Over the next four days, September 15th to 18th, delegations from Cameroon and Ethiopia, as well as from other African countries, companies and institutions, will engage Canadian economic leaders and decision-makers on one of the fastest growing regions in the world.

Africa has emerged as the most exciting growth opportunity of the 21st century. Over the past ten years, six of the top ten fastest growing countries by GDP have been from the African continent. This growth has been both resilient and broad-based and has moved beyond the traditional natural resources. With a rising middle class, increasing consumer demands and a growing youth population, African economies are growing by leaps and bounds and facing challenges for their future.

Ethiopia: An Emerging Business and Investment Destination

Ethiopia is changing fast and its regional and continent-wide role is continuing to grow. Many are witnesses of Ethiopia’s developmental achievements over the past several years. Above anything else, the improvement in the lives of Ethiopian people is a prime testimony to the progress the country is making. Ethiopia is on track to achieving all of the Millennium Development Goals and has already achieved, two years before the deadline, the target of reducing the under-5 mortality rate.

For more than a decade now, Ethiopia has registered an economic growth averaging 10.5 percent. It is recognized widely as the fastest non-oil producing economy in Africa; and this growth appears to be widely and equitably shared. The Ethiopian Government has invested heavily in expanding infrastructure, raising agricultural productivity and improving the coverage of health, education and other social services.

The Government places priority on agriculture investment and agribusiness as the engine of overall economic development. By increasing productivity of crop and livestock production, sustainably managing natural resources, improving the agricultural marketing system, and enhancing the role of the private sector, it aims to increase the contribution of the agricultural sector to ensure food security, expand export revenue and strengthen the manufacturing and service sectors of the economy.

Ethiopia, Africa’s second-most populous country, with an increasing middle-class, has a significant potential domestic market. Moreover, it possesses relatively cheap but skilled, easily trainable and disciplined human resources. For the past few years, the country has invested heavily in education, including higher education and technical and vocational training. In the last budget year, for instance, a quarter of the federal budget was allocated to education. The Government of Ethiopia is aggressively working towards creating job opportunities for youth, a demographic group that accounts for the largest segment of the society. Additionally, expansion of Micro and Small enterprises over the last decade has helped generate millions of jobs and is contributing to the transformation of the economy.

Ethiopia has a huge renewable energy potential which will enable it to provide power at a competitive price. A number of projects are underway to enhance its generating capacity from wind, water, geothermal, solar and other renewable sources. This provides the central element of Ethiopia’s competitive advantage in hosting investment in the manufacturing sector. The country welcomes private investment in the production of power, mining, and the oil and gas sectors.

The Ethiopian government is currently working towards making the country one of the major tourist destinations in Africa. As the cradle of mankind, Ethiopia offers a major cultural and historical heritage in a natural environment. These natural and human endowments and the institutional frameworks are proving effective in attracting Foreign Direct Investment. The 2014 World Investment Report ranked Ethiopia as the third most preferred destination for foreign investment in Africa. Ranks aside, Ethiopia needs and welcomes more foreign investment. It offers a responsive policy framework with abundant economic opportunities and we will continue to review and improve the

Before that, he was CEO of SGI-TOGO, a Brokerage Company of Togo operating in the regional financial market, from 1997 to 2003 and President of the Professional Association of Brokerage Houses of WAEMU (APSGI) from 2000 to 2001. He also

created OPTI ASSET Management, a managing company of Undertaking for Collective Investment in Transferable Securities (UCITS) and three mutual funds (FCP). Lucien Bradet

Mr. Lucien Bradet is the Former and first President and CEO of the Canadian Council on Africa (CCAfrica) 2004-2013. The primary mission of CCAfrica, created in 2002 following the Kananaskis G8 Summit in Alberta, is to promote institutional relations between Canada and Africa to further Africa’s economic development. Appointed to CCAfrica in early 2004, Lucien Bradetjoined this association with an extensive experience in Africa. First, he did his university studies in Sociology and Anthropology at the Université nationale du Rwanda, established during the 1960s with the assistance of the Canadian government. After graduating from the University of Ottawa, he joined the Department ofForeign Affairs, and subsequently held numerous management positions at Information Canada, the Department

