Vote SAFE initiative ensures military votes are countedOUR MILITARY PERSOnnEL go above and beyond the call of duty in defending our freedoms and making the world a safer place – here and abroad. You would think our state government would make sure these individuals at least have the op-portunity to exercise their freedom to vote while they serve our country.

Unfortunately, California fails to provide enough time to vote for military personnel stationed overseas according to a recent report entitled “no Time to Vote: Chal-lenges Facing America’s Overseas Military Voters.”

There is a solution. Vote SAFE – The Secure and Fair Elections act of 2010 will begin circulating petitions in late 2009 in order to get this measure to voters on the november 2010 General Election Ballot.

Vote SAFE makes three key changes to our voting laws:· It allows military voters, and their

dependents that are away from home, 15 additional days for their votes to be counted if mailed by Election Day.

· Additionally, it requires voters to show proof of identification at the polls.

· Finally, it requires that absentee ballot envelopes to include the last four digits

of the voter’s California driver’s license or identification card number or, if un-available, the last 4 digits of the voter’s social security number and a security flap to conceal the voter’s information.Our opponents say it will be too great a

burden on local election officials to wait 15 additional days to finish counting votes and certify elections, but is this incon-venience worth preventing our men and women in the military from having their votes counted? Shouldn’t we, who are safe and sound at home, be willing to wait slightly longer to obtain final elec-tion results in order to ensure our military personnel get their votes counted?

We think so, and we believe the vast majority of Californians will agree, which is why we are taking this idea to them by way of the initiative.

We also believe that requiring identi-fication at the polls is a common sense requirement to help ensure our elections are safe, secure, and as free of voter fraud as possible.

For those who cannot provide their identification, Vote SAFE authorizes them to cast a provisional ballot after completing an affidavit that they are a registered voter. The bill would also require the Department of Motor Vehicles to waive the fee for an identification card requested for the sake of satisfying the Voter ID requirement.

Frankly, what’s wrong with asking vot-ers to produce identification? We live in a society that demands photo identification

from its people. Identification is necessary to function.

“We’re the only country in the world that operates on the honor system when it comes to elections,” said John Fund, a Wall Street Journal columnist and author of the book “Stealing Elections: How Voter Fraud Threatens Our Democracy,” to a Texas reporter in April.

Voter fraud stomps on the rights of Cali-fornia citizens and completely distorts the

Democratic process – the very process our military personnel are trying to help bring to other people across the world. This is precisely why their voting rights deserve to be better protected at the same time.

The reality is that 21 others states in this nation already give additional time for military votes to be counted, and California needs to get its act together and do a better job of showing its appreciation to those who serve us at home and abroad.

Voter reform is in high demand by law-abiding citizens who are fed-up with unfair practices that favor felons over military personnel and politics over Constitutional rights.

Questionable Lawsuits Target TaxpayersBy Jon Coupal, Howard Jarvis Taxpayers Association

SEVERAL YEARS AGO, Stephan Pastis, the creator of “Pearls Before Swine,” drew a cartoon that illustrates the threat now faced by taxpayers. In the comic, Zebra is complaining to his friend Goat that he was being sued by crocodiles. The croco-diles’ cause of action? “Defendant Zebra has willfully failed to be plaintiffs’ food, in breach of natural Law ... Plaintiffs seek defendant Zebra cooked medium well over a barbecue pit.”

Taxpayers know what it is like to be Zebra, as the tax-and-spend lobby is accel-erating its use of the courts in an effort to make sure that those who pay the bills are the main course of government’s feast.

Particularly alarming is a suit filed by former UCLA Chancellor Charles Young asking the court to declare unconstitu-tional Proposition 13’s requirement of a two-thirds vote for the Legislature to impose new state taxes.

The two-thirds vote to increase state taxes was written into Proposition 13 by Howard Jarvis and Paul Gann for good reason. Once the 1978 measure put limits on annual increases in property taxes, the

authors wanted to keep government from just reaching into another of the taxpay-ers’ pockets to make up the difference.

Still, it has been proven that a two-thirds vote is attainable. In 1991, the Legislature in-creased sales and income taxes with a two-thirds vote. Earlier this year, the Legislature imposed the most massive tax increase in the history of all 50 states, again achieving the super-majority re-quirement. Although the new taxes are supposed to sunset after two years, California now competes with new Jersey for the heaviest tax burden in the nation.

