RERP TRAINING PROGRAM

I PURPOSE AND SCOPE

1.1 This procedure defines Radiological Emergency Response Plan (RERP) training provided to all personnel who:

"* Have been granted unescorted access to the Callaway Plant.

OR

"* Are members of the Callaway Plant Radiological Emergency Response Organization.

1.2 The RERP training program ensures that designated personnel can successfully carry out their specific emergency response duties. This program is consistent with the Systematic Approach to Training (SAT) described in APA-ZZ-00925.

1.3 To meet the defined objectives of the RERP training courses and to ensure familiarity with specific emergency response duties, training activities may consist of classroom training, drill and exercise participation, practical exercises, specialized instruction, or a combination of these techniques. 2 RESPONSIBILITIES (COMN 3907)

2.1 SUPERINTENDENT, TRAINING

The Superintendent, Training is responsible for the overall administration of the RERP Training Program within the scope of this procedure.

2.2 SENIOR TRAINING SUPERVISOR

The Senior Training Supervisors are responsible for the implementation of the RERP Training Program elements assigned to their training group.

2.3 SUPERINTENDENT, PROTECTIVE SERVICES

The Superintendent, Protective Services or designee is responsible for:

2.3.1 Approval of RERP Training objectives and review of substantial content changes to RERP training material. (COMN 43391)

2.3.2 Identification of candidates for Emergency Response positions.

2.3.3 Approval of changes to the RERP Training Program delineated in the attachments to this procedure.

2.3.4 Notification of the Rad Chem Supervisor, Emergency Preparedness Training of changes to the Emergency Response Organization (ERO), procedures, or equipment that effect RERP training activities.

2.4 RAD CHEM SUPERVISOR, EMERGENCY PREPAREDNESS TRAINING

2.4.1 Maintains the RERP Training program and RERP courses in the Callaway Training Course Catalog in accordance with this procedure. (COMN 43391)

2.4.1.1 If equivalent courses are developed for existing RERP Training, ensures that:

a The training addresses the requirements of the specific

position(s)

AND

a The equivalency is reviewed by Emergency Preparedness prior to updating the course catalog.

2.4.2 Conducts or coordinates RERP Training activities.

2.4.3 Provides assistance to other training groups as the RERP subject matter expert (SME).

2.4.4 Assists in the development and conduct of scenarios for training drills and evaluated exercises.

2.4.5 Coordinates completion of initial RERP training for newly identified candidates for emergency response positions.

2.4.6 Ensures that appropriate emergency response position codes are updated upon successful completion of initial RERP training.

2.4.7 Coordinates the notification of Emergency Preparedness when training completion or lack of completion results in changes to the emergency response organization.

3 RERP TRAINING

3.1 NON EMERGENCY RESPONSE PERSONNEL

Non Emergency Response Personnel are those personnel who are granted unescorted access to the Callaway Plant, but who do not have designated responsibilities in the Callaway Plant Emergency Response Organization. Non Emergency Response Personnel SHALL successfully complete GET training (Callaway Orientation - T68.0030.6/8). This training includes duties and responsibilities of emergency response and non-emergency response personnel, emergency classifications, assembly areas, alarms, emergency response actions and accountability/evacuation. 3.2 EMERGENCY RESPONSE PERSONNEL (COMN 42658)

Emergency Response Personnel are assigned to a position in an emergency response organization.

3.2.1 For all RERP training activities, including drills and exercises, training objectives and evaluation methodology must be approved by the Superintendent, Protective Services or designee. (COMN 43391)

3.2.2 The Superintendent, Protective Services or designee must review substantial content changes to RERP training material for initial and continuing training prior to conducting the training activity. (COMN 43391)

3.3 RERP INITIAL TRAiNING

All Emergency Response Personnel SHALL successfully complete the RERP Initial Training required for their designated position(s) as specified in Attachment 1. (COMN 3905)

3.4 RERP CONTINUING TRAINING

RERP continuing training activities should be based, as appropriate, on changes to applicable procedures and processes, plant and industry experience, and the results of previous drills and exercises. Drills and exercises may be utilized as training activities where familiarity with specific RERP duties and/or functions can be demonstrated. (COMN 43391)

3.4.1 Emergency responder disqualification results when the required RERP continuing training has not been completed within the previous 15 months (45 months for SAMG continuing training) or when performance is determined by EP to be inadequate in a drill or exercise.