of Regional Economic Expansion, and Industry Canada, where the Sustainable Cities Initiative was developed and implemented. This Initiative has been initiated in 16 cities on three continents, including four large African cities: Algiers, Durban, Dakar and Dar Es Salaam. In thelast 9 years, he has lead more than 20 missions to more than 20 African countries,(including Tanzania, Kenya, Senégal, the Democratic Republic of Congo and Rwanda) help major a number of major conference in Canada on the Economic development of Africa and assisted many countries to dialogue with Canadians. In addition to his professional career, Lucien Bradet has always been dedicated to the community. He worked as an elected official in the education sector as a school trustee for over 16 years, on three boards in the health sector, and in the area of culture as Chairman of the Board for Nouvelle scène, a cultural organization bringing together four professionaltheatre groups. He is also the Chairman of the Radio Communautaire francophone d’Ottawa. His contribution has been recognized on several occasions: among other things, he was made an Officer of the Ordre de la Pléiade in recognition of his outstanding contribution to La Francophonie and in 2009 was name Person of the Year for its contribution to the francophone community.

Stephen Burega

Mr. Stephen Burega worked in the communications and government relations arenas for more than 12 years with experience spanning both national and international projects in the analysis and development of communications policy/practices in the private and public sectors. Over the past 8 years, he has been intimately involved in the launch and management of a number of natural resource companies with a primary focus in the African marketplace. Mr. Burega is the Founder and CEO of Rakai Resources Ltd., a Ugandan-based mining exploration company which focuses on developing innovative exploration

and development models in partnership with Artisanal and Small-Scale Mining (ASM) communities of Karamoja, in Northern Uganda. While his focus remains on the development of a successful and profitable exploration company, Mr. Burega founded Rakai as an innovative joint-venture partnership with the Salama Shield Foundation (NGO) to engage with the indigenous communities affected by the operations of his company and strengthen the working relationship in the region at large. Mr. Burega has looked for ways to actively push the limits of how the exploration model can include proactive development and engagement methods from the outset of the operations.

Perry Calderwood

Canadian High Commissioner to Nigeria, Canada

Mr. Perry Calderwood (BA Honours [Soviet and East European Studies], Carleton University, 1983; MA [International Affairs], Carleton University, 1986; ARCT, Royal Conservatory of Music of the University of Toronto) joined the Department of External Affairs in 1986. In Ottawa, Mr. Calderwood has held assignments as a desk officer covering South America relations and UN nuclear affairs. Later, he served as deputy director of the UN and Commonwealth Affairs Division and as director of the Eastern and Southern Africa Division. He was also the deputy to the prime minister’s personal representative for Africa. Abroad, Mr. Calderwood has served in New York City, Bogotá, Moscow, Buenos Aires and Pretoria. He also served as ambassador to Venezuela from 2007 to 2010. Most recently, Mr. Calderwood was ambassador to Senegal, with concurrent accreditation to Cape Verde, Guinea-Bissau, Guinea and

the Gambia. Mr. Calderwood replaces Chris Cooter.

Jean Charest

Under his leadership, Québec experienced a sustained period of economic prosperity with stronger economic growth from 2008 to 2012 than the US, Europe, Canada and Ontario, despite a global financial and economic crisis. His government implemented a major infrastructure investment program.

The Charest government has been a world leader on the environment and climate change, having brought forward the first carbon levy in North America with the implementation of its climate change policy.

Mr. Charest has been a lecturer on political science at Concordia University, and he remains active in public policy and community activities. He obtained his law degree from the University of Sherbrooke in 1980 and was admitted to the Québec bar in 1981.

Mr. Kenroy Dowers a senior member of the Corporate M&A and Development Group of Atlas Mara. Atlas Mara is a LSE listed Africa dedicated banking platform focused on operating and managing commercial banks in Africa. Prior to Atlas Mara, Kenroy Headed the IFC’s Non-Banking Financial Institutions and Capital markets Group in FIG, where he led transactions in capital markets, structured finance, insurance and agrifinance. He also spearheaded the IFC’s expansion into housing finance, distressed assets and insurance, and managed the IFC’s global client relationships with banks like Citibank, Deutsche Bank and JP Morgan. He was also a member of the FIG Global Executive Committee. IFC is the private sector arm of the World Bank Group. Kenroy has also held senior positions, leading transactions in capital markets at the Inter-American Development Bank, where he focused on Latin

American and the Caribbean, and Freddie Mac.

Hon. Ed Fast

Minister of International Trade, Canada

Ed Fast was first elected to the House of Commons in 2006 and re-elected in 2008 and 2011. In July 2013, Mr. Fast’s title became Minister of International Trade. Previously, he was appointed Minister of International Trade and Minister for the Asia Pacific Gateway in May 2011.

