THE CONTEXT
The University of Zululand in collaboration with the South African Association of Public Administration and Management (SAAPAM) will
be hosting the 17th Annual Conference in Empangeni, Kwa-Zulu Natal, from the 03rd to the 05th May 2017, with the theme “Ramifications of Public Ethics, Public Accountability and Public Service Delivery : National and International Prism”. This three day conference will give an opportunity for participants to share knowledge and ideas of how to inject Public Ethics, Public Accountability and Public Service delivery in promoting social welfare.
The University of Zululand is a rural-based University situated in the heartland of Zululand, where the internationally renowned Zulu nation emanates from. The event promises to provide academic stimulation for academics from around the globe, all presenting their research papers on varied topics of interest. However, we all know what all work and no play does, therefore how could it be that you can come to the Kingdom of the Zulus and not have the Zululand experience? With this in mind there will a game-drive where all delegates will have the opportunity to check out Africa’s Big Five at a popular game reserve. This is a once in a lifetime opportunity for those who have never witnessed, through the naked eye, Africa’s majestic creatures great and small. This will be an exciting occasion indeed. We at the Faculty of Commerce, Administration and Law await your arrival with great anticipation of an extremely successful event for all.
The 2017 conference comes at the 23rd year of South Africa’s democratic dispensation. The questions scholars and researchers need to answer are: how far is South Africa, Africa and the rest of the world in terms of public ethics, public accountability and public service delivery? We hope that the 2017 conference will assist in unpacking further the South African National Development Plan (2030), an initiative of government towards achieving good governance and service delivery objectives.
In fact to understand the theme of the conference, it means to read from a multi-theoretical perspective on the different stages of ethics, accountability and service delivery and trying to comprehend how governments implements good governance nationally and internationally. Seen from this point of view, to call for a renewed focus on ethics, accountability and public service 1
delivery, means to call for a convergence of those streams of research in public administration and management, which study how policy decisions are made and implemented. We particularly encourage submissions that address theoretical and methodological questions in public ethics, public accountability and public service delivery, under the following streams:

Conference papers Papers on the theme and the sub-themes of the conference which will be triple-blind reviewed are hereby solicited for presentation, poster presentations and display for possible publication in the Journal of Public Administration (JOPA) or any other journal as conference proceedings or full published work.
Abstracts submissionAbstracts of between 250 - 350 words on any one or combination(s) of the specific themes stated above should be submitted on or before 31 January 2017.
In the cover page of the Abstracts, the following information need to be specified;
a. The title of submission.
b. Conference sub-theme
c. Name of author(s)
d. Institutional affiliation of author(s)
e. Address(es) of author(s)
f. E-mail address(es) of author(s)
Papers submitted for possible publication in the conference proceedings of the Journal of Public Administration (JOPA) or any other journal as conference proceedings or fully published work should strictly adhere to the editorial policy requirements regarding specifications for manuscript submissions. The submission date for full papers is the 28 February 2017. In keeping with Item 3 of the Editorial Policy of the Journal of Public Administration (JOPA), all papers submitted by the due date shall be circulated anonymously to specialist referees for evaluation. It is only on the basis of the referees’ reports that the Editor may either except or reject any paper submitted for possible publication in the subsequent edition of the journal. Except in special cases where prior has been obtained, papers should not exceed 5000 words. Prospective contributors are specifically requested to ensure that the language and technical aspects of their contribution are of high standard. In this regard, proof of this effect would be required. Papers

should be submitted electronically; typed in 1.5 spacing, 12pt Times New Roman and accompanied by an English Abstract of between 250 – 350 words. Since the papers are circulated anonymously for evaluation, the name and affiliation of the author(s) should be on a separate page. Only the Harvard style will be accepted for references. Abstracts and full papers should be e-mailed to [email protected] and copy [email protected] . By submitting a paper, you certify that all co-authors are aware of the submission and consent to presentation of the work. All submissions must be in Microsoft Word. Include the contact details off all authors on the first page of the document.
