, children homes, etc) as well as related key stakeholders involved in pro-poor renewables development through training and investment support. The initial target countries are Kenya, Tanzania, Uganda, Mozambique and Zambia. The CABURESA project has the following targets: Provide a wide range of technical assistance to about 20-30

SMEs/agro-industries/tourism entities/rural institutions Install demonstration units for renewable energy technologies Organize regional training and policy workshops Support policy makers in designing pro-renewable energy

polices and incentive mechanisms such as feed-in tariffs and Standard Power Purchase Agreements.

Primary Target Group The primary target group of the intervention includes SMEs/agro-industries (e.g. Small scale tea factories, small scale sugar industries, small scale forest industries, etc) that benefit rural people. Other target groups include rural institutions such as church groups, rural-based tourism entities, financiers, relevant government & utility officials (Ministries of Energy, Energy Utilities, Regulatory Agencies, Rural Electrification Agencies, etc) The strategic approach of the project is to focus on working with at least two (2) renewable energy technologies (any two of the

following four renewables - biomass-based combined heat and power, small hydro, small wind and solar) and energy efficiency options that are technically proven and economically attractive.

Crosscutting Issues The project aims at addressing three (3) main cross-cutting issues, namely: Poverty Gender Environment

Key Components:

The main components of the project implementation include: Capacity Building aimed at strengthening the skills, expertise and

capacity of both existing and embryonic SMEs/agro-industries/tourism entities/rural institutions interested in renewables and energy efficiency as well as financiers of potential renewable energy and energy efficiency investments in the region.

Investment Promotion which supports selected SMEs/agro-industries/tourism entities/rural institutions and financiers in the implementation of the lessons gained from the training workshops and other capacity building activities.

Policy Development and Outreach that addresses various policy barriers with regard to pro-renewables and energy efficiency policy development.
