2 FINANCIAL CAPACITY

2.1. PROOF OF FINANCIAL CAPACITY

For the purposes of the evaluation of the financial selection criteria, the amount taken into account is the maximum total estimated budget for the whole period of the FPA.

The financial capacity will be assessed based on the methodology attached in annex A. Applicants must have stable and sufficient sources of funding to maintain their activity throughout the period during which the action is being carried out or the year for which the grant is awarded and to participate in its funding. The applicants' financial capacity will be assessed on the basis of the following supporting documents to be submitted with the application:

Grants with a pre-financing value of EUR 600 000 or more For grants of this type, proof of economic and financial capacity is provided by the following documents:

- solemn declaration certifying the economic and financial capacity of the economic operator (Annex 1 – Declaration on the honour);

- the economic and financial capacity analysis form showing the financial data of the economic operator, completed and signed by the operator (see Annex 2 "Economic and Financial Capacity Analysis Form" of the Application Form);

- for economic operators required under national law to keep a complete set of accounts: the balance sheet, profit and loss account and annexes of the last financial year for which accounts have been closed;

- for economic operators required under national law to keep a simplified set of accounts: the schedule of actual expenditure and income and the annex showing assets and liabilities for the last financial year for which accounts have been closed.

In addition, in case of grants for an action ≥ EUR 750 000 or operating grants ≥ EUR 100 0006, an audit report produced by an approved external auditor certifying the accounts shall be provided for the last two financial year available for FPAs.

2.1 FINANCIAL CAPACITY OF THE APPLICANT(S)

The applicant(s) must show that it has/they have sufficient and stable sources of funding to carry out the project throughout the entire period for which the action is planned. The indicators refer to the last two financial year for which accounts have been closed (in the case of FPA).

The financial capacity will be assessed based on the methodology in annex A.

2 DESCRIPTION OF THE ACTION FOR THE FIRST YEAR OF THE PARTNERSHIP (2017 EDITION OF THE EFFE label and awards scheme)

a) Describe the general and specific objectives that the action aims to achieve:

The applicant should explain how the general and specific objectives of the action will contribute to the objectives of the Union grant programme concerned. Where possible, specify related indicators, milestones to assess the project's achievements and expected impacts.

b) Describe the action (on the basis of the main activities planned) and where it will be implemented

c) Methodology to be followed/project implementation

The applicant should explain the methodology, both theoretical and practical, that will be followed in order to meet the general and specific objectives of the action described above. This might include support to third parties.

In case of financial support to third parties the applicant should specify the different types of activity, the definition of the persons or categories of persons which may receive such financial support and the criteria to give it and the maximum amount. If the financial support takes the form of a prize the applicant should specify the conditions for participation in the contest, the award criteria, the amount of the prize and the payment arrangements.

The applicant should explain which part of the action will be subcontracted (list of main activities to be carried out) as well as which activities will be undertaken by affiliated entities (if applicable).

d) Expected results and their use:

The applicant should specify the benchmarks or deliverables which the applicant intends to employ to achieve the expected results and targets and how they will be used and disseminated

e) Arrangements for monitoring/supervision of the operation and risks involved in its implementation:

The applicant should explain how the action will be supervised. The applicant should refer to any risks involved in its implementation, how they might affect the objectives and outcomes of the action and how they could be mitigated.

f) Sustainability of the project’s achievements:

The applicant should explain how sustainability will be secured once the action has been completed..