Prior to his appointment to the Ministry, he served as a member of the standing committees on Canadian Heritage and on Transport, Infrastructure and Communities, and as Chairman of the Standing Committee on Justice and Human Rights.

Mr. Fast’s Private Member’s Bill C-277 to amend the Criminal Code to increase the maximum sentence for luring children over the Internet for sexual purposes from 5 to 10 years in prison received Royal Assent in 2007 and became the law of Canada. In 1985, Mr. Fast was elected to the Abbotsford School Board and served two terms. In 1996, he was elected to Abbotsford City Council where he served for nine years. During that time, he served as deputy mayor and chair of the Parks, Recreation and Culture Commission.

After graduating from law school at the University of British Columbia in 1982, he started his own law firm, Linley Welwood. Mr. Fast and his wife, Annette, have lived in Abbotsford for over 29 years and have four daughters.





John Ffooks

Mr. John Ffooks graduated from the University of Cambridge in the UK and is a qualified Solicitor of the Supreme Court of England and Wales. He qualified with the leading international firm Clifford Chance and was an Associate at major US firm LeBoeuf, Lamb, Greene & MacRae (subsequently Dewey LeBoeuf). As a lawyer, he has particular experience in infrastructure, utility and natural resource investments in the developing world and the financial structures associated with them.

John lived and worked as a lawyer in Madagascar for almost ten years from 2001, and has travelled and worked extensively across Francophone Africa. He is familiar with the specific legal and business cultures across Francophone Africa (including OHADA countries). John has extensive experience of French-based legal systems

as well as the ability to communicate any issues arising simply and clearly to English speaking clients. He speaks and writes fluent French.John has handled finance transactions in excess of US$6bn in relation to natural resource and project finance projects, with all the requisite due diligence such complex transactions require. John also acts for exchange listed companies in London, Toronto, New York and Australia and has considerable experience helping take companies to market. He has also been involved in acquisitions and disposals of assets in natural resources and telecommunications fields.

Previous highlights include advising the Ambatovy Nickel Project on its US$46bn nickel/cobalt mining and processing project which recently reached financial close on US$2.2bn of debt finance where he was also responsible for obtaining a significant number of local permits and authorisations. As part of his natural resources experience, John has particular experience in Real Estate matters. He has handled the acquisition, registration and mortgaging to lenders of over 100 long-term leases; he has conducted due diligence over massive areas which were poorly documented and with considerable title issues. He is familiar with many of the difficulties surrounding land title in Francophone Africa (both “legal” and “socio-environmental”) and has a proven track record of successfully documenting large and difficult real estate transactions.

Lise Filiatrault

Acting Assistant Deputy Minister, Africa Branch, Department of Foreign Affairs, Commerce and Development

Ms. Lise Filiatrault was appointed as acting Assistant Deputy Minister for Africa on November 4, 2013, responsible for political relations, trade and development programs and operations in all countries of Sub-Saharan Africa. Between May 2010 and October 2013, she was Regional Director General for the Americas, with responsibilities for the Canadian international development programs in Latin America and the Caribbean. Prior to taking this position, she served as acting Regional Director General for the Europe, Middle East and Maghreb Directorate for almost a year. She was Director General for the Europe Division from April 2008 to June 2009 and managed the Russia, Ukraine, Balkans and Europe Regional Programs. From September 2005 to March 2008, she held the position of Director,

Middle East Division, which included responsibilities for Lebanon, Jordan, West Bank and Gaza, UNRWA (The United Nations Relief and Works Agency in the Near East) and Palestinian refugees. Ms Filiatrault was posted as Head of the Cooperation Program in Cuba (2002-2005) and in Chile (1996-2000) where she was also responsible for programs in Argentina, Uruguay and Paraguay.

She also served at the Canadian High Commission in Guyana from 1992 to 1994. Ms Filiatrault held various positions in CIDA’s Americas Branch in the Caribbean Division, the South America Division and as a senior analyst in the Strategic Planning Division. Prior to joining CIDA in 1990, Ms Filiatrault worked for two Canadian NGOs where the focus of her work was West Africa. She studied at Ottawa University (Graduate Studies Diploma in International Development and Cooperation) and at Université du Québec à Montréal (Bachelor in Biology / Ecology).