Young’s suit attempts to make the case that Proposition 13 is invalid because it is a revision, not an amendment, to the State Constitution. This argument was made in the 1978 case, Amador Valley Joint Union High School District v. State Board of Equalization and was rejected by the California Supreme Court. However,

Young argues that the Court’s decision applies to other aspects of Proposition 13, not the two-thirds vote.

To ensure that Proposition 13 will be vigorously defended, the Howard Jarvis Taxpayers Association has asked the Supreme Court for per-mission to intervene in the case as an additional defendant. Our request argues that, without our involvement, Proposition 13 and the two-thirds vote requirement for passing a budget will not get a fair

hearing.Although Young’s suit must be taken

very seriously -- just look at what is at stake -- there is a high probability that taxpayers will prevail. The great weight of legal authority leans heavily on the side of Proposition 13’s constitutionality.

Another recent lawsuit should also be resolved favorably to taxpayers. Senate Majority Leader Darrel Steinberg, miffed that Governor Schwarzenegger actually

reduced spending to more closely match revenue, has argued that that those re-ductions in spending were illegal. But, as cogently argued by Arnold’s legal team and others, the Governor’s constitutional authority to reduce budget appropria-tions is plenary.

If Steinberg realizes, as he should, that his lawsuit has little chance of success, why bring it? Well, why does a career politician do anything? The answer is in the title of an analysis by political pundit Anthony York: “Steinberg Lawsuit Offers Political Dividends.”

Indeed, York unabashedly acknowl-edges that the suit was filed for reasons other than the underlying legal merits: “Whether he wins or loses the legal battle, the benefits for Steinberg are manifold. It allows Steinberg to get back into the graces of Democratic interest groups, who have watched Democrats approve deep budget cuts. It also gives Demo-crats a political opening to hammer Schwarzenegger.”

THE LARGEST AnD most influential news-gathering organization in the world, the Associated Press, is delivering content to its subscribers created by groups with financing from philanthropist George Soros and another “progressive” billionaire who campaigned for Barack Obama and topped donor lists to groups like ACORn and MoveOn.org.

AP content drives the news agenda

more than any other agency in the world, including the new York Times. It not only provides most of the national and interna-tional copy for newspapers, but, because of its influence and worldwide reach, directly affects what is reported as news on the major networks, cable networks, radio networks and even the other international wire services.

When you ask yourself why the news media has a pro-socialist and globalist bias, one need look no further than the total corruption of the nonprofit cooperative known as the AP.

As I wrote in my book “Stop the Presses! The Inside Story of the new Media Revolu-tion,” the free press is a uniquely American institution designed to serve as a watch-dog on government and other powerful institutions. That’s what the founders had in mind when they enshrined in the Constitution special protections for the press. Though a free press as it has been known in the U.S. for the last 230 years was unknown anywhere in the world at any time before, the founders recognized how this independent “Fourth Estate” would be vital to the maintenance of a free society – not only in keeping the people informed, but in exposing waste, fraud, abuse and corruption in government, which they saw as the greatest threat to liberty.

They thought of the free press as yet another check and balance in a system loaded with checks and balances. They wanted government – especially any cen-tral or national government – to be kept off-balance, if you will, so that the chains removed from the people through their new form of government would not be eas-ily reaffixed. The greatest accomplishment of the Constitution was removing those chains from the people and placing them on the government.

Because the great temptation of those in power is to increase their power, the

press would serve, the founders believed, as a guardian of the people and the rule of law.

That was then. This is now.Today, most of my colleagues in the news

media have literally sold their souls to the god of government. They have forsaken their watchdog role. They have traded their birthright and the noble mission of the free press for a mess of pottage.

The example of the AP being subsidized by wealthy partisan hacks with a pro-socialist and pro-globalist agenda

is not the first straw, it is the last. There’s no going back for institutions like the AP. They have been corrupted beyond repair.

All the ethics rules in the world won’t help when both the leadership and the rank and file of a once-great media institution lose their moral bearings. They cannot even see how they have been fundamen-tally compromised. They have long ceased to be the watchdogs on government and have actually become public relations mouthpieces for the ever-expanding role of government in the lives of individuals.