3.4.2 Once an emergency responder has been disqualified, requalification may be obtained by successfully completing the appropriate initial training or a course waiver approved by the Superintendent, Protective Services or designee and filed in QA record file T210.0001.

3.4.3 All Emergency Response Personnel SHALL successfully complete the required continuing training for their designated position(s) as specified in Attachment 2, on an annual (12 months + 3 months) basis, unless otherwise noted. (COMN 3905)

3.4.4 When drills or exercises are used to satisfy RERP continuing training requirements, the following provisions SHALL be met: (COMN 43391)

" Evaluation objectives SHALL be established for each position or functional group. (COMN 43391)

" The Superintendent, Protective Services or designee SHALL approve evaluation objectives. (COMN 43391)

" A lesson plan, instructor guide, or other appropriate course material SHALL be developed and reviewed by the Superintendent, Protective Services or designee prior to conducting RERP training sessions. (COMN 43391)

" Evaluation objectives SHALL be met or remediated. Where appropriate, on-the-spot correction of erroneous performance may be made and proper performance demonstrated by the instructor or evaluator. (COMN 43391)

3.4.5 An evaluator or controller may receive continuing training credit for a drill or exercise, provided the duties of the evaluated position(s) are equivalent to their designated position (the same position or a closely related position with similar training requirements). (COMN 43391)

3.5 TRAINING CRITIQUES

All RERP training activities, including drills and exercises, SHALL provide for formal critiques in order to identify weak or deficient areas that need correction. Critique items should be documented on a Student Training Session Evaluation Card, an Instructor Critique

- (CA-#185A), or an SOS. Any weaknesses or deficiencies that are identified SHALL be corrected. (COMN 42978)

4 EVALUATION (COMN 3905)

4.1 For RERP Initial and Continuing Training courses listed on Attachments 1 and 2, the criterion for course completion is identified on the Course Objective Approval Form. Written examinations require a minimum of 70%.

4.2 All RERP course examinations include Level 1 remediation as defined in the Callaway Plant Training Guide. In addition, RERP course failures require Level 2 remediation, which includes a Remediation Plan (CA-#200) approved by the Superintendent, Protective Services. If previously qualified as an emergency responder, a person who fails an RERP training course MUST complete a Remediation Plan within 30 days of failure or be removed from the Emergency Response Organization.

4.3 A course waiver may be used to provide credit for previous training or experience. For RERP initial and continuing training, the Superintendent, Protective Services or designee is considered the Responsible Department Head.

NOTE: For purposes of RERP training waiver approval, the Superintendent, Protective Services or designee should sign as "Department Head" on the waiver approval form.

5 TRAINING RECORDS

Unless specified in other Training program procedures, RERP training course content and attendance records should be filed in T210.0001.

ACTIVATION AND OPERATION OF THE

JOINT PUBLIC INFORMATION CENTER

1 PURPOSE AND SCOPE

1.1 This procedure is to provide guidance for the activation, operation and deactivation for AmerenUE personnel at the Joint Public Information Center (JPIC) operated by the State Emergency Management Agency (SEMA) at the Ike Skelton Training Site east of Jefferson City.

2 RESPONSIBILITIES

2.1 COMPANY SPOKESPERSON

2.1.1 The Company Spokesperson provides Callaway Plant's official response during news conferences and media events. The Company Spokesperson has access to information pertaining to the emergency through the Recovery Manager, Emergency Coordinator and the Technical Representative assigned to the EOF. The Company Spokesperson is the company's approval authority for all emergency related information released to the media.

2.2 TECHNICAL REPRESENTATIVE

2.2.1 The Technical Representatives report to the Company Spokesperson and provide technical information to the JPIC Editor and the Company Spokesperson. They may also assist the Company Spokesperson in presentation of information and answering questions during media briefings.