Marie-Josée Fortin

Ms. Marie-Josée Fortin has a background in education from the University of Quebec in Montreal. She was appointed ambassador in 2009 from the University of Quebec at Montreal, a distinction that earned her his outstanding career, her contribution to the education sector in its sphere of business and its impact at national and international activities. Mrs Marie-Josée Fortin is currently the Director of International Partnerships at the Association of Canadian Community Colleges (ACCC). The ACCC is the national association and the voice of 132 public colleges, colleges and institutes of technology in Canada that jointly supports nearly 1.5 million students per year in more than 3,000 communities across Canada. Ms. Fortin has 26 years of experience in the education sector in Canada, including 15 in the ACCC. She has always been very active in both the professional and voluntary

plans to ensure accessibility to education and reduce the dropout rate to both national and international levels. She currently serves on the executive committee of the two organizations: the Canadian Council on Africa and the Canadian Commission for UNESCO. She manages the pan-Canadian center UNESCO-UNEVOC besides having been elected by her peers as a leader of the UNESCO-UNEVOC centers in North America. As part of her duties as a leader, she developed a visibility strategy for what is done in North America.

Nicolas Fortin

Mr. David Fulton serves as Head of the USA and Canada unit at the International Finance Corporation, where he leads a program to broaden and deepen IFC relations with the U.S. and Canada. IFC is the world’s largest development finance institution focused on emerging and frontier markets. The IFC finances client firms directly and through intermediaries such as banks, leasing companies, and private equity funds.

Prior to this position, Mr. Fulton served as a career U.S. diplomat with the rank of Minister Counselor. He has more than twenty years experience supporting trade and investment interests abroad, including assignments at the U.S. Embassies in Bangladesh, Australia, Italy, Singapore, Poland, and the Philippines. He also served in Washington as Acting Deputy Assistant Secretary for International Operations

Jean Gauthier

Mr. Jean Gauthier is, since November 2013, the President & CEO of the Canadian Council on Africa. He retired at the end of August 2012 from Canada’s Foreign Service with more than 35 years of experience, including overseas assignments in Africa and the Middle East. In August 2014, Mr. Gauthier was appointed a Director of James Bay Resources Limited.

From September 2009 to August 2012, Mr. Gauthier served as the first Deputy High Commissioner of Canada to Nigeria with responsibilities for the Deputy High Commission of Canada in Lagos and as Senior Regional Trade Commissioner for Nigeria and Central Africa. From May 2006 to August 2009, Mr. Gauthier was Deputy Director for the African Great Lakes Region, Central Africa and Nigeria with

the now Department of Foreign Affairs, International Trade and Development where he had special responsibilities for coordinating Canada’s bilateral relations with Nigeria. This was in addition to the responsibilities he took on in 2003 as Deputy to Canada’s Special Envoy and Ambassador for the African Great Lakes Region.

Mr. Gauthier has also have overseas assignments in Egypt, Kuwait, Iraq, Saudi Arabia and Yemen where political developments, trade relations, and oil policies were his daily focus. He received in June 2005, a Professional Association of Foreign Service Officers award in recognition of the dedication and commitment that characterized his long and successful career in the Foreign Service.


Tewolde Gebremariam

Mr. Tewolde Gebremariam began his career at Ethiopian Airlines in 1985. He served in different capacities in the cargo traffic handling department and progressed through the ladder to Manager Cargo Traffic Handling. He was appointed as Regional Director for India and South East Asia base in Bombay and later on transferred to Jeddah as Area Manager for Saudi Arabia. When Ethiopian Airlines commenced direct services to the USA, he was appointed as Area Sales Manager for North East USA and Canada based in New York.

On August 16, 2004 Mr. Tewolde was appointed as Executive Officer Marketing and Sales to head the Marketing and Sales Operations of Ethiopian Airlines. On July 1, 2006 he was appointed as Chief Operating Officer to head all the operating divisions

of the airline namely Commercial, Flight Operations, Customer Services and Maintenance and Engineering. For the last four years he successfully steered the operations of the airline towards an unprecedented and profitable growth.

Mr. Tewolde has earned a B.A. degree in Economics from the Addis Ababa University and a Masters in Business Administration (MBA) from the Open University in the United Kingdom.

Malcolm Gilroy

Mr. Gilroy recently returned from Nigeria where he lived for eight years. The chairman of Djibouti Ports & Free Zone Authority, Mr. Aboubaker Omar Hadi, holds a MSc on Ports and Shipping Management, from WMU, Malmo, Sweden, and BSc on Ports and Multimodal Transports Management, from Le Conservation National des arts et Metiers, Le Havre, France. Mr. Aboubaker Omar Hadi has 35 years experiences in ports, transports and logistics.