Even for a media insider like me who has worked with institutions like the AP for 30 years, it’s hard to believe how completely they have become debauched, faithless, nefarious, reprobate and unprincipled.

The watchdogs have gone to the dogs.Remember this when you turn on the

TV for your news – it doesn’t matter which channel. Remember this when you open your newspaper – it doesn’t matter where you live. Remember this when you turn on the radio for news – it doesn’t matter which station.

That’s the sad reality of where the media are today. And when you hear the cacophony of voices all telling you the same thing, understand why.

I can only hope that my little Internet-based news organization provides some-thing of an antidote to this mind-control, liberty-denying poison all around us. SAVOR THE SILEnCE of America’s self-serving champions of privacy. For once, the American Civil Liberties Union has nothing bad to say about the latest case of secret domestic surveillance -- because it is the ACLU that committed the spying.

Last week, The Washington Post re-ported on a new Justice Department inquiry into photographs of undercover CIA officials and other intelligence person-

nel taken by ACLU-sponsored researchers assisting the defense team of Guantanamo Bay detainees. According to the report, the pictures of covert American CIA officers -- “in some cases surreptitiously taken out-side their homes” -- were shown to jihadi suspects tied to the 9/11 attacks in order to identify the interrogators.

The ACLU undertook the so-called “John Adams Project” with the national Association of Criminal Defense Lawyers -- last seen crusading for convicted jihadi assistant Lynne Stewart. She’s the far-left lawyer who helped sheikh Omar Abdel-Rahman, convicted 1993 World Trade Cen-ter bombing and n.Y. landmark bombing plot mastermind, smuggle coded messages of Islamic violence to outside followers in violation of an explicit pledge to abide by her client’s court-ordered isolation.

The ACLU’s team used lists and data from “human rights groups,” European researchers and news organizations that were involved in “(t)racking international CIA-chartered flights” and monitoring ho-tel phone records. Working from a witch-hunt list of 45 CIA employees, the ACLU team tailed and photographed agency employees or obtained other photos from public records.

And then they showed the images to suspected al-Qaida operatives implicated in murdering 3,000 innocent men, women and children on American soil.

Where is the concern for the safety of these American officers and their families? Where’s the outrage from all the indignant supporters of former CIA agent Valerie Plame, whose name was leaked by Bush State Department official Richard Armit-age to the late Robert novak? Lefties swung their nooses for years over the disclosure, citing federal laws prohibiting the sharing of classified information and proscribing anyone from unauthorized exposure of undercover intelligence agents.

ACLU Executive Director Anthony Romero refused to comment on Project CIA Paparazzi and instead whined some more about the evil Bush/CIA interroga-tors. Left-wing commentators and distrac-tion artists are dutifully up in arms about such “inhumane” tactics as blowing cigar smoke in the faces of Gitmo detainees. But it’s Romero blowing unconscionable smoke:

“We are con-fident that no laws or regula-tions have been broken as we investigated the circumstances of the torture of our

clients and as we have vigorously defended our clients’ interests,” he told the Post. “Rather than investigate the CIA officials who undertook the torture, they are now investigating the military lawyers who have courageously stepped up to defend these clients in these sham proceedings.”

Courage? What tools and fools these jiha-di-enablers be. Civil liberties opportunism is literally a part of the al-Qaida handbook. A terrorist manual seized in a Manchester, England, raid in 2005 advised operatives: “At the beginning of the trial ... the broth-

ers must insist on proving that torture was inflicted on them by state security before the judge. Complain of mistreatment while in prison.” Jihadi commanders rehearsed the lines with their foot soldiers “to ensure that they have assimilated it.”

Since 9/11, the selective champions of privacy have recklessly blabbed about counterterrorism operations, endangered the lives of military and intelligence of-ficials at Gitmo, and undermined national security through endless litigation. They accused Bush immigration officials of xenophobia for pursuing visa overstay-ers from jihadi-friendly countries. They accused local law enforcement, FBI and other homeland security officials of “racial profiling” for placing heightened scrutiny

on mosques and jihadi-linked charities.now, caught red-handed blowing the

cover of CIA operatives, they shrug their shoulders and dismiss it as “normal” re-search on behalf of “our clients.”