2.2.2 Normally, one Technical Representative reports to the JPIC and one reports to the Emergency Operations Facility.

2.2.3 The Technical Representative assigned to the EOF is the primary point of contact for the Technical Representative assigned to the JPIC and the Company Spokesperson.

NOTE: In the event the EOF staff relocates to the BEOF, the Technical Representative assigned to the EOF responds to the TSC and continues to provide information to the JPIC staff.

2.3 RIC COORDINATOR

2.3.1 The JPIC Coordinator reports to the Company Spokesperson and coordinates the release of Callaway Plant emergency information at the JPIC. The JPIC Coordinator provides support to the Company Spokesperson for media presentations.

2.4 JPIC ADMINISTRATOR

2.4.1 The JPIC Administrator reports to the RIC Coordinator to assist in equipment setup and administrative duties for the WIC organization.

2.5 RIC EDITOR

2.5.1 The WIC Editor reports to the WIC Coordinator and is responsible for composition of written information to be released.

2.6 JPIC MEDIA HOST

2.6.1 The WIC Media Host reports to the JPIC Administrator and is responsible to assist the State of Missouri in providing accommodations and support to the media.

3 PROCEDURE

A Joint Public Information Center (JPIC) is located at the Ike Skelton Training Site south east of Jefferson City, Missouri. The JPIC is operated jointly with the Missouri State Emergency Management Agency (SEMA) to provide for the coordinated release of emergency information from all responding organizations to the media. When staffed, it has the necessary equipment for communications with the EOF and St. Louis Corporate Office Building.

3.1 ACTIVATION

The JPIC Administrator ensures completion of Attachment 1, JPIC Activation Checklist.

3.2 OPERATION

3.2.1 COMPANY SPOKESPERSON:

3.2.1.1 Provides the official position regarding the Plant emergency.

3.2.1.2 Approves news releases prior to dissemination to the news media.

NOTE: The Company Spokesperson may request emergency information be placed on the Ameren Web Page by providing a FAX or e-mail of the news release to Corporate Communications (see Emergency Phone Directory for numbers).

3.2.1.3 Obtains Plant emergency information from the Recovery Manager, Emergency Coordinator or the Technical Representative assigned to the EOF and relays that information to JPIC Coordinator and/or JPIC Editor for inclusion in news releases.

3.2.2 JPIC TECHNICAL REPRESENTATIVE:

3.2.2.1 Provides interpretation of technical information to the Company Spokesperson and JPIC Editor.

3.2.2.2 Assists the Company Spokesperson in obtaining accurate,

up-to-date emergency information from Plant personnel.

3.2.2.3 Reviews press releases for technical accuracy.

3.2.3 EOF TECHNICAL REPRESENATIVE:

3.2.3.1 Coordinates the information flow between the Recovery Manager and the JPIC staff.

3.2.3.2 In the event the EOF staff relocates to the BEOF, the Technical Representative assigned to the EOF responds to the TSC and continues to provide information to the JPIC staff.

3.2.4 JPIC COORDINATOR:

3.2.4.1 Provides consultation and support to the Company Spokesperson regarding the conduct of news media briefings.

approved news releases to the news media.

3.2.7 JPIC MEDIA HOST:

3.2.7.1 Assists SEMA and Missouri National Guard personnel in providing support, accommodations, and information materials for attending news media representatives.

NOTIFICATIONS

1 PURPOSE AND SCOPE

1.1 Provide responsibilities and guidance for notifying off-site agencies that an emergency has occurred at the Callaway Plant.

2 DEFINITIONS

2.1 INITIAL NOTIFICATION - Any notification that results from any

of the following:

a. Initiation of an emergency classification.

b. Change of an existing emergency classification.

c. Entering into plant recovery from an existing emergency classification.

d. Declaration of the close out of any emergency classification.

2.2 FOLLOW-UP NOTIFICATION - Any notification which periodically updates off-site emergency organizations regarding emergency conditions or changes to Protective Action Recommendations but does not meet the conditions of an initial notification.