Mr. Hadi was appointed Chairman of Djibouti Ports and Free Zones Authority on 26th June, 2011, and has turned in three years, Djibouti to become the fastest growing logistics hub in Africa. Mr. Hadi was the Managing Director of Ports & Cargo, Tincan Island, Lagos Port, from July 2008 to June 2011, before the Republic of Djibouti gave him the responsibility of running Djibouti Ports & Free Zone Authority. At the time, the Port Authority had very little investment program, but today has over $8

billion investments projects, related on maritime infrastructures, railways and highways: with 79% finance secured. The construction works of four new ports is undergoing, and the constructions of two additional ports (a LNG and a Crude Oil) will start on the first quarter of 2015. Stephen Hayes

Mr. Stephen Hayes is president and CEO of The Corporate Council on Africa. In his 13-year tenure as president, he has led CCA to become fully engaged in the most political and economic issues affecting commerce between the U.S. and Africa. These complex issues range from intricate trade legislation and small business development to workplace AIDS concerns. He promotes CCA’s mandate “to increase and support U.S.-Africa economic engagement,” while creating an organization that recognizes a “one world” concept through ongoing international forums. For his work at CCA, Hayes was awarded by the U.S. Department of Commerce its highest award in 2008, The Ron Brown Award for International Leadership.

engaged in the international non-profit sector, including key positions in some of the world’s largest international non-profit organizations, including the World Alliance of YMCAs in Geneva, Switzerland, and the world’s largest student exchange organization, AFS International. Hayes founded in 1985 the American Center for International Leadership, which was funded by the Rockefeller Brothers Foundation, Ford Foundation and others.

A tireless advocate of U.S.-Africa trade, he has assembled a stellar multi-cultural, multinational staff at CCA. Hayes has traveled to more than 120 nations, underscoring his innate respect for peoples and cultures around the world. He has received other numerous awards for his international work and leadership ability. In 2008, the Africa Chamber of Commerce of the U.S. honored Hayes with its award for outstanding contribution to U.S.-Africa relations, following then U.S. Sen. Barack Obama as the previous recipient. In 2004, the Transnet Foundation, South Africa’s largest foundation, chaired by Bishop Tutu, presented him the coveted Phelophepa Humanitarian Award for his organization’s contributions to economic development in South Africa. Hayes was a principal founder of the Infant Formula Campaign, often popularly known as the “Nestle’s Boycott” the only successful global citizens’ campaign.

Horst Hueniken

Horst joined Goodman & Company, Investment Counsel Inc. in 2012. Daye Kaba

Daye Kaba is a partner in the Global Mining and Energy groups. Peter Kieran

Dr. Basile Atangana Kouna is also a politician and a member of the CPDM Central Committee, he held many positions and provided many missions within the political party. On top of that, from 2002 to 2007, he has been Deputy City and Senior Advisor to the Mayor of the rural town of Ngoumou.

Patricia Malikail

Ms. Malikail joined the Department of External Affairs in 1981. She has served in Canberra, Beijing and Singapore. While Deputy Director of the China Division (1994-1996), Ms. Malikail was awarded a Government of Canada Merit Award. Her assignments have spanned relations with Korea, international energy issues and trade and development issues. Ms. Malikail led the team which formulated Canada’s Least Developed Countries Market Access Initiative. The initiative came into effect in 2003. H.E. Louis Paul Motaze

H.E. Louis Paul Motaze was born in Bengbis, located in the Dja and Lobo Division of Cameroon’s South Region; his parents were Arnold Motaze and Mary Monengono. He obtained his secondary education in Sangmelima and then studied at the University of Yaoundé as well as Cameroon’s National School of Administration and Magistracy. Subsequently he continued his studies in France, where he received a degree in international transport in 1985. After working at the Economic Affairs Division of the Presidency of Cameroon, he worked at Cameroon Shipping Lines from 1984 to 1989 and was the company’s Commercial Sub-Director.