But don’t you dare question their love of country. Spying to stop the next 9/11 is treason, you see. Spying to stop en-hanced interrogation of Gitmo detainees is patriotic. And endangering America on behalf of international human rights is the ultimate form of leftist dissent. But on this issue, taxpayers are square-ly in the Governor’s corner and his actions to cut spending were not only constitutional, they reflect good policy.

In any event, the interests of taxpay-ers are threatened not only when the Legislature is in session. The courts are

AFTER HAVInG GIVEn away billions faster than even the optimists had anticipated, it was announced today that the federal government’s “Cash for Clunkers” program is coming to an early end. But, based on the standards of eco-nomic analysis which prevail in Washington, Wall Street and academia, the program must be considered a master stroke of public policy. These experts will tell you that by mandating that citi-zens destroy older (but still working) vehicles to receive $4,500 toward the purchase of a new car, the program not only revved up the economy by encouraging Americans to bor-row more, but it may have, per-haps, made some great strides in saving the planet by reducing carbon emissions.

With this solid win-win now on the books, the time has come to put the strategy to work in other areas. For instance, the government could use these lessons learned to help the moribund housing sector. I propose the “Dough for Dumps” stimulus program. Here’s how it would work:

Homeowners struggling to make payments on environmentally inefficient homes can apply for government aid to destroy their old homes and re-ceive guaranteed loans to buy newly constructed houses, provided they are furnished with the latest “green” advancements in energy systems and building materials. As with the “Cash for Clunkers” program, this plan would solve many problems at once.

First, it will help put a floor under falling home prices by reducing the glut of houses currently on the market. The best way to stop prices from falling, and thereby reduce the foreclosure wave, is to reduce supply.

Left alone, the market would do this by lower-ing prices, which would bring more buyers into the market. But this approach falls on the back of hom-eowners whose only crime was to overpay for a house. A more socially equitable method would be for all taxpayers to shoulder the burden through a government bulldozing program.

In addition to contracting the supply of homes, the program would also stimulate the economy by providing funds to hire environmentally savvy builders and con-tractors (not to mention the workers needed to demolish the old homes). The resulting demand would help to reduce unemployment, especially in the housing sector. Government incentives and subsidies could also give an important boost to the developers and manufacturers of “green” windows, solar heating systems, furnaces and water systems.

Once this program has rejuvenated the real estate mar-ket, citizens should also be encouraged to burn their old

furniture and clothing, thereby sparking demand for new goods from our nation’s struggling retailers. When you think about it, the possibilities are endless.

If these proposals seem ridiculous, it is because they are. But they are no less ridiculous than the “Cash for Clunk-ers” program that inspired them. All are examples of the “broken window” fallacy of economics, which argues that economic activity can be stimulated by the need to replace something that has been destroyed.

Unfortunately, many of our “best” economists subscribe to the notion. But society gains nothing from redundant activities. Digging holes just to fill them up does employ workers, but the work offers no benefit to anyone not receiving the wage. Absent government incentives, such a job would create no profit and could only exist as a result of a subsidy from someone else. Such work also prevents workers from accomplishing tasks that create real wealth and actually benefit society.

In the case of “Cash for Clunkers,” the government provided an incentive for citizens to destroy otherwise working assets, fully owned by their users, in exchange for a smattering of “green” tech and a lot more debt. Could anyone look at our country now and determine that our problems stem from a lack of new cars? Given our level of economic output, it is likely that we already have too many cars. On the other hand, it should be obvious to anyone that American consumers are already burdened by too much debt. The program distorts the market by giving car owners a powerful incentive to take out new loans for cars they may not need.

The environmental benefits of the program are much more difficult to quantify and extremely unlikely to overcome the waste inherent in the wanton destruction of working assets. On a practical level, the premature shelving of working cars will add extra pressures to our

waste management capacity, and create emissions and pollution through the compaction/incineration processes that accompanies disposal. On an abstract level, this program punishes every con-sumer who sought to be ahead of the curve in environmental responsibility by using their own resources to upgrade a clunker. Some may think twice before making such a move without govern-ment money on the table.

More fundamentally however is the question of making wise decisions in

a recession. Given the fragility of our finances, we should use our resources wisely, pay down our debt, replenish our depleted savings, and make investments in time and energy that offer a tangible benefit. The “Cash for Clunkers” pro-gram is the exact opposite of what we need and a glaring example of the lack of economic understanding currently on tap in Washington. Early Release, Sentencing Commission Would Force Californians To Live In FearLAWMAKERS ARE FACInG some very tough choices in finding savings to close our massive ongoing budget problems, none more difficult than in the Depart-ment of Corrections budget. Whatever course we take could have a significant impact on the safety of Californians for years to come.

