8b - SCSEP ENROLLMENT CRITERIA

What is SCSEP – Senior Community Service Employment Program SCSEP is a training program Employment & Training program exclusively for unemployed (low income)

people age 55 or older with low employment prospects.

Participants are placed in part-time community service assignments at local organizations (called Host Agencies) to gain experience and increasing marketable skills needed to transition to a permanent job.

Authorized by Title V of the Older Americans Act and federally funded by the US Department of Labor.

Goals of SCSEP Upgrade job skills and work experience through hands–on experience at the host agency.

Learn new job skills that are needed in today’s workplace.

Serve communities while expanding skills and earning an income.

Paid training while preparing and seeking a job.

The ultimate goal is to find and keep a job!

Qualifications for SCSEP Age 55 or older. Must be Unemployed at time of application and enrollment.

Family Income must fall within 125% of federal poverty guidelines.

Must reside in a county served by SCSEP.

Willing to mutually develop an Individualized Employment Plan (IEP) with SCSEP Staff.

Must register at the local One-Stop or employment office for employment services.

Must be willing and able to attend community service assignments and trainings.

Must understand the responsibility to seek & find permanent employment as a condition of enrollment.

Must provide income & household information for annual re-certification for continued SCSEP eligibility.

Must be unemployed while enrolled; participants who start working, whether full-time or part-time, will be exited from the program for having obtain unsubsidized employment.

Participants are NOT permitted to volunteer at assigned host agency site.

Must not participate in partisan/non-partisan or religious activities at the host agency site.

Duration of Program Participation (Length of time in SCSEP) Depends on your individual employment Plan (IEP).

May be exited for cause for failure to comply with IEP.

July 1, 2007, Federal Guidelines set a grantee time limit of participation to an average of 27 months; individual time limit for participants is a maximum of 48 months life-time with any grantee.

Therefore, beginning June 30, 2011, participants who have been enrolled for 48-months and have not found a job will be exited due to durational limits.

SER SCSEP National Grant ONLY- Current policy [expiring July 1, 2014): allows a one-time 12-month waiver extension of anyone with a waiver of durational limit factors: age 75 or older, frail, severely disabled, old enough for but not receiving social security title II, severely limited employment prospects who lives in area of persistent unemployment, limited English or low literacy. Any participant with a waiver factor, whose 48-month durational limit date is 6/30/2014 or prior, have never been granted a waiver, and provides documentation by their durational limit date will be granted the one-year extension. Effective July 1, 2014, SER National will implement a 48 month individual durational limit policy with no waivers permitted. SER SCSEP will no longer be authorized to grant any waiver extensions.

The Colorado State SCSEP Grant has a DOL approved 48 month individual durational limit policy with no waivers permitted. (Includes Trinidad area & the Denver area of CO State grant)

Employment – Ultimate Goal of the Program! When you find a job,

o You must report to your case manager. o You will be exited from the program as having obtained unsubsidized employment and o Your last day in SCSEP will normally be the day before you start your new job.

Regularly working (part-time or full-time, no matter how little), while enrolled in SCSEP is not permitted.

Any employment counts as unsubsidized employment; full-time, part-time, temporary or self-employment. Participation in VISTA, the Foster Grandparent Program, the Senior Companion Program, the Senior

Demonstration Programs, and the Retired Senior Volunteer Program are not considered employment.

SER SCSEP is funded by the U.S. Department of Labor and focuses on the needs of mature workers, the community and employers. SER SCSEP pre-

pare eligible mature workers for unsubsidized jobs in the private sector through training in community based organizations. The eligible senior will receive a stipend while he or she is in training with the goal of getting a unsubsidized employment.