Motaze held important posts at Cameroon Airlines from 1989 to 1999: he was its Commercial Director from 1989 to 1993, its Director of the Audit and Management Control from 1993 to 1998, and he was Technical Adviser to the Directorate-General from 1998 to 1999. He then became Director-General of the National Social Insurance Fund (Caisse nationale de prévoyance sociale, CNPS) in September 1999. After eight years as Director-General of the CNPS, he was appointed as Minister of the Economy, Planning, and Regional Development on 7 September 2007.He continued to occupy his post as Director-General of the CNPS until Alain Olivier Noël Mekulu Mvondo was appointed to replace him in that capacity on 7 April 2008. After four years as Minister of the Economy, Motazé was instead appointed as Secretary-General of the Prime Minister’s Office on 9 December 2011.

Mr. Jamal Saghir is Director of the Sustainable Development Department for the Africa Region at the World Bank. In this position, he provides overall leadership to the Bank’s activities in sub-Saharan Africa—including those financed by the International Development Association (IDA)—in agriculture, rural development, energy, environment, climate change and natural resources management, infrastructure, ICTs, oil, gas and mining, post-conflict reconstruction, social development, transport, urban development, and water. Mr. Saghir ensures the soundness and alignment of country, regional and corporate strategies, as well as the Bank’s portfolio in these sectors, so that all contribute effectively to poverty reduction and a sustainable, climate-resilient future in sub-Saharan Africa. Mr. Saghir was previously Director and Chair of the Bank Group’s Boards for Energy,

Transport and Water, a position he held from 2001-10. In this capacity, he led the Bank Group’s activities and guided its lending strategy in infrastructure. In 2010, the Bank committed $24 billion in infrastructure investments. He joined the World Bank in 1990, after working as a senior advisor on privatization, energy and infrastructure in the governments of Tunisia and Quebec, Canada. At the Bank, he has served in senior advisory and leadership roles in a variety of private sector development, privatization and restructuring operations in Africa, Latin America, Central and Eastern Europe, the Middle East and North Africa. In 1998, he was named the Bank’s Sector Leader for Urban Water and Sanitation, in the Infrastructure Development Group, and promoted to Sector Manager in 1999. Mr. Saghir is also an appointed member of the United Nations Secretary General’s Advisory Group on Energy and Climate Change, and a member of the Global Energy Assessment. Tolessa has served the Geological Survey of Ethiopia as a geologist between 1983 and 1989, becoming team leader up until 1996. He has also served as Geo-technical expert at the then Ministry of Agriculture & Rural Development.

Between 2006 and 2010, Tolessa held the post of director general of the GSE. In October 2011, he became state minister for Mines.

Tollesa has a Bachelor’s degree in geology from the Addis Abeba University (AAU)in 1982, and a masters degree in applied geology from the Indian Institute of Technology (IIT).


Mark Sitter

Director Corporate Affairs, Sherritt International

Mr. Mark Sitter is the Director, Corporate Affairs and Sustainability, for Sherritt International Corporation (www.sherritt.com), a major nickel mining company based in Toronto. Since joining Sherritt in early 2007, he has held several different roles in communications, government relations, stakeholder engagement and corporate responsibility. He is currently leading the development and implementation of the company’s sustainability framework to manage environmental, social and governance issues; and is responsible for strategic relationship management. Before taking on this role, Mark was the Deputy Director, External Relations, for Sherritt’s Ambatovy operation (www.ambatovy.com) in Madagascar during construction. Prior to Sherritt, he worked in public affairs and stakeholder relations for private, governmental and non-governmental organizations in Canada, Central America and

Southern Africa. Mark speaks English, Spanish and French, and graduated from Mount Saint Vincent University in Halifax.

Mr. Stephen Shefsky has been the Chief Executive Officer and President of James Bay Resources Limited since November 5, 2007. Mr. Shefsky is the Founder of Castle Resources Inc. He serves as a Secretary of James Bay Resources Limited. Mr. Shefsky served as Chief Executive Officer at Castle Resources Inc., since February 2008. He co-founded Brasoil do Brasil Exploracao Petrolifera SA in 2006. He founded Silver Bear Resources Inc. (“Silver Bear”). He has been the Chairman of Regis Resources Inc., since 1998. He serves as the Chairman of the Board at Morumbi Oil & Gas Inc. (a/k/a Morumbi Resources Inc.). He served as an Executive Chairman of Castle Resources Inc. since June 23, 2011 until July 23, 2014. Mr. Shefsky served as the Chairman at James Bay Resources Limited since November 5, 2007. He served as the Vice chairman of board of Morumbi Resources Inc. since July, 2012 and as its Director since August 05, 2009 until November 19, 2013. Jubril Adewale Tinubu

Mr. Jubril Adewale Tinubu (born 1967 in Lagos, Nigeria) is the Group Chief Executive of Oando PLC, sub Saharan Africa indigenous integrated energy group, a position he assumed in 2001. He started his career with a law firm, where he worked on corporate and petroleum law assignments. Wale co- founded Ocean and Oil Group and guided its strategic development leading to the acquisition of Unipetrol during the Federal Government of Nigeria’s privatization exercise in 2001. In 2002, he also led the largest ever acquisition of a quoted Nigerian company, with the acquisition of Agip by Unipetrol through an international bid conducted by Agip Petroli International B.V.