That’s why north State families should be deeply troubled by the push by Sacrame nto Democrats to let tens of thousands of dangerous crimi-nals out of pris-on before they have completed their sentences or been properly rehabilitated.

They are lay-ing the groundwork for an irresponsible ruling by three liberal judges from San Francisco ordering the early release of one-quarter of California’s inmate population to reduce overcrowding - 44,000 inmates - to become reality. Democrats would reduce the state’s prison population by letting 27,000 inmates go free.

Democrats are also pushing for the cre-ation of an irresponsible sentencing com-mission to review and revise California’s, mandatory sentencing laws.

If they have their way, a group of un-elected, unaccountable appointees would be given broad powers to gut vital tough-on-crime protections like 10-20-Life that are keeping us safe and criminals off the streets - without the input of the Legislature of the people of California. They would even allow a convicted felon to have input in changing our sentencing laws.

Proponents of early release and a sen-tencing commission say that only non-serious, non-violent inmates would be granted early release, and that there would be no impact on public safety. nothing could be further from the truth.

One look at the list of non-serious, non-violent crimes in California, and you will see that some very dangerous individuals could be set free if Democrats have their way. Individuals serving time for offenses like exploding a destructive device, pos-sessing biological agents, evading a police officer, burglary while armed with a deadly weapon are all considered to be non-serious, non-violent inmates.

A report by the nonpartisan RAnD institute found that the average inmate on early release committed 13 crimes before

being rearrested. The Federal Bureau of Justice Statistics found that 70 percent of inmates on early release were re-arrested within three years. One in five committed a violent crime after their release.

The experiences of other states that have employed early release shows what could be in store for us. In Texas in the 1980s, a judge ordered the early release of inmates to ease overcrowding. Unfortunately, a murderer named Kenneth McDuff, origi-

nally imprisoned for killing 3 teenagers, was included in the early release order. Once free, Kenneth went back to his mur-dering ways, raping and murdering 12 women before returning to prison.

We know that there will be some dan-gerous criminals like Kenneth that slip through the cracks be turned loose if Democrats succeed in imposing early release.

Californians want to see dangerous crim-inals locked up behind bars, not roaming free in our neighborhoods and communi-ties. They don’t want to live in fear in their own communities because the Legislature has spent too much for too long.

This is not to say that we cannot make savings in the Corrections budget. We can, and we must, reduce Corrections spending by targeting bloated bureaucracy and ris-ing inmate health care costs. It makes no sense that prison administration spending rose 105 percent between 2005 and 2008-09, while the number of inmates declined sharply.

Lawmakers should stand together to protect Californians, not make our com-munities less safe through early release and a sentencing commission. However you look at it, early release and a sentencing commission is not the way to cut Correc-tions spending - and will hurt our state far more in the long run. “Anti-consumer agency?”IRISH PHILOSOPHER Edmund Burke once famously said, “Those who don’t know history are destined to repeat it.” As Congress considers reforms intended to prevent breakdowns in our financial system, some of the ideas being pushed seem eerily reminiscent of past failures.

One such flawed idea is the administra-tion’s proposal to create a Consumer Finan-cial Protection Agency. Proponents of such an agency think the time has come to sepa-rate consumer-protection regulation from safety and soundness. (Bank regulators currently are charged with both responsi-bilities.) Though the proposal for an entirely new agency is a re-cent develop-ment, the idea of separating these two missions has been around for some time. In fact, this structure contributed to the catastrophic blunders known as Fannie Mae and Freddie Mac.

Fannie and Freddie were overseen pri-marily by the Office of Federal Housing Enterprises (their safety and soundness regulator) and the Department of Hous-ing and Urban Development, which was responsible for enforcing the affordable-housing goals (akin to mission over-sight). These “goals” mandated that the government-sponsored enterprises (GSE) dedicate a large portion of their portfolios to promote affordable housing throughout the country.

As we all know, this story didn’t end well. These affordable-housing goals of Fannie and Freddie (enforced by HUD) led the GSEs to purchase more than $1 trillion of so-called “junk loans.” These Alt-A and subprime loans accounted for roughly 85 percent of the mortgage giants’ losses.

