(a) What is the total value of the contracts awarded to this company by the government in 2011?

DThere were no new contracts awarded to this company in 2011. The Department of National Defence (DND) /Canadian Forces (CF) established a Standing Offer Arrangement (SOA) with Xe Services' United States TrainingCentre in 2008. Since that time, the CF has made "call-ups" against this SOA each time the facilities at thls trainingcentre were utilized. As of 15 November 2011, the CF has made 14 call-ups for a totl value of $567,729 in 201 tNote that final paid values were used to determine the value of call-ups that have already been invoiced; however,thefew cases where the call-ups have yet to be invoiced, the original contracted values were used.(b) How many CanadianForces soldiers have been trained by the company since 2005?SihCe 2005, DND/CF records indicate that 605 CF soldiers have been trained at the Xe Services' United StatesTraining Centre. Note that this figure merely reflects the number of CF personnel who were trained at the facility; anumber of CF elements provided their own instructors and sim ply utilized the facilities.Note that information regarding the number of Special Operations Forces trained by the company has been withhelapplying the principles of the Access t6/nformationAct, specifically section 15(1): International Affairs and Defence

(c) What type of training did these soldiers receive?CF personnel received training primarily in precision shooting and defensive driving at the Xe Services' facilities.While sorne CF personnel also received training in Very Important Person escort requirements and close quarter

combat techniques as part of a Close Protection course, the CF provided its own instructors and standards personnfor much of this training.(d) How many members of the Special Operations Forces have been trained by this company since 2005?Applying the principles of the Access to Information Act, this information has been withheJd under section 15(1):International Affairsand Defence. The Canadian Special Operations Forces Command (CANSOFCOM) does notdisclose detailed information regarding trainrng or operational activities, as this informationcould reveal informationregarding CF capabmties that could be exploited by their adversaries.(e) What type of training did the members of the SpeCial Operations Forces receive?CANSOFCOM personnel utilized facilties to provide training n precision shooting and defensve driving. Note that many instances, CANSOFCOM provided itsown instructors and simply utilized the Xe Services' facilities.(t) How many contracts Were awarded to this company in 2011 and what percentage of these contracts werawarded without a competitive bid process?Fourteen (14) call-ups were made in 2011 against the SOA. In 2008, the SOA was awardd without a competitive bprocess, because it was assessed that Xe Services had the only fa ci lity capable of meeting the operationalrequirements for specialized training of CF personnel. The SOA was administered through Public Works andGovernment Services Canada without a competitive bid process.