2.3 SENTRY - A computerized notification system linked between the Callaway Plant, the State Emergency Management Agency (SEMA) and the four (4) Emergency Planning Zone (EPZ) risk counties. It allows the Communicator to fill out a notification form on screen and then transmit the data simultaneously to all agencies. Notifications on SENTRY can be initiated from the Control Room, Control Room Simulator and Emergency Operations Facility (EOF).

2.4 FEDERAL TELECOMMUNICATIONS SYSTEM (FTS2000) - A telephone network provided for governmental use. The NRC telephone network is part of FTS2000.

2.4.1 EMERGENCY NOTIFICATION SYSTEM (ENS) - An FTS2000 telephone connecting the Callaway Plant with the NRC Operations Center. ENS lines are installed in the Control Room, Simulator, TSC, and EOF.

2.4.2 HEALTH PHYSICS NETWORK (HPN) - An FTS2000 telephone used for official communication between the Callaway Plant and the NRC Operations Center. It is primarily used for the transmittal of radiological information. HPN phones are located in the EOF and TSC.

2.4.3 BACK UP RADIO SYSTEM (BURS) - An 800 MHz radio system used to communicate with the State and EPZ Counties when SENTRY is unavailable. There are radios located in the Control Room, Simulator, TSC, EOF, EPZ Counties, and State EOC.

3 RESPONSIBILITIES

3.1 EMERGENCY COORDINATOR (EC)/RECOVERY MANAGER

3.1.1 Until relieved, the Shift Supervisor (SS) acts as the Emergency Coordinator and from this point will be referred to as the EC. COMN 3314

3.1.2 The EC, in the absence of the RM, is responsible for initiating this procedure and authorizing the release of notifications to off-site authorities. The RM, when present in the EOF, accepts this responsibility. COMN 3946 COMN 3361 COMN 42570

3.2 OFF-SITE LIAISON COORDINATOR (OSL)

3.2.1 The OSL reports to the RM in the EOF and assumes off-site notification responsibilities, except ENS, from the Communicator in the Control Room. The OSL is also responsible for keeping offsite authorities up-to-date regarding on-site emergency response activities, receiving responding representatives from off-site agencies, assisting in meeting their communications and logistic needs, and other duties as assigned by the RM.

3.3 CONTROL ROOM COMMUNICATOR

3.3.1 The Control Room Communicators report to the Control Room when an emergency is announced and initiate notifications to off-site authorities as directed by the Emergency Coordinator (EC). If an ALERT (or higher) emergency is declared, the responsibility for communication with the NRC via the ENS line is transferred to the TSC (ENS) Communicator and responsibility for off-site notifications is transferred to the Off-Site Liaison Coordinator/EOF Communicator in the EOF. After being relieved of communication responsibilities, the Control Room Communicators may be assigned other duties or report to the appropriate coordinator in the TSC as directed by the EC. 3.4 TSC (ENS) COMMUNICATOR

3.4.1 The TSC (ENS) Communicator reports to the EC in the TSC to relieve the Control Room Communicator, as soon as possible, of the Emergency Notification System (ENS) communications with the NRC, as directed by the NRC.

NOTE: If not in contact with the NRC at time of transfer, it is permissible to accept communications then notify the NRC that the ENS line has been transferred to the TSC.

3.5 EOF COMMUNICATOR

3.5.1 The EOF Communicator reports to the EOF and relieves the Control Room Communicator, per Recovery Manager (RM) instruction, of all off-site notification responsibilities, except (ENS). COMN 3398

4 PROCEDURE

4.1 COMMON GUIDELINES

4.1.1 Communicators announce their presence and availability to the appropriate Coordinator when arriving at their Emergency Response Facility (Control Room, TSC, or EOF).

4.1.2 Prior to initiating any communications, or assuming communications responsibility, the Control Room or TSC Communicator should ensure that there is a dial tone on the ENS telephone.