He is widely recognised for his role in the successful transformation of Oando from petroleum marketing to an integrated energy group, adding international supply & trading, gas & power, energy services and exploration and production. Today, Oando PLC has investment across the energy value chain and is one of sub-Saharan Africa’s foremost indigenous integrated energy solutions group providing employment to over 15,000 direct and indirect employees.

In 2007, Wale was named “Global Young Leader’ by World Economic Forum, Geneva, Switzerland. In 2010, he received Africa ‘Business Leader of the Year’ award from the Africa Business Magazine and the Commonwealth Business Council for his outstanding leadership and contributions to the development of the African Oil and Gas industry.

Wale is a member of the Institute of Directors of Nigeria, Nigerian Bar Association and sits on the board of several blue-chip companies as Chairman or Director. He earned a Bachelor of Laws degree (LLB) from the University of Liverpool, England in 1988 and a Master of Law degree (LLM) from the London School of Economics, England, in 1989 where he specialized in International Finance and Shipping. Wale has pioneered the execution of world class initiatives in the region as an ethical business leader, entrepreneur and philanthropist.

David Usher

Ambassador to the Federal Democratic Republic of Ethiopia

Mr. David Usher David Usher (BA Honours [History], Carleton University, 1979; BEd, University of Ottawa, 1980; MEd, Ontario Institute for Studies in Education, 1986) was appointed as Canada’s Ambassador to the Federal Democratic Republic of Ethiopia, the Republic of Djibouti and the African Union in September 2012. Before joining the department, he worked in the field of development in Nigeria, Malawi, Haiti and the Philippines in the non-governmental sector. In 1991, he joined External Affairs and International Trade Canada. From 1994 to 1997, he served as second secretary in the Canadian embassy to Turkey. In 2001, he became counsellor at the Permanent Mission of Canada to the World Trade Organization in Geneva. From 2004 to 2005, he was director of the Trade Controls Policy Division and, later, director of the Softwood Lumber Controls Division. From 2008 to 2009, he was

senior departmental adviser in the Office of the Minister of International Trade. Most recently, since 2009, he served as minister-counsellor and deputy permanent representative at Canada’s Permanent Mission to the Organisation for Economic Co-operation and Development in Paris.





Jean Vavrek

Mr. Jean Vavrek has served CIM as its Executive Director since August 2003. Before assuming his current role at CIM, Mr. Vavrek was the vice-president, performance services, for Laurentide Controls Ltd (Emerson Process Management Partner for Eastern Canada), where he also served as vice-president, systems engineering and services. Prior to joining Laurentide Controls Ltd., he held several management positions with Asea Brown Boveri (ABB), including four years as partnership manager for ABB and Cominco Ltd.

Mr. Vavrek graduated from Concordia University’s Executive MBA program in 1995, from St-Lawrence College as a certified electrical engineer technologist in 1981, and holds two certificates from Écoles des Hautes Études Commerciales (HEC), in

management of marketing and in management of production and operations.

As part of his role in the industry, Mr. Vavrek is also very involved in numerous organizations. Some of his official roles include serving on the board of the Canadian Mining Hall of Fame (CMHF) and the Canadian Federation of Earth Sciences (CFES), and representing CIM on the board of the Mining Association of Canada (MAC). He was also an ex-officio member of the Canada Mining Innovation Council (CMIC) board, of the Interim Executive Committee for the Centre for Excellence in CSR, and President of the board of the Council of Engineering and Scientific Society Executives (CESSE).

Mr. Vézina graduated in 1989 from Polytechnic University of Montreal in civil engineering with a specialization in “Water Resources and Project Management”.Mr. Vézina has over 24 years of experience in the hydropower sector and water resources. He has worked for engineering firms, a small turbine manufacturer, Hydro-Québec utility and a private hydropower developer. Since 2013, he joined Hydrosys Consultants, an engineering firm dedicated to the hydropower and hydraulic structures industry, primarily in Canada and throughout the world.

