California Banks: Overview of

Market Performance by

The number of publicly-traded California banks with less than $150 million in total

assets decreased by one in September. Of the 20 banks in this class, twelve

recorded stock price increases, four declined in price, and four were unchanged in

price. Four banks did not trade during the month. As was mentioned before ACAL

was acquired by FNBG this month and was no longer covered in this report. The

average Price to Tangible Book Value (P/TBV) at the end of September equaled

1.21x, seeing a marked increase over August, and returning to June and July levels.

The number of publicly traded banks with assets between $150 – 250 million was

decreased by one in September. Of the 24 banks in this class, twelve reported

monthly gains in stock prices, nine declined in price, and three banks were

unchanged in price. The average P/E ratio decreased from 16.04x in August to

15.94x in September; average Price to Tangible Book Value remained unchanged

from July to August at 1.0x.

The number of banks and thrifts with total assets between $250 and $500 million

was unchanged over the month of September. Of the 27 banks in this category,

fourteen reported gains in stock prices, twelve were lower in price, and one was

unchanged in price. SCBH saw an increase in price of over 12%. The average P/E

ratio in September increased over August, from 14.94x to 15.14x. Average price to

Tangible Book Value, however, decreased slightly from 1.17x last month to 1.16x

in September.

The banks and the one thrift with assets between $500 million and $1 billion

remained unchanged in number over the month of September. Of the 20 listed

companies covered in this group, ten reported gains in price, seven reported

losses, and three remained unchanged in price. There were no significant price

changes in the month of September. The average LTM P/E ratio was down

slightly in September from 15.14x to 15.12x; the average Price to Tangible Book

Value remained unchanged in September at 1.1x.

The number of banks and the one thrift with assets between $1 and $5 billion was

unchanged in September. For the 21 companies in this group, fourteen reported

stock price gains, and seven declined in stock price, one remained unchanged in

price. PPBI saw the most notable increase for September, gaining 8.3% in price.

The P/E ratio increased from 16.04x last month to 16.41x in September. Price to

Tangible Book Value likewise increased, from 1.47x to 1.5x.

The number of banks with over $10 billion in assets remained the same over the

month of September. Of the seven banks, four increased in price, and the other

three all decreased. Both P/TBV and P/E ratios decreased slightly, to 2.14x and

unchanged in September. Four of the seven companies in this class increased in

stock price; the remaining three all declined in price. BOFI once again

experienced strong gains of 11.2% for the month of September. This means for

the last two months BOFI has reported gains of 10%+, per month, compounded.

Both the average P/E ratio and Price to Tangible Book ratio increased in

September. P/TBV increased to 17.75x in September and P/E increased from

2.02x to 2.09x in the same period.

At month end for September 2015, one bank in the Monthly Stock report had

dropped from coverage, following an acquisition. America California Bank (ACAL)

was acquired by another San Francisco Area Bank, FNB Bancorp (FNBG) for $21.5

million. This report covers a total of 126 companies.

The September employment report clouded prospects that a lift-off in the fed funds rate would occur in 2015. At minimum, an October increase appeared to be off the table. Payrolls increased 142,000, which was well below market expectations. The payroll estimates for July and August were revised lower. The third-quarter rise in payrolls was the smallest quarterly gain since the fourth-quarter of 2013.

The recent two-month increase in payrolls was the smallest since early 2014. The peak monthly gain in payrolls occurred in February. Payroll gains have trended downwards since May. The six-month average rise in payrolls peaked in February. The September gain in payrolls was more than 50,000 jobs below the six-month average.

The September payroll trends by industry indicated that lower energy prices, the slowdown in China, and the appreciation of the dollar quelled hiring. Manufacturing payrolls declined for the second consecutive month. Jobs in the mining sector, which includes petroleum and other commodity extraction, were down 11% over the past year. Hiring for warehousing and trucking declined last month—reflecting cutbacks in export shipments.

The jobless rate held steady at 5.1% in September, while the labor force participation rate at 62.4% fell to a 38-year low. Average weekly hours worked in the private sector declined in September, while average weekly earnings were unchanged for the month.

Employment Report Equity Markets

The free-fall in stock prices abated in September, yet market indices continued lower for the month. In the third quarter, equity markets sustained their worst quarterly performance since 2011.