4.1.3 Prior to initiating any communications, or assuming communications responsibility, the Control Room or EOF Communicator should ensure that:

4.1.3.1 SENTRY Notification System is operational and ready for use:

4.1.3.1.1 Turn the SENTRY computer on, or reboot if already on, using the instructions provided on the keyboard cover. Sign on to the LAN. SOS 00-1663

4.1.3.1.2 Check that the computer clock is within one minute of the Plant Computer time. If the clock is wrong, double click on the time in the lower right hand comer of the screen and set the clock.

4.1.3.1.3 If the SENTRY program does not load automatically, from the Windows based desktop select Start, then Programs then SENTRY.

4.1.3.2 Check that the verification call-back line (676-8840) has a dial tone and that the Backup Radio is on and displays "EOC".

4.1.4 If the primary means of communication for any notification point is unavailable, the appropriate back-up means of communication, indicated on the notification flowchart should be utilized.

4.2 INITIAL NOTIFICATIONS

4.2.1 Notification of State and Local Authorities SHALL be initiated within 15 minutes and the NRC within 60 minutes following the DECLARATION of an emergency. COMN 3947 COMN 1119

4.2.2 Notification of the four counties (Callaway/Fulton, Montgomery, Gasconade, and Osage) is initiated upon direction from the Emergency Coordinator (or Recovery Manager), by a Communicator simultaneously transmitting the notification to all the county Emergency Communication Centers via SENTRY. COMN 3948

4.2.3 The first notification to the State Emergency Management Agency (SEMA), upon direction from the EC, is initiated by a Communicator via SENTRY. If it is off normal working hours or a back-up method of notification is needed, the Communicator uses the telephone to call Missouri State Highway Patrol Troop F, the State notification point. If verification is not received within approximately 30 minutes, the Communicator re-initiates notification to the State notification point. COMN 3949

4.2.4 Notification of the NRC is initiated by a communicator (upon direction from the Emergency Coordinator) utilizing the Emergency Notification System (ENS). Once communications with the NRC are established, they are maintained until the NRC directs otherwise. COMN 42037

4.2.5 For Control Room Evacuation in accordance with OTO-ZZ-00001, use Attachment 1, page 4 of 8, for guidance.

4.3 FOLLOW-UP NOTIFICATIONS

4.3.1 Follow-up notifications are made approximately every 30 minutes, or as an initial check immediately after a transfer of communications has occurred.

4.3.1.1 When at an Unusual Event and conditions are stable, the notification frequency may be reduced, with the concurrence of SEMA and the EPZ Counties.

4.3.1.2 Follow-up notifications are made more frequently if conditions are changing.

4.3.1.3 Follow-up notifications that initiate or change Protective Action Recommendations should be completed with the same urgency as initial notifications (i.e., within 15 minutes of PAR declaration).

4.3.1.4 Once plant recovery has been declared following an Alert or higher emergency, follow-up notifications should be made only when conditions change and the results could affect off-site evolutions.

4.4 TRANSFERRING NOTIFICATION RESPONSIBILITY

NOTE: The transfer of ENS line from the Control Room to the TSC will be under the guidance of the NRC.

4.4.1 When the TSC (ENS) Communicator is staffed:

4.4.1.1 If in continuous contact with the NRC perform, the following:

If currently not in contact with the NRC, perform the following:

The TSC (ENS) Communicator notifies the NRC that communications are now with the TSC.

Log the transfer of responsibility in the facility logs and inform the

EC.

When the EOF Off Site Liaison Coordinator or EOFCommunicator is staffed:

The RM or Protective Measures Coordinator (PMC) will coordinate the transfer of notification responsibility, except ENS line, from the Control Room to the EOF.

The final step for the Control Room Communicators in transferring notifications to the EOF is to point and click the TERMINATE BUTTON. This allows the transfer of modem lines to the EOF for continuing notifications.

Notify the EC/RM that the transfer is complete.

When notifications are assumed in the EOF, prepare, get approval, and send a follow-up notification. This is to ensure proper notification system operation in the EOF. Print a copy of this notification and fax it to the TSC.