Mr. Vézina has a broad work experience on hydro projects located in Canada and over 7 other countries, requiring overseas travel, and knowledge of local construction practice. He has worked on projects ranging in size from 50 kW to over

40,000 MW, with heads from 2 meters over 1000 meters.

His work experience: hydro potential assessment of large territories, portfolio of projects, pre and feasibility studies, layout and concepts, detailed design, turbine equipment selection and sizing, dam safety assessment, due diligence mandate, project cost estimate and scheduling, preparation of tender document, management of the bidding process, bid analysis, contract negotiation, construction and contract management.

With his broad work experience over the years, Mr. Vézina has become a very valuable project manager that can provide the full range of services and optimize project layouts allowing a maximum return on investment for his clients.

When working for RSW, he was the initiator of the technical scheme which made viable one of the world’s largest hydropower project, the “Grand Inga” with a total capacity of 40,000 MW.




David Wheeler

President, Cape Breton Universit y

David Wheeler is President and Vice-Chancellor of Cape Breton University. Professionally, Dr Wheeler is an internationally experienced academic and business person with more than two decades of senior executive level involvement in change management and sustainable business practice, research and teaching. In the last five years, David has focused much of his advisory work in the fields of energy conservation and renewable energy policy in Canada and the UK. He continues to pursue his interests in the role of the private sector in international development which has been built on major projects undertaken for the World Bank, the United Nations Development Program, the Canadian International Development Agency, the Canadian International Development Research Centre and the UK Department for International Development.

David Wheeler=s most recent academic posts were Pro Vice-Chancellor (Sustainability) and Executive Dean of Business at the University of Plymouth, UK (2010-2013), Dean of Management, Dalhousie University, Canada (2006-2009) and Director and Erivan K Haub Professor in Business and Sustainability at the Schulich School of Business, York University, Canada (1999-2006).

Prior to his recent academic appointments, David was a member of the Executive Management team of international cosmetics firm, The Body Shop International. David spent seven years overseeing a business operating in 50 countries with worldwide retail sales of $1 billion and, when he stepped down, was the longest serving member of the senior team. As Executive Director (Senior VP) of Environmental and Social Policy, David had strategic oversight of human resources and learning, sustainability issues and non-financial auditing and reporting. In his time with The Body Shop, David developed the company=s groundbreaking Values Reports which were rated top in a worldwide ranking by SustainAbility for the UN on corporate environmental and social reporting.

Todd Winterhalt

Group Vice President, International Business Development, EDC

Mr. Winterhalt joined Export Development Canada (EDC) in 2002 and has more than 20 years of business development, risk assessment, trade policy and human resources experience. He was appointed Vice President, International Business Development in September 2010, with responsibility for EDC’s growing network of international representations in key centres, including: Beijing, Bogotá, Dubai, Düsseldorf, Istanbul, Lima, Mexico City, Mumbai, Monterrey, Moscow, New Delhi, Rio de Janeiro, Santiago, São Paulo, Shanghai, and Singapore.

Most recently, Mr. Winterhalt served as Vice President - Human Resources, with responsibility for EDC’s Learning and Development and Organizational Development units. Previous assignments include, Chief International Research Advisor -

Financing Group, with line responsibility for the Corporate Research Department, Policy and International Relations and Technical Advisory teams. He has also worked as Director - Political Risk Assessment, providing internal and external clients with detailed political risk assessments on more than 120 emerging markets.

Mr. Winterhalt holds a BA (Honours) from the University of Western Ontario, a graduate diploma in American history, and a M.Sc (American Intelligence) from the University of Edinburgh. The inaugural recipient of EDC’s Excellence in People Leadership award (2006), he is a past-President (2005-2007) of the Canadian Association of Professional Intelligence Analysts.

Martin Zablocki

President & CEO, Canadain Commercial Corporation (CCC)

Mr. Martin Zablocki joined CCC in November 2007 as Vice-President, Strategy and Organizational Development, was appointed CFO and Vice-President, Risk and Finance in January 2010, and was appointed COO and Executive Vice-President in June 2011. Mr. Zablocki was appointed as President and CEO in April 2014. Prior to joining CCC, he was the Director General, Sector Strategies and Infrastructure Programs Branch at Industry Canada.