The Dow Jones Industrial Average declined 1.5% in September to produce an 8.6% year-to-date (YTD) decline. So far this year, the steepest YTD decline was 12%, which occurred on August 25th. The S&P 500 index fell 2.6% in September for a 6.8% YTD decline. The smaller company NASDAQ index showed a steeper monthly decline than its larger company indice counterpart, down 3.3%, yet its YTD decline was narrower at 2.5%. Bank stock prices appeared to be under greater downward pressures in September than the broader market, likely as a result of the Federal Reserve’s decision to delay again the interest rate lift-off. The KBW Bank stock index was down 3.8% in September for a YTD decline of 6.8%. The S&P Bank index fell 4.5% in the month and is off by 7.0% YTD.

For the 126 publicly-traded California banks and thrifts covered in the Monthly Stock Report, 56% reported stock price gains in September, including eleven companies with price gains in excess of 10%. In August, only 32% of the stocks reported monthly price gains, and the number of significant price increases was six. Total market capitalization of these covered companies held steady at $50.8 billion.

During September, three merger announcements were made involving the acquisition of publicly-traded California banks, specifically PPFC, OCBB, and SCAF.

The Institute of Supply Management (ISM) survey of manufacturing activity declined in September to 50.2, the lowest reading since May 2013. A reading below 50 implied contracting activity. Inventories and prices paid surveyed well below 50. Although remaining above 50, sizable monthly declines were reported for production, new orders, and hiring.

New orders for durable goods declined 2.3% in August and was down 2.6% year-over-year (YoY). Declines in civilian aircraft orders and in orders for motor vehicles contributed to this fall-off. For the first eight months of 2015, non-defense orders were 4.5% below the comparable average in 2014.

The auto sector continued to post impressive sales. Preliminary estimates placed September sales of cars and light-duty trucks at an annualized rate of 18.2 million units, the best sales month since July 2005. On a YoY basis; September sales were up 10.6%. Revised estimates for GDP in the second quarter placed real growth at 3.9%, compared with the original estimate of 2.3%. Growth in final sales was more robust, particularly consumer spending on services and non-residential building. Corporate profits for the second-quarter were revised sharply higher. The 25% annualized growth was the steepest gain since the first quarter of 2012.

The annual FDIC survey indicated that bank branch deposits increased 5.4% in the year ending June 30, 2015, to a level of $10.66 trillion. The branch count dropped 2.5% over the year to a level of 93,283. The number of branches had declined 6.2% from its peak annual amount in 2009.

The 2015 deposit report determined that 47 of the 50 states recorded YoY gains in total deposits, with Delaware, Minnesota, and Missouri sustaining declines. Only Maine, Rhode Island, and South Dakota reported increases in annual branch count.

The nation’s four largest banks captured a branch deposit market share of 36.5% in mid-2015, down from a 37.5% share a year earlier. All four banks sustained a drop in market share last year.

Total branch deposits in California equaled $1.16 trillion, as of June 2015. Deposits were up 6.9% over the year. The number of branches was down 2.2% from 2014 to 7,099. The peak number of California branches was in 2009. Since then, the branch count declined 4%.

The top four banks in California deposit market share as of June 2015 were Bank of America, Wells Fargo, JPMorgan, and Union Bank. These four banks accounted for 58.3% of the state’s deposits, down only slightly from the 59.0% share in 2014.

Financial markets are looking ahead to the following critical dates:

If history serves as a reliable precursor, the likelihood is high that there will be no 2015 lift-off in interest rates and that the budget and debt ceiling issues will be fixed with short-term patches. Market volatility, however, will likely remain elevated through year-end. Former Fed chair Bernanke recently stated that the U.S. economy could not withstand even a 100 basis point increase in the fed funds rate, as higher rates would cause greater appreciation of the dollar, further crimping demand for U.S. exports. The rate on the 10-year treasury note closed below 2% on October 2nd, following the release of the September jobs report. The weak employment data quelled expectations of a near-term hike in the fed funds rate.

Oil prices rose in September, reflecting reported reductions in oil drilling rigs production and the increased political tensions in the Middle East. The weak U.S. jobs report suggested that low interest rates would continue into 2016. China announced that it was considering additional economic stimulus, holding the promise of a pick-up in production and increased demand for energy.