When Fannie and Freddie started hemorrhaging money last fall, federal regulators stepped in and moved them into conservatorship, which may end up costing American taxpayers $400 billion.

Obviously, these affordable-housing goals were at odds with the long-term vi-ability of these firms. This conflict occurred because these two agencies were tasked with entirely different (often conflicting) objectives.

We are now looking to apply that flawed model (with separate consumer-protection

and solvency regulators) throughout the entire financial system. Will this create a more effective, safer regulatory structure? Our regulators don’t think so. Federal Re-serve Chairman Ben S. Bernanke said he would leave consumer protection with the federal banking agencies if he were writing the regulatory reform proposal. The head of the Federal Deposit Insurance Corp., Sheila C. Bair, even has gone so far as to say taking this step could result ultimately in less effective protections for consumers. Virtually every federal banking regulator has vocally expressed concern over this

idea, not because the regulators are trying to protect their regulatory turf but because it is a bad idea.

This proposal seems to ignore the fact that consumers benefit from a competi-tive market with adequately capitalized institutions that consumers know will be there down the road to make good on their promises. In many ways, solvency protec-tion is the most effective form of consumer protection.

Going forward, it will be very difficult to create a separate government agency, charge it with consumer-protection over-sight, and not expect politically driven mandates similar to the affordable-housing goals. If our warning signs are ignored and a CFPA is created with broad author-ity, expect to see similar unintended consequences come up that will distort our markets and work against safety and soundness regulation.

Instead of bifurcating the mission of the various regulators and repeating mistakes of the past, we should make certain our regulators are vigorously pursuing fraud and abuse in the market and ensure that consumers throughout the financial system have the tools necessary to make sound, educated financial decisions. What Happened in Guadalajaraby Phyllis Schlafly

PRESIDEnT OBAMA WEnT to Guada-lajara, Mexico in August as part of his promise to “rejoin the World Community” and become a “citizen of the world.” He participated in a conference with Mexican President Felipe Calderon and Canadian Prime Minister Stephen Harper.

These cozy meetings of the so-called three amigos used to be labeled the Secu-rity and Prosperity Partnership. The three north American heads of state met in Waco in 2005, in Cancun in 2006, in Quebec in 2007, and in new Orleans in 2008.

After conservatives exposed the mischie-vous goals, the amigos accepted the Hud-son Institute’s helpful suggestion to change their name. now they call themselves the north American Leaders Summit.

Prestigious internationalist think tanks, the Council on Foreign Relations, the Hud-son Institute, and the Center for Strategic & International Studies, explained the real purpose of these high-level get-togethers. These meetings were planned to be the first steps toward a north American Union modeled on the European Union, with open borders and a common currency, which Canada’s Fraser Institute prema-turely labeled the amero.

The words “union” and “amero” have become embarrassing, so the goal has now been identified as “economic integration” and “labor mobility.” The Guadalajara joint statement reaffirmed the purpose of “integrated economies,” and that still means allowing unlimited access for cheap labor from Mexico to take U.S. jobs.

President Calderon demanded unlim-ited “labor mobility” and asserted that it is “unthinkable” for the United States to function “without the contribution of the Mexican laborers and workers.” He also wants free access for Mexican trucks to all U.S. roads and U.S. citizenship for Mexi-cans living illegally in the U.S.

Canada’s Harper wants all three to pledge to work “together on a north American focus against climate change in order to assure and guarantee a new

international covenant that is efficient and truly global.” Harper also complained about the “buy American” provision in our 787 billion dollar Stimulus law.

Obama reaffirmed his commitment to pass the Cap and Trade bill so he would be hailed as a hero at the upcoming United nations climate-change conference in Co-penhagen. He promised to “take the lead by reducing U.S. emissions by 80 percent by 2050” and to “work with other nations to cut global emissions in half.”

Obama also promised to “continue to work to fix America’s bro-ken immigration system,” which most people see as code words for amnesty for

illegal aliens. He did not promise to stop the flow of illegal drugs and people coming across our southern border, but he did say he wanted “to stem the illegal southbound flow of American guns and cash that helps fuel this extraordinary violence.”

In other words, he was blaming the United States for Mexican drug violence. In fact, most of the guns found at Mexican crime scenes are not American, and U.S. taxpayers are already generously footing the bill to train Mexicans to fight the drug war.

Fortunately, Obama did not pledge to open our roads to Mexican trucks, which may be his only concession to American public opinion so far in his presidency. Congressional law forbids the entry of Mexican trucks, and the latest Rasmussen Survey shows that 66 percent of Americans oppose lifting this congressional ban.

Under nAFTA, the United States agreed to let Mexican trucks operate freely in our country after 1999 so long as they meet U.S. safety standards. But they have never met them; and nothing in nAFTA requires us to admit trucks that don’t meet U.S. standards.

Highway safety is the primary reason why Americans are adamantly opposed to allowing Mexican trucks on our roads. The problem is not only the wear and tear on our deteriorating highways from additional tens of thousands of heavier, environmentally dirtier trucks.

Highlights of the CRA Convention

U.S. truck drivers are limited to ten consecutive hours of service, but Mexi-can drivers typically drive up to 20 hours a day. Even if limits are imposed, nobody knows how many hours they are behind the wheel before reaching the border.

In contrast to U.S. requirements for truck drivers, Mexico has no credible system of driver training, licensing, drug

testing, physical and age requirements, safety inspections even for brakes, weight limits, insurance, or nationwide criminal or driving-record databases.

U.S. law requires commercial drivers to be able to “read and speak the Eng-lish language sufficiently to converse with the general public, to understand highway traffic signs and signals in the English language, to respond to official inquiries, and to make entries on reports and records.” But Secretary

of Transportation Mary Peters testified at a Senate committee hearing last year that when Mexican drivers respond to our questions in Spanish, her employees nevertheless check the box for English-proficient.

Phyllis Schlafly has been a national leader of the conservative movement since the publication of her best-selling 1964 book, “A Choice Not An Echo.” She has

been a leader of the pro-family movement since 1972, when she started her national volunteer organization now called Eagle Forum. In a ten-year battle, Mrs. Schlafly led the pro-family movement to victory over the principal legislative goal of the radical feminists, called the Equal Rights Amendment.

Mrs. Schlafly’s monthly newsletter called “The Phyllis Schlafly Report” is now in its 42nd year. The mother of six children, she was the 1992 Illinois Mother of the Year.

We believe with the framers of that document when President Adams stated, “This Constitution will not work except with a religious people.” We understand that the concept of self-government begins with governing one’s self first, then family, community, state, and nation.Education: We believe in the rights of parents to a quality education for their children. We support parental choice to create competition among the schools. We must in-sure that no school or teachers union can compromise the education of our children or advance a particular political agenda at the expense of our future generation’s educations.Decentralized Government: We believe in the power of the individual over the power of the state. We believe that only small government truly serves the needs of the people.Taxes: We believe that the federal tax system is abusive to the American people while discouraging investment and growth. We believe in growth-oriented tax policies which would gradually eliminate punitive income taxes and move our tax system in the direction of use taxes and sales taxes only.Sanctity of Life: We believe that the preborn child is a hu-man being deserving the full protection of the law.National Defense: We believe in a strong and consistent national defense. We believe in victory over, and not ac-commodation with, tyranny in any form or philosophy.Free Enterprise: We believe in the free enterprise system as the best hope for men and women to fulfill their economic hopes and dreams. We know that the free market is the most efficient and the least costly system to deliver the highest quality goods and services at the lowest price to the consumer. We will support only those who support the free enterprise system through legislation to reduce or eliminate intrusive government intervention in the marketplace.Family: We believe that the traditional American family, defined as any persons related by blood, marriage of a man and a woman and/or adoption, is the cornerstone of our American society, and the government is duty bound to protect the integrity of the family unit through legislation and taxation policies.Right to Bear Arms: We believe in the unqualified right of our citizens to keep and bear arms without the intrusive hand of government.Victims’ Rights: We believe in the concept of victims’ rights over the rights of any criminal. We support a system of restitution as a deterrent to crime and recidivism.Term Limitation: We believe that public service is a privi-lege. We support term limits for public officials, not as an ideal but as a necessity to dissuade career politicians. It is the people who should rule, not an elite with little accountability.National Sovereignty: We believe in an America first pro-gram in which Government’s first concern is the welfare and protection of the American people.
